On my Windows 2000 machine, I can just drag/drop them to a new location, i.e., 
manually sort them.  Will this do?

Just left-click+hold and drag the pinned icon of your choice to where 
you want it and then release. It will show where it is going to land 
with a black bar.

Simply drag them into the order you want.
