Gregg, Who said anything about frame relay (except for the answer).. What about PPP or any other encap? Does your explanation hold for *all* encaps? In this case, since it's frame relay, the 2nd up would not occur unless LMI keepalives were occuring. What cisco is saying is UP/UP is just the int status. Doesn't mean that data is being xfered. The most popular way to know that an interface is in use is to watch in/out stats (via sh int). Clear counters is another usefull cmd.
