Sellers' attorney called the bail ``intergalactic'' and unprecedented for the misdemeanor charges against Sellers, director of the Berkeley-based Ruckus Society, a group that trains activists in non- violent civil disobedience. ``It's a ridiculous, punitive, unconscionable pre-emption of his going to the rest of the Republican Convention, and the upcoming Democratic Convention,'' said attorney Larry Krasner, who is representing 33-year-old Sellers, as well as several other high- profile protesters arrested during the convention. Sellers, a nationally known activist who was in Philadelphia three weeks before the convention to conduct one of the Ruckus Society's protest ``training camps,'' grew up in the nearby town of Phoenixville, where his parents still live. After the training camp, Sellers vacationed with his parents in North Carolina, and returned to Philadelphia with them last weekend, intending to participate in the convention protests only as an observer, Ruckus Society program director Han Shan said yesterday. Rats in the Grain By Russell Mokhiber and Robert Weissman What is Attorney General Janet Reno trying to hide? A lot. In part, that's the nature of being in law enforcement. You don't want to tip off the criminal element, so you play things close to the vest. The less said the better. But in part, Reno is proficient at dodging legitimate questions that have nothing to do with ongoing criminal investigations. Yes, she has held a weekly press conference since she came into office. But despite hundreds of questions that she has fielded over the years at her weekly press briefing, she has given few substantive answers. It's either "can't talk about that -- it's under investigation" or "get back to me later," or one of a dozen or so other put offs that now come naturally to the Attorney General. She even smiles when she does this -- and what's a reporter to say? A couple of weeks ago, we attended Reno's press briefing to ask her about a new book -- Rats in the Grain: The Dirty Tricks and Trials of Archer Daniels Midland, The Supermarket to the World, by James Lieber (Four Walls, Eight Windows, 2000). Lieber, a Pittsburgh-based labor lawyer, documents the federal government's criminal case against ADM and some of its top executives for price-fixing. The criminal prosecution would never have been launched had it not been for Mark Whitacre, the former ADM vice president who agreed to become a mole for the Federal Bureau of Investigation (FBI) and be wired. As a result of Whitacre's work, the FBI collected hundreds of hours of video and audio tapes documenting executives from around the world fixing the price of lysine, a feed additive. In October 1996, ADM pled guilty to antitrust crimes and was fined $100 million. Senior vice presidents Michael Andreas, the son of Chairman Dwayne, and Terrence Wilson were convicted of antitrust crimes in 1999 after a trial in federal court in Chicago. They were sentenced to three years in prison each. Mark Whitacre was charged with accepting millions of dollars in off-the-books payments from ADM -- in effect, stealing from the company. Whitacre pled guilty and was packed off to prison for nine years. Lieber details the investigation and prosecution of the corporate criminals and their executives in what is perhaps the best documented corporate crime in recent memory. But he also points out that the FBI had much information indicating that ADM Chairman Dwayne Andreas and President James Randall knew about shenanigans going on throughout the company. Yet, the FBI was not allowed to question them -- ADM's highest ranking executives. Attorney General Reno, shall we go to page 306? There, Lieber points out that in 1996, Dwayne told the Washington Post that he had known about Whitacre's off-the-books compensation for three years. Whitacre was only fired after ADM learned that he had been working as a mole for the FBI. If he knew about it for three years, why didn't he fire Whitacre immediately? Or how about page 326, where Lieber points out that ADM board member Howard Buffett, son of Omaha multibillion Warren Buffett, told the FBI that in July 1995, during the height of the FBI investigation, he saw a "tub of shredded documents" outside of Dwayne's office. Yet Dwayne was never called to testify about these shredded documents. For an attorney general who claims to make decisions based on justice, not politics, the failure to interview a big Democratic Party contributor like Dwayne Andreas looks bad. FBI agent Anthony D'Angelo told Lieber that ADM's law firm, Williams and Connolly, was effectively in charge of the investigation from its inception. "Williams Connolly held a lot of power," D'Angelo said. "They basically ran the show." So, we go to see Reno at her offices at the Justice Department, where her weekly briefing takes place. And we ask about the troubling allegations raised by Lieber. "I have not read the book, so I couldn't comment." Okay, let's put aside the book. You were in charge of the investigation -- why didn't you have your people call Dwayne Andreas and James Randall in for questioning? "I won't comment in the context of the book, since you are asking questions in the context of the book. I've discovered when questions are asked in a specific context, they are often taken out of context." We leave the press briefing befuddled, but anxious to get an answer. We call the Justice Department's spokesperson on all matters criminal, John Russell. John, we ask, why didn't the Justice Department at least bring Dwayne in for questioning? "Williams Connolly wouldn't let us question him," Russell says dryly. What about a subpoena, forcing him to testify? "We got the information otherwise," Russell said. From where? "There is already little work for belly dancers in Britain these days," complained Kathy Salford, who has been a belly dancer for more than 30 years and has performed in most of the well known clubs across the Middle East. "This will deter customers from attending legitimate clubs or taking dance classes." The Telegraph revealed last week that Saddam's intelligence chiefs have decided to use women to report on and eliminate Iraqi opposition abroad. A 45-day intensive training course focusing on poisoning and organising car accidents was held outside Baghdad last month for agents, some of whom are believed to have already arrived in London, and the Foreign Office is on maximum security alert. Ms Salford said: "Already a very, very glamorous Iraqi dressed up to the nines has been to the Baghdad Cafe in Westbourne Grove offering to dance for free. How can anyone dance for nothing when the costumes alone cost more than £500? It's highly suspicious." There is such fierce competition for places to belly dance in London, that Maroush, a Lebanese-owned restaurant in Edgware Road, runs a contest on Lebanese television where the prize is a one-month contract to perform there. Members of the Midlands Arabic Dance Network (Madan), which represents 600 belly dancers, are particularly concerned about reports that a well-known Iraqi belly dancer is planning to set up a school in London as a cover for giving support to Saddam's spies. They are worried that potential clients would desist because of fears they could be turned into "Mata Haris". One, who wanted to remain anonymous, said: "Most of our members make their living giving classes. Probably only five British belly dancers make a full-time living from performing." Although many belly-dance venues have closed since the heyday in the Seventies, there has been a recent surge in popularity in classes. Miss Salford fears that talk of links between belly dancing and the Iraqi regime may end chances of organisations obtaining a lottery grant such as that recently awarded to belly dancers of Manchester to bring over a famous Egyptian teacher. In the coffee shops of west London where Arabic dancers meet, the talk is of little else. One young woman sipping Turkish coffee said: "We belly dancers are a very tight-knit community and know when outsiders appear. Cope Schellhorn If this case is authentically UFO-related - and at this time I have no reason to believe it is not - then all of us are going to have to reevaluate to one degree or another our tentative conclusions as to the possible specific intentions, moral perspectives and general agenda that some of our extraterrestrial visitors may have. There have been rumors of homicidal, UFO-related, human mutilation cases for some time now but hard evidence has been lacking. Until, perhaps, now. Brazilian ufologist Encarnacion Zapata Garcia and Dr. Rubens Goes have recently presented a series of sensational photographs, obtained from police files which mimic the wounds of countless UFO-related animal mutilation cases that have been reported in Europe and North, Central and South America since the 1960s. On first glance they would seem to be ufology's worst nightmare. What is more disturbing is that Brazilian ufologists and police have intimated that there may be at least a dozen or more cases similar to the recently uncovered Guarapiranga reservoir case. If this is true, it is somewhat doubtful that any of this potential new material will ever see the light of day, given the official attitudes now prevailing in Western power circles. But we can be grateful for fortuitous disclosures, and the Guarapiranga case and it's accompanying photographs seem to be just that. A great stroke of luck, albeit a dismaying one. Obviously if the Guarapiranga data is legitimate, then it becomes increasingly difficult to maintain the position that all visitors are demonstrating a relatively friendly attitude toward humans, regardless of what their specific agenda(s) may be. The Guarapiranga situation indicates that there is at least one group of alien visitors to the planet who have a complete disdain for human sensibilities, who, in fact, could care less about the value of human life. When I learned of the Guarapiranga case through Brazilian ufologist A.J. Gevaerd, who first published the related photos in his magazine UFO, my interest was stimulated and I quickly made plans for a trip to Brazil. In Sao Paulo I met Encarnacion Garcia at the home of well known ufologist Claudeir Covo and talked with her later at length. Then I traveled to Campo Grande and questioned Gevaerd. He was kind enough to supply me with second generation photographs (the best available) of the Guarapiranga reservoir victim having himself become thoroughly convinced that the evidence supporting the case was authentic and that the case was UFO- related. I came to the same conclusion because all other alternatives were neither supported by facts nor good logic, whereas the similarities to numerous cattle mutilations which I had studied in the United States were startling, exactly paralleling what I have seen many times before. The specifics of the case are as follows: Encarnacion Garcia learned from her friend, Dr. Rubens Goes, that he was in possession of some rather "odd" photos which had been given to him by his cousin, police technician, Rubens Sergio. These were official photos of a body that had been found near Guarapiranga reservoir on the 29th of September, 1988, of an unnamed male who was, however, later identified. The name of this man has been withheld from all media investigators, including UFO investigators, at the request of his relatives. After studying the photos, Encarnacion Garcia was impressed with how similar the wounds of the body were to those found on the carcasses of so many UFO-related mutilated animals, knowledge which the original investigating police officials and medical doctors involved with the case did not possess. Surprisingly, Dr. Cuenca, head of the primary investigation, offered his files on the case. This is the stroke of luck which I previously mentioned and for which we can all be thankful. These included the all-. important autopsy description to which I will momentarily refer. The initial police report, however, was not extraordinary in nature except for the recognition that the body, although extremely mutilated, had not met with unusual violence; that is, there were no signs of struggle or the application of bondage of any kind. It was the autopsy report itself which was most revealing, especially when we compare the remarks made there with what we have learned from animal mutilation cases elsewhere. It is imperative to remember, as I have stated previously, that the individuals conducting the autopsy had no knowledge of similar animal mutilation cases. This makes the official remarks of the report all the more revealing in retrospect. Encarnacion Garcia received copies of seven photos. For example, the 1996 act forced all employers in every state to report to the National Directory of New Hires the names, wages, addresses, and social security numbers of each newly hired employee. It forced each licensing agency in every state to collect the social security numbers of all applicants for all licenses, permits and certificates. It required banking and financial institutions to provide, and transmit to the state all customer account information, linked with each customer's social security number. The Act required that passports must be denied to anyone charged with owing back child support payments. It required employers to act as the state's enforcement arm by forcing them to garnish the wages of obligees. It also required the IRS to deduct unpaid child support amounts from tax refunds. This newest act will now expand that dragnet by granting to private entities access to the same centralized databases of information originally reserved to state and federal agencies. The purpose of the Child Support Distribution Act is to create a "bounty hunter" mentality with regard to child support enforcement. It will provide for the establishment of private enforcement goons whose business will be to track down delinquent parents and force them to pay up. The intent, at least initially, is to authorize private collection agencies to use information generated by the states in locating individuals owing past-due child support. When the 1996 Welfare Reform Act was first being considered, all assurances were given that "only authorized government agencies" would have access to the massive amounts of personal data they would be collecting. Of course, no one in their right mind believed that. The next step in the Orwellian scheme -- after this present bill is approved -- will be to expand the enforcement mechanisms still further. Soon thereafter, these same "locating and tracking" databases to be used to locate any and all "suspects" or "created criminals" who try to alluded authorities or escape their due punishment. Think about the scope of this dragnet. All license information (including marriage, driver, business, occupational, recreational licenses) will be linked to all banking and financial account information, which is linked to tax records, which is linked to all employment information (including address and wages or salary), which is linked to all registration information (such as automobiles), which is linked to passport information. And now, under this bill, all of the above information will be available to private entities which will act in partnership with government as their paid enforcement arm. Viruses given a gene for a toxin from one of the world's deadliest spiders could replace chemical pesticides, say researchers in the US. They plan to carry out field trials, although there are fears about the wisdom of releasing such viruses. Glenn King of the University of Connecticut Health Center in Farmington and his colleagues recently identified a unique family of toxins in the venom of a funnel-web spider. These neurotoxins are lethal when injected into insect tissues, yet have no effect if eaten by insects or other animals (Nature Structural Biology, vol 7, p 505). King's team is now engineering the gene for one of these toxins into baculoviruses, common viruses that infect certain moths and butterflies, and have long been used as "biopesticides." When the modified baculovirus infects a butterfly or moth, the insect's cells should start to produce the toxin, killing it faster than wild viruses. Because the host butterfly or moth) dies quickly, before much virus can replicate, the modified virus shouldn't persist in the environment, say the researchers. http://www.mtholyoke.edu/offices/comm/vista/9606/4.html Ancient Coins May Map New Understandings of Antiquity BY KEVIN McCAFFREY IF MOUNT HOLYOKE geologist Mark McMenamin is right, neither Columbus nor the Vikings were the first non-natives to set foot on the Americas. McMenamin's theory is based on coins he believes contain the oldest world maps in existence. The author of a 1994 book, Hypersea: Life on Land (cowritten with his wife, Dianna), which unveiled a new theory of the genesis of terrestrial life, he may now have made another important discovery --one that sheds radical new light on present conceptions of the classical world and on the discovery of the New World. Working with computer-enhanced images of gold coins minted in the North African city of Carthage between 350 and 320 BC, McMenamin has interpreted a series of designs appearing on these coins, the meaning of which has long puzzled scholars. McMenamin believes that the designs represent a map of the ancient world, including the area surrounding the Mediterranean Sea and a land mass representing the Americas. If this is true, these coins not only represent the oldest world maps found to date, but would also indicate that Carthaginian explorers had sailed to the New World a good 1,300 years before the Vikings. It was his interest in the Carthaginians and Phoenicians as explorers that led McMenamin to study the gold coins, known as staters. The Carthaginians were closely linked to the Phoenicians of the Middle East in terms of culture, language, and naval enterprise. Both peoples are widely credited with significant sailing exploits through the Mediterranean, to the British Isles, and along the coast of Africa. On one of the coins studied by McMenamin, a horse stands atop a number of symbols at the bottom of the stater. For many years, scholars interpreted these symbols as letters in Phoenician script. When that theory was discounted in the 1960s, scholars were baffled. Using a computer to enlarge and enhance these images on the coins, the geologist --aided by his familiarity with land masses and shifting tectonic plates-- was able to interpret the design as a representation of the Mediterranean, surrounded by the land masses of Europe and Africa with, to the upper left, the British Isles. To the far left of the representation of the Mediterranean is what the geologist believes is a depiction of the Americas. A number of classical texts bolster this theory. For example, in the first century BC, Diodorus of Sicily wrote " ... in the deep off Africa is an island of considerable size ... fruitful, much of it mountainous ... Through it flow navigable rivers. ... The Phoenicians had discovered it by accident after having planted many colonies throughout Africa." "I was just the lucky person who had the geologic and geographic expertise to view these coins in a new light," notes McMenamin. "I have been interested in the Carthaginians as the greatest explorers in the history of the world." McMenamin's study of the coins prompted him to master the Phoenician language. He has published two pamphlets on his work regarding the Carthaginian coins. One is written in ancient Phoenician, representing probably the first new work in that language in 1,500 years. The Numismatist, a leading journal in the study of coins, has accepted McMenamin's paper on the theory and will publish his findings this fall. At the same time, the scholar is trying to gain access to a number of coins --or casts of their impressions-- currently held in European collections. These impressions will further aid him, he hopes, in proving the world map theory's validity. "If I had the time and the money," McMenamin observes, only half-kidding, "I'd be in North Africa with my metal detector trying to find Carthaginian coins to further confirm my hypothesis." Additional study may well reveal that it was explorers based in Africa, not Europe, who "discovered" the New World. At the very least, McMenamin hopes his theory will focus new scholarly attention on ancient Carthaginian culture. The goal of the cartel is for all of its members to obtain net revenues above what would be possible if there were open competition, especially price competition. Members restrict output in order to gain high revenues per unit sold. The cartel's members raise their prices. A cartel faces competition from members who cheat and from non-members who enter the market. This is why cartels that do not obtain protection from the State in restricting entry into a market eventually break down. Without State intervention, newcomers attract consumers by offering lower prices. Also, some cartel members cheat by secretly increasing their output, lowering prices, or both. The cartels' other members must then cut prices to retain customers. The cartel breaks down. Whenever you find a cartel that has existed for several decades, begin a search for State intervention: civil sanctions placed on non-members who seek to enter the market through price competition. In the field of higher education, look for laws against the unaccredited use of certain words: college, university, B.A., M.A., Ph.D. Accreditation I have yet to see a history of the collegiate academic accreditation system in the United States. It would make a great Ph.D. dissertation topic for some free market economist. (Perhaps it has been written, and I have missed it.) There is a Web site that lists the various collegiate accrediting associations: the Council for Higher Education Accreditation. The site also has a revealing page on Government Relations. The organization favors "voluntary enforcement," meaning self-policing by existing members, without additional regulations imposed by the U.S. Department of Education. Economists might say that "voluntary enforcement" really means "government enforcement of existing regulations, especially against non-member interlopers, but with no new rules imposed on existing cartel members." (Except when analyzing the Federal Reserve System, economists say things like this.) Recall that the chief goal of a cartel is to keep out price-competitive interlopers. In a document titled, HEA 98 - Summary of Accreditation Provisions, we read the following: The President today signed into law the Higher Education Amendments of 1998 (HEA 98), as Public Law 105-244. The new law reauthorizes for five years the Higher Education Act, the basic framework for federal policies in higher education that includes the massive federal programs of student financial assistance. The new law retains current programs, provides some modest new initiatives, lowers borrowing costs to our students and authorizes small improvements in program funding. With Federal money comes Federal regulation. This is nothing new. In every industry, those producers who are on the receiving end of this money can and do invoke a defense of cartel-defined standards in order to restrict entry by interlopers who might otherwise sell services to the public at lower prices. Restriction of entry through industry-policed "voluntary" standards, backed up by the threat of new civil laws if members do not obey the existing laws, is justified by the cartel's members in the name of both standards and the proper use of government money. In higher education, government-enforced accreditation restricts the spread of new ideas, new methodologies, and above all, new technologies that enable producers to lower prices. This is how higher education has become uniformly secular, liberal, and mediocre: raising the cost of entry. In this same report, there is a reference to something called "distance education." Distance education programs will be assessed in accreditation under the same quality assurance criteria as other programs, and will not be subject to new and separate criteria. The new distance education demonstration program recognizes the role of voluntary accreditation. What is distance education? Distance education is the Achilles heel of the education cartel's maintenance of control over higher education. It will be the battleground of higher education over the next two decades. The Minneapolis Police Department's strong show of force and restriction of protesters' movements have left participants and observers debating whether constitutional rights were upheld or violated. "The police organized and planned for a violent confrontation -- and they followed through by creating a violent confrontation," said Jordan Kushner, a Minneapolis attorney and member of the National Lawyers Guild. "They made a deliberate decision to violently repress people's attempts to exercise their free speech." DON'T BE SURPRISED As last Monday's protest march drew to a premature close along 12th Street South and one trapped protester approached an officer, demanding to speak with an attorney, she heard simply say: "Tell it to someone who cares." If such remarks, along with baton blows and pepper spray, challenged protesters' assumptions about freedom of speech, they do not necessarily surprise legal observers familiar with civil- disobedience situations. The Washington, D.C., and Philadelphia chapters of the National Lawyers Guild have prepared a statement for those planning to protest at the Republican National Convention, which begins in Philadelphia today. "Understand that there is a difference between what you are legally entitled to do (the theoretical) and what the police on a particular occasion are going to let you do (the reality)," reads the statement. "Vindication of your rights may only come later, at trial, if at all." Or, police focus on following orders rather than discussing constitutional matters during protests. RECOURSE OPTIONS Police spokeswoman Cyndi Montgomery said police used methods learned in crowd-control training, adding some officers employ the tactics on a day-to-day basis. Whether or not riot sticks and pepper spray constituted excessive force, as protesters contend, is now left to civil libertarians and independent reviewers to decide. The Minnesota Civil Liberties Union is currently asking people who either witnessed or were involved in protest incidents to come forward and complete a confidential form for its "ongoing investigation into alleged violations of individual rights by police officers." Legal issues aside, some people have contacted the Minneapolis Civilian Police Review Authority. Operating independently of the police department, the authority investigates alleged police misconduct, ranging from excessive force to inappropriate language or attitude. "There were at least five calls from people that were involved in (the protest)," said Executive Director Patricia Hughes. "They're assigned to investigators. Together, they will determine if a formal complaint should be filed." Hughes added that people often don't call immediately. Sustained complaints are forwarded to the police chief, and the officer involved is disciplined. Some cases are resolved through mediation between the officer and the complainant. Whether dismissed, mediated or sustained, every case and every phone call has a positive effect, Hughes said. "Many times, we'll see an officer come in here, and there's not enough (evidence) to pursue it," she said. "That officer we don't see back. So it's the fact you have to go through the process that oftentimes is a deterrent." RESTRICTION OF MOVEMENT During last Monday's protest, that clause of the First Amendment guaranteeing the right of the people to peaceably assemble came head-to-head with perceived threats to public safety and property. Police cited that protesters lacked a parade permit. And a city ordinance makes it illegal to congregate on streets or sidewalks "so as to obstruct passage of others." Kushner rejected a claim by the mayor's office that protesters would have been given a parade permit had they requested it. "(The city) announced ahead of time they weren't going to give any permit," Kushner said. "So they made it impossible for people to exercise their right to protest, and then they arrested them for doing it." Deputy City Attorney Joan Peterson, however, said the Supreme and appellate courts, not statutes and city ordinances, usually decide freedom-of-speech issues. "The question always is what is a reasonable time, place and manner restriction," Peterson said. "The main issue has come down to that you have to allow people trying to speak a message to be within sight and sound of those that they are trying to reach." Then, with another map, forest activist David Jennings showed what areas the plan really had protected from logging. Taking into account the effects of roads, adjacent logging and other impacts, the broad islands of forest shrank to isolated flecks of green. Proof, Jennings said, that the stately old trees of the Pacific Northwest and the species they nurture still are threatened. "The emperor has no clothes. This is a totally dysfunctional forest protection system," Jennings told about 75 Seattle-area environmental activists at a recent "teach-in" to prepare protesters for this month's Democratic National Convention in Los Angeles. Several people in the audience applauded. Some took notes. A local longshoremen's union representative fought back tears. The activists in Seattle--the ones who shut down the entire downtown retail core during the World Trade Organization talks last year--have a message for those in Los Angeles: They're coming. And they're still mad. "Seattle was the line in the sand. . . . We've now crossed the line, and we're coming after you," said Liz Butler of the Coastal Rainforest Coalition. "I challenge you to make L.A. the place where they run scared and things start to happen!" During the WTO protests, tens of thousands of demonstrators from all over the U.S. were able to disrupt the trade talks by setting up human blockades. But it was a small core of activists who did much of the organizing; thousands of Seattle citizens, inspired by the protesters' message against global corporate domination, joined the marches in the streets. This month, anywhere from 50 to 400 or more Seattle activists will travel to California to join the planned street action. And many of those come from the highly organized, grass-roots environmental groups that are old hands at the kind of direct civil-disobedience actions being contemplated in Los Angeles--actions they have mounted routinely for a decade or more in tree-sits and logging-road blockades in the Northwest forests. "Obviously, a potential [George W.] Bush administration would be very aggressive on federal lands, in terms of logging. We do not want to face a potential Bush administration. A Nader [Green Party] candidacy: Nader has taken a very interesting position, ending the commercial sale program on public lands," Peter Nelson of the Pacific Crest Biodiversity Project told attendees. "We're trying to educate [Vice President Al] Gore about what is happening with our forests in the Pacific Northwest," Nelson said. Groups like the Ruckus Society routinely educate protesters about street-level tactics for civil disobedience. But the environmental teach-in reflected an aspect of the WTO protests that caught many observers off guard: large numbers of activists taking to the streets, prepared to talk with some degree of knowledge about the impacts of globalization on U.S. labor, Third World economies and the environment. Over the space of four hours, organizers gave seminars on issues such as the proposed global free logging agreement; the impact of China's entry into the WTO on that country's fledgling forest protection laws; the move by corporations such as Home Depot and Kinko's away from products derived from old-growth forests; and the current state of legal protections for the remaining 4% of historic ancient forests in the continental U.S. "I hope each one of you will become an activist-to-be as a result of what you've heard here," said Seattle City Councilman Peter Steinbrueck. I was also a member of the R2K Network Legal Support Team and had the job of debriefing those released and documenting police/corrections officer abuses. I have been involved in protests and the Movement for over a decade and I must say I have never witnessed such torture of nonviolent protesters. People were reportedly hung crucifix-style from bars in flexi-cuffs, some claim to have been left hog tied (with flexi-cuffs) for 18 or more hours, others had broken limbs including one broken arm and one girl had three broken fingers. I photographed a number of bruises, cuts, etc. on released protesters. My legal observer partner, Jimmy Graham, was beaten so much while doing his job of taking down badge numbers that he was hospitalized. One young man claims he had his penis and testicles twisted, another woman had severe lacerations on her head that needed stitches. A 62-year-old Quaker man says he was left hog tied and was kicked no less than six times (by three different guards) while hog tied. Others reported psychological torture of bizarre and sadistic types. Detainees were denied food and water for up to 32 hours and many also insist they were denied essential medication. I also reported a number of abuses on the streets including people being beaten, handcuffed folks being pepper sprayed, one young woman being beaten with police bicycles by 16 cops, and the list goes on and on. And those are only for those that complied and gave names and fingerprints . . . I shudder to think about the other prisoners in jail. All the arrested Dallas activists are out. Scott Haws wants me to tell all activists to call, call,call the Philadelphia authorities and demand justice. Scott says, if you want to help him and the others, this is the way to do it. Dont let up and dont let them tell you everythings fine! Scott says that Ann got out because he paid a $2,500 bail bond (10 percent of the actual bail, which is standard) to get her out. She did not break jail solidarity. Scott wants me to be clear on this point. The story of Milos release is like a Movie of the Week. Milo, Scotts son, is only 16-years-old. Scott found out that Milo had been, or was about to be, transferred from jail to prison adult prison with many others. This alarmed Scott, who decided not to wait for the attorney. Scott went to the District Attorneys office, but they were rude and uncooperative. Despite the fact that Scott had Milos birth certificate and high school photo identification card, the District Attorney was not willing to release Milo to Scott, or at least transfer Milo to juvenile, without further proof that Milo was not a minor. Scott says he then went to the County Commissioners Court where they managed to get an emergency judge for him. The judge ruled against the District Attorney and ordered Milo to be handled as a juvenile case, and released to Scott on his own recognizance. After all this mess, the District Attorney decided to drop Milos charges completely, and he was released to Scott. The good news is, says Scott, this brave young man never broke jail solidarity. Scott says that, when calling to demand justice and the release of the remaining imprisoned people, remember to call District Attorney Lynn Abraham at (215) 686-5777. He urges us to let her know that this abuse of a teenaged boy by legal bullying will not be tolerated. Scott says that Kendall and Milo are on their way back to Dallas. They are traveling with the two young men from the Green Party in San Antonio. (One of them had a car in Philadelphia.) Scott is still in Philadelphia trying to get his van back. The police are refusing to release it to him saying that it is evidence. But according to Scotts attorney, local laws require that he receive a property receipt from the police if they confiscate his van. (This is an example of the missing paperwork that Leslie Cagan of the R2K Network was referring to in earlier messages.) The other two San Antonio Greens, both young women, are still in jail, each with felony charges. Heres a real mystery of Philadelphia justice they have charges identical to those of Ann and Scott, yet their offenses are being called felonies and their bail is $50,000 each. (It was just reduced from $500,000). Scott, Ann, Milo, and the four San Antonio Greens all did the same things. But Scott and Ann had $25,000 bail and their charges are called misdemeanors. (Could the fact that these young women are brown-skinned Hispanics have something to do with their unequally high bail? Hmmm.) What are the charges? Its a laundry list. Many other militant groups refused to recognize the cease-fire, but the move was nonetheless considered the most significant breakthrough since the Muslim rebel insurgency in Indian-ruled Kashmir began in 1989. "This peace offensive has not been reciprocated by India, who have demonstrated their traditional intransigence," Salahuddin said at a news conference in the Pakistani capital, Islamabad. Salahuddin said his militant group staked its reputation on the cease-fire offer, which it made on July 24 and which India had welcomed. Pakistan has been pressing for a vote by Kashmiris on both the Indian and Pakistani sides of the territory to decide whether a united Kashmir would join Islamic Pakistan or Hindu India. New Delhi opposes the vote, which is in keeping with a 1948 United Nations resolution. More than 100 civilians, the vast majority of them Hindus, were killed in Indian Kashmir last week. New Delhi blamed the attack on pro-Pakistan militants. Security hole in Netscape browser infects almost 1,000 computers By D. IAN HOPPER, Associated Press WASHINGTON (August 8, 2000 8:58 a.m. EDT http://www.nandotimes.com) - Security experts warned Internet users Monday about a security hole in Netscape's Web browser that has already infected almost 1,000 computers. Once a computer is infected, a hacker can click through the victim's computer and see, run and delete files on the target computer. The method, dubbed "Brown Orifice" in a reference to the popular hacker tool BackOrifice, has been making the rounds of computer security mailing lists and bulletin boards over the weekend. Netscape has not yet made a remedy available, but are working on the problem. "Netscape takes all security issues very seriously," said Netscape spokesman Andrew Weinstein, "We're working to quickly evaluate and address this concern." The person who posted the code also posted a sample bit of computer code on his Web site that can be modified for more malicious purposes and a list of some of the users who have been infected. This list is being used by other hackers, said computer security expert Chris Rouland of Internet Security Systems, making those infected computers open to anyone who wants to click through their wide-open hard drives. "As of (Monday) morning," Rouland said, "965 people have it loaded." It's common practice to make dangerous code public so security professionals can better prepare themselves to defend against the code. ISS said information about the security hole had also appeared on several popular Web sites such as Slashdot, an online community of users of the Linux operating system. "It can be assumed that knowledge of the exploit, its source code, and variations are widespread," ISS said in a press release. However, there is still no remedy available from Netscape. Atlanta-based ISS, which analyzed the security hole, advises Netscape users to disable the Java programming language in their browser. Netscape, owned by America Online, suggested the same temporary workaround. Both ISS and Netscape officials noted that business users, because they're protected by the company's network firewall, are not vulnerable. Rouland said Brown Orifice is especially dangerous because it's easy to modify and can be changed into a self-copying virus form - as opposed to the current infection method, where a victim visits a Web site that includes the malicious code. "The bar's been lowered for any script-kiddie to modify this code and make it even more malicious," Rouland said. Netscape Communicator versions 4.74 and earlier are affected, Rouland said. Microsoft Internet Explorer users and users of the Mozilla prerelease version of the new Netscape browser 6.0 are not vulnerable to this problem. Rouland noted that Microsoft users who have switched to Netscape - a company whose history includes the earliest Web browsers - after the recent stream of Microsoft-related security holes in Internet Explorer and the Outlook and Outlook Express e-mail programs are finding that no computer programs are without problems. Also Monday, another security expert pointed out a security hole in Microsoft's Word and Excel products that can let a hacker take over the victim's computer. Microsoft officials said they are working on the issue. "The vendor-changing strategy obviously doesn't work," he said. "Security coding practices are being ignored by even one of the Internet's oldest companies." Well now, the history of the stater is well known and documented by archaelogists and numismatists. The coins, found all over the Mediterranean and Europe and as far away as India and Central Asia, were originally minted by Alexander the Great. The horse represents his stallion Boukephalos, reputed to have been the finest horse ever bred; some Arabian bloodlines are supposed to trace all the way back to him. The first staters were issued while Alexander was still alive. Many others were minted by the successor regimes into which his empire split, most notably the Ptolemys of Egypt and the Seleucids of Syria. In the years that followed, as staters moved along the trade routes, they were widely copied and imitated, and became as much general currency as the U.S. dollar today. But the imitators did not have the same skill or artistic concepts as Alexander's minters, and they altered the images on the stater, vastly simplifying the horse until it resembled a random collection of blobs of wax dripped from a candle. They also completely mangled the Greek inscriptions into nonsensical chicken tracks, which is probably all the Greek meant to them anyway. Staters coined in Gaul were still circulating a thousand years later among the Arabs. In April, five people were shot dead in Bolivia, a military policeman was lynched and the president declared a state of siege following a general strike that shut down much of the nation. At the end of it all, for the first time in a decade anywhere in the world, American and British corporate giants, the targets of the protest, were booted out of the Andean nation, a stunning reversal of the march of globalization. You didn't read the story? Come now, it was right there in the Washington Post ... in paragraph 10 of the story, on page 13 of the Style section. I kid you not: the STYLE section. It dangled from the bottom of a cute little story on the lifestyle of some local anti-WTO protesters. And so, one of the most extraordinary international stories of the year just went PFZZZT!!! and disappeared from sight. Here's what you didn't hear. In the1990s, Bolivia became the World Bank's South American poster child for neo-liberal "reform" by following with pathologic care all the Bank's dicta. This included the forced sale of all the nation's public water systems. But when the new Anglo-American owners of one city's water company hiked prices 35 percent to 150 percent per World Bank orders, a general strike shut the town. The government's bloody reaction helped spread the protests nationwide. After 13 days, Bolivia's president, in fear of the strengthening protests, took back the water company from the U.S.-British operators and canceled the price hikes. Some vital stories get buried because they fail the "sex" test of hot photos, or they have no domestic news hook. But Bolivia had it all. Networks could obtain high-quality video footage of the military gunning down civilians. At the center of the story were huge American and British multinationals, including Bechtel of San Francisco and Britain's United Utilities. Most importantly, this general strike in South America offered a dramatic and bloody parallel to protests in Washington against the International Monetary Fund and World Bank, which were occurring that very week. By any normal news measure, this was a helluva story of globalization stopped dead in its tracks ... all while McDonald's burned in Washington. James Wolfensohn, president of the World Bank, was so shaken by events in Bolivia that on April 12, in the midst of responding to the Washington demonstrations against the Bank, he took time to denounce the Bolivian protesters as "rioters." Wolfensohn's wild statement (the rioters were peaceful demonstrators led by the town's archbishop) was meant to discourage the press from writing sympathetically about the Bolivians. He need not have worried. There was nothing on the tube; and aside from the mention in the Post's Style section and a few news wire paragraphs in The New York Times, for the mainstream media, the Bolivians simply vanished. I can't say there were NO reports. The Financial Times sent a reporter to Bolivia. The lead paragraph of his April 26 report informed us that on the wall of the protesters' headquarters hung "faded portraits of Che Guevara and Fidel Castro." There was no mention at all that five civilians and a policeman had died. The FT reporter, who should have known better, picked up the line that drug traffickers were somehow behind the water protests. This fanciful accusation originated in a Bechtel news release. (As one Bolivian told me, deadpan: "Traficantes don't care about their water bill.") Bolivians themselves were also denied the full story, but by more direct means. The courageous editor of the Bolivian newspaper Gente (People) published an investigative series exposing the sweetheart deals between the U.S.-European investors and politically connected Bolivians. At the end of April, Gente's publishers, admitting to threats of financial ruin by the water system's Bolivian partners, demanded that the editor, Luis Bredow, print a retraction of his reports. Phantom Terrorism and Government Brutality The Battlefield of Our Time Readers have asked why WE HOLD THESE TRUTHS has stated that some of the present leaders of our own country are the world's only serious terrorist threat, whether it is unpatriotic to say so even if it is true, and finally, what can be done about it. This is the first in a series on Terrorism, real and imagined. Have you stopped to consider why your government spends so much of their time and your money to convince you that "terrorists" are a threat? Not a day passes that we do not read about this or that group suspected of planning some act against someone. If you fly you must answer questions like, "did you pack your own bag? has it been out of your sight? has anyone asked you to carry anything?" To the counter-terrorists, every bag has a potential bomb, and you might be the next victim or terrorist. I often wonder what happens to the honest guy who say, "No, my wife packed it." But what are the facts and the odds of being a victim, and more important than statistics, what is terrorism and what causes it? The official figures of the bureaucrats involved in "counter terrorism" seem to belie their words. Their own data shows that a number of acts of so-called terrorism are insignificant worldwide and are so scattered they are hardly preventable. Furthermore, the government numbers are so drastically skewed and distorted that it is doubtful if so-called terrorist acts have ever been a serious threat to Americans. It appears that our government's unwanted and unnecessary presence in foreign countries is the cause of most acts, and the problem would not occur had the victims not been in places where they were unwanted. Ambassador Michael Sheehan of the Office of the Coordinator for Counter-terrorism told a national TV audience in June that incidents of terrorism have declined to 2,500 in the last 10 years, which is only 250 per year worldwide. A decade ago, an insignificant 5,000 incidents were considered "terrorism" by the State Department, or 500 per year-- also an insignificant number in the supposedly lawless 1980's. This means that at worst, your chance of being killed in so-called acts of terrorism have never been worse than your chance of being hit by lightning in your own bathtub while listening to Schubert's Unfinished Symphony. If we applied the same logic to bathing as we do to terrorism, we would have a lightning arrestor installed on every bathtub in the world, and you w! ! ! ould have to fill out a safety questionnaire before you could get in the tub. Furthermore, most of the worst and bloodiest acts of "terrorism" occur in foreign war zones where few Americans have reason to be. Most of the worst cases affected only Military and Americans in foreign service. In testimony before the Senate Select Committee on Intelligence (SSCI) Washington, DC, June 8, 2000, Ambassador L. Paul Bremer, III, Chairman of the National Commission on Terrorism, told the Senate how terrible a threat worldwide terrorism is, but an examination of the elaborate data he presented indicates otherwise. Mr. Bremer's ringing warning of the danger of massive poisoning of Americans seems to be muted by the Japanese subway gassing incident that killed only 12 people in a very well-oiled plot. With few exceptions, the incidents described were not terrorism, in any true definition, but were predictable acts of war resulting from a U.S. presence on other people's turf. Among the bloodiest cases cited by the counter-terrorism bureaucrats are the Marine Corp's barracks bombing in Saudi Arabia and a similar bombing incident in Lebanon a decade ago. We agree these were tragic and preventable incidents that needlessly took the lives of several hundred Americans who should not have been there. But they were military acts, for our forces were there on war missions, on active military duty, occupying an unpopular position in another country where much of the population resented them as foreign invaders. The fact that the Saudi government allowed the barracks to be there(The Saudis were not given much choice in the matter)does not mean it was welcome by the citizens of the country, any more than the presence of the IRS building in your city means you like the income tax. Were not all of the persons who lost their lives in Saudi Arabia and Lebanon receiving paid elevated combat pay and knew they were at risk. All were volunteer professional soldiers. Y., June 18, 1971 The mobilization of public fears and anxieties to support the president's offensive was based not on the damage heroin addicts inflicted on themselves but on the damage they presumably inflicted on innocent members of society. "The real problem is that heroin addicts steal, rob, and commit every other kind of crime," Ambrose told U.S. News World Report in 1971, "so we have this terrible problem of crime in the cities, much of which is related to heroin addiction." (This image was reinforced by the antidrug messages in television programming and commercials which depicted addicts as glassy-eyed fiends compulsively driven to commit violent crimes.) Nixon also postulated, in a speech to Congress, "Narcotics addiction is a major contributor to crime. The cost of supplying a narcotics habit can run from thirty dollars a day to one hundred dollars a day. This is two hundred ten to seven hundred dollars a week, or over ten thousand dollars to over thirty-six thousand dollars a year." The president went on to explain that since "addicts do not ordinarily hold jobs ... they often turn to shoplifting, mugging, burglary, armed robbery, and so on." Administration officials then calculated that "the total annual crime cost of the country-largely crime on the streets-is roughly 18 billion dollars." This staggering figure of $18 billion which was based on a series of assumptions about what fraction of the value of stolen goods addicts receive from "fences"-was then released to the press and to Congress as the official estimate of crime caused by heroin, and was included in the government's "briefing book" used to inform reporters writing about the problem of drug abuse. While such authoritative-sounding figures were widely reported in the press and no doubt added to public anxieties about crime and narcotics, they were not in fact related to any actual statistics compiled by the government. Indeed, the $18 billion worth of crime which government spokesmen claimed addicts were committing to buy their supply of heroin was actually more than 25 times greater than the total sum of property that was stolen and unrecovered throughout the United States in 1971 (including hijackings, embezzlements, automobile, fur, and jewelry thefts), according to the Uniform Crime Reports published by the FBI. (in New York City alone, where more than half of all of the nation's addicts were presumed to reside, addicts would have to steal goods worth more than $9 billion, if one used the calculus of the Nixon administration; yet the total value of property stolen that year according to police-department records was only $225 million-or one fortieth the amount that addicts alone were presumed to have stolen.) To be sure, not all theft is reported to the police-though the dollar value of stolen property is more often exaggerated, or overreported than it is underreported. However"' a study commissioned by the Law Enforcement Administration Agency in 1972, using census-taking techniques to poll the citizenry about crime, estimated that no more than one half the crimes in New York City and other urban areas with major addiction programs go unreported. Even if the total amount of crime was doubled in 1971, addicts would still be stealing more than twelve times all the property actually stolen in America in 1971. This 1200-percent discrepancy between the claims of the Nixon administration and government statistics was further compounded by the fact that the sorts of crimes which accounted for the bulk of stolen and unrecovered property such as car theft, hijacking, bank robbery, embezzlement, and fraud were not normally attributed to addicts by law-enforcement officials. The $18-billion figure did not correspond to reported or even actual crime in America; it was merely another datum in the campaign to brief the press and thereby better organize public fears about heroin addicts. Though journalists widely reported such billion-dollar hyperbole as fact, Egil Krogh and the White House strategists fully realized that the "magic numbers," as Krogh put it, were based on very dubious assumptions about the relation of crime and drug addiction. For one thing, the multibillion-dollar estimates were based on the BNDD's projection of 559,000 addicts. This projection, in turn, was based on a statistical artifact which was later revised downward (when no evidence was found of the 400,000 or so unknown addicts). Moreover, the

As early as December, 1970, an interagency committee on narcotics and drug abuse composed of representatives from the Department of Defense, the Bureau of Narcotics and Dangerous Drugs, the Department of Labor, the Department of Housing and Urban Development, the Office of Economic Opportunity, the Veterans Administration. and the National Institute of Mental Health reported to the Domestic Council that "in terms of the size of the problem. for example compared to the problems of alcoholism, mental illness. automobile injuries and fatalities, the problem of drug abuse is relatively small." It further cautioned: Hasty and ill-considered policies may not only be ineffective, but they may generate different types of casualties and adverse consequences of the medical, social, and legal nature, such as loss of respect for the law, extensive arrest records [for youthful violations] ... and accidental death and levels of dependence hitherto unknown as a result, of leaks in widely dispersed or poorly conceived methadone maintenance programs. Since there were then more than 9 million alcoholics compared to fewer than 100,000 known narcotics addicts, the White House strategists agreed that the problem could not be presented simply in terms of a menace to public health. A Domestic Council staff report on national drug programs was prepared in December, 1970, with the assistance of the National Institute of Mental Health and other government agencies involved in drug-abuse evaluation. It noted: Alcoholism, though a much greater public health and safety problem than other forms of drug abuse, is not perceived in the public and political minds as a great social and moral evil If the misuse of all drugs-illicit drugs as well as alcohol and tobacco-was discussed in only medical and public health terms, the problem of drug abuse would not take on inflated importance requiring an undeserved federal response for political purposes. This report further observed, "If the misuse of drugs is viewed with proper perspective, it is not in actuality a paramount national problem However, because of the political significance of the Problem, visible, hard-hitting programs must be highlighted to preclude irrational criticism." In this private report the agencies of government dealing with drug abuse admitted not only that narcotics was not a paramount national problem but also that "the dimension of the drug-using population is not known with any degree of accuracy; we don't even know how many users are being treated. . . ." In the spring of 197 1, the Domestic Council found that there were no "hard" estimates in any agency of the government of the number of addicts, the amount they spent on narcotics each year, the amount of theft they committed, or the effectiveness of law enforcement on reducing addiction or theft. According to Egli Krogh's recollection, the president himself closely questioned John Ingersoll, asking him such questions as "Are there less narcotics on the street [now]? ... Are there fewer addicts? Is there less crime related to the use of narcotics? Can you show me that the problem itself is being corrected by these operational indices of success? Ingersoll bluntly told the President that that the government had not yet approached answering these questions, and the president, according to Krogh, "just shook his head in disbelief." Since the data of other government agencies were equally elusive when it came to answering these central questions about addiction posed by the president, Krogh ordered the Office of Science and Technology, in August, 1971, immediately to commission a complete analysis of all available data on narcotics addiction and crime. He subsequently explained to me that because of the president's "sense of discomfort over ... the statistical work" of the government agencies directly engaged in drug programs, "we wanted an independent unit under the Office of Science and Technology who were professionals at data collection and analysis to tell us whether or not the assumptions on which our programs have been based were in fact sound." The problem has assumed the dimensions of a national emergency. I intend to take every- step necessary to deal with this emergency -PRESIDENT RICHARD M. NIXON, in a message to Congress on June 17, 1971 President Nixon justified his request for emergency powers to deal with drug abuse in 1971 by citing an uncontrollable heroin epidemic which, if not brought under immediate control, "will surely in ti me destroy us." According to official statistics supplied to the media by federal agencies, the number of addict-users had increased from 68,000 in 1969 to 315,000 in 1970 to 559,000 in 1971, or what Myles Ambrose declared in 1971 to be a "tenfold increase." Such a geometric progression threatened the entire American citizenry with "the hell of addiction" in a few short years, the president suggested, because every individual infected with heroin was in turn driven to infect at least six others. Nor could such an epidemic be brought under control by ordinary means: the president explained that the suppliers of heroin "are literally the slave traders of our time They are traffickers in Living Death [and] they must be hunted to the ends of the earth." A tenfold increase in the number of heroin addicts would certainly be a cause for national concern; the magnitude of the 1971 epidemic was, however, more a product of government statisticians than of heroin traffickers. Until 1970, official estimates of the number of heroin addicts were based on a register kept by the Bureau of Narcotics and Dangerous Drugs which, like the FBI's Uniform Code Reports, was simply a compilation of reports from local police departments. All police departments-and medical authorities-were supposed to report the names of known addicts to the bureau. And, on the theory that most, if not all, addicts eventually would come to the attention of some police department or hospital, it was assumed that the total number of names on the federal register constituted nearly the entire addict population (within "a deviation factor of less than two percent," Myles Ambrose explained to the National Commission on Marijuana and Drug Abuse in 1971). The pre-epidemic estimate of 68,088 in 1969 was based on this register. (By mid-1970 the addict population had grown to only 68,864, according to the register, which was not published that year.) The prodigious increase from some 68,000 addicts in 1969 to 315,000 in late 1970 and 559,000 in 1971 came not from any flood of new addicts reported to federal authorities in 1970 or 197 1 but from a statistical reworking of the 1969 data. Rather than continuing to publish estimates based on the federal register, the Bureau of Narcotics and Dangerous Drugs decided to apply a new formula to the old 1969 data, which produced first a quintupling, then an octupling, of the estimated number of addicts. Unlike the previous theory that almost all addicts would eventually come to the attention of authorities, the new formula was based on the belief that only a small fraction of the addict population would ever be reported to police or medical authorities, and therefore listed in the federal register. Joseph A. Greenwood, the statistician at the BNDD who devised the new formula, explained, "it is impossible to actually know the number of addicts in the United States The best we can do is make some assumptions", he then proceeded to apply these assumptions to the data collected in 1969 to estimate the number of unknown addicts. "The estimate makes use of a technique similar to that by which the number of fish a lake ... is estimated," he noted. To understand how this statistical artifact led to a tenfold ballooning of the number of addicts in America and provided the president with a national emergency, it Is necessary to examine the so-called "tagged-fish-in-a-pond" technique. One way of estimating the number of fish in a pond would be to catch an initial sample of fish, tag them, then release them and allow enough time for a random redistribution of the tagged fish among the rest of the fish in the pond. A second sample of fish is then caught, and the proportion of tagged to untagged fish in this catch would allow an estimate to be made for the total number of fish in the pond. For example, if one out of ten fish in the second sample was already tagged, then the total population would be assumed to be ten times the number of fish originally tagged. In applying this concept to addicts, statisticians at the BNDD divided the total number of names on the federal register in 1969 by the number of names that were "tagged" (that is, reported in 1969) and

If Americans could be persuaded that their lives and the lives of their children were being threatened by a rampant epidemic of narcotics addiction, Nixon's advisors presumed they would not object to decisive government actions, such as no-knock warrants, pretrial detention, wiretaps, and unorthodox strike forces-even if the emergency measures had to cross or circumvent the traditional rights of a suspect. To achieve this state of fear required transforming a relatively small heroin addiction problem-which even according to the most exaggerated estimates directly affected only a minute fraction of the population in 1971-into -a plague that threatened all. This in turn required the artful use of the media to propagate a simple but terrifying set of stereotypes about drug addiction: the addict-dealer would be depicted as a modern-day version of the medieval vampire, ineluctably driven to commit crimes and infect others by his insatiable and incurable need for heroin. The victims would be shown as innocent youth, totally vulnerable to the vampire-addict. And the federal law-enforcement officer would be shown as the only effective instrument for stopping the vampire-addicts from contaminating the rest of society. The most obvious medium available for projecting these stereotypes on the popular imagination was television. The plan to mobilize the media developed in March, 1970. President Nixon had instructed his chief domestic advisor, John Ehrllchman, to "further utilize television as a too] in the fight against drug abuse." Ehrlichman then turned the project over to Egli Krogh, his assistant, and Jeb Stuart Magruder, the deputy director of the Office of Communications in the White House. Magruder, a thirty six-year-old former advertising salesman and merchandise manager for a department store, found initially that officials in the various federal agencies resisted his plans for a publicity hype of the drug issue. He recalled in his autobiography, "The first meeting we called was hilarious-I couldn't believe those people [in the federal agencies] were working on the same problem We encountered the usual hostility the White House people meet in the bureaucratic world." But eventually "everyone agreed that television was the single most effective means to reach young people and alert them to the hazards of drugs." On March I I the White House held a press conference, and the memorandum by Magruder summing up the "feedback" noted that the media interest sparked by the press conference had been favorable We have been getting calls from all over the Country ... ranging from network television to rural weeklies to professional journals A pod many of those calling indicated enthusiastic support for the Administration [press] programs and inferred [sic) that they would be doing supportive and follow-up pieces, including editorials, The White House strategists, however, were more interested in primetime television. On March 18, 1970, Jeffrey Donfeld, the enterprising assistant to Krogh, sent a memorandum to the White House proposing that since "the President expressed his desire to have more anti-drug themes on television," the president should personally attend a meeting of television producers that Donfeld was arranging for April 9, 1970, at the White House. Among those being invited, Donfeld noted, were: 1. The vice-presidents in charge of programming of the three networks. 2. The vice-presidents in charge of continuity acceptance [who approve the contents of the programs] of the networks. 3. The heads of production of the six major television production companies. 4. The producers of select programs which can accommodate narcotics themes ... this group will represent at least 90 percent of prime-time shows. 5. Television programming vice-presidents of the three major advertising agencies. Donfeld explained that the day-long program would be held in the White House theater and that the purpose of the meeting would be to stimulate these producers to include in their fall programming antidrug themes." In a March 19 memorandum John Ehrlichman recommended personally that the president meet the television executives in his office for a "photo opportunity." Active Sonar) and, LWAD (Littoral Weapons Acoustic Development). The first is an aggressive probe that relates to the news articles appended below. The second is less well known and I have struggled to source information as it's still under wraps. LFAS is properly known as LFAS - SURTASS, but is often erroneously referred to as LFA. A look at the photographs of this system is telling, but LWAD is LWAD and I have yet to see images of this system, if anyone does have pics please contact me. LWAD relates to the use of intense sound to destroy enemy troops as they incur across beach (littoral) regions. If these weapons are perfected it remains to be seen if they are placed in the same category as blinding weapons - primarily lasers that are designed to blind enemy troops permanently but effect no other damage. This follows the classic military strategy that a dead soldier doesn't impede the enemy but an incapacitated one drains the enemy as they have to look after their own. Either way, the LFAS and LWAD systems are clearly destructive to marine ecosystems and so should be opposed. Remember the Chinese knew about explosive a 1000 years before Westerners but declared them forbidden for warfare as they were too nasty and violent and destructive. The Chinese restricted explosives to fireworks. However, the brilliant minds of Western military institutions thought; 'Whoo-Hoo!!' Jon _ OCEANS An intense underwater noise or explosive pressure led to the strandings of five beaked whales in March, federal marine biologists said. The strandings occurred while the U.S. Navy was conducting tests of a powerful sonar system. Biologists reported on autopsies performed on four Cuvier's beaked whales, and one Blainville's dense beaked whale, which all showed evidence of severe trauma to their ears and other areas. "The injuries were not consistent with a nearby explosion (there were no bone fractures), but could have been caused by a distant explosion, or an intense acoustic event." The findings are the first to link a distant noise or explosion with whale strandings. In March, the Navy was testing the Littoral Warfare Advanced Development (LWAD) system. That system uses active sonar to send out loud sounds that bounce off nearly silent submarines and other underwater targets. It uses middle frequencies, which are believed to be less harmful to marine species than the low frequency sonar used in some newer systems, like the Surveillance Towed Array Sonar System (SURTASS) Low Frequency Active (LFA) Sonar. The Navy seeks to deploy SURTASS in 80 percent of the world's oceans. The $350 million system emits sounds at decibel levels known to cause trauma to nearby listeners, both human and animal. Little is known about deep sea whales. Ten environmental groups began arguments before the Federal District Court in Honolulu challenging the Navy's plan to deploy LFA sonar systems. The case is led by the Hawai'i County Green Party, and by Julie Jacobson, a Green Party member of the Hawai'i County Council. A team of U.S. scientists carried on a Navy research vessel broadcast 10, 42-second-long LFA signals at 16 humpback whales off the coast of Hawaii in 1998. The sonar transmissions were weaker than those used in normal LFA sonar operations. Miller said: "The sonar was turned down quite a bit from the actual level they use when they're looking for submarines." During the transmissions, five of the whales stopped singing altogether. Aware of how skeptical people have become of Arab American organizations when they show their true colors, and needing to mask their involvements for a variety of reasons, ADC didn't even send any official spokesman to the weekend's National Mobilization to End Sanctions Against Iraq. Thankfully everyone was spared another hypocritical oration by former Arab League Ambassador Clovis Maksoud, who along with his chums installed his wife Hala as "President of ADC" a few years ago. Instead ADC sent one of their loyal stooges to the main organizing meeting of the still embryonic National Coalition. The goal of the meeting was to quickly build-on the momentum of the weekend protests by creating a national organization and planning a national conference -- long overdue and long put off developments. But just as the meeting was about to endorse these steps Rania Masri twisted them out of it, deceptively convincing the 60 or so persons who had gathered to put off the much needed national conference and instead (believe it or not!) follow the lead of the "highly successful" Arab American groups. Hold the laughter now! With their brand new "Right of Return" T-shirts, Masri rattled off a litany of misinformation, and as time for the meeting ran out managed to hijack the needed steps toward a serious national organization and national conference. Instead, using a few others she brought with her to endorse her suggestions, she got unenthusiastic and half-hearted agreement to use her egroups internet discussion forum (which pathetically has only about 400 email addresses on it after years of organizing) as the forum for continued discussion about what should be done. How sad and tragic of course -- and the "peace movement" wonders why so many are turned off, disgusted, and unwilling to get involved. Ten years after the war, 10 years into the awful "genocidal" sanctions, nearly 1.5 million Iraqi deaths and counting, and the organizers of the Washington demonstration still don't have any idea how Washington works and how they are manipulated, infiltrated, and used. With a sheet of paper listing dozens of groups that make of their rather anarchistic "coalition", they have yet to even decide on an actual name for the national organization, there is no one in charge, there is no date for the urgently needed national conference. Meanwhile, Martin Sheen and other big-name persons listed as endorsing the demonstration and calling for an end to sanctions were no-shows. Missed his plane the organizers said, unconvincingly. Indeed, there were no major stars from TV land, only a few church spokesman, a couple of note, a lone Congressman, and a highly articulate and dedicated British Member of Parliament. And oh yes, Ralph Nader did come and speak -- and good for him. Worst of all though, this whole effort is now going to be further manipulated by the Washington-based Arab client-organizations who are themselves short-leash creatures of the very Arab client-regimes from whose countries U.S. and British warplanes continue to destroy Iraq and enforce the hated "sanctions" they are protesting! We'll continue to have a special focus on the realities of the "Washington Scene" in the weeks and months ahead. Appearing on Fox News Channel's "Hannity Colmes," the Ohio Democrat announced that he has five affidavits from individuals who charge that Reno was repeatedly arrested for drunk driving in Florida during the 1980s, had sex with a lesbian call girl and got her job as Miami's state attorney through mob connections. Traficant, who predicted last month that Reno was about to indict him on corruption charges, suggested that Reno's encounter with the call girl had been captured on videotape. LIKE A VAMPIRE who has developed a tolerance for garlic, Red Squads are back. Throughout the Cold War, these guardians of political compliance spied on and harassed law-abiding activists who veered too far left of the political center. Dedicated civil rights advocates and others fought back and won on local, state, and federal fronts. But their success was often short-lived. New technologies; new laws; and increased interaction among international, federal, military, state, and local law enforcement, intelligence agencies, and private corporations are threatening not only to put Red Squads back in business nationwide, but to increase the scope of their power to pry, to harm, and to imprison. With the "International Communist Conspiracy" gone, Red Squads need a new raison d'àtre. Studies by RAND the Heritage Foundation, and several private companies in the security industry have provided proponents of the Surveillance State with both a rationale and a blueprint for action. First, these groups have presented research to the law enforcement community documenting that the public can be frightened by the specter of terrorism into accepting and even calling for increased spying. Second, after studying anti-terrorist measures from around the world, they have decided that multi-jurisdictional taskforces offer the best way to circumvent civilian oversight. For example, the RAND report Domestic Terrorism: A National Assessment of State and Local Preparedness,explicitly touts taskforce participation as a way to get around local laws restricting political intelligence work, and also promotes taskforces as a mechanism for putting such operations on the local and state agenda by providing funding, equipment, publicity, and other inducements. And as we shall see, in cities where it operates counterterrorism taskforces, the FBI pressures local police to ditch limits on political spying. The taskforce concept and the cooperation it engenders between local and federalagencies, has another benefit, according to this report: It allows federal agencies to obtain information on a broad range of activities that do not fall under the current legal definition of "terrorism," but that are of political interest. That's because local police are much more responsive to demands from large corporations and influential organizations. These groups often have significant influence over political or budgetary matters in the local arena and are not loath to use their clout to discipline"uncooperative" police. The RAND study reports that local police will generally share freely what they gather with higher-level agencies. This back-scratching is not a new practice:A 1976 General Accounting Office report about FBI investigative protocol noted that local and state police were the bureau's second most prolific source of information, surpassed only by its own informants. In fact, in these days of grant-based "entrepreneurial" law-enforcement funding, the locals had better cooperate: Their budgets may depend on federal grants based on performing particular types of policing. The taskforce trend began with the post-riot commissions of the late 1960s and early 1970s. As an official Department of Justice (DoJ) history of community policing puts it, "The police force's inability to handle urban unrest in an effective and appropriate manner brought demands by civic leaders and politicians for a reexamination of police practices." The 1967 Kerner Commission and 1968 Eisenhower Commission focused on the growing dividebetween police and "civilians" as it was angrily expressed in the Watts riot and other uprisings. The recommendations of these bodies touted police-community dialogue as the key to curbing such unrest, expressing the hope that federal oversight could end abuse of protesters and minorities by "rogue cops." This goal was the foundation for community policing as we know it today. Later commissions that concentrated on reducing street crime looked to federal agencies to improve training and equipment in local law enforcement. Eyewitnesses accounts and video taken by demonstrators document police moving in to swiftly arrest at least two such leaders. One, John Sellers, 33, a nationally known civil-disobedience activist from Berkeley, Calif., was arrested Wednesday as he walked along JFK Boulevard. Yesterday, Sellers, who grew up in Chester County, was held on $1 million bail - even though he was only charged with misdemeanor offenses. Defense lawyers called the sum unprecedented and punitive, while a prosecutor portrayed him as the real puppetmaster in a protest replete with puppets and other theatrical agitprop objects. Another protester, Paul Davis, a Philadelphia activist on AIDS issues in his 20s, was arrested Tuesday as he walked on a blockaded street and spoke on a cell phone. It was unclear last night whether his bail had been set. Police Commissioner John F. Timoney yesterday spoke of "some arrests effected in the Center City area that included some of the so-called leaders," but declined to provide details. He did say police had good reason for every arrest. "We think we can prove they've engaged in criminal activity," the commissioner said during his morning news briefing. There were no preemptive strikes "just to take leaders out," he said. Furious demonstrators yesterday strongly disagreed. They said that the strikes were indeed preemptive, and that police arrested people for what they might do - and not for actual crimes. The critics said the arrests of several protest leaders - "ringleaders," as the District Attorney's Office termed them - were part of a pattern in which police aimed to decapitate the leadership of the demonstrations. People involved in the protests acknowledged that the arrests scrambled their communications and reduced their effectiveness. They said people had been arrested on false pretexts - especially during a Tuesday raid on a West Philadelphia warehouse that was a key protest facility. Then, they said, protesters were held behind bars for unusually long times, thus keeping them off the streets. As of early yesterday, they noted, police said only about 30 of 369 arrested protesters had been released. Scores more were released later in the day, but officials could provide no figures. "The whole point of this is preventive - preventive detention. Get them all off the streets until the Republicans are out of town," said Ann Northrup, an AIDS activist from New York City with the group ACTUP. "It didn't matter if they had done anything." Her view was echoed by Larry Gross, a University of Pennsylvania communications professor who served on a blue-ribbon panel critical of police misconduct during a 1991 protest. Gross noted that police had been photographing demonstrators in weeks before the Republican National Convention. "They spied on the protest groups. I think they prepared a list of organizers that they were looking for, and when they found them, they arrested them," Gross said. "The cases of Brian Roberson and Oliver Cruz, facing lethal injection within one hour of each other on the evening of 9 August, are textbook examples of the arbitrary and often discriminatory application of capital punishment in the USA," Amnesty International said. "As the world increasingly turns its back on this cruel, outdated and irrevocable punishment, the international community must now redouble its protests at the injustice inherent in the US capital justice system." Brian Roberson, black, was sentenced to death for the 1986 killing of an elderly white couple in Dallas County. The prosecutor at his trial systematically removed African Americans from the jury pool, indicating that they were not educated enough to sit on a jury. The prosecutor had been trained at a time when such training in Dallas County routinely used a manual encouraging new prosecutors to remove "minority races", "Jews", and people with "physical afflictions" during jury selection because they "almost always empathize with the defendant". A 1986 study found that in the 15 capital murder cases tried in the county between 1980 and 1986, 91 per cent of African American jurors were removed. At the trial of Oliver Cruz, a Latino accused of the rape and murder of Kelly Donovan, white, the prosecutor argued for execution on the grounds that Cruz's learning disability made him more of a threat to society. International standards oppose the death penalty for the mentally impaired. In yet another blatant example of the lottery of US capital justice, Cruz's white co-defendant, charged with the same murder, received a prison term in exchange for testimony against Cruz. "Studies have repeatedly shown that the US capital justice system places a higher value on white life," Amnesty International said, pointing out that over 80 per cent of the more than 650 people executed in the USA since 1977 were convicted of crimes involving white victims. "It is time for the US leadership to reflect on their country's history of racist state-sanctioned killing and on the evidence of continuing discrimination, and to recognize that whether a defendant lives or dies depends as much on where the crime was committed, who the victim was, and who the defence lawyer was, as it does on the crime itself," the organization added. In a 1990 report, the General Accounting Office (an independent agency of the US Government) concluded that 82 per cent of the 28 major studies into racial discrimination and the US death penalty it had reviewed, had found a correlation between the race of the victim and the likelihood of a death sentence. That is, that after all other factors had been taken into account, a defendant was several times more likely to be sentenced to death if the murder victim was white. No action was taken to address these findings. Hmmm, maybe there really is something to Traficant's charges.] - Reno Unlikely to Investigate Gore UPI Wednesday, Aug. 9, 2000 WASHINGTON - Attorney General Janet Reno is close to a decision on whether to appoint a special counsel to investigate Vice President Al Gore, but officials around her still say she is unlikely to launch such an independent probe. Some of the officials close to Reno argue that in any case no announcement should be made until the Democratic National Convention ends next week in Los Angeles. The head of the Justice Department's Campaign Financing Task Force recommended earlier this year that Reno name a special counsel to conduct an independent investigation of whether Gore told the truth about 1996 fund raising during an April interview with task force investigators. The task force chief, Robert Conrad Jr., so far has been the only official to recommend an independent probe in writing, though FBI Director Louis Freeh is believed to have seconded Conrad's advice during a private meeting with Reno last month. Other department offices, asked to weigh in before Reno makes her decision, have recommended against a special counsel, arguing that it would be almost impossible to convict Gore of a crime given the lack of evidence. Conrad has questioned Gore's truthfulness in at least two areas: The vice president has said he was not aware that an event at a Buddhist Temple near Los Angeles was a fund-raiser. He said he was unaware some of the money he raised through telephone calls from his office would be routed into "hard" money accounts, even though that strategy had been discussed in at least one White House meeting attended by Gore. "Hard" money can be used directly in an election, but is strictly regulated and limited by federal law. "Soft" money can only be used for "party-building" activities, such as registration drives or advertising on issues, and is largely unregulated. Meanwhile, department investigators have brushed aside reports that GOP vice presidential candidate Dick Cheney hosted large Republican contributors at the Pentagon as defense secretary in 1991 and 1992. Officials say even if any violation occurred, the statute of limitations on any conceivably applicable federal law would have long since expired, and no money appeared to have changed hands on federal property. A federal investigation into some Republican campaign financing, however, is still up in the air. The department's campaign finance task force is still weighing its options after a three-judge appeals court panel essentially gutted the investigation of Haley Barbour and other former officials of the Republican National Committee. The panel ruled last month that a $2.1 million, Chinese-backed loan to an organization formed by Barbour when he was RNC chairman in 1994 was not a "political contribution" covered by federal law, even though part of the loan was defaulted. The task force is considering whether to appeal the ruling to the full U.S. Court of Appeals for the D.C. Circuit, take the case to the Supreme Court or terminate the investigation. On July 14, the panel said that Barbour and other former RNC officials could not be guilty of a campaign-finance conspiracy. The meat of the ruling came in an order reversing a federal judge who had ordered a former RNC general counsel to turn over documents relating to the loan under a secret grand jury subpoena. Barbour and two other RNC officials set up the National Policy Forum in May 1993 as a think tank separate from the RNC. By September 1994, the NPF had received more than $2.3 million in loans from the Republican National State Elections Committee. The state elections organization was technically not a "federal committee" regulated by U.S. law, though it was under the control of the RNC. "Barbour and other NPF and RNC officials arrived at an agreement with Ambrous Young, a foreign national," to have Young Brothers Development of Hong Kong to provide $2.1 million in collateral through its U.S. subsidiary to secure a loan of that amount from Signet Bank to NPF, according to court records. Signet disbursed the money to NPF in October 1994, and the organization used $1.6 million of the proceeds to repay part of the loan from the GOP state elections committee. Barbour later told a Senate committee that he had asked Young's representative to forgive the loan entirely, but ended up repaying about half of it. After the initial loan activity came to light, the Federal Election Commission's general counsel recommended that the FEC find the RNC and its officials in violation of the federal ban on receiving money from foreign

Seated in his Berkeley, Calif., living room, the authority on world religions takes out a letter he's just received from a reader of his most recently published book. The letter recounts a spiritual epiphany. "It is so moving," Smith intones warmly and begins to read it aloud with evident respect: "It was like I traveled into myself and broke through to the other side, and I was in the presence of God. I was in communion with all that ever could be, and experienced love beyond measure. I experienced a person loving me. Being love. Being all. Total peace. The end of all fear. Eternal joy. I was in union with an infinite person who had nothing but perfect love for me and in whom I was in union and it was ALL, capital A, double L ..." The letter describes a "theophany," nothing less than a vision of the divine. It is also a 51-year-old man's remembrance of an LSD trip at age 18. The teenager, who got more than he bargained for when he dropped acid, grew up to be a Catholic priest. For reasons that require no explanation, the priest never told his church superiors about this formative religious drug trip, as he confides in the letter. He's written to Smith in response to the religious philosopher's provocative new book: "Cleansing the Doors of Perception: The Religious Significance of Entheogenic Plants and Chemicals." In this collection of scholarly essays on drugs and spirituality written over the past 40 years, Smith explores and entertains a venerable yet now taboo topic: how mind-altering drugs have led to divine revelation. Though Smith himself participated in Timothy Leary's famous drug experiments at Harvard, it wasn't until a maverick think tank called the Council on Spiritual Practices approached him that he decided to do the book. Founded by a former vice president of Oracle, the council is no collection of fly-by-night Castaneda-heads who have tried to turn an appreciation for hallucinogens into a higher calling. Robert Jesse, 41, who once worked full- time with techie marketers and engineers, now spends his days with religious scholars, spiritual leaders and scientists whose work addresses "primary religious experiences." Rather than being content to just hear about the divine secondhand, these thinkers focus on ways that individuals come to perceive it, feel it and see it directly. The Council suggests that these transcendent experiences can be triggered by a diverse variety of influences, ranging from a monk's holy visitation after days of prayer and fasting to a Native American roadman's vision after a potent hit of peyote. The Council funds academic research, publishes books, hosts speakers and has even held a conference about the nature of such religious experience. And although they are sincerely interested in any activity -- be it meditation or dancing or gobbling magic mushrooms -- their stance on the relationship between drugs, or as they put it "certain plants and chemicals," and enlightenment puts them square in the middle of the raging culture war over the legalization of drugs. While the loudest criticisms of U.S. drug laws have come on political, social and medical grounds (with the proponents of medical marijuana most vocally grabbing the limelight), now Huston Smith has dared to make a religious freedom argument. "I was extremely fortunate in having some entheogenic experiences, while the substances were not only legal, but respectable," he said of his early experimentation with LSD. "It seemed like only fair play that since I value those experiences immensely to do anything I could to enable a new generation to also have such experiences without the threat of going to jail." Were this statement to come from almost anyone else, it would not stand a chance of being heard. But Smith is that rare living person who adjectives like "great" and "renowned" and "acclaimed" accrue to without a tinge of overstatement. His 12 books of religious scholarship and philosophy include "The World's Religions," which has sold some 2.5 million copies around the world over more than 30 years. He has taught at Washington University, MIT, Syracuse University and most recently the University of California at Berkeley. Over his long career -- he got his Ph.D. in 1945 -- Smith has become that notable academic who also reaches a popular audience. He's even the subject of a five-part Bill Moyers PBS documentary called "The Wisdom of Faith with Huston Smith."
