-Caveat Lector- Source: University Of Michigan (http://www.umich.edu) Date: Posted 5/28/2001 Soil Fertility Limits Forests' Capacity To Absorb Excess CO2 ANN ARBOR -- A field study on the effects of elevated carbon dioxide (CO2) on forest ecosystems raises doubts about the ability of trees to absorb excess CO2 accumulating in the earth's atmosphere. Results of the seven-year study, to be published in the May 24 issue of Nature, show that some forests will not increase the amount of carbon they sequesterat least not enough to compensate for increasing atmospheric CO2. Soil fertility is a key factor in determining the long-term growth response to elevated CO2, according to co-principal investigator David S. Ellsworth, assistant professor of plant physiological ecology in the School of Natural Resources and Environment at the University of Michigan. Prof. Ram Oren of the Nicholas School of the Environment and Earth Sciences, Duke University, also was a principal investigator on the project. "When we exposed trees in low-nutrient soil to elevated CO2, they maintained growth increases only with added nutrients," said Ellsworth. "While CO2 initially acts as a stimulus to the tree's physiology, our experiments suggest that short-term increases in growth are not sustainable over the long-term in low-nutrient environments." The open-air field study described in Nature is the first of its kind to examine the effects of elevated CO2 on forests growing in nutrient-limited environments over many years. The study included the longest running forest-based Free Air CO2 Enrichment (FACE) experiment. By exposing trees to elevated CO2 in an otherwise natural setting, the researchers were able to simulate conditions predicted for 50 years from now. "Other recent studies have shown that elevated CO2 increases growth, measured as the amount of carbon sequestered in the tree's biomass, and increases nutrient uptake as well," Ellsworth said. "But what happens if the tree does not take up soil nutrients in proportion to that growth increase, or the nutrients are not available?" That is the case for many northern mid-latitude forests, which comprise much land in the United States and Europe, Ellsworth noted. Forest soils tends to be low in nutrients because most of the nutrient-rich soil has been used for agriculture. "The debate over how much CO2 trees will absorb should consider the limitations of soil fertility or other key resources in low supply." The FACE experiment was conducted on a moderately fertile site at the Duke Forest of Duke University. A second field experiment used CO2 enrichment in chambers on an infertile site in the sandhills of North Carolina. Both experiments exposed maturing loblolly pine trees to levels of CO2 predicted to accumulate in the earth's atmosphere 50 years from now. In the FACE experiment, the researchers compared growth of CO2-treated trees with untreated trees in an adjacent plot. Averaged over the first three years of the experiment, the elevated CO2 plot showed a 34 percent increase in growth relative to the ambient CO2 (untreated) plot. However, that increase dropped to 6 percent over the following four years. To test whether nutrient limitations reduce the tree response to elevated CO2, the researchers added a balanced fertilizer to half the FACE area. Averaged over 1999 and 2000, trees grown under elevated CO2 without nutrient addition increased growth at an annual rate of only 7 percent while the fertilized trees grown in ambient CO2 increased annual growth by 15 percent. The combination of improved nutrition and elevated CO2 increased growth by 47 percent at the site. This clearly indicates a synergistic effect of CO2 and nutrient supply, the researchers concluded. At the infertile site, trees without added nutrition showed virtually no growth response to elevated CO2 in two years. Under optimal nutrition and ambient CO2, growth increased 21 percent. In trees subjected to the combination of improved nutrition and elevated CO2, growth was 74 percentmore than three times the sum of separate responses. These findings suggest that growth responses of pine forests to elevated CO2 will be highly variable and depend on site fertility, to the point that trees growing on nutritionally poor sites may not respond at all. Moreover, other factors, such as water deficits, also could limit forest response to atmospheric CO2. "Trees can sustain increases in biomass only as long as they find enough water and nutrients in their ecosystems," Ellsworth said. "I don't think we can assume existing forests, with their fertility limitations, will completely offset rising CO2 without soil amendments. We will more likely find solutions in measures such as burning less fossil fuel and planting more trees in high-nutrient soils." Those were years when prescient men and women all over Europe were running for the proverbial last train out, sometimes just a few steps ahead of the Gestapo. Some made it, as in "The Sound of Music." Some did not, among them Natalie Jastram Henry in Herman Wouk's "The Winds of War." Some chose to stay in place and await their fate. But most only dimly understood, if at all, the historic currents about to redirect their lives. Only later did they appreciate that of all the trains then chugging over the Continent, some were vehicles of escape to freedom and life while others bore their passengers to unbelievable depravity and death. It is human nature to think that tomorrow will be much like today, that history progresses in a more or less linear fashion. Great discontinuities boggle the mind. My friend Adam Hamilton has just written an essay, "Gold Prepares to Erupt," comparing the current monetary and investment climate to ancient Pompeii just before its immolation by the eruption of Mount Vesuvius. Adam concludes: "We are now observing initial pressure-blowoff warning signs in gold, and the great financial lessons of history coupled with the immutable laws of free-market economics ensure gold is preparing for a spectacular price eruption." Market or volcanic eruptions are notoriously difficult to predict. But the forces that lead to them are somewhat easier to observe. Anyone interested in gold who has not yet read Frank Veneroso's presentation at the GATA conference in Durban on May 10, 2001, should do so at once. Gold speaks primarily through flows of physical metal, gold prices in various world markets, lease rates, and general conditions in the gold mining industry. Frank is almost certainly the world's leading authority on gold flows, including the huge amount of gold that central banks have recklessly loaned out over the past decade and that now represents an alarmingly large short physical position overhanging the world financial system. In recent months my commentaries have been limited by the demands of my litigation against the gold price- fixing cabal. Last Friday government lawyers for Paul O'Neill, U.S. treasury secretary, and Alan Greenspan, chairman of the Federal Reserve, dropped on me some weekend reading consisting of reply briefs they want to file in response to the opposition that I filed to their motions to dismiss. I understand that the Bank for International Settlements may also move for leave to file a reply brief. These reply briefs, which are not allowed as of right, come more than five weeks after I filed my opposition. In the appellate courts, reply briefs that are allowed as of right must usually be filed within two weeks of the principal brief to which they respond. So I ask myself: What has suddenly prompted this urge to file reply briefs? Is it just the government moving at its typical glacial pace, or is something else going on? On Saturday, May 26, GATA chairman Bill Murphy received a second letter from Lawrence B. Lindsay, assistant to the president for economic policy and generally regarded as President Bush's top economic adviser. While Bill has not revealed the exact contents of the letter, he has revealed its date: May 30, 2001. A postdated letter from the White House strikes me as a bit unusual. These strange emanations from Washington may be nothing more than government doing what it does best: chasing its own tail. But they could reflect some more rational purpose that cannot yet be fully discerned. Over the past few weeks, amid talk of a Gold Syndicate taking on the Gold Cabal, the gold market has displayed a decidedly different and more bullish tone. Rumor has it that the Gold Syndicate includes the Chinese, Middle Eastern interests, and George Soros, who apparently plans to make another billion dollars at the expense of the Bank of England. Certainly there has been increased media coverage of GATA, much but not all of it generated by the conference in Durban. Lease rates have displayed unusual volatility and inversions. The possibility of a delivery squeeze on the COMEX June gold contract looms ever larger. Given the fundamentals of the current international financial picture, gold looks ready to resume its historic role as the financial asset of last resort, the only financial asset that is not another's liability. All these recent straws in the wind sound like the gold train blowing its whistle and preparing to leave the station. When it does, the dollar- dominated financial world we have come to assume will change forever. Its great hero, Alan Greenspan, will take his rightful place in history alongside John Law. Jim Jeffords should suddenly decide that, after 25 years, life as a congressional Republican had become intolerable was answered for some GOP colleagues by Sen. Strom Thurmond's appearance Monday night. He looked every bit of his 98 years, prompting speculation of whether he might not survive the ordeal of roll call votes on the tax bill extending far into the night. The demise of Thurmond would have instantly turned the evenly divided Senate over to the Democrats. Jeffords crossing the aisle then would have been interesting but hardly the cosmic event of last week. As the 52nd rather than the 51st vote in the Democratic caucus, Jeffords would have lost his bargaining leverage that is enabling him to continue among the Senate's elite as a standing committee chairman. Until the eleventh hour, Jeffords kept his prolonged negotiations with Democrats secret from his closest Republican colleagues. His dramatic announcement visit to Vermont was laid on after his deal with the Democrats showed signs of coming undone. Intentionally or not, he misled Senate Republican friends into hoping for a late change of heart. Belying Jeffords's contention that it is harder for a liberal to endure in the GOP when the president is a conservative Republican, he began exploring his options with Democratic leaders last year when Bill Clinton was still in the White House. With the Senate divided 50-50 after the 2000 election, Jeffords stepped up talks with Democratic Leader Tom Daschle and Democratic Whip Harry Reid. In the gossipy Senate, not a word leaked to Republicans. Jeffords lunched weekly with Sen. Olympia Snowe of Maine but said nothing. Sen. Chuck Hagel of Nebraska, a relatively conservative friend and supporter, last Tuesday morning discounted rumors about Jeffords defecting. The GOP first learned the truth Tuesday afternoon. A Republican senator overheard Jeffords telling a Democratic colleague he would be going to the White House that day to inform the president he would cross the aisle and announce his intentions in Washington Wednesday morning. However, the deal Jeffords had secretly cut to make him Environment Committee chairman seemed to be falling apart. According to Senate sources, Sen. Robert Byrd, graybeard of the Senate Democrats and a stickler for precedent, did not like it. At that point, Jeffords postponed his announcement until Thursday morning in Vermont, and agreed to meet with Republican colleagues late Wednesday. The meeting was drenched with emotion. Tears rolled down the cheeks of Sen. Chuck Grassley, the Finance Committee chairman. Sen. Pete Domenici, the Budget chairman, cried a little too. Jeffords never mentioned supposed slights by the Bush White House but claimed not getting his way on education funds for the disabled in April was the last straw. In fact, Jeffords reneged on a $150 billion, 10-year agreement after being convinced by staff that he should ask for more. Using this companies cover along with the Whitehouses help, the G W Bush/Cheney crew should be able to control the international drug trade, all the way from Medellin to Moscow to the US. How did they get started and become so big you may ask. Well, through major contributions to then Senator Lyndon Johnson, Brown and Root virtually made LBJs career. And as a result it should be no surprise that B & R made billions in government contracts during the Vietnam War. Currently B & Rs owner Halliburton, has made sure that most of the $1.2 million in political contributions went to the Republican Party. (and by the way this represents twice as much as they use to give before Cheney was there) How then did Bush get hooked up with Cheney? Well while Cheney was head of Halliburton (prior to becoming VP), Halliburton bought Dresser oil equipment and drilling company for a little over $8 BILLION. So who is Dresser? Dresser was once owned by Brown Brothers Harriman, of which Prescott served as managing director when George H.W. was whisked off to Texas from Harvard in 48 to begin his Texas oil business. Now folks dont forget that Halliburton is a Dallas based company, and now we find GW and DC in the Whitehouse. D. Cheney has taken a step down in pay but dont worry, Im sure his $45.5 million in Halliburton shares will be paying good dividends over the next few years. Even if they have to do not for profit work for the US military. According to Associated Press, Brown and Root has made more than $2 billion supporting and supplying US troops. So why does B & R have 922,000 square feet of warehouse space in Colombia which had no presence there before 1997 according to Colombias Foreign Investment Promotion Agency. Go figure . As mentioned in the CPI article a Halliburton VP indicated that if the Bush-Cheney ticket won the companys contracts would obviously go through the roof. The Christian Science Monitor indicated that Kosovo Liberation Army controls 70 percent of the heroin entering Western Europe and B & R made billions, billions folks supplying US troops from large, remote, B & R facilities. Consequently where ever there are B & R facilities one may not need to look too far to find drugs being produced or transported. Folks as you already know it makes no difference who is in office things will not change for the better as we might imagine. Where does money go after it is deposited or invested? Barbara Garson wants to know. And, more important, what does it do? Money's power to create something new--to change a community, for better or ill--is an article of faith for the author, who is also a playwright ("MacBird!") and an investigative journalist ("All the Livelong Day") whose socialism is the Swedish variety that holds the productive power of both capital and labor in higher regard than either is held in the United States. The book's journey commences in Millbrook, N.Y., in late 1994 at a one-branch bank embodying "useful and decent banking principles" where Garson deposits $29,500--half of her publisher's advance. A few years later she invests a smaller second installment in an aggressive mutual fund. The idea is to plunge into the streams of cash emanating from project loans, letters of credit, leveraged buyouts, to go wherever she can catch a wave and watch her money at work in the world. The intent is not, at least at the start, to introduce the reader to the investment patterns, currency trades and capital flight that triggered first the Mexican and then the Asian crashes, followed in 2000 by the stock market slide at home, which has cost investors $4 trillion so far. But that is what Garson's reporting does. When the Bank of Millbrook can't find enough local investment for its money and is left with more than it needs to meet its reserve requirement with the Federal Reserve (about 3% of deposits), it loans (sells) the surplus to a correspondent bank on Wall Street. This happens the night of Garson's initial deposit, when Millbrook makes an loan of $3 million to Chase Manhattan (today, J.P. Morgan Chase), whose daily reserve requirement was then running around $420 million. Cut to the 37th-floor trading room at Chase Manhattan Plaza, the first of many stops before we reach the playing fields of big and little money in Thailand, Malaysia and Singapore and in Tennessee and Maine. At the Ffed-funds desk where Garson has wrangled an invitation, she watches five people dressed in jeans (it's Friday) monitor $2 billion that flows in from hundreds of banks and corporate partners before emptying into the vast "Chase delta." Chase is "long" on money that day, a senior vice president explains, but it buys Fed funds from correspondent banks as a service and a door-opener for selling Chase products. To close its position--to meet the reserve requirement without surpassing it, for Fed accounts earn no interest--Chase must shed $3 billion. Garson pulls up a chair to watch as buy-and-sell orders are scribbled on slips of paper and spiked on metal spindles that Bartleby the Scrivener might have used. "Okay. Put it in Chase Nassau," a trader says into a headphone, and she snaps to attention. Nassau? A small hospital wants to sell (lend) Chase $1.35 million, he explains; probably a Medicare payment they don't want sitting idle over the weekend. He points out that it's illegal to pay interest on corporate checking accounts--a pesky Depression-era regulation--and thus such deposits are made elsewhere. The federal government, we're reminded, stops 12 miles offshore. Garson, who has just watched a trader create a million-odd Eurodollars, then offers a brief history of the Euromarket. She is an artful kibitzer. In an exchange with the Chase vice president on the Ffed-funds desk, we learn how the money Millbrook lends Chase creates that "benchmark"--a measurement of money available for investment--that Alan Greenspan tinkers with when he wants to curb or spur the economy by adjusting the prime lending rate. Why the fiddling doesn't always work (as, perhaps, now) is another question. But the book's sharp glimpses of the go-go years offer some clues about the recessionary undertow that grips today's economy, along with a peek at democracy at work inside the free trade camp. It's the mid-'90s, and euphoria about the "Emerging Market Whiz Kids" runs high. Garson, who's looking for "Senor Good Loan," infiltrates a conference at the Waldorf Astoria called "Advances in the Americas: Can the Momentum be Maintained?" Politicians always disappoint me. But I had no idea it would be so soon. Your press conference last Thursday was an abomination. You insist on executing Timothy McVeigh, come hell or high water, June 11 â as if there is some magic in that date. You say we have to do that because all the evidence has now been turned over to his defense team. You say there is nothing in the new evidence that could possibly have affected the outcome of the trial. You suggest we can just trust you on all that. Well, pardon me, Mr. Attorney General, but many of us in America don't trust politicians to do the right thing â especially when the agencies over which they preside have been obstructing justice and obfuscating the truth for years. I strongly suggest you not become a party to that process â lest you wind up with as much respect as your predecessor. Let's suppose the convicted Oklahoma City bomber's defense team doesn't see it the same way you do. Are they just out of luck and out of time? If I was part of that defense team, I would be moving for a mistrial. In fact, I can see no other way to serve justice in this case but through a retrial with all the facts on the table. You are not the judge, jury and executioner in this case. You are merely the attorney general. You are exceeding your authority in this case. You claim the documents previously withheld from the McVeigh defense and the American people represent "less than 1 percent" of the hundreds of thousands of pages of evidence in the case. Big deal. Cases are not won or lost on the basis of the physical weight of the evidence. They are won and lost on the evidence itself. Have you had time to personally review the 3,000 pages of new evidence in this case? If so, I would seriously question how you are performing your other duties. If not, you have assigned these duties to underlings â underlings who, I suggest, may well have been involved in the way this case was mishandled from the beginning. "No documents created any doubt about his guilt, let alone established his innocence," you said. Oh, gee, well, golly. Those are nice words. But, let's face it: You don't know squat about this case. You haven't examined the facts. You don't know about the mountains of evidence your own FBI has refused to examine â or examined and failed to act upon. Don't make the mistake of trusting those who erred in the past to come clean now. Maybe you think you are just doing the right thing "politically" by getting rid of McVeigh. Maybe you think it will be the popular thing to do. Well, sir, it may be. But try doing the courageous thing. Try doing the right thing. Try to find all the culprits in the Oklahoma City bombing case. Some of them are getting away with murder. You say you've got the word of FBI Director Louis Freeh that the agency "has completed its search and produced every relevant document in its possession." I'm sure Freeh is saying that. I'm sure Freeh is eager to see McVeigh take the rap for this most heinous crime. I'm sure Freeh wants to put all this behind him. But Freeh has bungled this case. Freeh should not be allowed to come within a country mile of the review process. Freeh should be under investigation for his negligence. Did you ask anyone at the FBI why they turned away people like reporter Jayna Davis who tried to provide evidence in the case? She was told they couldn't accept it because it would have to be disclosed to the defense. It sure sounds like the FBI made up its mind about McVeigh's guilt â and McVeigh's guilt alone â before they ever got started investigating. In other words, it sounds like the Justice Department found the patsy it was looking for and never searched for the accomplices. I'm going to conclude by asking you a few questions I have been chanting like a mantra of late. I hope you can answer them. If you can't, you ought to do everything in your power to facilitate a mistrial and retrial of Timothy McVeigh and Terry Nichols. What was the role of Andy Strassmeir in the bombing? Strassmeir was closely associated with McVeigh in the underworld of neo-Nazi activity and terrorist plans, according to witnesses, including a government informant. Why was he never questioned in the case while some 20,000 other people were? Strassmeir's father is Gunther Strassmeir, Helmut Kohl's secretary of state, a man known as the "architect of German reunification." These people voluntarily laid down their arms and turned themselves in at several KFOR checkpoints. KFOR screened and released all UCBMP members who are not suspected of having committed serious crimes." Did you notice that the headline talks about UCBMP terrorists 'surrendering' but the actual news concerns their being released?Now, by way of contrast, consider the following excerpts from the famous U.N. Security Council Resolution 1244, which is NATO's legal justification for occupying Kosovo:"The KLA and other armed Kosovo Albanian groups [must] end immediately all offensive actions and comply with the requirements for demilitarization... Keep in mind, we are not talking about shoplifters here. We are talking about armed terrorists (if they weren't armed how could they have "voluntarily laid down their arms"?) who invaded southern Serbia. What crimes could they have committed that were not serious? Wasn't being involved in an armed invasion of Serbia itself a "serious crime"?The contrast between the language of UN Resolution 1244 - "respect for Yugoslav sovereignty", "disarm the KLA", "armed Kosovo Albanian groups [must] end immediately all offensive actions" - and the reality of UN/NATO practice is striking. What message has KFOR delivered to Albanians by arresting and then releasing approximately 450 terrorists? TERRORIST INVASION OF SERBIA = REBELLIONSome things to consider:1) The article makes no mention of the basis on which KFOR decided whether a captured terrorist should be "suspected of having committed a serious crime." One assumes KFOR did not allow Serbian forces to interrogate the detainees, that they did not stage "lineups" so that villagers from southern Serbia who had witnessed terrorist crimes could identify the criminals, and so on. Failing that, the only way KFOR would know that a terrorist had committed a "serious crime": would be if the terrorist confessed, which seems unlikely.2) Any soldier in any army who "commits serious crimes" could be subject to trial and punishment. Thus, by stating that it was allowing all the captured terrorists to go free except those "suspected of committing serious crimes," KFOR was defining the UCPMB terrorists as constituting a normal army engaged in legitimate military action. 3) But what was this normal army doing? It was invading southern Serbia - that is, a sovereign country - moreover, a sovereign country that, as Resolution 1244 clearly states, KFOR is legally required to protect! And what were the members of this army doing in southern Serbia? They were laying mines, killing policemen, sniping at civilians. By letting these men go free KFOR was declaring that none of these acts of violence against Serbs (and by extension, against Slavic Macedonians) constitutes a "serious crime."4) This is an unusual amnesty. Normally, amnesties are granted as an act of forgiveness by the party who has been attacked. But KFOR was not attacked. In fact, KFOR controls Kosovo following an act of war - the 1999 aggression against Yugoslavia. Moreover, the people who are attacking southern Serbia have been trained by elements of - KFOR! So what do we have: KFOR occupies part of Serbia and then trains terrorists who attack the rest of Serbia and then detains some of those terrorists and - then out of the kindness of its military heart, declares an amnesty and forgives - who? The terrorists it trained... The people attacking southern Serbia call themselves the UCPMB, but they are in fact members of the Kosovo Liberation Army. -Caveat Lector- Possible mad-cow disease case in Caribbean The Associated Press POINTE-A-PITRE, Guadeloupe (May 28, 2001 07:10 a.m. EDT) - Authorities in the French Caribbean on Saturday confirmed three cases of a brain-wasting ailment, saying one could be linked to mad-cow disease. Two of the patients are on the French island of Guadeloupe and the other patient is on St. Martin. One is possibly suffering from Creutzfeldt-Jacob disease, the human variation of the disease linked to the consumption of beef infected with bovine spongiform encephalopathy, known as mad-cow disease, according to the French government's top official on Guadeloupe, Jean Francois Carenco. The other two cases are suspected to be another form of the fatal ailment that isn't linked to eating infected meat, he said. Earlier on Saturday in Paris, Health Ministry officials said they were still investigating if the three patients had Creutzfeldt-Jakob disease. Three people in France already have died from it. In Britain, where mad-cow disease was identified in 1995, 100 people are believed to have contracted the ailment. The disease can only be confirmed by a brain biopsy, usually after death. In 1997, a woman in Guadeloupe died from a form of the disease not linked to mad cow. Now proprietor Robin Ellins has a prominent storefront on busy Queen Street and plenty of room to display everything from hempseed oil and chips to a full line of hemp clothing and elaborate smoking accessories. The transformation from hidden emporium to thriving commercial venture is part of Canada's slow but clear shift toward decriminalizing marijuana. Justice Minister Anne McLellan says the issue should be studied, and a new Parliament committee on drug matters will look at decriminalization. Conservative Party leader Joe Clark is urging the elimination of criminal penalties for possessing a small amount of pot. "It's unjust to see someone, because of one decision one night in their youth, carry the stigma - to be barred from studying medicine, law, architecture or other fields where a criminal record could present an obstacle," Clark said last week. The government has proposed expanding medicinal use of marijuana, and the Canadian Medical Association Journal recently supported full decriminalization. Canada's Supreme Court will consider a case this year that contends criminal charges for the personal use of marijuana violate constitutional rights. Making possession and use of small amounts of marijuana a civil offense - akin to a traffic fine - instead of a criminal violation would move Canadian policy closer to attitudes in The Netherlands and away from the United States, its neighbor and biggest trade partner. That worries U.S. anti-drug activists such as Robert Maginnis of the Family Research Council. "It will have a residual effect in this country of depressing prices and making marijuana more available," he said. He also knows a shift by Canada would boost the arguments of American advocates for easing U.S. drug laws. "We find our allies are piling up on us and making it more difficult" to fight drug use, Maginnis said. Joseph A. Califano Jr., president of the National Center on Addiction and Substance Abuse at Columbia University, is skeptical about that. Califano, a former U.S. secretary of health and human services, said increasing medical evidence on the harm caused by marijuana makes it unlikely that a change in Canadian law will affect U.S. policy. "I don't think it means much," he said. Canada already has a legal industry for hemp - cannabis cultivated with very low amounts of the chemical that produces the high sought by marijuana smokers - while the U.S. federal government prohibits hemp production. In April, Canadian Health Minister Allan Rock proposed expanding the medicinal use of marijuana beyond cancer sufferers now allowed to take the drug to people with AIDS and other terminal illnesses, severe arthritis, multiple sclerosis, spinal injuries and epilepsy. By contrast, the U.S. Supreme Court recently upheld a federal ban on medical marijuana. Some U.S. states allow hemp production and medical use of marijuana, despite the federal bans, noted Bill Zimmerman, executive director of the Campaign for New Drug Policies in California. Arrest statistics show the disparity in the two nation's approaches. Richard Garlick of the Canadian Center on Substance Abuse said about 25,000 people were arrested in Canada for simple possession of marijuana in 1999. The U.S. figure for that year under the "zero tolerance" policy of the U.S. Drug Enforcement Administration was 24 times higher, exceeding 600,000, says the National Organization for the Reform of Marijuana Laws in Washington. He brands them as "cheats" and demands they be given the axe. He can't afford to be honest. "Limbaugh's truth is Janus-faced. Ditto heads defend him like rabid dogs because in both cases they agree with his viewpoint. The diametric incongruity simply doesn't register. But critics see a gargantuan con-in-progress. In their view, Limbaugh truth is protean and tawdry." Though Rush is a bad con-artist he is a worse One Worlder. He pushed GATT and ridiculed everyone who opposed it. He accused them of failing to understand free trade or of being One World Order-phobes. After all the smoke over GATT, he reluctantly admitted he had not read even one word of it. Rush probably supported GATT thinking that since he is a conservative and conservatives are for GATT, then he must be for it. [Ed. note: Could it be someone tells Rush what to say? Yes!] Another attractive feature of Rush is his narcism. he becomes "intoxicated by the sound of his own voice... and seldom resists the urge to launch into long soliloquies. But like a drunkard, he rarely remembers specifics from some of these majestic diatribes." His lack of consistency causes him to make some of the most ludicrous contradictory statements ever uttered by a radio jock. In a fit of rage he branded all moderates as poltroons and a few minutes later he called Colin Powell a moderate. He was slammed between a rock and a hard place when a caller pointed out this blatant contradiction and asked if Rush considered Colin a coward. He had nowhere to hide. He denied making the statement, treated the intelligent woman with contempt, and cut her off. Rush also has a bad habit of changing his positions frequently. He backed NAFTA to the hilt helping it squeak through, but when the Mexican financial crisis didn't fair well with the American people, Rush turned his back on NAFTA and said Mexico should not be bailed out. Rush does whatever he thinks will make him a success. He started his radio career spinning records in the 1980s. He jumped on the conservative bandwagon and became a radio talk jock. He spent most of his time talking about how great he is and he still does. Rational people consider him to be more of a cockatoo than a conservative. "But many regard him as a charming buffoon with an amusing line of patter, a sort of conservative-lite combined with low-brow comedy just short of whoopee cushion schtick." The clown act worked and his audience grew. Sadly, many middle-class Americans accepted him as their spokesman. Rush knows that he isn't a tenth of the man he claims to be and rarely lets anyone on who is smarter than him. His screener does a good job at keeping rational people off the air. He doesn't want to risk "getting his head handed to him. It doesn't make good business sense, and his audience might start thinking their emperor has no clothes." If he didn't have his screener weed out the intelligent callers he might "tangle with someone with better than the room-temperature IQ he faces every day on the radio; he would be rhetorically eviscerated in short order. "Limbaugh will never place himself in a forum where anyone with a lick of sense can have at him. If he does, he knows, the game is up." Rush mocks people that believe there is a group of wealthy people who run the country for their benefit. "Perhaps because he is a fairly recent member of the Council on Foreign Relations, Limbaugh has taken pains to ridicule those who fear the possibility that there indeed may be people in high echelons of government, banking, and industry who may not have the best interests of the country as a whole, or its citizens, upper-most in mind. The plants they use to produce the electricty are their spare topping plants they put into service during a heat wave condition (to me the weather in Texas is a constant heat wave!) and the State of Texas only allows these plants to be in operation two weeks out of an entire year due to the fact they do not meet the State of Texas' (where environmental regulation properly belongs see the 10th amendment) environmental laws.If these plants are in operation more than two weeks( or whatever the time frame is), Texas imposes tremondous daily fines. What these prices reflect are these fines being paid to the state of Texas. If this expalanation is accruate,Then it looks like it's ok for the people of California to buy electricity that is produced in Texas which excessively pollutes the air (according to Texas), but it is a no no to produce additional electricity in California according to eco-terrorists (except maybe windmills if they do not harm birds or butterflies or maybe some insect, What will the eco-terrorists do if some butterfly or insect is being harmed by these windmills they are promoting?) (May 27, 2001 04:22 p.m. EDT ) - During a time when trembling witnesses and "spectral evidence" could lead to the gallows, Susannah Martin stood accused in the Salem witch trials of 1692 and defiantly laughed at her accusers, one of whom fell into a fit during the trial. "Well I may (laugh) at such folly," Martin told her inquisitors, according to court records. "I have no hand in witchcraft." Ten days later, Martin was hanged on Gallows Hill. Now, more than 300 years after her execution, Martin's descendants are pressuring state lawmakers to exonerate her and four other women caught up in the spiral of fear, recrimination and blood that seized this town along the rocky New England coast. "She was a woman who spoke her mind. She seemed to be quite a hardy person," said Craig Martin, 54, a civil engineer who traces his ancestry back to Susannah Martin. "Anyone who has been wrongly accused of anything ... I can have a lot of emotion for that." Twenty men and women were hanged or crushed to death during the witch fever, fueled by the isolation of colonial Massachusetts, a deep belief in the supernatural and political feuds. Almost as quickly as they began, the executions stopped, just four months after the first hanging. But Massachusetts would spend the next three centuries trying to wrest a moral out of the tale. In 1957, the Legislature approved a resolution exonerating some of the accused witches, including "one Ann Pudeator and certain other persons." Descendants of some of those "certain other persons" want the names of Bridget Bishop, Alice Parker, Margaret Scott, Wilmot Redd and Susannah Martin added to the resolution. "After 309 years, they deserve the ink," said Paula Keene, a Salem public school teacher and amateur historian. "If it were me, I'd want my name written into the law." The witch hysteria began when four young girls, including the daughter of the town's minister, the Rev. Samuel Parris, began dabbling in fortunetelling games with Tituba, a female slave of Parris. When the girls started showing mysterious physical symptoms, the town doctor concluded they were "bewitched." Then the girls began naming people they suspected of inflicting their symptoms. Those who were named initially - including Tituba - lived on the edges of society. In time, however, the accusations spread to more prominent citizens, including Salem Village's former minister, George Burroughs, who was named by the girls as the master of all Massachusetts witches and leader of the Salem Coven. By the end of May 1692, 200 people were jailed under charges of witchcraft. The first to be tried was Bridget Bishop, who had successfully fended off witchcraft accusations a dozen years earlier. When workmen repairing her home discovered "poppets" - dolls stuck with pins or missing heads - in the walls, Bishop's fate was sealed, and she was hanged in June 1692. After Bishop, the pace of executions quickened. In July, five women, including Susannah Martin, were hanged. They were followed in August by five more. A key to the trials was so-called spectral evidence, reports of ghostly presences inflicting torment under the command of the suspected witches. As the executions mounted, spectral evidence came under increasing criticism. Cotton Mather, minister of Boston's Old North Church and initially a believer in witchcraft, began to speak out against it. In September, the largest and last group of accused witches was hanged, including Ann Pudeator, Alice Parker, Margaret Scott and Wilmot Redd. The thirst for prosecutions then waned and the use of spectral evidence was eventually rejected. The trials ended in May 1693, when Gov. William Phips pardoned all remaining witch suspects. Over the centuries, the trials have become obscured by myth, the most enduring being that witchcraft was actually practiced by those accused. More likely, the trials were driven as much by political feuds as fear. "It's absolutely obvious that those who were being hanged were the enemies of the grown-ups or the girls who were doing the naming," said Frances Hill, author of "A Delusion of Satan: The Full Story of the Salem Witch Trials." "The only people in all of this who were innocent were the people who were hanged," she said. One legacy of the trials is the association of Salem and witches. Contemporary Salem features witch museums, witch statues and stores filled with witch potions. Salem itself is known as "The Witch City." Anyway that is our orthodox explanation of 20th century history. But these slogans seem a bit jaded these days. What unifying idea could take their place? Here is one description: Technological advance, which opened the competition for world empire, has finally shrunk our planet into a single neighborhood. Tolerance and understanding between nations are now bare necessities for survival of the human race, and no mere luxury for free thinkers. So where white Christian empires straddled the globe a century ago, racial equality, pluralistic democracy and human rights are the watchwords now Great – except this development did not follow anything like a straight line. The last century also witnessed unparalleled barbarism and slaughter. What went wrong? Let’s step back to the year 1900. A change in the world order loomed as the grip of the British and French empires weakened. On the field were a number of ambitious upstarts - the USA, Germany, Italy, and Japan, and sleeping giants - Russia, China, the colonized continents, with a hundred dreams of nationhood. Britain’s favored strategy was to play the balance of power in Europe. But when the war of succession broke out in 1914, she could not win it, save with American aid. This she was able to obtain - against our people’s better judgment - by manipulating American public opinion. It was the end of European hegemony, the American Century. Yet it was also the Totalitarian Century. Our entry into the war had deeply destabilized Europe. It is well known that the rise of Nazism was due directly to our defeat and humiliation of Germany, the reparations and hyperinflation. But our entry into WWI also triggered the rise of world communism. It kept Russia in the war, giving Bolshevik demagogues the chance to campaign on a peace platform. Hard pressed, the Germans sent their prisoner, Lenin, to Russia to destabilize the enemy on their Eastern front. The sequels were the Stalinist death camps and WWII. For the first time since the Mongol invasion in the 13th century, death tolls were counted in tens of millions. Half the planet – Europe, Japan, Russia, and China, fell prey to totalitarianism. Had we just kept out of it, the European powers would have tired themselves out, and probably succeeded at building the modern structures of peace that started with the League of Nations. On Memorial Day we would obviously rather not think that our boys died in vain, or worse. But we should remember the value of restraint, and that we have a pretty terrible record at setting the world to rights by military might. The business of America is business, not war. As the pre-eminent mercantile and military empire, our interest is stability all over the world. Now the reason for bringing this up is not to rake the coals of 1917, but to take a sharp look at history repeating itself. We need to learn the lesson of 1917 now: leave well enough alone, avoid intrigues, and resist becoming a client of regional powers or lobbies. Our world is not at peace, anti-terrorism measures remind us every time we get on a plane. Our foreign war that makes the world such an unsafe place has been going on against the tiny, pious people of Palestine since 1947 - in fact, since 1917. Jewish historians [1] know that a deal was made in that year between Zionist Chaim Weizman and Her Majesty’s Government: a Jewish state in Palestine (part of Turkey at the time) for US entry in the war on the side of Britain. Augusto Pinochet. May 23, 2001 One of the visitors, U.S. Senator Jesse Helms of North Carolina, chatted amicably with Pinochet and returned to tell the American people that it was a "myth that human rights is a major problem in Chile." The other, Rodrigo Rojas, a 19-year-old Chilean exile who had been living in the United States, died at the hand of Pinochet's security forces after they beat him senseless and set him on fire. The incident received international publicity, and the case of Los Quemados --"The Burned Ones"--became a grisly milestone in the history of Chile's struggle against dictatorship. It also proved to be one of the most controversial chapters in Helms' foreign policy career--a chapter that has been reopened following the declassification of government documents that reveal just how far the senator went in backing the Pinochet regime. "I am not pro-Pinochet or anti-Pinochet," Helms said at the time. But, as he had done since Pinochet seized power in 1973, the Republican senator rose to the defense of the dictator. Ignoring eyewitness accounts that Chilean soldiers had committed the attack on Rojas, Helms vilified the teenager and Carmen Quintana--an 18-year-old Chilean who narrowly survived the same burning--as "communist terrorists." He pushed Pinochet's cover story that the victims had immolated themselves. International efforts to hold Pinochet accountable for his crimes have turned the spotlight on those who bolstered the general's repressive rule. In 1998, after Pinochet was indicted by a Spanish judge for torture and assassination and placed under house arrest during a visit to London, President Clinton ordered government agencies to release all files on human rights abuses in Chile. The administration made thousands of secret documents public in a series of releases, the latest of which was in November 2000. A review of documents released by the Central Intelligence Agency, the White House, and the departments of State and Defense reveals the lengths to which Helms went to support the dictator at a time when Pinochet was being condemned internationally. The records show that even as the Reagan administration pressed Pinochet for a thorough investigation of the burning attack, Helms red-baited and blamed the victims, told the State Department to "drop the sanctimonious attitude," and upbraided the U.S. ambassador to Chile for attending Rojas' funeral. Aides to Helms did not return phone calls seeking comment about his relationship with Pinochet. The release of official documents comes at a time when Helms is considering another senate run (see "Saving the republic," p. 20), and foreign policy analysts say he is trying to soften his image as an uncompromising maverick. He has scaled back his criticisms of the United Nations and recently staged a well-publicized visit to Mexico--a country he had previously slammed as a den of drug corruption. Thad Beyle, a professor of political science at UNC-Chapel Hill, says Helms is adapting his image to the post-Cold War times. "Back in the mid-1980s you had the Russian bear and now you don't have that anymore," Beyle says. "Now [Helms] has got this strategy which makes him look more amenable in a safer world--a world where he can speak more kindly." But the Chile documents offer a grim reminder of the hard-line history behind Helms' kindler, gentler image. They show there was a time when the senator was more than willing to support an authoritarian regime, despite clear evidence of human rights abuses that had led other Republican leaders to distance themselves from it. A shared mission Long before the burnings, Helms had established himself as one of Pinochet's chief advocates in the United States. Helms became a senator in 1973, the same year Pinochet led a military coup against President Salvador Allende. A Socialist who had been democratically elected in 1970, Allende had been targeted by a massive CIA destabilization campaign. Sharing a sense of mission marked by anticommunist zeal, Helms and Pinochet established close ties over the years, sending emissaries to each other and twice meeting personally. Helms stood by the general throughout Pinochet's 16 years as head of state and afterwards as the Chilean declared himself "Senator for Life." Today there are over 18,000 pornographic websites featuring Indians, up from only 4,000 at the beginning of 2001. At least 25 Indian sites feature in the top 500 list of most-visited pornographic websites internationally. All of them provide hardcore pornographic films starring Indians to their subscribers, and offer free two-minute samples to entice visitors. The popularity among Indian websurfers of a particular series is due to their providing hundreds of static images free of charge to lure subscribers to their paid movie sections. In the public interest litigation currently pending before the Delhi High Court, two advocates want all cybercafs and educational institutions to install filtering software on their computers to prevent exposure to inappropriate material that is sexual, hateful, or violent in nature, or encourage activities that are dangerous or illegal. A similar demand was raised in the Child Online Protection Act passed by US Congress in 1998. The American Civil Liberties Union, American Library Association, Electronic Frontier Foundation, Internet Free Expression Alliance, and the student-run organisation PeaceFire challenged COPAs constitutional validity. After the US district court in Philadelphia directed the US Department of Justice not to enforce COPA pending a final ruling, the latter approached the US Supreme Court to resolve the impasse. All the filtering nanny packages commercially available today have severe deficiencies. These compute the percentage of skin colours in a picture, and even the best ones have a success rate of less than 20 percent. No filtering package has yet been developed which can distinguish between pictures of nude people on a porn site and those in a Reubens painting. The American Library Association argued before the Philadelphia court: Given the inherent limitations of available filtering technology, it is practically impossible to comply. Electronic Frontier Foundation added: No filtering product on the market today has anywhere near even a 20 per cent effectiveness rate, which will result in a completely false sense of security. Even blocking textual material based on specified keywords has a success rate of less than 85 per cent. Many pornographic websites also detect the presence of these nanny packages and have developed techniques to bypass them. Most of the pornographic websites created in India are hosted on servers abroad both due to the high bandwidth requirements for transmission of movies and images, as well as the need for secure electronic commerce and credit card transactions. Chennai is the major production centre, followed by Kochi, Ernakulam, Thiruvananthapuram, Coimbatore, Visakhapatnam and Vijayawada. Surprisingly, our moral busybodies have not attempted any action against these websites even though they are committing a criminal offence under Section 67 of the Information Technology Act, 2000, which states: Whoever publishes or transmits or causes to be published in the electronic form, any material which is lascivious or appeals to the prurient interest or if its effect is such as to tend to deprave and corrupt persons who are likely, having regard to all relevant circumstances, to read, see or hear the matter contained or embodied in it, shall be punished on first conviction with imprisonment of either description for a term which may extend to five years and with fine which may extend to one lakh rupees and in the event of a second or subsequent conviction with imprisonment of either description for a term which may extend to 10 years and also with fine which may extend to Rs 2 lakh. Hosting these websites on servers located outside India appears to be no defence since under Section 1(2), the IT Act extends to the whole of India and, save as otherwise provided in this Act, it applies also to any offense or contravention thereunder committed outside India by any person. Further, Section 75 states: (1) Subject to the provisions of sub-section (2), the provisions of this Act shall apply also to any offense or contravention committed outside India by any person irrespective of his nationality. (2) For the purposes of sub-section (1), this Act shall apply to an offence or contravention committed outside India by any person if the act or conduct constituting the offense or contravention involves a computer, computer system or computer network located in India. Moreover, in view of Sections 81 and 61 of the Act, it appears that the creators of these websites are criminally liable under Indian law irrespective of the countries they are residents of and irrespective of where the servers are located. Mr Chipp announced he would come out of retirement to stand for election in order to heal some of the "divisions within the council". During the Gulf War, Mr Chipp helped fan the fear and contempt that many Australians held for Islam and Muslims, exhibiting some of the most extreme Islamaphobia seen during the period. In a 27 January 1991 article (included below) in the Sunday Telegraph, Mr Chipp launched a highly inflammatory tirade against Islam and Arabs - speaking of a "a mysterious religious factor of hate" and suggesting that the US and the West needed to attack "the Islamic enemy on Middle Eastern territory". He also fantasised about being an Israeli strategist - calling for "a retaliatory attack on Saddam of such ferocity and effectiveness that the Arab members of the Coalition would be forced to leave it". At a time when Muslim women were being attacked in the streets of Australia and the Human Rights Commission reported that anti-Muslim attacks had "rocketed" (Telegraph Mirror, 14 February 1991), Mr Chipp attempted to incite the Australian public with the warning that the "millions of followers of Islam" were "prepared to die for Allah" under Saddam's leadership. As history has shown, despite all of Chipps' anti-Muslim rhetoric, none of his claims came to any fruition. As far as we are aware, Mr Chipp has never apologized nor retracted his bigoted and baseless statements. The election of a person who holds such views as these would be a disaster for a city that presents itself as a model of multiculturalism and diversity. Sunday Telegraph - 27 January 1991 ISRAEL SHOULD STRIKE Don Chipp I once served, in an honorary capacity, on the World Board of the International Union against Cancer. Eighty-three nations made up the organisation which helped establish educative programs in under-developed countries and in the mid-'60s I visited Iraq to assist local doctors set up such a program. I am still friendly with the Iraqi surgeon who acted as my host. As we drove through the city square from the airport, the gruesome sight of three bodies hanging there prompted the brief comment from my friend: "Israeli spies". During the next few days I was to hear the phrase "Islamic renaissance" many times. He showed me the education system of Iraq, which I was to discover from visits to other Arab countries, featured a similar theme. It was passionate, manic, illogical and all-consuming hatred, not only of Israel but all Jews and everyone who supported the Jewish state. For example, in primary schools, simple addition and subtraction was not doing using objects such as lemons, apples or bottles on a wall. The counters used were Israelis: "There are five Jews, you kill four ... how many remain?" After the early classes, the inculcation of hatred became more sophisticated to the extent that it was absorbed by otherwise well-educated minds. In assessing the Gulf War, the Western mind has difficulty allowing for this mysterious religious factor of hate. It makes the list of imponderables longer than the total of facts we know or can deduce, using our non-Arab means of perception and our non-Islamic processes of logic. I give some examples. It is not difficult to classify Saddam Hussein as a creature of consummate evil. No further vile acts of human degradation coming from him should surprise us; and yet millions of followers of Islam in Pakistan, Libya, Jordan, Algeria, Egypt and Malaysia are prepared to die for Allah under his leadership. There is a similar wave of hysterical allegiance from the non-Arab nation of Iran: 700,000 of whose young citizens died at Saddam's hands during the Eight Year War. We know the awesome firepower of the US and its allies has mercilessly blasted Iraq for more than a week but we have doubts about the real damage done to his massive and highly sophisticated war machine. For example, despite the horrific raids on Bagdad, its television station is still apparently functioning normally. We know he gets pleasure at the sight of human blood and of human death but is terrified of his own safety. We know the tyranny of his rule makes popular discontent among his people irrelevant but we do not know of internal machinations which could lead to a revolution in the palace. Taliban's Roving Ambassador Syed Rahmatullah Hashmi spoke at many forums during his recent visit. I was there when he spoke at the University of Southern California. In fact the transcript of his talk is available for all to read at our web site. I called my headquarters, I asked them, why are they going to blow the statues, and I talked to the head of the council of scholars of people, who had actually decided this. He told me that UNESCO and an NGO from Sweden, or from one of these Scandinavian countries Norway, Sweden, one of these they had actually come with a project of rebuilding the face of these statues, which have worn by rain. The council of people told them to spend that money in saving the lives of these children, instead of spending it to restore these statues. And these guys said, 'No, this money is only for the statues.' And the people were really pissed off. They said that, if you don't care about our children, we are going to blow those statues. If you were in such a situation what would you do? If your children are dying in front of your eyes, and you are under sanctions, and then the same people who have imposed sanctions are coming and building statues here? What would you do? This account was in fact confirmed by the careful rebuttal from State Department spokesman Richard Boucher on March 20, 2001, who called the allegations inaccurate and self-serving. He could not say that Hashmi was lying and no such incident had taken place before the decision to destroy the statues. Rather his defense was that although the NGO's had gone there with the obscene idea of renovating statues in the midst of death, as Hashmi said, but some other NGOs were also providing some money to the people! Now Mr. Varadarajan is informing us that the offers of money for the protection of the statues were made after the Taliban announced they would destroy the un-Islamic idols. I would like to think that he is merely confused about the later offers of money and ignorant of the original NGO project. But his solemn assertions and air of certainty make one wonder whether his confusion was elsewhere; that while his parents sent him to school to become a lawyer, he got confused and instead became a liar. After having destroyed the character and credibility of the accused, Mr. Varadarajan then proceeds to convict him for a conspiracy to commit genocide. Here again the truth is stranger than fiction. Here is the real story. In Afghanistan, there are laws applicable to Muslims only. The Ministry of Vice and Virtue is responsible for enforcing those laws. As part of the enforcement, they have to catch the violators and bring them to justice. As you can imagine, sometimes non-Muslims, especially Hindus, since they are indistinguishable, get caught unjustly. To avoid that the local Hindus discussed with the Taliban ways of protecting them from such enforcement efforts. That was two years ago. Over this period various proposals were discussed and finally they agreed on the identification badge. The badge would mean that Ministry officials are not to bother the wearer. The identification is only for the purpose of granting exemption where it is due. Is that bad? Ask the Hindu and Sikh community leader in Afghanistan, Inder Singh Majboor, who said they are happy with the ruling. [BBC]. The identification badges have been compared with the Nazi tagging of Jews by a fierce propaganda machine as is done in this article. It is a minor detail that the Hindus who had left Afghanistan during the civil war came back after the Taliban take over, precisely because of the peace and protection they provided. The propaganda machine has been looking very hard for any incident that could be termed as "persecution" and has not been able to find any. If one Hindu had been maltreated by the Taliban that would have been headline news. So much for the tyranny of the Taliban. On the other hand there are some real problem areas in the world today. Perhaps Mr. Varadarajan knows about a country by the name of Israel where the occupation army requires the Palestinians to carry identification cards that identify their religion for the purpose of persecution. Politicians always disappoint me. But I had no idea it would be so soon. Your press conference last Thursday was an abomination. You insist on executing Timothy McVeigh, come hell or high water, June 11 as if there is some magic in that date. You say we have to do that because all the evidence has now been turned over to his defense team. You say there is nothing in the new evidence that could possibly have affected the outcome of the trial. You suggest we can just trust you on all that. Well, pardon me, Mr. Attorney General, but many of us in America don't trust politicians to do the right thing especially when the agencies over which they preside have been obstructing justice and obfuscating the truth for years. I strongly suggest you not become a party to that process lest you wind up with as much respect as your predecessor. Let's suppose the convicted Oklahoma City bomber's defense team doesn't see it the same way you do. Are they just out of luck and out of time? If I was part of that defense team, I would be moving for a mistrial. In fact, I can see no other way to serve justice in this case but through a retrial with all the facts on the table. You are not the judge, jury and executioner in this case. You are merely the attorney general. You are exceeding your authority in this case. You claim the documents previously withheld from the McVeigh defense and the American people represent "less than 1 percent" of the hundreds of thousands of pages of evidence in the case. Big deal. Cases are not won or lost on the basis of the physical weight of the evidence. They are won and lost on the evidence itself. Have you had time to personally review the 3,000 pages of new evidence in this case? If so, I would seriously question how you are performing your other duties. If not, you have assigned these duties to underlings underlings who, I suggest, may well have been involved in the way this case was mishandled from the beginning. "No documents created any doubt about his guilt, let alone established his innocence," you said. Oh, gee, well, golly. Those are nice words. But, let's face it: You don't know squat about this case. You haven't examined the facts. You don't know about the mountains of evidence your own FBI has refused to examine or examined and failed to act upon. Don't make the mistake of trusting those who erred in the past to come clean now. Maybe you think you are just doing the right thing "politically" by getting rid of McVeigh. Maybe you think it will be the popular thing to do. Well, sir, it may be. But try doing the courageous thing. Try doing the right thing. Try to find all the culprits in the Oklahoma City bombing case. Some of them are getting away with murder. You say you've got the word of FBI Director Louis Freeh that the agency "has completed its search and produced every relevant document in its possession." I'm sure Freeh is saying that. I'm sure Freeh is eager to see McVeigh take the rap for this most heinous crime. I'm sure Freeh wants to put all this behind him. But Freeh has bungled this case. Freeh should not be allowed to come within a country mile of the review process. Freeh should be under investigation for his negligence. Did you ask anyone at the FBI why they turned away people like reporter Jayna Davis who tried to provide evidence in the case? She was told they couldn't accept it because it would have to be disclosed to the defense. It sure sounds like the FBI made up its mind about McVeigh's guilt and McVeigh's guilt alone before they ever got started investigating. (May 22,2001) As Israel's primary benefactor on the political, military, and economic levels, the United States has a special responsibility to contain that country's proclivity to engage in aggressive acts against the indigenous peoples of the Middle East. While the new Bush II administration is not displaying the outright hatred for the Palestinians displayed by his predecessor, and while President Bush has not brought Israel's partisans into his government wholesale as the corrupt Bill Clinton had done, this administration is still ultimately responsible for and complicit in the acts of its Israeli protg. As such, the actions of this administration in regard to Israel, whether these are acts of commission or omission, will be registered with the indigenous peoples of the Middle East and compared, first and foremost, with the policies of Bush the father. Until now, Bush the son is failing to live up to his father's own standards, particularly in the area of Israeli settlements. Arabs and Muslims wonder why Bush II has not condemned Israel for its incendiary expansion of settlements in the way that his father did. The Bush I administration explicitly called Israeli settlements an "obstacle to peace" and threatened to withhold its aid until Israel reversed itself. When Israel continued its defiance, Secretary of State James A. Baker III appeared on television and scolded Israel, saying that if it wished to change its mind it could call the telephone number of the White House switchboard, which he gave on the air. Could not this Secretary of State, Colin Powell, with all that moral authority he holds in this country, show the same resolve? Bush II should explicitly condemn settlements as a matter of principle and international law and demand a complete freeze. That freeze should include so-called "natural growth" expansion, which to Arabs and Muslims sounds eerily similar to World War II Germany's lebensraum, or living space. For Israel's existing settlements are "growing naturally" not into empty space, but into occupied Palestinian lands, farms, and villages, and connecting roads - into spaces in which Palestinian families indigenous to those lands are themselves trying to live. Some would say that America should not dictate policy to Israel because it is a US ally. Yet such claims ring hypocritical to Middle Eastern ears, as Washington does not hesitate to dictate policy to Egypt, Jordan, and other regional states in the most derogatory fashion, to states it refers to as its allies. Further, demanding that Israel stop expanding settlements does not require Israel to comply with American dictates per se, but rather with international law as expressed in the Geneva Convention, which explicitly forbids all civilian settlement activity inside occupied territory. Furthermore, one cannot condemn the concept of lebensraum in World War II Germany and yet in the same breath condone Israel's "natural settlement growth" by continuing to lend political, military, and economic support to the state, which is conducting this activity on a daily basis. Nor would it be politically difficult to condemn it: the existence of the Mitchell report and its stance on Israeli settlements provides the administration a safe and open invitation to do so. (Since Sharon assumed office on March 7, 10 percent of all the country's housing starts have been in settlements, and 15 outposts have been set up next to existing settlements.) Arabs and Muslims both in the region and in the United States - Arabs and Muslims who voted for him - have also noticed that Bush II proceeded to embrace the career war criminal Ariel Sharon in the White House, during the first 100 days of his presidency no less. This is a direct insult to all the Palestinian families who saw their loved ones butchered in Sharon's massacres, and by extension, to the entire Palestinian people. Nor are Sharon's war crimes limited to that single episode; we can go all the way back to the 1956 Suez war with Egypt in which Sharon's troops buried thousands of surrendered Egyptian soldiers alive in an act of unspeakable barbarity. The peoples of the region also remember Sharon's bulldozing of entire rows of Palestinian homes throughout the Gaza Strip in 1970, in order to widen the roads to facilitate the passage of Israeli occupation tanks. The administration says it considers Slobodan Milosevich to be a war criminal, yet this declaration rings hollow when one looks at Sharon's war crimes and President Bush's hearty embrace of a career war criminal when he happens to be an Israeli.
