I'm not quite up to speed with Unix GUIs, and didn't realize that (thanks to
the other person who pointed this out as well).  I just reported it as a
usability issue, but I agree with Pixel's assessment that it's probably not
worth pursuing.

As someone with a more-than-average interest in usability, I must frown on
this. If your dialog doesnt fit in 640x480, then probably you need to
redesign it... Furthermore there can be all kinds of reasons someone is
running in 640x480, for instance when he has selected a wrong X server
type.

Of course, the idea that a window could be larger than the max visible
area is completely silly and this shouldnt be possible at all!

contrary to what you believe, it's quite hard to make things work that
way. kde control center is another example of
not-fitting-on-small-displays.

Why? You can use virtual screen space and/or ALT-drag to access whatever you 
need in the window.  Who runs their desktop in 640x480, anyway?  If you 
selected an x server type, it should be usable enough to get the right one 
installed, anyway.

Go to /etc/X11/XF86Config-4 and add 'Virtual 1200 800' to the pixel
depth you run. The virtual desktop will let you get where you need to
go.

I can't get over how many KDE settings dialogs have such an abundance of
unnecessary whitespace. There's no good reason for that dialog not to
fit in a 480 pixel height.
