I'd say, there's no (or almost no) equivalent thing as kppp under GNOME.
My guess is, almost all GNOME core developers have permanent connection,
and they never looked back and see the need of a modem dialer :-/

Actually I'd suggest gnome-network be removed from cooker, it's just a
bunch of dead code :-)

Only problem is, wvdial is not installed by default (not even in
rpmsrate), and has no menu entry.

So it won't help new users to get connected, and it's hard to get
technical support when you've just reformatted your only machine and you
can't connect to the net =(

Don't bother with gnome-ppp. Use wvdial, it works just fine and it is
very easy to configure. That's what I ended up using when I was stuck
with a modem.

Of course, gnome-network has been abandoned during the GNOME 1.0 days!
Only until very recently that the code has been resurrected from death,
but still not usable yet.
