I think I see the problem with the congruity package - I'll fix it later.

Does the updated concordance at least let you run 'concordance -iv' 
without having to reboot?

Try using the latest version.  1.0 is rather old and the problem you are 
reporting sounds familiar, although I can't seem to find anything in the 
commit history.

I ignored the referral to the  myharmony website. Previously, I have 
used the old site even when the message says that I should go to 
myharmony. I am asking for help at the moment because the usb connected 
remote is being recognised by concordance  the first attempt at checking 
it is present, but thereafter it has the error messages and the remote  
is not recognised until I reboot the system.

1.2 is the latest but even then the 650 is a myharmony remote. mhgui is
used for that. I'm not sure if the learning works for it.
