No... it does not make a difference either way I have the same response.

What I did was to rename the directory /usr/share/doc/HTML/update
to something else (updatedir for instance)
Then ran again

rpm -Uvh kdelibsxxx[whatever] and created a new folder [simbolic folder] named
update
with a lot of stuff inside... so happily finish the instalation!

 rpm -ivh --force kdelib*
warning: /usr/share/config/charsets saved as /usr/share/config/charsets.rpmorig
warning: /usr/share/config/kdebug.areas saved as
/usr/share/config/kdebug.areas.
rpmorig
kdelibs ##

Also, rpm -e --nodeps kdelibs,

I am checking to see if they are new libraries available.

BTW I tried rpm -e kcmclock but it says Not installed ?
then I try again kdelibs and it finds some problems and quits
installing the rmp file. weird... it references to certain HTML files
in /usr/share/doc or /usr/share/conf let me try again and Il let you
 know for sure.

erase kcmclock and reinstall kdelibs, and wait for a new kcmclock now that
Michael is back from the kde meetings.
