Jeremy:

My boat has these SS toe rail cleats. We recently had a storm with wind 
gusts over 50 mph and they held the boat (with mast in) in place with no 
problems.  I am confident they can hold in much higher winds as well.  FYI

FWIW, I installed midship cleats 12 years ago.  Think I paid $25 for 4 hole 
Schaefer stainless 8 inch.  I added big and thick aluminum backing plates under 
the deck.

If I did it again, I'd probably install fairleads instead: Better on your toes 
and doesn't snag lines.
