L O N D O N, Nov. 6 — Baffled by the process, underwhelmed by the
candidates, the world is watching the U.S. presidential election
with keen interest — for many believe that as America goes, so
goes the globe. As the last military and economic superpower,
America’s policies and leadership are begrudgingly seen as
setting the world agenda. “If you get a fathead running it, which
we just might, in terms of foreign policy, it could actually have
a bad effect on us and our interests in this world,” says Ann
Leslie of London’s Daily Mail. They may not like it, but they
acknowledge America’s influence. So much so that some people
around the world argue they too should have a vote for the most
powerful leader in the world.  Playing on that frustration, a
popular Moscow radio station, Echo Moskvy, is holding a mock U.S.
election on their Web site. It even offers a tongue-in-cheek tip
on how the U.S. could fight voter apathy. Each Russian voter gets
a shot at a $1,000 sweepstakes.

America: Land of Excesses Europeans are bemused by the U.S.
election process. America is seen as the land of excesses. A
campaign running two years at a cost of hundreds of millions of
dollars is seen as a product of that excess in countries where
parliamentary elections can run as little as two weeks or two
days at minimal cost. And after all the time and money, to have
an election that may produce a record-low voter turnout, is seen
as verification the process is pure madness. European comedy
shows love taking shots at America. “This is the final week of
the American election campaign,” says the host of Britain’s Have
I Got News For You, “In the forthcoming election, 20 percent of
Americans will actually vote, the other 80 percent can’t fit into
the polling booth.” There is a near universal view the U.S.
presidential race has become little more than a beauty contest.
Columnist Mark Steyn in Britain’s Spectator recently ridiculed
what he calls America’s obsession with physical appearance. He
pokes fun at Gore’s over-the-top makeup job for the debates and
beefed-up physique. “Apparently, he started working out last year
because focus groups showed that men didn’t think he was as much
of a ‘real man’ as Bush. The Texas governor doesn’t pump iron,
but he does run every day, usually in the afternoon after a light
lunch and a couple of execution orders.”

Unimpressed With Candidates The question often asked of Americans
overseas is, “Are these the best candidates you can offer for the
top job in the world?” “Neither candidate is very inspiring,”
says BBC Radio 4’s Talking Politics producer Dinah Lammiman.
“They are both rather dull and characterless and that’s a worry
because Clinton has certainly been seen as charismatic if nothing
else.” The French weekly L’Express seems to agree. “If only the
Constitution would allow Bill [Clinton] to run for a third term,
he would easily win the election,” it writes in an editorial. The
issue outside the United States is U.S.  foreign policy — and
neither candidate is seen as impressive.  “When I was with George
W. I said to him, ‘We overseas think you are several sandwiches
short of a picnic,’” says Leslie, “because you muddle up
Slovenia, Slovakia, you call the Greeks ‘Grecians’ and don’t even
know the name of the latest nuclear power.” And Gore doesn’t rate
much higher.  “Foreign policy is about instinct,” says Peter
Hitchens of London’s Express. “If you contrast Gore with Bush,
Gore would be no better.”

What the World Thinks The big fear with Bush is that he will be
an isolationist — a leader who doesn’t understand foreign
affairs, who will back away from global issues and leave the rest
of the world to fend for itself. “There is a sense that the U.S.
no longer sees it as important to include Britain or Europe in
future plans and decisions,” says Lammiman. The German tabloid
Bild Zeitung ran a headline last week: “U.S. elections: Which
President is better for Germany?” Bush got high marks for having
excellent advisers — particularly his father, who is seen as a
supporter of German unity. But he was criticized for never having
been to Germany. Al Gore scored high on issues of global
protection of the environment and global finance. Germans also
believe he would keep U.S. troops in the former Yugoslavia, which
is seen as good for Europe. In many Arab countries, Bush would
get the vote. “There is a tendency in the Arab world to think
Gore is too much sided with Israel. Bush is a new face while Gore
has so many bluntly pro-Israeli positions,” says one Lebanese
journalist. Not surprisingly, Gore wins with Israelis. “The

Stop the presses! I mean it. Stop the election!

Something is going on in Washington and California that will have
a great impact on tomorrow's election -- and it stinks to high
heaven.

Let me start by telling you how I found out about it.

A very good friend of mine, who shall remain nameless, has a
long-time live-in housekeeper from Guatemala. The housekeeper has
a daughter who just turned 18. The immigration status of both
mother and daughter has been pending for years. Papers have been
filed with the Immigration and Naturalization Service. Hearings
have been held. But they are not citizens.

This is very important: The daughter has not registered to vote.

But, a few days ago, the 18-year-old got a very attractively
packaged "Dear friend" letter from Bill Clinton, paid for by the
California Democratic Party.

Here's what it said (on one side in Spanish and on the other side
in English): "While every election is important, the November 7th
election will determine our future for the next decade, and
beyond. The stakes are high for America's Latino families. And
California is the critical battleground.

"That's why I'm writing. We need your help to elect a Democratic
Congress.

"Despite our strong economy, many hard-working people still
struggle to make ends meet. Quality, affordable health care, a
world-class education, aging with dignity, and well-paid jobs are
part of the American dream -- rather than an American reality --
for too many people.

"Electing a Democratic Congress is essential for our 'Families
First' legislative agenda.

"Congratulations on your decision to register. Registering to
vote is a basic responsibility of citizenship that far too many
people ignore.

"Now that you are registered ...


"Can I count on you to vote Democratic on November 7th?

"Will you make an extra effort to elect Democrats to Congress --
and to your State Legislature -- by talking to your family,
friends and neighbors? "Remember: Your Vote is Your Voice.

"Su Voz, Es Su Voto. Make your voice heard on Election Day.

"Sincerely, President Bill Clinton"

Below that letter is a P.S. that explains: "Here is your personal
Voter Identification Card. Sign your name, then detach your card.
Bring your card with you to your polling place on Election Day.
It will help your voting go more smoothly."

Apparently all the recipient needs to do with this Voter
Identification Card is sign it to be eligible to vote. Keep in
mind, this was sent to a previously unregistered voter.

As my friend points out, only the U.S. government knows her age
and pending residency status, and, obviously her Latino
background. How did this information wind up in the partisan
political hands of the California Democratic Party? And what kind
of impact will a mailing like this -- obviously utilizing a
government database for political purposes -- have on the
California legislative races? How widespread is this fraud?

This is making my head spin. The recipient of this letter happens
to live in congressional and state legislative districts that are
very hotly contested in Southern California. But this appears to
be a statewide mailing from the Democratic Party headquarters in
Sacramento.

It's mind-boggling. The fraud is so blatant. Yet, not a peep out
of the Republicans. They apparently won't even know what hit
them. The polls in recent days show them making big gains in this
once-invulnerable Al Gore stronghold state. A mass mailing like
this effectively registering tens of thousands of potential
Democratic voters days before the election is a secret weapon
held back deliberately to avoid detection, scrutiny and
publicity. After the election, the party will be happy to pay a
fine for any illegalities involved. Clinton will be out of office
and untouchable as always. There will be a new regime in at the
INS. And it will all be swept under the rug.

And who knows if this technique is not being deployed by other
state Democratic Party units? I don't doubt it for a minute.

This is voter fraud, pure and simple. And those responsible
include the president of the United States, the Immigration and
Naturalization Service, possibly the Census Bureau and certainly
the California Democratic Party.

I'm outraged. Are you?

Experimentation is holding a rally on November 19, 2000 at The
Sacramento Convention Center. We are opposing involuntary human
experimentation conducted or sponsored by the U.S. Government.
Previously, C.A.H.E. has held rallies at the California State
Capitol building. On April 8, 2000, our rally had 7 speakers and
KXTV Channel 10 (ABC, Sacramento) took footage of the event. On
July 23, 2000, there were 6 speakers, including Pat Broudy (The
History Channel, "History Undercover: Declassified: Human
Experimentation") and Elmerine Allen Whitfield Bell ("The
Plutonium Files", a book by Eileen Welsome). KOVR TV Channel 13
(CBS, Sacramento) aired coverage of the rally on 7-23-00 on the

Jay Truman will speak on November 19. He was the involuntary
subject of a thyroid study by The Atomic Energy Commission
starting in 1964 and the author of www.downwinders.org. Also,
Diane Gorney will be speaking at The Convention Center. She was
the victim of chemical weapons testing by the U. S. Military as
an elementary school student in Minnesota and was featured in
"History Undercover: Declassified: Human Experimentation" by The
History Channel. Bernice Bennett and Yvonne Little Wolf, members
of the Minnesota Chippewa Tribe will also be speaking. Indian
reservations in Northern Minnesota were bombarded with chemicals
in the 1960's during chemical warfare testing by the U.S.
Military. Other past victims of chemical, biological, and
radiation experimentation will also be speaking as well as
alleged victims who claim that experimentation has continued to
the present day.

The new rally will be held on Sunday, November 19, 2000 at The
Sacramento Convention Center (13th and K St., Rooms 202 and 203,
West Lobby) in Sacramento, California from 10 am until 5 pm. The

IN BRIEF

What it is: Hardware key logger.

Who makes it: Interface Security

Best points: Completely transparent; hard to detect.

Worst points: A bit expensive; no remote-access capability.

When I reviewed the KeyGhost Security Keyboard (review here), I
opened the thing up and cut the heat-shrink and took pictures of
the hardware.

The nice people at KeyGhost Ltd asked me, in the politest
possible way, not to do that with the next one they sent me.

Because the whole idea of this gadget is that people not know
what it is. That they think it's a plain keyboard, or a plug
adapter, or, as in the case of the KeyGhost II Professional, some
kind of electro-magnetic emissions compliance lump in the middle
of an innocent little bit of cable.

OK, I'm being over-dramatic. You can see a picture of the
KeyGhost II Professional plugged in-line with a keyboard right
here on the KeyGhost site. That's not exactly the model I've got,
but it looks much the same. It's the precise components inside
that the makers would prefer people not know about.

There's a reason for that. The reason is that most people who
find about KeyGhosts express the opinion that these gadgets are
pure concentrated evil in a little beige box. They may express
that opinion with a delighted grin, but they express it just the
same.

A KeyGhost is a hardware key logger. It records everything that's
typed on a keyboard, and can spit it all out again on command.

It uses no system resources. It needs no batteries. It needs no
supporting software. You can install it on any computer in
seconds, remove it just as easily, and plug it into any other
machine to read back the log. It'll work on any computer that
accepts a PS/2 or AT-type keyboard; it comes with PS/2
connectors, but you get a couple of plug adapters in the box for
the old-style larger plugs.

You plug the KeyGhost between keyboard and computer - or have one
hidden inside the keyboard, if you've got that version - and the
thing silently and invisibly records every single keystroke, up
to the maximum its memory can hold. Then it starts overwriting
the oldest keystrokes.

This one, the Pro, has a capacity of more than 500,000 keystrokes
- more, because it does on-the-fly basic compression of repeated
keystrokes. A fast typist belting along non-stop at 80 words per
minute would take about 19 straight hours to fill that much
storage. And then, probably, die. For most computer users,
500,000 characters is enough for weeks of monitoring.

If you don't need half-million-keystroke capacity, the cheaper
and somewhat less featureful KeyGhost Standard has a 97,000
character memory. If you for some reason need more storage,
there's a two million character Professional SE model.

When you open a text editor or word processor and type in the
KeyGhost's password (it's "vghostlog" by default, but you can set
it as any eight to twelve character upper or lower case
alphabet-letter string), a "ghost" types out a menu for you, like
so:

If you press any key other than what the KeyGhost expects to see
for whatever menu you're in, it goes back to logging mode. So if
you absent-mindedly switch to another app, no problem. As far as
that app's concerned, you just typed Now logging
..., but that probably won't be a problem.

All of this stuff is the same as it was with the KeyGhost I
reviewed before. This is one of the external ones that you can
put in-line with any AT or PS/2 keyboard, not one of the ones
built into a 'board, but the external ones were around before as
well.

The KeyGhost manufacturers, though, have not been standing still.

New stuff

The KeyGhost now compresses repeated keystrokes as they're
stored, and also displays them in a short form when you download
the log. Any time the you do the same thing more than four times
- say, pressing Z six times - the log will spit it out as
"(z(2x))". This goes for arrow keys, too; someone scrolling
through a document with the down arrow won't eat pages of log,
but just come out as something like
"((67x))". You can turn off arrow key

Nov. 05, 2000 | JACKSONVILLE, Fla. -- A former speaker of the Maine House of Representatives raised questions today over whether a law requiring those arrested for driving under the influence of alcohol to attend a rehabilitation program should have been waived in 1978 for George W. Bush. 
The law, which passed the Maine Legislature in the summer of 1975 and took effect on Oct. 1 of that year, specifically required first-time offenders arrested for DUI to attend rehab. The one exception to this requirement would be granted if, after two months, the offender petitioned the secretary of state for a hearing, after which the secretary of state "determined that the public safety [would] not be endangered by issuing a new license or restoration of right to operate," according to the law. 
Bush, however, waited more than a year and a half after his DUI arrest -- until 1978 -- to petition for the waiver. Bush said he couldn't take the required rehabilitation class because he lived in Midland, Texas. The secretary of state's hearing examiner, David Schulz, granted Bush his driving privileges after Bush told him, according to the Boston Globe, that he had had only the "occasional beer." 
But state Rep. John Martin, a Democrat, who has served in the House since 1964 and was House speaker from 1975 until 1994, said the law was passed because "we felt that if someone was convicted of DUI it was appropriate that he go through a training program or a rehabilitation program. It’s unusual that they would waive it. They normally would require people to go through the program." 
That Bush lived in Texas should not have affected the waiver, Martin said. "Normally, they would find [a program] in their home state or a counselor to sign off," he said. "That's the way the law works." 
What makes this waiver notable is that Bush has admitted to developing an eventual drinking problem that, by 1986, "was beginning to compete for my affections for my wife and my family." 
Schulz told Salon that while rehabilitation classes were the norm, a "loophole did exist at the time" that would allow Bush to petition to get his driving privileges back without attending any classes. "He said that he drank approximately once a month," Schulz said. "The purpose of [a July 1978] proceeding was to determine whether there was a threat to highway safety in putting this individual on course. Based on his relatively low blood-alcohol level and what he told me, I concluded there was no danger." 
Asked if he regretted his decision, Schulz said, "I could only go by the evidence in front of me." Rebecca Wyke, Maine's chief deputy secretary of state, said, "Mr. Schulz's actions as a hearing officer were within what the law allowed." She "couldn't speak to whether it was unusual at the time" to waive the rehabilitation requirement. 
Bush has acknowledged that he was a heavy partygoer while in the DKE fraternity at Yale, from which he graduated in 1968; some of his friends have even likened him to the John Belushi character from the movie "Animal House." And a story about his driving drunk in 1973, slamming his Chevy through a neighbor's garbage cans and famously challenging his angry father to go "mano a mano" when confronted has been often repeated. 
This was, of course, a period of Bush's life when he was veering toward the straight and narrow. He was running for Congress, and getting married to his lovely young wife, Laura. 
However, toward the end of his losing the 1978 congressional race, Bush's campaign held a free-beer "Bush bash" that immediately aroused his opponent's attention. As Bill Minutaglio writes in "First Son: George W. Bush and the Bush Family Dynasty," "it was no secret in Midland that Bush enjoyed drinking, that he had once gotten up on stage with Willie Nelson." 
Bush spokesman Dan Bartlett insisted that there was nothing contradictory about Bush's claims to his hearing examiner and his subsequent acknowledgments of a hard-drinking past. 
"Governor Bush has never itemized his drinking habits, whether [in 1978], or two years prior, or two years after the fact, or five years after the fact," Bartlett said. "After he quit drinking in 1986, he said that in the past he drank too much." 
Then (in a statement that recalled the current president's fumbling definition of what "is" is) Bartlett said: "But he never quantified what the definition of 'too much' is. He could have been referring to a time in the early '80s." 
"You can't take the broad definition of 'too much' and apply it to one time in his life" -- when he claimed to drink "infrequently" -- "and suggest that that's a contradiction," Bartlett said.

them vote. Why isn't the media on this??? This is going on all

There is seldom any hard evidence as "proof" in
such cases.
But with Clinton there is that incriminating
semen stain with Clinton's DNA on Monica's infamous
"blue dress".
You say that was "consensual" so it doesn't count.
But Wes.it reveals the character and the
proclivities of the man.

I say again: Clinton's "legacy" is that we now have
no minimum standards of conduct for a President.

Run youranti-virus program, check and see if you have a QAZ worm
virus. Usually they rename notepad.exe to notepad.com and replaces
the notepad.exe with itself a file ~120K in size which acts as a

Li insists he’s no bullyFRIEDRICH VON HAYEK and Walter Eucken parted company
over the issue of power formation in the private sector. Hayek, a leader of
the Austrian school of liberalism, believed that keeping government small was
enough to preserve competition. Eucken, who founded the school’s German
branch, felt that anyone with excessive power, whether a government or a
company, could threaten economic freedom. It is a pity that neither was alive
this week to analyse the case of Hong Kong.

On November 1st, the Heritage Foundation, an American think-tank, crowned
Hong Kong “the world’s freest economy” for the seventh year in a row. Yet
this followed a report a week earlier from the European Parliament, which
declared that Hong Kong was anything but economically free. The parliament’s
concern is that a few local business tycoons are powerful enough to keep new
entrants at bay, by fair means or foul.

Whether business in Hong Kong is fair or rigged is an old debate, but one
that has grown recently as the power of one family has reached unprecedented
proportions. The tycoon is Li Ka-shing, who started by selling plastic
flowers in the 1950s. Today he is one of Hong Kong’s largest property
developers. He also controls its port (the busiest in the world), one of its
two large supermarket groups, its biggest pharmacy chain, electronics
retailer, electricity supplier, mobile-phone operator, a hotel and much else.
Besides that, his second son, Richard, now runs Hong Kong’s former monopoly
in fixed-line telephony, which also happens to be the elder Li’s main rival
in mobile telephony.

Not surprisingly, therefore, local officials are testy in the face of
suggestions that the system coddles Mr Li and his kind. “I firmly believe
that we have a fair system, the most open in the world,” insists Donald
Tsang, Hong Kong’s financial secretary. To the charge that Hong Kong’s
government favoured the Li family last year, when it gave Richard Li a
property contract without an open tender, he replies that circumstances were
exceptional. To the charge that regulators granted the elder Li suspect
waivers when he listed a subsidiary this spring, Mr Tsang says such waivers
are not uncommon.

The Li camp mounts an even stronger defence. Canning Fok, managing director
of Hutchison Whampoa, one of Li Ka-shing’s two holding companies, says that
competition in Hong Kong is “fierce, fierce, fierce: price wars all the
time!” In supermarkets, for instance, Mr Li long shared the market with the
Jardine Matheson empire. Then Jimmy Lai, a maverick businessman, attacked
this duopoly with an online supermarket, setting off several rounds of
price-cutting. But Mr Fok has only half a point. Price wars tend not to last,
and the grocery war is now over. Mr Lai’s supermarket continues to lose
money. He says that he is ready to sell out to the highest bidder, even if
that is Mr Li.

What is alarming is not that Mr Lai failed, but how. So powerful were his
opponents, he says, that they leaned on suppliers to boycott him. This claim
has also been made by Carrefour, a French retailer that recently shut up shop
in Hong Kong. For Mr Lai, the bullying goes back further. Mr Li once ordered
companies that he controlled to stop advertising in Mr Lai’s newspapers. And
Mr Lai claims that Mr Li successfully pressured the city’s brokers not to
underwrite any equity for him (other rivals have claimed that Mr Li used his
power with bankers to deprive them of loans). In December, Mr Lai is moving
to Taiwan.

Mr Lai’s experience is far from unique. In mobile telephony, for instance,
until about a year ago, Mr Li’s companies, according to one firm, tried to
stop rival operators from putting up radio antennae on properties he
controlled. These sites add up to a large part of Hong Kong, so new entrants
suffered poor signals in many areas.
There is, in other words, good reason to think that Hong Kong, despite its
lean public sector, lacks unfettered competition because of distortions in
the private sector. Most important may be a wonky property market. In Hong
Kong, only the government owns land. It used this monopoly for years to
create a shortage that drove up property prices and made developers rich.
Tycoons such as Mr Li then used cashflow from real estate—in effect, a
government subsidy paid by consumers through higher rents—to expand into
unrelated industries. As new rivals appear, the tycoons are using all means
at their disposal to fend them off.

This week, a group of 23 small companies (all anonymous) took out a newspaper
advertisement to accuse the tycoons of rigging markets. There is now a big
debate over whether Hong Kong needs a new competition auth

The search for the former spy chief is still on
Peru's Attorney-General Blanca Nelida Colan has resigned following criticism
of her handling of the investigation into the country's former spy chief
Vladimiro Montesinos.

Montesinos: Still in hiding
The move is a further blow to scandal-hit Mr Montesinos, who is in hiding in
Peru following a bribery scandal.
It was widely believed that Ms Colan, a close ally, protected him in past
investigations.
Her decision came shortly after the Swiss authorities froze some $50m in bank
accounts linked to Mr Montesinos.
Opposition Congress members welcomed her resignation, citing her close links
to the former spy chief.
Money laundering

There is no doubt that its origin is illicit, from money laundering

President Fujimori President Alberto Fujimori also announced on Friday that
security at airports and border crossings would be stepped up to prevent Mr
Montesinos escaping.
He said the $50m in Swiss bank accounts had come from money laundering.
"I am the first to deplore these illegalities," he said.
"I knew absolutely nothing about an act of corruption of this nature."
The Swiss Justice Ministry said the money was in three Zurich banks. It has
asked other banks to reveal any other funds connected to Mr Montesinos.
Swiss authorities - who are trying to dispel the country's image as a haven
for hot money - are conducting a probe over suspected money-laundering.

The scandal has forced Mr Fujimori to call for new elections
The current crisis, which led Mr Fujimori to announce that he would not seek
reelection, began when Mr Montesinos was caught on video offering a $15,000
bribe to an opposition lawmaker.
Mr Montesinos - a top aide to Mr Fujimori for 10 years - then fled Peru.
After a failed asylum bid in Panama, he returned on 23 October and has been
in hiding since.
Investigations shelved
Ms Colan said her resignation was necessary for Peru's democratic
development.

The loyalty of the military is under question
Ms Colan - who was widely believed to have been handpicked for her job by Mr
Montesinos - has previously shelved investigations into his wealth.
In 1996, she ignored testimony from a high-profile drug trafficker who
claimed that he had paid Mr Montesinos $50,000 a month for use of a jungle
air strip to ferry drugs.
Coup
Mr Montesinos' return to Peru has prompted fears that he would attempt to
engineer a coup.
During his time in power, he helped choose many top military leaders.
But so far there has been no indication that the military will come to Mr
Montesinos's aid and some of the top guards who were his former allies have
been replaced by President Fujimori.
There has been a only small uprising in the south of the country, led by
Lieutenant Colonel Ollanta Humala.

No Excuses: Parents Check Homework Online

WASHINGTON  - Every night, Nancy Barber has the same question for her 13-year-
old son: What's your homework?

When he told her one evening that he did not have any for his Spanish class,
she was more than a little bit skeptical.

So she logged on to a Web site called K12nation.net, typed in a password and
pulled up a list of assignments his teacher had posted on the site.

Sure enough, there was homework. And sure enough, she nudged him to do it.

''It's really kept my child on track because he can't tell me that he doesn't
have homework anymore,'' Ms. Barber said. ''He knows he can't get away with
it now.''

These days, the Internet is opening a window for parents into their
children's classroom as more and more teachers in the United States use Web
sites to post homework assignments, exam schedules and, in many cases, grades
and attendance records.

Despite concerns about cost, security and the lack of computers in some
homes, schools are trading in their minimalist Web sites for more interactive
ones linking teachers and parents in a private electronic community.

The note home to parents has a better chance of making it out of the book bag
if it is a virtual one. And parents can respond more easily, using electronic
mail instead of waiting for that 15-minute conference at the end of a marking
period.

''They're definitely in touch with me all the time,'' said Kara Walsh, a
third-grade teacher in Bethesda, Maryland. ''They're not waiting until
November to express their concerns.''

In some school systems, technology officials are trying to create a
system-wide approach to Internet service. Many schools are piloting programs
where, with the click of a mouse, parents can get a daily update on school
happenings without going to an outside Web site.

Elsewhere, teachers often rely on Internet companies that provide space for
educators to set up their own interactive pages.

Students have mixed feelings. Some say they like being able to check what
homework they missed when absent, or what extra credit they can do to beef up
their grades.

But Jamie Williams, a high-school senior, said: ''Sometimes it's more a
hassle than a solution. If you get a bad grade, parents will come to you and
ask what happened. It's that constant nagging that some people have to deal
with.''

Indeed, the Internet seems to be taking on a new role - that of the Big
Brother, or Big Mother, of report cards. The idea is simple: If parents know
exactly what their children are up to, they can put a brake on slipping
grades.

''Your child is not going to come up and tell you, 'Oh, I'm failing
English,''' said Renee Cohen, whose son is in high school.

A Web site, said Deborah Norris, an eighth-grade teacher in the
Washington-area school that Ms. Barber's son attends, ''gives parents the
tools to ask the right questions.''

And ask they do. The idea has caught on in schools across the United States.
One of the most widely used Web sites, Thinkwave.com, reports having 60,000
teachers as clients. K12nation.net has about 3,000 teachers signed up across
the country.

Some companies offer their services free, making money from advertisements on
their sites. But others charge start-up and monthly fees, which have deterred
some teachers who cannot afford the extra costs and often cannot persuade
their schools to foot the bills.

Security is another burden. Though all the companies have password-protected
sites, some schools fear that it is possible to infiltrate the systems and
gain access to private information.
Then there is the question of the teachers' time. Learning the technology
requires training, and for some teachers who have gone about their business
without computers, that can be too daunting a prospect. Others do not want to
put the time into regularly updating the information.
Still others do not want to spend their evenings at home writing e-mails.
A survey of school Web sites in the Washington area showed that in some
cases, only a handful of teachers offer such a service; in others, almost the
entire school is linked.

The popularity of the Web sites elicits an inevitable question: What happens
to those parents and students who do not have computers?

At Holmes Middle School in Alexandria, Virginia, the principal, Roberto
Pamas, persuaded 80 percent of his teachers to set up their own Web sites.
But only about half of the students have computers at home.

Iraq Defector Says Saddam Was Close to A-Bomb

After escaping from Baghdad in 1994, Iraq's chief nuclear weapons scientist
thought his quest for freedom was over when he offered to tell the Central
Intelligence Agency everything he knew about Saddam Hussein's weapons program
in exchange for asylum.

But in the satellite telephone call the CIA said it wasn't interested,
forcing Khidhir Hamza on a desperate flight from Kurdish-controlled northern
Iraq that took him to Turkey, Libya, Tunisia and Hungary. Finally, after
Hamza turned up at the U.S. Embassy in Budapest in 1995, the CIA realized its
mistake, began debriefing Hamza and smuggled his family out of Baghdad.

"I held secrets no one outside Iraq, and only a handful of people inside the
country, could know," Hamza writes in a new book co-authored with journalist
Jeff Stein, "Saddam's Bombmaker: the Terrifying Inside Story of the Iraqi
Nuclear and Biological Weapons Agenda." "Not even the aggressive U.N.
inspectors . . . knew what we still had and how dangerous the situation was.
None of them knew that Saddam had been within a few months of completing the
bomb when he invaded Kuwait."

Speaking on Thursday to nonproliferation experts at the Carnegie Endowment
for International Peace, Hamza said Saddam Hussein probably possesses a
crude, two- to three-kiloton atomic bomb and could conceivably begin limited
bomb production within two to three years if international sanctions are
lifted.

Later, in an interview, Hamza said that he had long ago forgiven CIA
officials for the way in which "they rebuffed and even ridiculed my pleas for
help in 1994," as he puts it in his book.
"They did redeem themselves," Hamza said. "They went through a large
operation to save my family, with a five-man planning team here and a
nine-man team in the north of Iraq. They saved my family's lives
literally--they all would have been killed. For me, that's a lot. That's
everything."

The CIA does not agree that Iraq possesses a crude nuclear weapon. "We don't
believe they have the fissile material required for a nuclear weapon," said
one senior U.S. official, noting that Hamza has been away from the Iraqi
program for six years. "Nor do we believe they currently have the
infrastructure to build a nuclear weapon."

But the agency does not minimize what Hamza has contributed to its
understanding of Iraq's nuclear capabilities. "He is viewed as valuable," the
official said, "and his insights have been valuable."

Now living in Virginia with his wife and three sons, Hamza, 61, received a
master's degree from the Massachusetts Institute of Technology and his
doctorate in nuclear physics from Florida State University. He was teaching
at a small college in Georgia in 1970 when he was ordered home to work in
Iraq's fledgling atomic energy program.

By 1985, he had become Saddam Hussein's personal nuclear weapons adviser,
charged with directing a crash program to make Iraq a nuclear power. The
country had 25 kilograms of bomb-grade uranium from a French-built reactor,
Hamza writes, and volumes of nuclear weapons technology from the World War II
Manhattan Project that produced the first U.S. atomic bomb. Hamza discovered
the declassified Manhattan Project reports on a dusty shelf in Baghdad, a
gift, he writes, from the U.S. Atomic Energy Commission in 1956.

But by 1994, with Iraq close to enriching its own uranium through diffusion
technology, Hamza plotted his escape and soon found himself at the
headquarters of the opposition Iraqi National Congress in Kurdish-controlled
northern Iraq, talking on a secure, satellite telephone to CIA officers
10,000 miles away in Langley, Va.

"I wasn't a low-level official," Hamza writes. "I had designed Saddam's bomb.
That should be easy enough for them to confirm. I also knew about the
chemical and biological programs."
But after 15 or 20 minutes, Hamza came to believe his long-distance
debriefers had never heard of him and knew little about Iraq's bomb program,
headquartered at Al-Atheer. Hamza writes that a CIA officer chuckled at the
notion of a weapons plant at Al-Atheer and closed the door on his only
demand: asylum.

Warren Marik, a former CIA case officer who was present at CIA headquarters
at the time of the call, said Friday that he was "appalled" at the way his
colleagues dismissed Hamza. "They blew him off, and you don't do that to a
walk-in," Marik said.

Marik said part of Hamza's problem lay in the fact that his call had come
through Ahmed Chalabi, the Iraqi National Congress leader who had by then
fallen out of favor with the agency. But Marik also faults Hamza for being
testy and demanding with the CIA officers and refusing to give them enough
information to establish his bona fides.

I take it you've never been run down by one. I was, back in 1970. I was
walking, well away from the road, minding my own business and breaking no
law. This guy must have nodded off because he ran way off the asphalt and
hit me. He was doing at least seventy. He knocked me forty feet through
the air, smashed my femur to splinters, drove away and left me for dead in
the ditch. Needless to say, he escaped. Thirty years later it still hurts.
And I still wonder As far as I'm concerned, drunk drivers are the scum of
the earth. Hanging's too good for 'em.

Driving drunk is like holding one hand over your eyes while emptying a
clip of live ammo at random around a crowded room with the other hand.
Even if no one gets hit, it's still a henious act. There is no excuse,
none whatsoever.

"We've been pretty busy, going to the shelters," campaign volunteer Connie
Milstein said. Milstein volunteers for the Gore campaign in New York and came
to Milwaukee to help get out the vote.

"They had a couple vans, and said they'd give us a ride. So I took a ride,"
George Scharf said. Scharf is a homeless voter who said he had planned to
vote for Gore anyway, and that voters weren't told about the free cigarettes
till after they were at the polls.


"They didn't mention that until we got down there anyway," he said.

However, a Milwaukee Rescue Mission employee told WISN 12 News that he had to
ask democratic campaign volunteers to leave the property after he caught them
trying to bribe potential voters with packs of cigarettes.


But one voter said that he did not feel like he was bribed for his vote.


"They just came and asked us to go and vote," Bob Socha said. Socha also said
that he enjoys voting and was already planning to vote for Gore.


A representative from the Milwaukee County Bush campaign said that the
tactics of the Gore campaigners raises a few questions.


"Even aside from the law itself, I just think most people on a gut check
level would say that's wrong," Rep. Scott Walker (R - 14th District) said.
"One has to question if they were going to be voting anyway, one has to
question why would the campaign, the Gore campaign, be giving anything out,
other than a ride to vote. "


After viewing WISN 12's video tape, a local representative of the Gore
campaign issued a response to the democratic campaigners who distributed the
cigarettes.


"This kind of activity described by Channel 12 is not the kind of help we ask
for and it's the kind of help we flat-out reject. These volunteers were from
out of state, acting on their own and this was not part of any official
Democratic 'get out the vote' activity in Wisconsin. They have left the state
and we will not invite them to return," wrote Susan Lagana, a spokeswoman for
the Democratic Coordinated Campaign.

SACRAMENTO (AP) - A record 3.2 million Californians have requested absentee
ballots for Tuesday's election, which could leave the results of close races
throughout the state in doubt for days or even weeks.

More than 1 million of those absentee ballots, or nearly 10 percent of the 12
million votes expected in California, will not be counted on election night,
according to county election officials surveyed by The Associated Press.

That means that if the presidential election comes down to an extremely close
race for California's 54 electoral votes, Americans might not know on
election night which candidate won.

Vice President Al Gore has been leading in California polls, but not by an
overwhelming amount. A recent Field Poll showed Gore ahead of Texas Gov.
George W. Bush by 7 percentage points with a 3 percentage point margin of
error, but it also showed 6 percent of those polled were still undecided.

Alfie Charles, spokesman for Secretary of State Bill Jones, said the
estimates that 1 million absentee ballots might not be counted by election
night sounded right because of the growth in absentee applications in the
state.

In 1980, absentee voting counted for 6.3 percent of the vote in California;
in 1990, it was 18.4 percent; and in 1998, it was 24.7 percent, or about 2.1
million ballots.

``The balance of power in Congress may hinge on races in California, and
those California races may be determined by the late absentee ballots which
will be counted in the days after Nov. 7,'' Charles said.

For the closest races, he said, it could be one to two weeks after the
election before the results may be known.

Absentee ballots that voters mail in or drop off at their polling places must
be processed separately because voter signatures must be verified in county
records, election officials said.

In 1994, when 22 percent of the voters cast absentee ballots, Sen. Dianne
Feinstein's narrow victory over Republican Michael Huffington wasn't
confirmed until 21/2 weeks after the election.

The counties have until Dec. 5 to report final results. This year, only 10
small counties, together only 0.6 percent of the state's voters, expect to
have 100 percent of their votes counted on election night.

Los Angeles County, which has 4.07 million of California's 15.7 million
registered voters, has sent out the most absentee ballots this year: 617,231.

In recent elections, the same county has had the highest percentage of
absentee ballots left uncounted on election night: 183,000, or 46 percent, in
the 1996 presidential election; and 196,000, or 48 percent, in the election
for governor in 1998.

Los Angeles County election officials this year said they also expect a slow
start on their precinct vote count, though they wouldn't estimate how slow.
The registrar-recorder's office advised news organizations that its vote
tabulation equipment is 32 years old, so ``do not expect very many ballots to
be counted before 11 p.m'' on Tuesday night.

The election results also could be delayed in New York's contentious Senate
race between first lady Hillary Rodham Clinton and Republican Rep. Rick
Lazio.

Last week, at the request of both sides, a judge ordered all New York
absentee ballots locked up - unopened and uncounted - until at least Nov. 9,
two days after the election.

It could mean a delay in the results, but as state Board of Elections
spokesman Lee Daghlian put it, the order ``eliminates any question that there
would be any attempt to stuff the ballot box.''

WASHINGTON -- Senate candidate Hillary Rodham Clinton has used the White
House military to equip her New York campaign headquarters and staff with
phones and computers at taxpayer expense, claim reliable sources in the White
House.

Also, the White House office that processes orders for such equipment, and
determines which costs are billed to the first lady's campaign, is controlled
by a former Democratic National Committee official who was transferred to the
White House as Hillary tested the waters for her Senate bid.

The same office -- known as "Room 1" - handles reimbursements for her
political travel aboard military aircraft.

"Government assets are being used there" in New York, one White House
employee told WorldNetDaily. "They got them through the military."

The worker, who requested anonymity, says the White House Communications
Agency, which is staffed by the military but controlled by the president, has
provided palm-sized cell phones and other equipment.

Some two dozen staffers work in Hillary's 5,500-square-foot Manhattan office
alone. Some have been working there with computers and phones since July
1999. She has just one special assistant who travels with her in her role as
first lady, a spokeswoman says. She also maintains a Secret Service detail,
as well as military advance people.

A White House computer operator says WHCA (pronounced "woka") also has
supplied Compaq Pressario laptops.

"They handled laptops for the New York headquarters," said the employee, who
wished to go unnamed. "But they are not allowed to use those laptops for
campaign purposes."

"She's got White House equipment in New York being paid for by the White
House. That can be proven," said another source close to White House computer
operations.

A White House spokeswoman for the first lady insists such expenses have been
billed to the campaign.

"Anything that's campaign-related is paid for by her campaign, and anything
that's official is paid for by the government," said Erika Batcheller in the
first lady's press office.

She also said she "would be shocked" if WHCA provided equipment to Hillary's
New York operations.

Asked to check with WHCA, Batcheller said she would, but didn't get back.
Calls to WHCA were steered back to the first lady's press office.

Hillary's Senate campaign marks a first for a first lady, and it has raised
questions about how her bills are broken out between her official duties and
her political activities. She has already drawn fire from Congress for
shorting the treasury $779,465 in travel expenses.

Her dual-hatting has frustrated GOP foe Rick Lazio, who's complained she has
taken advantage of White House resources.

The White House is "100 percent" behind Hillary's campaign, Lazio's chief
strategist Mike Murphy has charged, and it's "using your money" to help her
get elected. Hillary has lagged Lazio in fund-raising throughout the
campaign.

It wouldn't be the first time that White House equipment and staff have been
used by the first couple -- or the vice president -- for personal or
political purposes, White House sources say.


Just recently, Vice President Al Gore asked a Northrop Grumman contractor to
work on his personal laptop, an IBM Think Pad. Gore had the contractor
configure it so he could interact with his White House Lotus Notes e-mail,
according to the White House computer employee.
"The EOP (Executive Office of the President) load wasn't for a government
computer," the employee said. "It was for a personal computer."


He also says aides to President Clinton have twice sent a White House
computer worker to Hope, Ark., to set up loads on computers at his
presidential library, so employees there can get back into the EOP system.

In 1993, moreover, White House computer operators were asked to install a
computer for Chelsea Clinton in the residence. "We said no -- she's a child,
not an official," the source said.
Sources also contend the first lady is taking advantage of security and
intelligence personnel at her disposal.

A White House employee who works on security matters says that some 85 Secret
Service and CIA agents have been assigned to New York since Hillary launched
her campaign.

CIA spokeswoman Anya Guilsher says she was "not able to validate" that agents
have been reassigned there.

Any equipment issued to Hillary is processed through Room 1 in the Old
Executive Office Building.

The Communist Party USA has decided to come out solidly in favor of
Democratic presidential nominee Al Gore, even though party officials still
have reservations about the vice president and his running mate, Sen. Joseph
Lieberman, D-Conn.
According to a statement released yesterday, the CPUSA -- "an independent
voice of the left" -- said while "in general we do not endorse candidates of
other parties ... we think the Bush/Cheney ticket represents a new threat to
democracy and the well-being of working families."

Even though CPUSA leaders said, "We have major differences with the Gore
/Leiberman (sic) ticket," a victory by GOP nominee George W. Bush and his
running mate, former defense secretary Dick Cheney, would "set back labor's
rights, civil rights and women's right to choose."

"If they win," the statement said, "Social Security, our public schools, the
environment and all government programs aimed to help the poor will be in
great jeopardy."

"That is why, like most of the labor movement, civil rights and women's,
environmental, gay and lesbians organizations, we are calling for an all-out
effort to defeat the Republican right at the polls on Nov. 7," said the
Communist Party.

"Our approach is not 'love Gore/Lieberman' but rather 'No Son of a Bush' in
the White House."

The party leadership statement also lashed out at Green Party nominee Ralph
Nader for ostensibly taking votes away from Gore.

"While we agree with many things he says, if he helps Bush win, he is placing
his own party's advancement against the future well-being of millions of
working families," the statement said.

In addition, leaders promised more potential Communist office holders.

"In future elections we intend to dramatically increase the number of
Communists running and being elected to public office," the statement said,
because the CPUSA believes "that people come before profits and that human
needs should take priority over corporate greed.

"As a revolutionary working-class party, we remain committed to the goal of
Bill of Rights Socialism," leaders said.

Contradictory and self-serving policies led the Clinton-Gore administration
to cause the current skyrocketing oil prices, say Middle East and petroleum
industry analysts.

By interfering in the oil markets in 1998 when prices were perceived by some
to be too low, the administration put into motion the huge current run-up of
prices, according to Matthew Simmons, who has tracked oil prices for 30 years
as the head of a Houston-based investment bank, Simmons & Co. International.

As if that isn't enough, Simmons and others also believe the current Middle
East tensions could tempt Saddam Hussein -- who has become a major source of
oil for the U.S. -- to make a malevolent move, and soon.

At an Oct. 18 conference in New York sponsored by the Council on Foreign
Relations, the Energy Department's Director of Policy, Melanie Kenderdine,
described efforts she and Energy Secretary Bill Richardson made in late 1998
to get assistance from the president's National Economic Council when another
crisis gripped the oil industry -- not of prices too high, but too low.

At that time, world oil prices had plunged to historic lows of less than $10
per barrel, sending the world oil and gas industry into disarray.
Bankruptcies loomed on the horizon.

The crisis was sparked by the collapse of the Asian economies at a time when
OPEC had ramped up production to meet anticipated new demand. It was
aggravated by the sudden inflow into the market of nearly 2 million barrels
per day of Iraqi oil, released under the United Nations' oil-for-food
program, which was strongly supported by the administration.

By late 1998, said Kenderdine, Richardson and other top Energy officials were
seeking White House support for specific measures to help the U.S. oil and
gas industry.

Simmons met with Kenderdine in December 1998 as she was putting together a
white paper laying out possible strategies.

"Richardson and Melanie were fighting a war," Simmons recalls. "But it was a
war against the rest of the administration. [Vice President] Gore and
[Interior Secretary Bruce] Babbitt wanted the prices to stay down, as a spur
to the economy, while Richardson wanted higher prices to help the oil and gas
industry."

Richardson's arguments, says Simmons, fell on deaf ears at first, "because
Gore hates the oil and gas industry."

Then in February 1999, Richardson met with Saudi oil minister Ali Naimi in
Riyadh, asking the Saudis to cut production in order to boost prices. Why? As
Kenderdine told the Council on Foreign Relations in mid-October, part of
Richardson's message was to "describe to them how bad things were with $10
oil," says Simmons, who shared the podium with Kenderdine.

But there was another part of the message, Saudi sources told WorldNetDaily.
Richardson argued that low oil prices would drive Russia into default on its
international debt, since Russia derived a hefty share of its foreign
currency earnings from oil. And that was an outcome the U.S. administration
wanted to avoid.

Russia was Al Gore's department.

Since the early days of the Clinton administration, Gore had been put in
charge of U.S. relations with Russia, along with Deputy Secretary of State
Strobe Talbott, a former Time magazine correspondent.

Gore's failure to prevent Russian sales of conventional weapons to Iran was
blasted across the front page of the New York Times last month. Congress has
demanded that the State Department turn over a secret agreement, leaked to
the Washington Times, that Gore signed with Russian Premier Victor
Chernomyrdin, in which he promised not to impose U.S. sanctions on Russia for
arms sales to Iran, even though they were prohibited under a 1992 law that
Gore co-authored with Sen. John McCain.

Gore and Talbott also failed to prevent Russian sales of advanced technology
and components for Iran's latest ballistic missiles, the 800-mile-range
Shahab-3, which was successfully test-launched in July 1998. Russian
technicians have also been helping Iran design a 2,700-mile ICBM known as the
Kosar, based on the Soviet SS-5 design.

The market reacts
Richardson sent one of his top deputies, Assistant Secretary David L.
Goldwyn, on at least one additional swing through the Persian Gulf in early
1999, to convince OPEC producers once again to cut production and raise
prices. As the year wore on, the markets began to react. By the end of the
year, they had swung wildly in the opposite direction, with crude oil prices
rocketing from $10 per barrel to $26 by yearend, and more than

about what we think in eight years.  There was an article not long ago that
said the president has about 6 % to do with the economy.  So, Clinton-Gore
had very little to do with the economy and very much with trying to destroy
our country.  They sold our military secrets to the Chinese for campaign
money.   Their morality is corrupt as well as they minds, hearts and soul!
Please don;t vote Democrat!
  All you people in Massachusetts, please vote against Senator
Kennedy.  He is not helping the people!  He raises our taxes and also is
morally corrupt.
  All you people in New York, please vote against Hilliary Clinton.
She is also morally and spiritually bankrupt!
  And all you people above all, don;t vote for Al Gore, he will put
the finishing nails in the coffin of the USA.  He is a liar and a deceiver.
If he can't be truthful in small things, just think of what they can do with
big things!
   This election could be the end of the USA as we know it and AL

AL GORE'S COMMUNIST CONNECTION:  LIKE FATHER LIKE SON?

Given the spectre of Vice President Albert Gore, standing on the south
portico of the U.S. Capitol and taking the oath of office as the next
President of the United States this coming January, it stands to reason that
we examine his Communist connection. This way, we begin to understand Gore's
character and what's in store in a Gore Presidency. This issue, not
surprisingly, has been taboo in the campaign so far. Most of the information
for this article is culled from "Dossier: The Secret History of Armand Hammer"
 by Edward Jay Epstein.

Albert Gore Sr., Gore's father, was an obscure Tennessee Congressman when he
befriended Communist front man and
espionage agent Armand Hammer. Hammer became a major contributor to Gore Sr's
campaigns and was responsible for
making Gore Sr. rich. Epstein points out that "In 1950, Hammer made Gore Sr.
a partner on a cattle-breeding business, and Gore made a substantial profit".
Gore Sr. went to work for Hammer's Occidental Petroleum upon leaving
congress. Hammer was quoted as stating that he had Gore Sr. "in my back
pocket".

According to a report compiled by William Sullivan, number three man at the
FBI, 1961, Hammer had "numerous contacts among high (U.S.) government and
social circles" and that "the latest project in which Hammer S apparently
has successfully interested Senator Gore, is some business deal proposed with
the Soviets". At this time Hammer flew to Libya with Gore Sr. to culminate a
deal that established Occidental Petroleum. Hammer made Gore, after leaving
congress, chairman of Island Creek Coal, one of his many acquisitions and the
third largest coal producer in the US. The Vice President continues to
receive yearly royalties for leasing mineral rights to Occidental Petroleum
and owns shares in Occidental worth approximately $500,000.

Armand Hammer's father, Julius Hammer, one of Lenin's main supporters in the
US at the turn of the century, was under
surveillance by the New York City police suspected of making bombs for
anarchists, and was one of the founders of the
American Communist Party in 1919. Armand Hammer, born in 1898, was named for
the arm-and-hammer symbol of
international Communism and Armand would later use the Communist imprimatur
as a burgee on his yacht.  Hammer Jr. maintained a personal relationship with
Soviet dictators from Lenin to Gorbachev and conducted considerable business
for the Soviets including fencing looted objects de art at the Hammer
Galleries in Manhattan. Epstein's fascinating book voluminously documents
Hammer Sr. and Jr.'s deep and central involvement in the international
Communist criminal conspiracy.

In 1995, after contributing $470,000 to the DNC and $35,550 directly to the
Vice President, Ray Irani, chairman of Occidental Petroleum, was invited for
an overnight in the Lincoln Bedroom. This was followed by, with the Vice
President's recommendation, the sale of the federally administered Elk Hills
oil reserves, reserves held for national security, to Occidental Petroleum
for $3.65 billion. The Vice President, financially involved with Occidental
Petroleum, seems to lobby, at least informally, for his benefactor. Like
father like son?

The concept of special interests buying up a few congressman is nothing new
and has antecedents in American history going back to Second Bank of the US
Chairman Nicholas Biddle "contributing" to congressional campaigns in his
battle to save the bank charter from Andrew Jackson. Al Gore Sr. knew where
the power resided and which side the bread was buttered on and he decided to
sell himself to further his own career and feather his own nest. Gore Sr.'s
motivation was probably more careerist and pecuniary than stemming from an
admiration of Communism. Just old fashioned corruption.

Al Gore Jr. grew up in this atmosphere and is accustomed to playing a very
inside political game. His propensity for stretching the truth and downright
fibbing is, perhaps, the result of having lived with some massive lies all
his life. The Hammer connection cuts to the core of who Gore is as a person
and his background. Hopefully, the issue will be
explored further.

As Americans head to the polls, let's ponder the proud Bush family
tradition... of criminal, treasonous activities going back most of the
previous century. We're reprinting below an article first published last 
March.

And while were at it, Trenchcoat Al's family background has got some
awfully unsightly aspects to it as well; including a longtime and highly
questionable family alliance with communist empire-builder Armand
Hammer, as well as ties to Hammer's corporate front, Occidental
Petroleum. 

So have fun voting, and if you feel, believe or think that any
particular candidate is actually worthy of your vote, then by all means
cast it accordingly.

And then? -- We can all at least hope that by some miracle, the
least-corrupted person actually manages to "win:" DESPITE the fact it's
highly likely, based on reams of evidence from countless sources, that
vote-counting in our fair "democratic republic" is LESS than, shall we
say, FOR REAL.

It's obvious to EVERYONE, probably even to someone as clueless as
Emperor-elect G. Dubya Bush himself, that G. Dubya Bush is UTTERLY
unqualified to be President of this country.

It's obvious to EVERYONE, including some if not most of those who are
actually VOTING for this coke-addled moron, that when Dubya becomes
President, DADDY and DADDY'S BUDDIES will be running the show, NOT Dubya.

This of course brings to mind to laughable sideshow that went on in
America when one Ronald Reagan was pretending to be President for eight
years, while supposed Vice-President George Herbert Walker Bush was
actually wearing the pants in that combined/extended (CRIME) 'family." 

In FACT, supposed "veep" and ex-CIA director GHW Bush got right into the
swing of things after Reagan and Bush "WON" (yuk, yuk) the 1980
"election," by either outright trying to take "Red" Ronnie down and out
of the picture, or else send him one HELL of an unmistakable message and
warning; by having Reagan shot by John Hinckley, who before the
attempted assassination of Reagan obsessively and ritualistically copied
every move Mark Chapman had made before Chapman killed John Lennon a
mere three months previously, in ANOTHER assassination convincingly tied
to the Bush International Crime Family. Mind-controlled, "Manchurian
Candidate" assassins created by CIA-run mind-control operations
utilizing electromagnetic/radio-frequency transmission, drugs, hypnosis,
and ritualistic psychosexual abuse, and activated/deployed by Bushites
in the intelligence agencies, PERHAPS? Well, you decide. 

Anyway, Ronnie undoubtedly got George (Heroin)-Poppy Bush's 1981
message. GEORGE is in charge.

GHW Bush really hit his stride with the drastically unconstitutional
Iran-Contra malfeasance, including linked drug-running and illegal arms
trading operations run by the Ollie North gang, during which time
Lamebrain Ronnie was busy distracting America by doing his dear old
granddad act for the TV cameras; a part well-practiced from Reagan's many
years as a second-string, hack Hollywood actor.

Even BEFORE Bush became President himself, he was DIRECTLY and PERSONALLY
responsible for helping set up Saddam Hussein with billions of dollars in
illegal U.S. loans and vast quantities of military hardware and weapons.
Then, Bush had himself a Gulf War against Iraq, for a long list of
malicious reasons FAR too long to enumerate here.

And of COURSE, one can't forget the atrocities launched against the
helpless innocent civilians of Panama when Bush went into a rabid,
crazed attack against ANOTHER of his own backroom, butthole buddies,
bigtime drug dealer Manuel Noriega; whom once again Bush had just
previously been as cozy with as two peas in a pod. 

And on top of THIS, as we noted yesterday, GHW Bush was greatly
responsible for cuddling up to the butchers of Beijing, falling all over
himself trying to cater to their every whim and acquiesce to their every
demand: pushing most favored nation trade status for China through
Congress right on the GRAVES of those slaughtered in Tianenmen Square.

For all this, and more, George Herbert Walker Bush, who's gobal crime
organization is about to AGAIN become the REAL president via the
election of his half-witted, IDIOT son Dubya, deserves to be recognized
as one of the WORST TRAITORS America ever had.

And, as our respondent Al C. notes in his missive below, this
kind of outright TREASONOUS activity  is a long-standing family
tradition with the Bush Crime Family.

Along with much vital information of how Prescott Bush was DIRECTLY
linked to the rise of the Third Reich in Germany, Champion also tells us
how Prescott's son George Herbert Walker got his nickname "Poppy." Hint:
where does heroin come from?

1.  Absolute government control of my children through the Public School
System.  I don't want to choose the school they go to, the bureaucrats
in
Washington are far more qualified to do that for me.  I appreciate the
liberal elite putting their kids in private school, to make room for
mine
in the public system.  And since the teachers are doing such a wonderful
job in the public schools, I don't want them performance tested -- just
raise my taxes and pay them more, like the teacher's union wants.

2.  Absolute government control of what people make in wages and
salaries.  Life is unfair, and why should I be penalized for not staying
in
school, having babies to early, serial marriages, etc.  Make those
people
who do work and did stay in school share.  I am a victim.

3.  Stop all oil exploration.  The moose and the mice are all important
to
me, as are the salamander, the spotted owl, and all the fish in the sea,
I
don't want to risk any pollution whatsoever, so I'm willing to ride my
bicycle, understanding of course that the politicians must still be
allowed
to ride in limo's and burn jet fuel, to spread the word to other nations
about what I believe.

4.  Confiscate all firearms.  People are far past violence and mayhem
now,
we're all just one happy family, so I'll gladly give them up.  And I
have
no fear of my government at all, they always know what is in my best
interest, and I will gladly go along with any edicts they demand with
good
cheer.

5.  Outright ban SUVs and ATVs and watercraft (except sailboats with no
head (toilet) or engine.  They pollute too much, and I don't like them
anyway.  Raise gasoline taxes (75%) to the "European Model," as Algore
advocates in his book, "Earth in the Balance." It'll make me think twice
before driving anywhere and polluting the pristine environment.

6.  Having the 2/3rds of the western US that is simple Bureau of Land
Management Land now (land I can use presently to hunt, fish, camp,
without
fees, etc.) declared National Monuments, so nobody can go in except on
cleared roads with prior approval and a Forest Ranger or some other
designated person who can properly keep me from harming the environment
as
long as I pay whatever fee deemed fit.
Better yet, I'll just buy pictures -- can't get there on a bicycle
anyway.

7.  I want the trial lawyers to be able to sue me, my family, my
company,
my friends, without any recourse whatsoever, even if their suit is
proven
false or malicious.
After all, I like lawyers, they don't make enough money, and they've
helped
my man get elected.  I know the Tort Reform Bill that AL Gore got a
total
of $800,000 from the lawyers to have Bill veto would've given me the
right
to defend myself and sue them, but again, I like lawyers, they'd never
do
anything against my interests.

8.  I want to give more of my check to the union.  The advertising spots
on
TV against Bush cost an average of $800,000 a piece, and I think it's
money
well spent.  My dues are to low, and I want the union bosses to have
even
more money to spend, as I don't need it anyway.

9.  I just like AL Gore.  He's a truthful person.  He's a person I'd
like
my kid to be just like.  He's a person I'd really like to hang out with
and
get to know.  He's my kind of guy!  These are the reasons I'm voting for
AL
Gore.

Here's 3 more (By What's Up):

1.  Transgress all campaign finance laws.  I like Al Gore because he set
the example for political fundraising.  I like the idea of the
highest-level politicians in our country not having to go out and work
to
raise funds.  I like Al Gore's way...just pick up the phone in the White
House and call as many fat-cats and get as many $100,000 checks as
possible
from them.
Better yet, call the foreign fat-cats...Americans are selfish to want
the
US political system to themselves...I say the more foreigners in on the
process the better.

2.  Nationalize our health care system.  I'm thinking the US should be
as
uninspiring as Canada and Britain in their abilities to come up with new
medicines and treatments.  I agree that Al Gore should appoint Hillary
Clinton to be in charge of 1/8 of our economy and she should decide what
disciplines of medicine the specialists should practice instead of
leaving
it up to the individual practitioner.  And she should plan it all in
secret, too, like she did in '92.

Russians feel over their government's handling of the Kursk
submarine tragedy in August has dissipated, the Russian
government has quietly admitted that the submarine was torpedoed
by the Russian warship "Petr Velikii" during training maneuvers.
Earlier, Russian officials had stoutly maintained that the sub
was sunk by colliding with a foreign submarine.

Presenter: The final conclusions on the causes of the Kursk
catastrophe are expected to be drawn on 8th November at the
session of the government commission in Moscow. But the navy
Commander-in-Chief Vladimir Kuroyedov already stated that Kursk
collided with a foreign submarine. The admiral says there is
sufficient evidence, but not enough proof. Arkadiy Mamontov
reports on what the admiral probably had in mind.

Correspondent Arkadiy Mamontov: In August, I was at the deckhouse
of the Pyotr Velikiy atomic cruiser on the fifth day of the
rescue operation...

We are about to show the following excerpt for the first time.
The admiral Northern Fleet Commander Vladimir Popov is talking
about suspicious signals which the Northern Fleet's
hydroaucoustic engineers recorded in those terrible days. The
signals did not belong to any Russian vessel.

Popov: We have analysed this hydroacoustic data last night - I am
talking about the knocking noises - we analysed it today using
our maps and computer, only 1.5 hours ago. I stress, this is only
a version, not a verdict or the final conclusion, just a version
of events. On the basis of system analysis of hydroacoustic
bearings of the knocking noises and the system analysis of these
noises in laboratory conditions, we have grounds to believe that
these knocking sounds did not belong to our submarine. This is
because the emergency instrument installed in our submarine,
which is activated in an accident and is autonomous even when the
submarine sinks to the sea bed, produces totally different
hydroacoustic signals.

Correspondent: A month later, in Vidyayevo, Admiral Kuroyedov
essentially confirmed Popov's words.

Kuroyedov: I am 80-per-cent convinced that the submarine suffered
a collision. With a submarine.

Correspondent: Why do the navy men insist on collision and what
happened to Kursk? We can answer these questions only
approximately. As part of the Northern Fleet exercise held on
12th August, 2000, a series of torpedo attacks were to be carried
from submarines at a naval ships detachment, led by Pyotr
Velikiy. The detachment, simulating the enemy, was heading
south-east. Special combat training sectors were designated along
its path for the attacking submarines. The Kursk was in one of
these sectors.

Having assumed its position, the Kursk was ready to attack. On
reaching the southern boundary of its sector, the submarine
turned north-west and ascended to a periscope depth, 19m from the
surface. On 12th August at noon, the detachment of simulated
enemy ships was manoeuvring at a 30-mile distance from Kursk.
>From that direction, an unknown foreign submarine, which had been
monitoring the Kursk for two days in the Barents Sea, was heading
towards our submarine. On 12th August at noon, the foreign
submarine lost hydroacoustic contact with Kursk and was in a
hurry to re-establish it. Twenty minutes passed. There was still
no contact. And then, the commander of the unknown submarine
decided to rise to a periscope depth. Only seconds remained
before collision. The unknown submarine carried out the manoeuvre
at a speed of 12 knots. On approaching the periscope level, the
foreign submarine hit with its bow the top section of the Kursk's
bow on starboard side, just where torpedo launcher armed with a
combat USET-80 torpedo was situated.

Now, let's hear the experts. The following conversation is taking
place on board the Regalia rescue vessel. Admirals Kuroyedov,
Popov and Verich are discussing video footage taken at the
Kursk's side.

Admirals' voices: Look, here it is, on this side. You can see
this was a glancing hit, a brush-on. There, this is the spot -
Exactly what I had said - Here it is, look. We have taken extra
footage of this spot - This crack here - This is not a crack,
this is slice-off from the cover - It is lower than that - This
is not a container - Its all right, guys, thank you, well done.

Correspondent: The collision caused a detonation in the Kursk's
torpedo compartment. The main force of the torpedo warhead
explosion went in the direction of the back cover of the torpedo

Is the Press Helping Bush?

If George W. Bush wins the White House tomorrow, some liberal
pundits have already figured out whom to blame: the press.

If only journalists had been as tough on Bush as on Al Gore, the
argument goes, the governor's weaknesses would have been exposed
for all the world to see, and the vice president wouldn't have
been forced on the defensive over trivial exaggerations.

One flaw in this theory is that the media are not as all-powerful
as some of their practitioners like to think. While journalists
play a crucial role in framing issues and fanning controversies,
the voters also have been exposed to eight days of conventions,
41Ž2 hours of candidate debates and thousands of hours of paid
ads.

Bush spokesman Ari Fleischer, not surprisingly, sees the coverage
tilted the other way. "How many stories have we seen in the press
about the Texas record, and how few about Gore's record?" he
asks. "There has been ongoing scrutiny of every piece of news and
data coming out of Texas, as if George W. Bush can be blamed for
everything bad in Texas. The governor has been judged very
harshly every time he flubs a word. The vice president has
received no such scrutiny. He confused 'mammogram' and 'sonogram'
and there was barely a peep."

Here's the indictment delivered by three commentators on the
left. Washington Monthly Editor Charlie Peters: "The media's
approach to George Bush's misrepresentations, as opposed to those
of Al Gore, has been notably sotto voce, even though it seems to
me that Bush's have been a good deal more substantial than
Gore's. . . . The unfortunate result of all this is that Gore's
credibility rating in the polls has plummeted. If Bush wins this
could be the first election decided by the press and the irony is
that I'm sure most reporters will finally cast their own votes
for Gore."

Salon's Jake Tapper: "With the media curiously refusing to shine
a light on the things Bush doesn't seem to know or understand . .
. Bush's stylistic superiority during the debates furthered his
momentum. Call it the 'soft bigotry of lowered expectations.' He
faked his way through it. . . . Raising questions about his
fundamental competence seems partisan in a way that tweaking his
candlepower does not."

The Nation's Eric Alterman: "The media have given George Bush a
pass on pretty much everything that matters in a president. . . .
Reporters have simply assumed the enormous policy differences
between Gore and Bush . . . to be of trivial importance . . . For
while [the media] was focusing on 'Bush the dummy' and 'Gore the

To be sure, if Gore had said, as Bush did in the second debate,
that the Europeans should put troops in the Balkans (they already
provide most of the peacekeeping forces), it would have been a
far bigger story. And hardly anyone focused on Bush holding just
one news conference in two months, although Gore was chided for
doing the same thing earlier. The media simply created different
narratives for Gore (the exaggerator) and Bush (the lightweight);
the governor was covered harshly in some respects but not in
others.

Still, as Tapper observes: "If he's so dumb, how come he's on the
brink of becoming the next president of the United States?"

Going Negative

Those who believe the media were easier on Bush will find some
support in a new Project for Excellence in Journalism study.
Examining television, newspaper and Internet coverage from the
last week in September through the third week in October, the
report says Bush got nearly twice as many positive stories as
Gore. The majority of all stories were negative, and in the
period during the debates, fewer than one in 10 pieces considered
the candidates' policy differences. Two thirds, by contrast, were
about the candidates' performances, strategy and tactics. Not
only were 24 percent of Bush stories positive, compared to 13
percent for Gore, but Bush stories were more likely to be related
to issues, while Gore's coverage focused more on his campaign's
internal politics.

Television framed half its stories around political strategy, the
project says, while newspapers were most likely to write about
issues that affect readers (32 percent), in part because of
editorials and columns. Regional newspapers, meanwhile, were
three times less likely than national papers to write about
Bush's character.

When I start my email program (Pegasus) my computer starts *uploading*
huge amounts of data. In about 30 minutes it has already uploaded 30
Megabytes of data (I have DSL). This seems extremely suspicious. I have
an up to data virus program. It started after I installed a PGP plugin. Has
anyone else had a similar problem? I will try uninstalling the plugin.

Scandal of dumped deadly nerve agent
BY ALUN REES A HUGE dump of killer nerve gas threatens an ecological disaster
on the British coast. An MP believes there is enough of the Sarin nerve agent
- which killed 12 people in a Tokyo subway attack by cultists in 1995 and was
deployed by Iraq in the Gulf War - to wipe out most of London. The top secret
Nancekuke base in Cornwall - an offshoot of the Porton Down research centre,
Wiltshire - was abandoned by defence scientists in 1980, but they left behind
a cache of the chemical warfare weapon. No one knows how much is hidden in
the honeycomb of old tin and copper mines beneath the base near Redruth.
Local MP Candy Atherton believes there could be about 20 tonnes. The Ministry
of Defence said it suspected a lethal mix of high explosives had been dumped
with the chemical weapons at Nancekuke. A spokesman admitted: "We don't know
what is in those mineshafts." The danger is real - 41 men who worked at the
plant died of Sarin poison and the case for compensating survivors and
families of victims is still going on. For years there have been mystery
illnesses among swimmers, rafts of dead seabirds and fish have been found and
hundreds of seals have been beached suffering convulsions, burns and
burnt-out eyes believed to have been caused by Sarin leaking into the
environment. Last week the Daily Express handed a map of the base to
detectives from Operation Antler who are investigating the scandal of human
experiments with nerve gas at the top secret Porton Down base. The map shows
shafts reaching out from the danger area under the neighbouring village of
Porthtowan. The Express has been told of unauthorised dumping of Sarin into
shafts on the base by truckers contracted to carry Sarin to Porton Down.
Sarin was produced at the rate of a tonne a week in a factory taken from the
Nazis at the end of the war and re-assembled on the Cornish clifftops inside
the perimeter of the RAF fighter base at Nancekuke. The factory closed in
1980. Ms Atherton, Labour MP for Falmouth and Camborne, said: "I have been to
Nancekuke and they tell me that they are too frightened to drill into some
formations where they suspect stuff has been dumped and covered on the
surface. As to what is in the shaft, that's anyone's guess. No records were
left. "I don't believe it is thousands of tonnes but maybe 20 tonnes.
However, that in itself is a huge stock of nerve agent to have hanging
around. "Of course, my other major concern is for the men who were affected
by working there and the families of those who died. That's a fight I'm
continuing with. There is a need for justice here." Cornish campaigner Liz
Sigmund, of the Organo-Phosphates Information Serv-ice, said: "At Nancekuke
we know many staff were exposed to grave dangers in the workplace and paid
with their lives or their health.The question of the Sarin that was dumped
there is a nightmare. "The Ministry of Defence is responsible for this
debacle and they should now tell us the truth. They should tell us how much
is there and exactly what they intend to do about it. The whole business of
Porton Down and Nancekuke is a national disgrace and should be the subject of
a public inquiry."A Ministry of Defence spokeswoman said: "There is an
environmental review of the Nancekuke site under way at the moment. It's
being undertaken by a specialist firm and they are expected to report their
findings by the end of the month."

Hasenfus sentenced for exposing himself

"I must admit this is one of the most ignorant, stupid, most embarrassing things that has ever happened to me," Hasenfus said in court before being sentenced Thursday by Circuit Judge Robert Mawdsley. "Unfortunately, it happened. I'm not trying to hide behind anyone's coats. I'm trying to be outward, laying myself on the mercy of this court."
Hasenfus exposed himself while masturbating in his pickup truck July 10 in the parking lot of Kmart, according to the criminal complaint. A shopper returning to her car told police she saw a man exposing himself.
Hasenfus told police he stuck a construction-type glove over his license plate to hide it in case someone caught him, according to the criminal complaint, but that the shopper removed the glove and jotted down Hasenfus' plate number.
Hasenfus pleaded no contest to an indecent exposure charge and was found guilty. Mawdsley imposed but stayed a 60-day term in Waukesha County's Huber facility.
Hasenfus was ordered to pay $270 in court costs, to undergo psychological evaluation, to follow any recommended treatment and to avoid contact with the woman who witnessed him expose himself and the Kmart at 18200 W. Blue Mound Road, Town of Brookfield.
A former Marine from Marinette, Hasenfus, 59, now lives in Milwaukee. He had faced a maximum sentence of nine months in jail.
A plane Hasenfus was on was shot down in Nicaragua in October 1986. He was the sole survivor of the crew but was captured by the Sandinistas and jailed for 73 days while the U.S. government denied any knowledge that he was running guns to the contra rebels as part of a CIA-directed operation.
The incident prompted a lengthy investigation into the involvement of the Reagan administration in a CIA-directed operation to arm the contra rebels through money obtained by secret U.S. arms sales to Iran.
When Mawdsley asked Hasenfus if he was receiving treatment for any emotional disorders, Hasenfus said: "My name goes back into 1985 with President Reagan and the contra affairs. I was a lone survivor of an aircraft shot down . . . and I have received a very good case of post-traumatic stress."
Hasenfus has been dogged by a series of problems - from financial woes to divorce - in recent years. In 1996, the Clinton administration rejected his claim for $800,000 for injuries he said he suffered in the plane crash. Hasenfus' wife filed for divorce in December 1998, and it was granted earlier this year.

and his attorney in an effort to avoid service.
Ken Oden, a Democrat who has been the Travis County attorney for 16 years,
charged Saturday that Bush's failure to answer some of the questions on his
jury questionnaire, coupled with his lawyer's efforts to get Bush excused
because he might someday be called on to pardon the offender, was part of an
effort to deceive prosecutors and others.
Bush "used his position as governor" to avoid having to answer potentially
embarrassing questions about his past, Oden told Salon. "I feel I was
directly deceived."
The prosecutor, who handles civil cases as well as misdemeanor criminal cases
for the county, said that Thursday's news that http://www.salon.com/politics/feature/2000/11/03/dui/">Bush pleaded
guilty to a misdemeanor charge of driving under the influence in Maine in
1976 caused him to reexamine the 1996 case.
"With all the new information that has come forward, it's logical to see that
there may have been motives at work that none of us knew about. But at the
time, we were just trying to be courteous to the governor," said Oden.
That courtesy included an agreement by Oden and assistant county attorney
John Lastovica that they would not object when Bush's general counsel, Al
Gonzales, asked the court to excuse his client from jury duty because of the
possibility that Bush might be called on to pardon the accused.
The defense attorney in the case, P. David Wahlberg, confirmed Oden's version
of the events. He told Salon that Gonzales' argument that Bush couldn't serve
because he might be called upon to pardon the drunken-driving defendant was
"laughable." But Wahlberg says he made the motion to excuse Bush because "it
was a foregone conclusion" the governor would be excused, and it was also in
the best interest of his client. Wahlberg's client was later convicted and
sentenced to probation.
The attorney added that "everybody understood [Bush] just didn't want to
answer questions about drinking and drugs and things like that. That was
certainly my impression."
Oden also criticized Bush for failing to fully answer a http://www.salon.com/politics/feature/2000/11/05/jury/">questionnaire
given to prospective jurors. It asks: "Have you ever been an accused, or
a complainant, or a witness in a criminal case?" Given Bush's arrest in
Maine, he should have checked the space next to "accused." Instead, it was
left blank. A couple of other questions were also ignored, though most of the
queries were answered.
"The questionnaire is irrelevant because it was filled out by a staff member
who left a variety of questions blank, including the Social Security number,
because he didn't know the answers to them," says Bush campaign spokesman Ray
Sullivan. "The governor didn't fill in any questions."
It is not known why Bush failed to fill in the omitted information, or
whether he saw the form before it was submitted to court officials. Another
Bush spokesman, Dan Bartlett, said Bush "didn't focus on the questions
because they decided to strike him as a juror."
But Oden says the incomplete questionnaire matters, and leaves him feeling
deceived. "Although I think there was some level of deception to the
responses on the jury questionnaire and the request to be excused from the
next stage of jury service, I do not believe it meets the test for criminal
perjury," Oden said. Even if it did meet the level of prosecutable perjury,
Oden added, the statute of limitations on the matter has expired.
According to Travis County Court at Law Judge David Crain, there is no
penalty for failing to answer the questions on the jury questionnaire. Crain
said it is "fairly common" for prospective jurors not to answer questions on
the form. "Some people won't answer anything," he said, adding that if
lawyers on the case want to know specifics they will ask the jurors during
the selection process.
Crain, a Democrat who has been serving in his elected post since 1992,
refused to comment on why Bush sought to be excused. "I'm not going to
speculate on what their motives were," said Crain, who added that he agreed
with the pardon argument. "I'll leave it at that," he said. Gonzales, who was
appointed to the Texas Supreme Court last year by Bush, did not return calls
from Salon.

According to a recent survey, a whopping 75% of the American people believe
the answer to the above question is no. The Portrait of America poll
conducted July 23 reveals that most Americans believe it really doesn't make
much difference whether George W. Bush or Al Gore is elected president of the
United States this November. They might be right.
A study of the positions of Gore and Bush show more similarities than one
would expect to find. For instance, both Gore and Bush support U.S. funded UN
"peacekeeping" missions. Both men support participation in the WTO by the
United States and China. Both Bush and Gore favor continued funding of the
IMF and World Bank. They both support granting permanent Most Favored Nation
trade status to Communist Red China. They both support the expansion of NATO
and supported Clinton's illegal war against Kosovo. In fact, Bush even
intervened to block a congressional vote that would have placed a time limit
on the U.S. presence in Kosovo.
Bush and Gore both support enacting additional gun control laws. The argument
on this issue (like most issues) is only one of degree, not direction. Both
Bush and Gore support Clinton's "don't ask, don't tell" policy allowing
homosexuals to serve in the armed forces. They both favor an increased role
for the federal Department of Education. Neither Bush nor Gore wants to
abolish the National Endowment for the Arts. In fact, Laura Bush said that
one of her top priorities as First Lady would be to expand federal funding
for the N.E.A.
Neither George W. Bush nor Al Gore has revealed any inclination to get China
out of the Panama Canal or to restore an American presence there. Neither man
has indicated any interest in protecting our borders from the current
onslaught of illegal immigration. Neither man has expressed any desire to
abolish Affirmative Action. Both Bush and Gore support the Legal Services
Corporation. I could go on, but you get the point.
The vast majority of the American people can see for themselves that both
major parties are spitting images of each other. Neither party offers the
American people a change of direction. Even on fiscal matters, the
differences have mostly to do with rhetoric and less to do with reality.
While preaching conservatism and tax reduction, Republicans have increased
federal spending by over one-third since they took control of congress in
1995. According to a new Cato Institute study, the current 106th Congress
(controlled by Republicans in both chambers) "is well on its way to becoming
the largest-spending Congress on domestic social programs since the late
1970's." The study's authors, Stephen Slivinski and Stephen Moore, say the
reason is the "inability or unwillingness of Republicans to eliminate
virtually any government program."
According to the study, instead of eliminating 95 social programs, which the
GOP promised to do, they have increased federal spending for those programs
by a combined 13%. Steep spending increases have been granted to programs
ranging from AmeriCorps to Goals 2000.
Democrats must be green with envy at how Republicans can be so liberal with
our tax dollars and yet enjoy such widespread support among people who
profess to be conservative. I must admit; I marvel at this, too.

Adverts implanted are said to include two for firms who sponsor AAI's
website.

The company is denying "advertising implantation" for profit but admits it
has implanted certain ads that "increase the effectiveness" of the
experience.

"We have implanted customers with the desire to visit the Bug Jar (in
Rochester, NY) not because of any monetary arrangement, but because as "Your
Bar on Earth," the atmosphere at the Bug Jar works to enhance the Abduction
Experience," the firm says on its website.

"Likewise, the compulsion to seek out and promote the work of certain design
firms, such as Bullet Graphics (also of Rochester), is implanted because
these firms incorporate special "trigger images" into their work."

AAI offers personally customized abductions, including "interspecies
breeding," medical experimentation and alien sex fantasies.

A statement from the company says: "Making people believe that they've been
abducted by aliens is more than just a business to us ... it's our way of
giving something back to the world."

It says: "Thousands of individuals are abducted by extraterrestrial beings
each year" and goes on to add: "So why wait?"

   "Torture for Peace" is not really something new for Palestinians, so let's
not misunderstand the interesting article today by Robert Fisk in The Independent.
 The Israelis have been using torture in many forms for decades now, and "torture"
has been widely debated not only by Israeli intellectuals in the mass media,
but also by the  highest Israeli courts which in their own back-handed way have
sanctioned it.  Moreover, former Israeli Prime Minister Yitzhak Rabin made it
very clear, even in some publicly reported comments, that Arafat and the "Palestinian
Authority" were being brought in by the Israelis precisely to "control" and "repress"
the Palestinian people with even less concern for "human rights" than the Israelis
purported to have.
   What is a little new is the out-front way in which this draft report from
the "Center for Strategic and International Studies" (CSIS) has raised the issue
so visibly and openly in this age of the Internet.
   CSIS itself is known in Washington as a bastion of the CIA.  Among many others
over the years the notorious "journalist" Judith Kipper worked on the staff there
for a number of years before going to the Council on Foreign Relations in New
York.  Until his retirement former Deputy Chief of the CIA, Ray Cline, was one
of the top officials at CSIS.  And incidentally the George W. Bush crowd is known
for its very close ties to CSIS, George W's father having been the Director of
the CIA before he was chosen by Reagan as Vice-President.
   Now of course using "torture" is really nothing new for the Americans either.
 The CIA has been advocating the use of torture, and training the military and
"intelligence" forces of many countries in how to use torture, for a very long
time now -- just ask the people in El Salvador and Chile for instance, just ask
the terribly suffering people of Iraq who have been subjected to a new modern-day
campaign of collective gross torture.  After the original "Camp David" the Egyptians
were urged by the Americans to step up their use of torture; and the same is
true in Jordan, Saudi Arabia, and most of the key "client regime" countries supported
by the US in the region.  And when it comes to the Palestinians, coming upon
specific stories of torture at the hands of both the Israelis and the Arafat
Regime is quite commonplace.
   One interesting but usually forgotten thing about CSIS is that it had another
name some years ago -- The Georgetown University Center for Strategic and International
Studies.  That's right, it was the Catholic Jesuits at Georgetown University
who originally gave birth to today's CSIS.  And the story of that divorce about
twenty years ago now is another sordid tale of the interconnections between so
many elements of the government, academia, CIA, and major media in the capital
of the USA.




   U.S. REPORT URGES ARAFAT TO USE TORTURE FOR PEACE

  An influential think-tank advises
  Palestinian Authority to ruthlessly
  repress militant elements without
  regard for basic human rights

  Palestinian leaders have been shocked to read an American think-tank
  report which urges them to act "ruthlessly" against opponents of the
  Oslo agreement – even if this involves "excessive force", trials without
  due process of law and "interrogation methods that border on
  psychological and/or physical torture."

  A draft copy of the report by the influential Centre for Strategic and
  International Studies (CSIS), which has close links with the United
  States government, has been published on the internet and circulated
  among dozens of members of the Palestinian Authority in Gaza,
  including Yasser Arafat's most senior intelligence officers.

  The report says that even if peace follows the "Second Intifada",
  "both sides [Palestinian and Israeli] will be forced to conduct
  aggressive [sic] security operations for years to come" which "can
  have a high price tag in terms of human rights." By way of

Stocks in the defense, tobacco and managed health care sectors are widely 
considered to be in the Bush camp. And judging by the performance of some of 
those industries? biggest names, you might  conclude that Bush is 
headed for a landslide. 
Bush would likely make increased defense spending a priority over Gore, 
although analysts say that defense budgets are likely to increase 
regardless of which party takes the Oval Office. Two of the sector's 
bellwethers, Lockheed Martin (LMT) and Raytheon (RTN/A), have enjoyed 
big moves to the upside since our special weeklong series debuted Aug. 14. 
Lockheed shares have risen 22.6%  from their Aug. 14 close of $29.25 to 
their Oct. 31 close of $35.85. Raytheon shareholders have enjoyed a similar 
rise in value, as the aviation firm gained 18.3% over the same time period. 
Tobacco giant Philip Morris (MO) is seen as a Bush stock because he would 
likely not pursue the current Justice Department lawsuit against big 
tobacco. If the movement in Philip Morris shares is any predictor of the 
election?s outcome, Bush will be lighting up a victory cigar in celebration 
come Nov. 7. The stock has jumped 14.9% from its Aug. 14 close of $31.88 
to its Oct. 31 close of $36.63. 
Perhaps the biggest point of contention between the two presidential 
hopefuls surrounds healthcare reform. The hotly debated patient?s bill 
of rights provided viewers of the third and final presidential debate 
with the best fireworks of the evening, as the vice president challenged 
the Texas governor?s commitment to a bill that would, among other 
provisions, give HMO patients the right to sue their managed-care 
providers. 
If Bush were victorious, HMO stocks would likely breathe a collective 
sigh of relief. So, perhaps not coincidentally, two of the managed-care 
industry?s biggest, UnitedHealth Group (UNH) and WellPoint Health 
Networks (WLP), have both seen big moves to the upside, with 
UnitedHealth gaining 17% between Aug. 14 and Oct. 31 and WellPoint 
soaring 28.3% over that time span --more evidence that Wall Street 
thinks Bush will grab the brass ring. 
Gory performance 
On the flipside of all those stellar Bush-stock returns lies the drab-to- 
downright-ugly performances of many of the stocks considered to benefit 
most under a Gore administration. 
One of his biggest concerns is the quality of the environment. Gore is seen 
as favorable to stocks in the alternative energy space, and he would likely 
commit government research dollars into the development of alternative 
fuel sources. Companies that would benefit most from that potential 
outcome would be fuel-cell firms such as FuelCell Energy (FCEL) and Plug 
Power (PLUG). And while FuelCell has managed to break even in a turbulent 
market, rising 0.7% from Aug. 14 to Oct. 31, Plug Power shares have plunged 
43.7% over those same weeks. 
   
Another group of stocks seen as 
   
Gore-friendly are the farm equipment 
   
manufacturers. The rationale here is that 
   
Gore would be more inclined than Bush 
   
to increase federal agriculture subsidies 
   
and that would give stocks such as 
   
Caterpillar (CAT) and Deere & Co. 
   
(DE) a lift. But those stocks haven?t 
   
done anything positive, as Caterpillar 
   
shares dropped from an Aug. 14 close 
   
of $39.06 to an Oct. 31 close of 
   
$35.06, a decline of 10.2%. Deere 
   
shares have done a bit better, moving 
   
from $37 on Aug. 14 to $36.82 on Oct. 31, a slide of 0.5%. 
   
Mortgage lenders are another sector 
   
thought to be hoping for a Gore 
   
presidency because of the possibility

It's the story no one will touch:

Did George W. Bush arrange an abortion for a
girlfriend he got
pregnant in 1970?

We may never know, thanks to the press's reluctance to
deal with
anything controversial involving a Republican
candidate for president
this close to election day.

The tale of the alleged abortion is an amazing one and
would certainly
not be known in the Bay Area if not for the efforts of
my favorite KGO
talk-radio host, Bernie Ward.

Ward spent most of last week talking about it in his
10 p.m. to 1 a.m.
time slot. But outside of a mention Friday by the
Chronicle's Matier
and Ross, and an earlier oblique reference in a
Milwaukee Journal
column, the print media hasn't touched the story,
judging by a Nexis
search.

Flynt is famous as a porn publisher, as a shooting
victim (he's
confined to a wheelchair), as a defender of First
Amendment rights, as
the object of the movie, "The People vs. Larry Flynt,"
and as the man
who exposed the sexual indiscretions of a number of
hypocritical
Republicans during the Clinton impeachment debacle.

On Oct. 20, Flynt was a guest on CNN's "Crossfire."
During the course
of the program, he said George W. had arranged for an
abortion of a
girlfriend in 1970. Nobody followed up on his
allegation, and no more
was said about it.

Ward got wind of Flynt's allegation. To learn more
about it, he went
to the CNN Web site to read the transcript of the
program and, lo and
behold, the transcript of that one program was
missing! It later
showed up on the Net with the reference to the alleged
abortion
deleted.

Ward wanted to know more, so he had Flynt as a guest
on his show last
Tuesday.

During that conversation, Flynt repeated his
allegation that a
girlfriend of Bush had had an abortion in 1970. That
was before Roe v.
Wade, thus during a time when most abortions were
illegal in the
United States.

Flynt said that his investigators have spent eight
months checking out
Bush's past. During that time, they were able to learn
about Bush's
affair, about the pregnancy and about the abortion.

But, Flynt, more cautious than you might expect of a
man like him,
said he is reluctant to provide specific information
because the woman
who allegedly had the abortion refuses to talk about
it. Said Flynt:
"The only thing we could not have which we needed to
break the story
was the girl to come out, and she would not come out."

Because of that, Flynt said, he's been agitating the
mainstream press
to ask Bush about the abortion. But he's not getting
any takers.

However, in defense of the press, it should be noted
that George W.
Bush has given up talking with the press. With his
profound and
well-earned ability to say dumb things, he's decided
the best course
is to say nothing.

How much proof does Flynt have? After the CNN
broadcast, he was
interviewed in a CNN chat room. As reported on
bushwatch.com, a
virulent anti-Bush Web site, here's what Flynt said in
the chat room:

"When I said that we had the proof, I am referring to
knowing who the
girl was, knowing who the doctor was that performed
the abortion,
evidence from girlfriends of hers at the time who knew
about the
romance and the subsequent abortion.

"The young lady does not want to go public, and,
without her
willingness, we don't feel that we're on solid enough
legal ground to
go with the story, because, should she say it never
happened, then
we've got a potential libel suit."

Later in the chat room, Flynt added: "I'd just like
the national media
to ask him if abortion is okay for him and his family
but not for the
rest of America. We're not looking at it as a big
issue. We're looking
at it as a situation of people not being told the
truth. I think the
American people have a right to know everything there
is to know about
someone running for president."

People who follow the news know that Larry Flynt, no
matter what you
think of him, has a perfect record when it comes to
exposing the
sexual foibles of hypocritical office-holders. He's
never been wrong.

Here is an idea that could, potentially, depending on how things play out,
be a way to get many more votes for Ralph Nader. It is conceivable that
sometime during the evening (not late night) on the East Coast, the
election will have been decided. If people, on the West Coast, if not
further east, held off on voting till they hear if the election is won or
lost already while their polls are still open, they could then vote Nader
with no qualms. Nader could even get votes from people who lean pretty
strongly toward Gore, but who are not averse to giving Nader a chance at
getting enough votes to get his needed 5% of the vote to get funding in the
next election. Again, depending on how the election progresses during the
day, it could potentially allow for many votes to come to Nader that might
not otherwise. Obviously this will require getting out the word fast, but
it could mean a lot given the multitude of voters on the West Coast. Please
help get out the word fast, especially to those who can spread the word in
the west.

When President George Bush nominated Clarence Thomas to fill a vacancy on
the Supreme Court in 1991, one of the other candidates on the president's
very short list was a federal judge from Texas named Edith Jones.

Ms. Jones, who sits on the Court of Appeals for the Fifth Circuit, is now
frequently mentioned as a possible Supreme Court nominee if George W. Bush
is elected president. She is a right-winger in the mold of Mr. Thomas and
Antonin Scalia, the two justices Mr. Bush admires most.

Like Mr. Thomas, Ms. Jones is controversial. She was part of a three-judge
panel that ruled on a gruesome sexual harassment case in 1988. The plaintiff
had alleged that her supervisor and others had repeatedly propositioned her,
that she was groped and grabbed, that obscene comments about her were played
over the company's public address system, that pornography was placed in her
locker and she was the subject of obscene graffiti scrawled on the company's
walls.

That, according to the plaintiff, constituted a hostile work environment.

Judge Jones seemed to find it significant that some of the plant's employees
were blue-collar workers, as opposed to "lawyers" or other "white-collar"
workers. "We're dealing with people whose standards are different," she
said.

The plaintiff's lawyer noted that her client had complained when "one of the
guys pinched her breast."

Judge Jones replied, "Well, he apologized."

There were gasps in the courtroom.

Two members of the panel ruled in favor of the plaintiff. Judge Jones ruled
against her.

Last week Ms. Jones was in the news again. On another three-judge panel she
ruled with the majority that it's O.K. to execute a man even though his
court-appointed lawyer slept through substantial portions of his trial. The
decision overturned the ruling of a Federal District Court judge, David
Hittner, who said the defendant, Calvin Burdine, was entitled to a new
trial. "A sleeping counsel is equivalent to no counsel at all," said Judge
Hittner.

Texas's sleeping court-appointed lawyers have become notorious. George W.
Bush was asked about the Burdine case not too long ago. He said the fact
that Judge Hittner had overturned the conviction showed that "the system
worked."

But Judge Jones and Judge Rhesa Barksdale, in their 2-to-1 ruling last
Friday, reversed Judge Hittner's decision. They acknowledged that the
lawyer, Joe Frank Cannon (who is now deceased), fell asleep at various times
during the trial. But they ruled that there was no way to determine whether
that was actually harmful to Mr. Burdine.

One juror testified that Cannon was asleep during "quite a bit" of the
trial. And a court clerk testified that she had seen him sleeping "a lot"
and "for long periods of time" during the questioning of witnesses.

But Judge Jones and Judge Barksdale said it was impossible to determine just
when Cannon was sleeping. Thus, there was no way to know whether anything
prejudicial to his client occurred while Cannon slept.

The opinion said: "In sum, on this record, we cannot determine whether
Cannon slept during a 'critical stage' of Burdine's trial."

They rejected the idea that when a man's life is at stake, every stage of
the trial is critical.

The third member of the Circuit Court panel, Fortunato Benavides, wrote a
blistering dissent: "Burdine should be entitled to a new trial with the
benefit of counsel who does not sleep during substantial portions of his
trial. In my opinion, it shocks the conscience that a defendant could be
sentenced to death under the circumstances surrounding counsel's
representation of Burdine."

This is like something from the Dark Ages. To execute someone after a trial
in which his lawyer doesn't even bother to remain awake is barbaric.

Mr. Burdine's current lawyer, Robert McGlasson, summed the matter up neatly.
"Justice asleep is justice denied," he said. He plans an appeal.

Meanwhile, Edith Jones, her right-wing bona fides all but impeccable, is
free to contemplate the blissful possibility of joining her judicial soul
mates Clarence Thomas and Antonin Scalia on the highest court in the land.

The Supreme Court has been placed in the spotlight in the presidential race
once again, but despite all the attention, citizens receive few facts from
either major party candidate.

Gore's campaign has played the fear game, using the Supreme Court as trump.
"We can't let George Bush select justices" is the refrain sung with hints
of back-alley abortions.

The idea that Republicans will nominate justices that threaten women's
reproductive choices has been repeated uncritically so often that voters
start to believe it. But it's an argument that wilts under scrutiny.

Indeed, if you ask Democrats to name a progressive justice appointed by a
Democratic president, you'll likely face blank stares. Today's court
includes two Clinton nominees, but many legal scholars consider them less
progressive than Justices David Souter and John Paul Stevens, both
nominated by Republicans -- the former by George W. Bush's dad.

The Gore campaign invokes Roe v Wade at every opportunity, but fails to
mention that the court issuing that decision was dominated by six
Republican-nominated judges. The decision itself was written by Harry
Blackmun, a Nixon appointee.

Any honest Democrat also would acknowledge that one of the strongest
progressive forces on the Court over the last 50 years was William Brennan,
another Republican (Eisenhower) nominee.

So should civil liberties advocates rally for Bush? Hardly. But it is worth
noting that in presenting justices like Antonin Scalia and Clarence Thomas
as legitimate examples of what progressives fear, Gore's boosters ignore
that Supreme Court justices' voting records often differ tremendously from
the ideology of the presidents who nominate them. Choosing presidents based
on their likely Supreme Court nominees is a shaky proposition.

Remember also that the party controlling the Senate has the ultimate power
to confirm or deny nominations. As a Senator, Gore voted to confirm Scalia,
a justice he now touts as an example of why progressives must defeat Bush
by voting for Gore and not for Ralph Nader.

Gore's own record should give pause to pro-choice voters. In the House of
Representatives, Gore and Republican vice-presidential candidate Dick
Cheney voted identically -- "pro-life" -- on 13 of 14 abortion-related
issues during the six years they served together.

Gore's votes gained him an 84% approval rating from the National Right to
Life League (NRLC.org). His votes changed substantially in the Senate, but
still he voted for the Hyde Amendment, restricting access to abortion for
poor women. More troubling, he contends his views on abortion have "never
changed."

Despite these facts, organizations allegedly protecting the interests of
pro-choice women have joined Gore's scare campaign. A new commercial by the
National Abortion and Reproductive Rights Action League (view at NARAL.org)
claims that Bush's goal is "ending legal abortion" and warns, "Before
voting Nader, consider the risk."

If the risk NARAL refers to is the risk that most women in the U.S. could
be without easy access to abortion, it's too late. According to the Alan
Guttmacher Institute, 83 percent of U.S. counties have no abortion
providers. In rural areas, the number climbs to 93 percent. Gore may be
closer to NARAL positions than Bush is, but the "hero vs. villain" scenario
is fraud.

While the abortion issue gets most coverage, citizens concerned with
personal freedom should examine the courts' broader impact, particularly
the ongoing erosion of Bill of Rights protections in the name of
suppressing "terrorism," government-disfavored drugs, and even political
dissent. Nominees of both major parties have disappointed Bill of Rights
supporters on these issues in recent years.

Discussion of Supreme Court actions often overlooks the fact that the court
traditionally has been a follower, not a leader, of public opinion and will
likely continue in that role regardless of who is president. Given the
overwhelming public support for Roe v Wade, I'd bet against Bush appointing
a justice who would overturn that decision -- such an act would be
self-inflicted sabotage for his career and party.

Appointments to the federal judiciary do deserve serious consideration when
we choose our president, but too many Americans have strong opinions on the
topic based on inadequate or false information.

Before citizens succumb to voting out of fear rather than conviction, we
should consider one thought: how can we expect our elected officials to
vote their conscience if we don't?

Very interesting article. I would, however, have liked to have seen
infant formula mentioned amongst the artificial foods. Note that infant
formula, ARTIFICAL BABY MILK, is made by the pharmaceutical companies.
The U.S. STILL has not signed the "WHO Code for the Marketing of
Breastmilk Substitutes."

I saw the brief mention of mother's milk. Breastfeeding for at LEAST
the first 6 months of life -- even longer if she can -- is by far the
BEST thing that a mother can do to boost her baby's immune system. And
the benefits last throughout life. I'm still seeing the benefits from
extended nursing (into toddlerhood) in my boys. Neither one has ever
had a tooth problem (the sugar in formula causes tooth decay). My
oldest has had exactly 1 ear infection, my youngest none. They don't
get nearly the colds and stomach viruses that the bottle-fed children
in my neighborhood do. They play with the neighborhood children after
school, so the fact that I homeschool probably isn't quite as much of a
factor as it could be.

Bringing this on-topic: Formula-pushing is one more way that the big
corporations -- which are tools of the conspiracy (my general term for
it, fill in your term, be it NWO, ETs, etc.) -- help to enslave the
population: by making infants dependent upon a corporate source of
nourishment -- one that can be pulled from the shelves in a flash, and
by weakening the baby's immune system so her or she can be more easily
infected with the disease-du-jour. Plus it sucks even more money --
about $1500 a year just for the formula, not including bottles,
nipples, and extra doctor bills -- from WeThePeople into that black
hole of the elites.

the Study of Psychiatry and Psychology

The Center for the Study of Psychiatry and Psychology was founded in the
early 1970s to organize my international campaign to stop the resurgence of
lobotomy and other forms of psychosurgery or psychiatric brain surgery.
Initially, I had no idea that my campaign would end up focusing on the
racist intentions of federally funded biological psychiatrists and
neurosurgeons. I certainly could not have anticipated that twenty years
later, the Center would once again be fighting a government-sponsored racist
psychiatric program. This report tells the story of the first and second
violence initiatives and the Center's efforts to counter them.

THE FIRST VIOLENCE INITIATIVE
In 1971 I discovered that psychiatrists and neurosurgeons were planning and
implementing a worldwide revival of psychosurgery. At the time I was not an
activist, but I was aware that no one had publicly opposed the first round
of lobotomies in the 1940s and 1950s. I decided to take a stand.
My medical training convinced me that improving the techniques of
psychiatric surgery-for example, by replacing the scalpel with hot
electrodes--would not make the interventions any less damaging. Without
harming the brain, there could be no "therapeutic" effect. The surgery must
destroy enough function to flatten the patient's emotions. There is no way
to accomplish that without creating more widespread mental devastation,
including the relative loss of essential human qualities such as creativity,
spontaneity, personal responsibility, self-insight, social sensitivity and
awareness, and judgment. Research and my personal experiences would confirm
this initial impression.2
Psychosurgery, Individual Vulnerability, and Public Health
Shortly after beginning my opposition to psychosurgery, I came under attack
in the national media from an unexpected source, three Harvard
professors-psychiatrist Frank Ervin and neurosurgeons Vernon Mark and
William Sweet. Sweet was director of neurosurgery at perhaps the most
respected hospital in the world, the Massachusetts General. Mark was head of
the department of neurosurgery at Boston City Hospital.
As the controversy heated up, a physician who asked for anonymity directed
me to published remarks made by the three doctors concerning the use of
brain surgery to suppress black urban rioters. Soon after, in 1973, I
received a brown envelope from an unidentified source in the Department of
Justice (DOJ). It contained an in-house memo documenting that Mark and Ervin
were receiving funds from the National Institute of Mental Health (NIMH) for
experiments in psychosurgery for violence control. Meanwhile, Ervin was also
receiving money from the Department of Justice for research on genetic
factors in violent crime. Sweet was involved as a supporter, co-author, and
a member of the private foundation that funneled the government funds to
Mark and Ervin.
In a 1967 letter entitled "Role of Brain Disease in Riots and Urban
Violence" in the Journal of the American Medical Association (JAMA) Mark,
Sweet and Ervin, much like current violence-initiative advocates, focused on
individual vulnerability rather than upon larger social, economic or
political factors. They asked, "if slum conditions alone determined and
initiated riots, why are the vast majority of slum dwellers able to resist
the temptations of unrestrained violence? Is there something peculiar about
the violent slum dweller that differentiates him from his peaceful
neighbor?"
Mark, Sweet and Ervin went on to suggest that this "peculiarity" was "brain
dysfunction." They called for large-scale studies of the inner city to
"pinpoint, diagnose, and treat those people with low violence thresholds
before they contribute to further tragedies." In a supportive "Medical News"
report a few weeks later, JAMA lauded Mark and Ervin's psychosurgery as a
"public health" measure.
Mark and Ervin must have felt they were on a heroic, Nobel Prize-winning
endeavor-providing a solution to worldwide mayhem, and especially to
America's urban uprisings. In 1968, a year in which they were aggressively

JERUSALEM (November 6) - The US administration is testing the waters to see if Israel will meet the Palestinians half way and agree to the posting of some kind of international force in the territories, an Israeli source said last night.

The UN Security Council is to take up the Palestinian demand for an international force in a closed session planned for Wednesday. Until now, both Israel and the US have been adamantly opposed to the idea.

US President Bill Clinton, eager to persuade Israelis and Palestinians to lay down their arms, may try to persuade Prime Minister Ehud Barak to accede to a temporary UN force to appease the Palestinians, when the two meet at the White House on Sunday.

Officials here, however, say that the outcome of Clinton's Thursday meeting with Palestinian Authority Chairman Yasser Arafat will largely dictate the agenda of the Clinton-Barak meeting. Overall, Clinton hopes to secure promises from both leaders to implement the Sharm e-Sheikh security understandings.

"The goal is to assess the situation on the ground and begin to find the way back to the negotiating table," White House spokesman Jake Siewert said yesterday.

According to the source, the idea the US is floating is for the posting of a force that would not be armed, but would have observer status similar to that of the Temporary International Presence in Hebron (TIPH), dispatched after the Baruch Goldstein massacre in 1994. TIPH'S sole function is to monitor and report on events. The force is composed of 30 Norwegians.

The source said that the idea has been broached by the highest echelons of the US peace team, and that it was discussed with Foreign Minister Shlomo Ben-Ami on his recent trip to the US.

Barak's spokesman said last night that he does not know whether Israel has been contacted about this idea, but that Israel is adamantly opposed to it.

US Embassy spokesman Larry Schwartz said he was unaware of any such proposal. He added that it is not American policy.

The Foreign Ministry said last night that US Secretary of State Madeleine Albright and Ambassador to the UN Richard Holbrooke told Ben-Ami that they would oppose this initiative.

The Israeli source said that raising the issue fits a pattern whereby the Palestinians have raised demands, and the US peace team, instead of rejecting them out of hand, tries to find a way for the Palestinians to feel they are getting some of what they want, while Israel's interests are not harmed.

The source, however, said that the timing is especially bad, since Arafat is scheduled to arrive in Washington on Thursday, and the fact that the US is willing to even entertain the idea of an international force is sure to give him encouragement to continue pressing the idea.

"It's come up in a number of meetings," said another Israeli official in Washington. "The Americans ask whether we can work with this idea. But it is a total non-starter from an Israeli perspective."

The White House yesterday officially announced that Arafat will be coming for talks on Thursday, while Barak will arrive in Washington on Sunday. Afterward, he will go to Chicago to address the United Jewish Communities annual General Assembly.

Diplomatic sources said the talks will concentrate primarily on implementing the Sharm e-Sheikh understandings, which called for a cessation of violence, the formation of a fact-finding commission headed by the US, and a return to negotiations.

Meanwhile, the cabinet heard a briefing on the security situation from Chief of General Staff Lt.-Gen. Shaul Mofaz and OC Intelligence Maj.-Gen. Amos Malka at its weekly meeting. According to their assessments, Arafat is still interested in the diplomatic path, but will encourage violence to improve his negotiating position.

The cabinet heard reports that Arafat has done nothing to curtail the incitement in the PA. The atmosphere encourages terrorism, as does the releasing of Hamas and Islamic Jihad prisoners, security officials told the ministers.

But Arafat does not want matters to get out of hand, because he does not want to lose his status of statesman in the eyes of the world.

The cabinet also heard reports that Iran is sending terrorists to carry out suicide missions in Israel, targeting buildings. In addition, the Iranians are encouraging Hizbullah to kidnap soldiers and civilians in the North as a way of helping the Palestinians.

One cabinet source said that dangers in the North and the likelihood of a prolonged confrontation now with the Pa
