Apply check has some errors, probably due to directory changes since this was 
done. I tried on trunk and cassandra-3.11 branches. Will review the patch 
individually and make changes and submit another patch if needed.

Nice, thanks [~cnlwsu].  I'm going to get some performance numbers to test the 
impact of querying this table while the database is under heavy load.  I don't 
expect we'll see a problem, I'd just like to have them handy for anyone that 
checks this issue out in the future.

I'm happy to do a code review, or if someone else is interested we can split 
the review, with me doing perf analysis  and the other doing code review.

For trunk, I made a few adjustments to the CompactionTaskCollection class in a 
branch

me know what you think. The main motivation was improving how empty collections 
are created / identified to eliminate potential problems with instances created 
with empty / null collections, but I also renamed the class to be more 
consistent with our other extended collection classes.

For 3.11, we should either catch Throwable, or always call 
{{LifecycleTransaction#close}} in a finally block since it’s a noop on 
committed and aborted txns (my preference).
