The idea of CSS Zen Garden is that you download the .html file and the
initial css file
and then create your own style based on a fixed html.

http://www.csszengarden.com/zengarden-sample.css contains the following :

You might want to read that.

I'm sure other artists expect their work to be used for inspiration
but this header is in
Kevin Addison's CSS :

Hello,

When I use firefox view source the html shows plenty of div elements.
So I'm not sure if you are referring to something else.

By the way, if you look in the style sheets you will notice the following:

/* IMPORTANT */
