You should make shure that your encapsulation is the same as the telco that you are leasing the line from. Cisco defaults to HDLC and that doesn't work for GTE circuits. For GTE it's Encapsulation frame-relay ietf, and lmi type is ansi. If the problem is only from the ethernet hosts then check their default gateways. It should point at the local router. If there is a problem pinging over frame relay. Then do a "show frame map" to see if the ip addresses have been resolved to the DLCI's via inverse arp. Or are you configuring static "frame map ip a.b.c.d. DLCI" on the routers? Also remember that you can't ping your local frame relay serial interface without a static mapping statement. This sometimes causes confusion.
