Since GTA02v1 and GTA02v2 are simply the first two hardware prototype
versions of GTA02, and neither are available for sale, why do you want
to know the difference between them.  It's quite possible there will
need to be one or more further hardware prototypes - unless GTA02v2 is
already sales-worthy hardware-wise, which would be great news!

One would expect that they both match the published specs for the GTA02
(or at least are two steps along the way to a subsequent prototype
hardware rev which does match the published specs when it is ready for
sale).

I'm sorry, I misread your email.

So are you asking what is the difference between GTA02 phase 1 and
GTA02 phase 2?  The answer is no difference in the devices themselves.
GTA02 is the name of a particular hardware revision, and phase 1
vs. phase 2 is roughly the difference between "aimed at developers,
software in-progress" and "aimed at mass market, software
consumer-ready".  GTA02 is the final hardware revision of the Neo 1973
(unless there's a secret that FIC hasn't announced yet), so the
difference between buying one in October and buying one later is just
what software is pre-installed.  But the whole point is that you can
install/upgrade software yourself anytime you want, so there really
isn't any difference.

GTA02v1 and GTA02v2 are just prototype versions of GTA02.

Just like there was GTA01v1, GTA01v2, GTA01v3 (the first version given
to internal OpenMoko developers), GTA01v4 (the version where the
touch-screen was only half-working), GTA01Bv2 (the first version with
bluetooth), GTA01Bv3 (the version which went to P0 developers for free),
and finally GTA01Bv4 (the version available for sale now).

So don't get too excited about GTA02v2 just yet :-)
