Han, my first guess would be Romania, based on Mircea's (.ro) email address. 
A traceroute from here (Western Australia) goes to New York on AlterNet, then 
flips to sunrise2-gw.customer.alter.net and off into .ch (Switzerland) 
domains.

Well yes I know the drill. But ehm... Let me put it this way: I once
gave my opinion on a good mp3player and according to me that was cplay.
And somebody asked me for the url. And I said that google brought it up
as the first link. But then he replied with,  But now everybody who
wants to find that magnificient piece of software has to look at
google. I could do nothing more but agree with him so eversince I
provide a link on mailing-lists/newsgroups.

Now don't tell me that I should not have asked but have done the trace
and have filled in the answer, because I don't consider myself the
authoritive answer.

For rsync, put into /etc/rsyncd.conf:

max connections = 200

[LM]

Next run chkconfig rsyncd on  service xinetd restart and you've got
a fully working rsync server.   You also might want to consult man rsync
and especially man rsyncd.conf.

Germany here (T-DSL) - Max I get is 40k transfer - but with
sunsite.uio.no or ftp.sunet.se I average around 85-100k.

What kind of equipment are you running and how long do you intend to
maintain this site?  Will it be considered an official site or just
for Cookers?

Here in Massachusetts, USA I was hitting 800 kbps over transatlantic
lines (admittedly, this was prior to your announcement, so there may not
have been much competition).

On a related note, I'm trying to convince my Uni. to set up a Cooker
mirror on this side of the pond.  If/when that happens, I'll make a
proper announcement.

Well, you can do some more tuning of course (see man rsyncd.conf), but
to get it running:  Yep, that's all there's to it.  I maybe missing
something, but because the setup is so extremely easy, I don't
understand why there aren't more rsync servers around.

from phone line central hub).
I comparison, I am getting this kind of speed when downloadinf from USA
ftp servers.

I can't manage to use fmirror.
A standard ftp client can connect but fmirror doesn't
