Michael, For security reasons, I'd really not recommend using a router for a tacacs or radius server. If someone cracks the routers security, they have access to all usernames and password. Personally, I'd use a simple linux machine for radius authentication. Even an LDAP authentication would be more secure than using the router for authentication. Just my 2 cents. I'm not an expert on this, but it seems to me that if you don't have a local database or an external server, you don't have any user names to authenticate against.
