Canada has a time zone that is on a half-hour boundary.
Newfoundland Time Zone: GMT - 3:30

from Rochester, NY (practically Canada). Haven't seen snow for three years.

if you from the east side of the rockies you are right Jay,
but here in the lower mainland, that is darn near polar. ~l~
Vancouver barely hits 32 F in mid winter.

South Australia is on a half hour increment and I think at least one
of the SE Asian countries is as well.

Bah... come to Edmonton (middle of Alberta).  0F is the norm in 
winter...  right now it's nice tho... global warming and all... =)  
Currently running at about 34F... practically summer.  =)
