Metadata table was disabled by default due to
https://issues.apache.org/jira/browse/HUDI-2961
The interim workaround is to have JVM based local process lock provider -
https://issues.apache.org/jira/browse/HUDI-2962. With this we can turn on the
metadata table by default.
