I apologize. I was under the impression that you were saying that the
holocaust was unimportant in the face of all the other destruction that went
on in WWII. Your response was heartening and I realize that you do not think
that. Please forgive my overeager reply. I do not approve of torture or
torment of any people for any reason. I just feel that too many people are
posting anti-Israeli articles that omit the fact that there are definitely
two sides to the problems going on in the middle-east.
Despite my last name, I feel that the arabs have let the Palestinian people
suffer for arab gain. I do have a heart for the Palestinians, but don't see
it as the Israeli's fault. The Jordanians, and other arab countries, could
have absorbed these people decades ago but refused to do in order to create
this very problem. The other arab nations do not want, and never did want,
the nation of Israel to exist. This is their way of fighting it. And judging
by this list, it is working.

What are you talking about?  I guess I might have suffered a tiny bit in WW
II.   The things done to the Jews in Europe by the Nazis were unthinkable.
The films at the end of the war showed such horror that watching them was a
penance.  What could ever make you think I could have approved of that?
The
Nazis were beasts.  The Jews who survived told us that, and there is no
reason for disbelief.  I am not making less of it.  I am making more of it.
Remember, the Jews who survived the Holocaust that seemed to have been
approved by the British and American authorities (not to mention Pope Pius)
are mostly gone now, and in many cases were not treated fairly even by the
Israel whose methods you seem to approve.  Torture and torment are not
exclusive to the Nazis in Germany and the European populations of World War
II.  Torture and torment perpetrated by Israeli against the Palestinians is
no less disgusting.  Torture and torment of a people because of their race
and/or religion is a Nazi characteristic and is abhorrent.  You may approve
of what the Israeli have done and are doing to the Palestinians but I
cannot.

The following commentary by Henry Lamb is offered to any and all interested
parties who would like to know what to look for in their communities in
order to be alert to the United Nations influence on what is happening in
localities across the nation. Henry Lamb is the executive vice president of
the Environmental Conservation Organization (ECO), and chairman of
Sovereignty International. He has been studying UN activities for many years.

Commentary

When SD comes to your town

SD is Sustainable Development, and it has probably already permeated your
town, county, and state. It was conceived at the 1987 U.N. Conference on
Environment and Development, and entered the world at the 1992 U.N. Conference
on Environment and Development, in the form of Agenda 21. Since then, it has
infested nearly 150 nations, including the United States.

The symptoms are unmistakable. Tell-tale terms begin appearing in local
newspapers and local newscasts: urban sprawl; open space; brownfields; infill;
bike paths; public transportation; visioning process; consensus; and
somethingorother-2000. Then there are reports about results of visioning
process. Finally, there is a plan. Suddenly, your town is a Sustainable
Community.

Typically, the plan for your sustainable community will be named Yourtown
2020, or something similar [maybe Region 2020], it will embrace several
political jurisdictions, involve a commission or council with some
measure of authority to oversee the implementation of the plan, and it will
contain several components that are remarkably similar to all the other
sustainable communities around the country. Virtually all of the components
come from recommendations contained in Agenda 21.

The plan is designed to limit urban sprawl; preserve open space; infill
dilapidated brownfields with public/private partnership projects; provide bike
paths and improve public transportation; and do it all in a coordinated
fashion
with all the other political jurisdictions in the region.

What could possibly be wrong with this objective or the process that brings it
about?

Much! To begin with, the concept of sustainable development and sustainable
communities, completely disregards a fundamental principle of freedom that has
been honored in the United States since before our country was founded: a
person should be able to live wherever he chooses to live. In a sustainable
community, a person can live where he chooses to live - as long as it meets
the
approval of the governing body.

Many sustainable community plans go much further than defining where a person
cannot live; they often define the size of the home, the type of materials
that
may be used to construct the home, and even the type of landscaping that may
be
used. These restrictions are imposed, ostensibly, to protect the environment.

The individual's right to live wherever he chooses is rarely given any value
at
all. When the question is raised, it is often disregarded in the belief that
the so-called public good outweighs the individual's rights.

This belief assumes that growth limits are a public good. We challenge this
assumption. Growth in a community is evidence of economic expansion propelled
by a free market. If a person chooses to live ten miles from town, he must
acquire the land, build a home, provide transportation, and whatever services
he requires.

The argument in support of a growth boundary says that if the person is
required to build within the growth boundary, the public will be spared the
expense of providing roads and utilities, and the avoided travel will reduce
the demand for fossil fuels and the pollution from automobile use.

This argument sells well, but it is not valid. The roads and the utilities are
paid for by the segment of the public that uses them - not the public at
large.
If people choose to live ten miles from town, they do so fully aware of the
costs they must incur to satisfy their desire. Why should the desire of these
people be less valid than the desire of others who think they should not live
where they choose?

Open space is the great bugaboo. We have to preserve open space for future
generations, is the oft-quoted reason for growth limits. Open space is a
wonderful asset for any town or community. The park systems in Chicago, and in
many other cities can certainly be described as a public good. But should a
city or county own land that is not a public park, just land - owned for no
other reason than to insure that it is not

No matter what anyone's name is or their cultural heritage, an unbiased view
is required.  It is one of the most difficult challenges there is.  No matter
who we are, we all fall into some kind of groups--age, sex, religion,
politics are just a few.  It
takes some long meditation sometimes to see the other side.  And then as one
member of a group that I am part of says, The other side has another side.

The situation in the Middle East is not the fault of the Israeli, but it is
not the fault of the Palestinians either.  As I see it, the fault lies in two
places.  First of all the bad consciences of the allied leaders at the end of
WWII and then in the decisions of some highly placed Israeli leaders who
decided that they were not going to share the homeland they had finally
gotten their hands on.  Different religions, tribes, and cultures have
existed side by side in the area that is now Israel since the beginning of
time, sometimes under the yoke of conquerors, sometimes as ruling, sometimes
as subject factions.  Today's politics do not seem to allow such
co-existence.

As for the arabs of Jordan and other places taking in the arabs of
Palestine.  That is not realistic.   Would you expect the United States to
take in the population of Canada or vice versa if say China took over one or
the other of those countries tomorrow and said to the present population, We
don't want you here.?

The arabs as you call them are not all the same religion.  Many are
Christian (but of many different types of Christian worship) and the Moslems
may be any one of several Islamic factions.  They do not necessarily speak
the same languages.  Even in Turkey, it is common for one small community to
have four languages present.  And little, money-strapped Turkey was one of
the few places where the Pesmergah, Kurdish refugees from Iraq, were welcomed
and provided for.   Would Mexico welcome the population of Nicaragua?  One
country cannot take in the population of another just to make things more
comfortable for a take-over.

I see no good resolution for the situation in Israel.  The Israeli are very
determined, very powerful and they have powerful friends.  They will win, and
the Palestinians will gradually cease to be.  They cannot be absorbed or even
allowed to exist.  The terrible things that are happening to the Palestinians
will not stop until there are no more Palestinians or the small remnant of
them who survive will exist as the Ainu do in present day Japan--a kind of
quaint reminder of another time.  One cannot blame the Israeli for their
actions in this matter any more than one can blame the citizens of the United
States for taking their country from the Native Americans who were its
citizens when their ancestors landed on these shores.  This kind of thing is
the normal human endeavor.  We know that power is not going to be shared.
What actually bothers me is the vilification of the Palestinians.  To hear
insults heaped on a people whose main flaw is that they have been relieved of
their country is a hard thing to countenance.   To know that the torture and
torment of these people brings pleasure to others is even harder to endure.
Life has always been and will always be a brutal struggle.  The strong must
win.  It is not necessary to enjoy the defeat of the vanquished.   Prudy

To spell it out for you- I don't hate "all Jews"...I don't really "hate"
anyone, I quite dislike the ethnic cleansing that the Zionists in Israel are
carrying out and I frankly think that the historic ties between the Zionists
and Hitler are something that has been suppressed for too long.

I'd read Sharon's book as a curio, he after all is one of the worst offenders
of his movement and clearly a war criminal.

Behind Israeli assassination policy: Sharon seeks pretext for military
onslaught

After a five-hour meeting Wednesday, the Israeli war cabinet has reaffirmed
the policy of systematically targeting Palestinian leaders and militants for
assassination, in the face of outraged protests on the West Bank and Gaza
Strip, and growing international criticism.
The decision came after the bloodiest week of violence in nearly two months,
with a marked escalation of the intensity of Israeli military attacks on
Palestinian targets. In the worst incident, eight Palestinians, two of them
small boys, were killed July 31 when Israeli missiles slammed into a building
used by the Islamic militant Hamas organization in the city of Nablus on the
West Bank.
The location was not a “bomb factory”—the usual pretext given by the
Israelis for such a strike—but a building where Hamas political leaders meet
and the group administers social welfare services. Two of the principal
leaders of the group, Jamal Mansour and Jamal Salim, were decapitated
instantly by the missile blast, along with three aides and a journalist who had
come to interview them for the official Palestinian newspaper Al-Hayat al-
Jedida. Witnesses described the room hit by the missiles as a charnel
house of charred flesh, blood and body parts, as every person present was
killed.
Two young boys, brothers Ashraf and Bilal Khader, were killed by shrapnel
as they stood in front of the building waiting for their mother. The Hamas
facility is in the center of the city in a densely populated neighborhood where
any attack using heavy weapons would be sure to produce additional
casualties besides those specifically targeted for murder.
It was fourth such mass-assassination attempt by Israeli forces in four days.
On July 28, helicopter gunships fired missiles at a building in the Khan
Younis refugee camp on the Gaza Strip, wounding several people. On July
30, helicopter gunships destroyed the Palestinian Authority police
headquarters in downtown Gaza City, wounding seven policemen. Israeli
spokesmen claimed the building was a workshop producing arms for
terrorists. The same day six Palestinians died in a huge predawn explosion
which destroyed an auto parts shop near Jenin, outside Nablus.
Palestinian sources said the six men had been targeted and killed by Israeli
tank shells, but the site was so heavily damaged that it was impossible to
determine the exact cause. Israeli government sources claimed that the
blast was a car bomb that detonated prematurely. All six men were
members of the Aksa Brigades, an armed unit of Palestinian Authority
President Yasser Arafat’s Fatah organization. Three were named on a
wanted list issued by the Israeli government.
Reaction at home and abroad
The assassinations sparked the largest outpouring of mass protest on the
West Bank since the beginning of the intifada last September. As many as
100,000 people marched in Nablus Wednesday in the funeral for the
murdered Hamas leaders and the two small boys, amid cries for revenge and
threats of renewed terrorist attacks within Israel. The Palestinian Authority,
which had jailed the Hamas leaders several times in the past, declared two
days of official mourning.
Israeli officials gloated over the outcome of attack. Prime Minister Ariel
Sharon said, “Today is a day of one of our most important successes.”
Interior minister Uzi Landau declared, “Such attacks must continue, and
more intensively.” Another cabinet minister, Ephraim Sneh, said, “I’m very
glad that we succeeded in hitting the head of the snake, not the tail.”
Despite this rhetoric, however, a five-page summary of allegations against
Mansour and Salim, distributed to foreign correspondents by the Israeli
government, provided no concrete evidence to back the claim that the two
victims were engaged in the planning of terrorist operations. They were not
underground conspirators but rather public figures, opponents of the Oslo
peace agreement which established the Palestinian Authority, frequently
seen by the populace of Nablus at funerals, rallies and other political events.
Yossi Sarid, one of the few members of the Israeli Knesset to criticize the
attack, pointed out that the killing of the two Palestinian boys was not an
accident, but an inevitability. “When you give an order to shoot missiles at a
seven-story building in the middle of a crowded city,” he said, “there has to
be a real miracle not to hit innocent people.” He added that despite support
for such assassinations by many Israelis, the policy was completely
counterproductive. “Perhaps Israel’s citizens should be told the brutal truth,”
he declared. “Even when we assassinate a terrorist, we create with our very
hands 10 new terrorists in his place.”

USDA Says Yes to Terminator

It's official. The US Department of Agriculture announced this week that
it has concluded negotiations to license the notorious Terminator
technology to its seed industry partner, Delta  Pine Land (DPL). As a
result of joint research, the USDA and DPL are co-owners of three patents
on the controversial technology that genetically modifies plants to
produce sterile seeds, preventing farmers from re-using harvested seed. A
licensing agreement establishes the terms and conditions under which a
party can use a patented technology. Although many of the Gene Giants hold
patents on Terminator technology, DPL is the only company that has
publicly declared its intention to commercialize Terminator seeds. (for

USDA's decision to license Terminator flies in the face of international
public opinion and betrays the public trust, said Hope Shand, Research
Director of RAFI. Terminator technology has been universally condemned by
civil society; banned by international agricultural research institutes,
censured by United Nations bodies, even shunned by Monsanto, and yet the
US government has officially sanctioned commercialization of the
technology by licensing it to one of the world's largest seed companies,
explains Shand.

USDA's role in developing Terminator seeds is a disgraceful example of
corporate welfare involving a technology that is bad for farmers,
dangerous for the environment and disastrous for world food security,
adds Silvia Ribeiro of RAFI. Terminator has been universally opposed as an
immoral technology because over 1.4 billion people, primarily poor
farmers, depend on farm-saved seeds as their primary seed source.

Michael Schechtman, Executive Secretary to USDA's Advisory Committee on
Agricultural Biotechnology, made the official announcement regarding the
licensing of Terminator at the Committee's August 1 meeting. The 38-member
Advisory Committee, established during the Clinton administration, was
created to advise the Secretary of Agriculture on issues related to
growing public controversy over GM technology. Because of overwhelming
public opposition to USDA's involvement with Terminator, the issue became
a top priority for the Advisory Committee. USDA officials admitted last
year that the Agency had the option of abandoning patents on Terminator,
but chose not to do so. Although many members of the Biotech Advisory
Committee urged the USDA to abandon its patents and forsake all further
research on genetic seed sterilization, the USDA steadfastly declined. The
official statement released by USDA this week states that the Agency had
a legal obligation to license the technology to DPL.

In a lackluster attempt to quell its critics, the USDA pledged to
negotiate licensing restrictions on how the Terminator technology could be
deployed by Delta  Pine Land. In the end, the restrictions negotiated by
USDA are meaningless, concludes Michael Sligh, RAFI-USA's Director of
Sustainable Agriculture, and member of the Biotech Advisory Committee.
According to Sligh, USDA's promotion of Terminator technology puts
private profits above public good and the rights of farmers everywhere.
Sligh spearheaded efforts amongst Advisory Board members who urged the
USDA to abandon Terminator.

USDA places the following conditions on DPL's deployment of Terminator:

_ The licensed Terminator technology will not be used in any heirloom
varieties of garden flowers and vegetables and it will not be used in
any variety of plant available in the marketplace before January 1,
2003.
 (RAFI's comment: In other words, Terminator will not be commercialized,
at the earliest, until 2003 - only 17 months from now. To suggest that
USDA is protecting heirloom varieties from genetic seed sterilization
technology is ludicrous. There's no money to be made on genetic
modification of heirloom vegetables and flowers. The seed industry aims to
engineer seed sterility in major crop commodities - especially those crops
that have not been successfully hybridized on a commercial scale such as
soybeans, rice and wheat.)

_ USDA scientists will be involved in safety testing of new varieties
incorporating the GM trait for seed sterility, and a full and public
process of safety evaluation must be completed prior to regulatory
sign-off by USDA.

In a major surrender to Israeli diplomatic pressure, BBC officials in
London have banned their staff in Britain and the Middle East from
referring to Israel's policy of murdering its guerrilla opponents as
assassination. BBC reporters have been told that in future they are to
use Israel's own euphemism for the murders, calling them targeted
killings.

BBC journalists were astonished that the assignments editor, Malcolm
Downing, should have sent out the memorandum to staff, stating that the
word assassinations should only be used for high-profile political
assassinations. There were, Mr Downing said, lots of other words for
death.

Up to 60 Palestinian activists  and numerous civilians, including two
children killed last week  have been gunned down by Israeli death squads
or missile-firing Israeli helicopter pilots. The White House has gently
chided Israel about these attacks, but already this week the BBC has been
using the phrase targeted attacks for the policy of murder. The
Palestinian killing of Israelis, however, is regularly referred to
accurately  as murder or assassination.

Mr Downing's memorandum suggests that the murder of a leading Israeli  the
late prime minister Yitzhak Rabin, killed by an Israeli extremist  is
worthy of the word assassination while the killing of Palestinians is
not.

The memo apparently says that assassination can only be used sparingly
and with attribution. The ban resulted from a discussion between Mr
Downing and Vin Ray, deputy head of newsgathering at BBC World TV. Israeli
diplomats have been lunching with BBC officials and complaining that the
corporation's coverage was anti-Israeli and pro-Palestinian.

The Israeli murder campaign is, in fact, far from targeted. In the first
such killings, two middle-aged Palestinian women were killed. After the
initial reporting of the incident, the BBC dropped all reference to the
female victims.

Cops tap database to harass, intimidate
Misuse among police frequent, say some, but punishments rare

Police throughout Michigan, entrusted with the personal and confidential
information in a state law enforcement database, have used it to stalk
women, threaten motorists and settle scores.

Over the past five years, more than 90 Michigan police officers,
dispatchers, federal agents and security guards have abused the Law
Enforcement Information Network (LEIN), according to a Free Press
examination of hundreds of pages of LEIN records and police reports.

In many cases, abusers turned a valuable crime-fighting tool into a
personal search engine for home addresses, for driving records and for
criminal files of love interests, colleagues, bosses or rivals.

Even police are vulnerable to having their privacy violated. Former Center
Line Police Chief Adam Garcia's name was run through the LEIN by one of his
own officers when he took the job in June 1998. Garcia said his record was
clean and he had nothing to hide.

It was meant to harass and intimidate me, Garcia said. And to let me
know that they knew all about me when they weren't supposed to know.

Police said they think the system, which is used to make about 3 million
background checks each month, is more widely abused than anyone knows.

I wouldn't doubt that it happens very often, said Lawrence Carey, who
retired this month as Plymouth Township's police chief. A lot of them are
taken care of internally.

Since 1967, the LEIN has been a powerful weapon in the fight against crime.

Using the FBI's National Crime Information Center, Michigan Secretary of
State vehicle registrations and driving histories, and other databases, the
LEIN can tell police whether someone is wanted on an arrest warrant, is a
sex offender, was reported missing, or is deemed dangerous.

Police can find out where someone lives as well as confidential information
such as whether the person applied for a concealed weapon permit or has a
suppressed juvenile record.

All it takes to access someone's detailed personal information is their
name or license plate number. Sometimes, one officer will have another
officer run a questionable LEIN check for them, possibly as a way of
avoiding detection. Despite rules limiting LEIN use to law enforcement
purposes, police told the Free Press their colleagues use LEIN to check out
attractive people they spot on the road.

I'm not going to be so naive as to say an officer hasn't seen a pretty
girl and run her plate, said Carey, who also was once chief in Troy.

Former Memphis Police Chief Phillip Ludos said the practice is so common it
is known simply as Running a plate for a date.

Unwanted interest

Part-time Memphis police officer Scott Woods -- also known by his Internet
nom de plume, BRN 2B NAKED -- used the LEIN to find out personal
information about a woman he met on the Internet around March 1999,
according to Memphis police reports.

Woods, who was also working as a Macomb County Jail guard, asked a friend
in Detroit's 9th (Gratiot) Precinct to get information on a St. Clair
Shores woman, according to a Memphis police incident report and Macomb
County sheriff's investigation report.

Woods began corresponding with the woman, and over the course of two months
told her he was a widower raising a baby daughter. The woman told the Free
Press she was afraid to talk about the case and did not want her name used.

According to police records, the woman gave Woods her phone number and
arranged to meet him after work one night.

But instead of going on a date, Woods sat outside her workplace in his
sport-utility vehicle, the woman told police. She said she waved Woods in,
but he just sat there.

Woods later told the woman he had followed her home the night before,
according to police records. He called her by her middle name, which she
had not told him. He described her height and weight. And he went on to
call her at home and work up to three times a day, according to police and
sheriff's records.

Woods declined to discuss the case. It's something from my past, he said.
That was all blown out of proportion.

Ludos, who was Memphis chief at the time, said Woods confirmed the woman's
account when confronted.

Ludos said he fired Woods from the Memphis force for conduct unbecoming an
officer in 1999. He resigned from the Sheriff's Department.

Sharing LEIN information is a misdemeanor in Michigan, punishable by up to
90 days in jail and a $500 fine, upon conviction.

From Benefactor to Foe

Hamas emerged in the 1980s as an offshoot of the old Muslim Brotherhood, a
militant organization founded in Egypt in the 1920s.

Equipped with a tough fighting arm, the Muslim Brotherhood fought Israel in
the 1948 war. Their guerillas also helped oust the British from their
occupation of Egypt in the early 1950s.

Today, the Brotherhood is formally outlawed in Egypt but continues to be
influential in Jordan, where it lives on as Hamas.

Israeli authorities initially encouraged and secretly aided Hamas in the
1980s as a useful religious counterweight to Arafat's more secular
Palestinian Liberation Organization (PLO) in Gaza.

But Hamas turned against its Israeli benefactors during the first intifada
in 1987. With the help of Muslim Brotherhood cadres, it created its
fighting and terrorist wing, named the Izzedine al-Qassam Brigades after
the Palestinian leader who fought the British occupiers of Palestine in the
1930s.

Today, the organization continues to provide social and community services
including the operation of schools and hospitals in the West Bank and Gaza.
Hamas is especially popular in Gaza, where the economic conditions are
worse than the West Bank.

A Challenge to Arafat

Although Hamas poses a challenge to Arafat's leadership, the aging
Palestinian leader has been careful not to antagonize the organization
fearing the wrath of Hamas' tens of thousands of supporters and
sympathizers.

On its part, Hamas remains opposed to the Oslo peace process and in the
run-up to the 1996 Israeli elections, launched heavy suicide attacks in
Israel, killing 56 Israelis.

Their bloody attacks helped to elect hard-line Likud party leader Benjamin
Netanyahu as prime minister.

Like Netanyahu, Sharon has consistently and successfully used peace with
security as a campaign slogan. But the election slogans have quickly faded
into violence as Sharon's government, now committed to assassinating active
Hamas and other Palestinian resistance leaders, threatens to bring the
tottering Middle East peace initiatives to the brink of all-out war.

If it doesn't happen today, it will happen tomorrow, the Israeli
policeman said. I could hardly disagree. The Eged buses were driving
through Jerusalem empty yesterday and the Israeli soldiers above the
Damascus gate were crawling beneath bus shelters to examine paper bags.

When Hamas talks about revenge, it usually means what it says.

But I couldn't help asking the policeman why  if retaliation was such a
certainty  the Israelis had murdered the Hamas men earlier in the week? He
shrugged. It is a war and we know what war is. You don't need to worry.
This is safer than London.

But it's not. Only a day earlier, a bus driver called Menashe Nuriel, en
route from Jerusalem to Kiryat Shmona, stopped to pick up a 17-year-old
Palestinian who was carrying a bomb. He thought the youth looked
suspicious, noticed wires coming from a bag in his hand and wrestled him
off the bus while the 46 passengers looked on in astonishment. The bag
contained three 81mm mortar shells and explosives and could have killed
every passenger aboard. According to Mr Nuriel, the youth seemed a little
weird ... stoned.

Will the next bomber to stop a bus find a driver as smart as Mr Nuriel?
That, of course, was the police officer's point as cops and border police
lounged in their dozens outside the walls of Jerusalem's Old City.

A few Palestinian boys cursed them  16 youths were arrested  but if the
Israeli police presence had not been so massive, the Palestinian crowds
would assuredly have been smaller. Blue and green uniforms attract anger
and scorn in equal measure.

So do the press. A Palestinian baker walked up to me, hurled his entire
tray of rolls onto the road and then threw the tray at me. You people
live off our suffering, he screamed. F--k your sister!

There were, it's true, a few mild signs that the Palestinian Authority is
trying to prevent more bloodshed. Tanzim militiamen are on the streets of
Beit Jala each evening to stop freelance Palestinian gunmen firing at the
settlement of Gilo  built on Beit Jala's land  and thus prevent Israel's
usual revenge: tank fire into the Palestinian village. Palestinian
newspapers are also urging an end to suicide attacks inside Israel. The
Palestinian news agency Wafa  whose rhetoric is as awful as it was during
the 1982 Israeli siege of Beirut  has run an editorial calling for an end
to military aspects of the intifada.

In one paragraph, the agency declared: We have to admit that no matter
how many casualties we may cause the Israelis, we will not be able to win
the war against them, and threatening the Europeans and the US is a
foolish step that will affect us negatively.

Although they may be wise words, they will not be heeded. A hundred
thousand Palestinians turned up for the funerals in Nablus this week,
mourning two children killed during the attack on Hamas. They had no
doubts about what they wanted: retaliation.

Telling the Palestinians to throw shoes and stones rather than bombs at
the Israelis  as Wafa advised  is unlikely to cut much ice. Like the cop
said, if it doesn't happen today...

connections to organized crime) and Holy Joe Lieberman (boy that
Bronfman sure got around for this poor kid whose father drove a bakery
truck went to Yale)and such is the way with 5 and 6 point gangs

It seems Holy Joe is worried about Ameica's industry being put a risk -
what industry, it has all moved to Mexico or into other third world
countries for cheap labor?

Worried about industy?   Where were they when Marc Rich was stealing
from the Americans and attempting to destroy the Steel Workers Union -
their mission by the way was accomplished over the years.

Only person who gave a damn about the Steel Mills was J. Traficant and
the  feds want to send him up the river as their scape goat?   While J J
Cafara who gives big bucks to both parties, in an attempt to keep  out
of prison, after selling out Traficantsure am curious about this
Cleveland connection and Cafaro's connection to Klingle Park - where
little Chandra had pulled up directions to same on her web - or was it
someone else looking for a place to dump some waste material - lots of
constuction going on in this area -

stance on global warming.

WASHINGTON, Aug. 3 —  Republican Sen. John McCain (Ariz.) and
Democratic Sen. Joseph I. Lieberman (Conn.) yesterday jointly called for
a plan to require all U.S. power plants and industries to reduce their
emissions of carbon dioxide and other greenhouse gases, the latest sign
of congressional unrest with President Bush's handling of global
warming.

leader in environmental affairs and places U.S. industry at risk.'

       THE ANNOUNCEMENT from two of the Senate's leading figures
follows a unanimous vote in the Foreign Relations Committee this week
urging Bush to return to the bargaining table this fall with specific
proposals for a new binding international global warming treaty.
       While most senators agree with Bush that the 1997 Kyoto
protocol aimed at reducing greenhouse gas emissions is a bad deal for
the United States, many sharply disagree with his refusal to negotiate
an alternative pact with U.S. allies. On July 23, negotiators from 178
countries adopted rules for implementing the Kyoto treaty — but
without U.S. participation — and Lieberman and McCain joined a growing
chorus of lawmakers urging Bush to reconsider his stance.
       I have been extremely troubled by the failure of our
government to engage on this crucial issue, Lieberman said in a floor
speech. I believe this failure abdicates the United States' position as
a leader in environmental affairs and places U.S. industry at risk.
       
A SENATE REPUBLICAN FIRST
        'The United States has a responsibility to cut its
emissions of greenhouse gases. The current situation demands leadership
from the United States.'

       McCain became the first Senate Republican to propose such
an aggressive approach to controlling greenhouse gas emissions, which
scientists say trap heat in the atmosphere and contribute to global
warming. It was a dramatic evolution in his thinking since his
unsuccessful challenge to Bush in the 2000 campaign, when McCain
initially questioned whether global warming was a real problem. Since
then, the maverick conservative has held a series of Commerce and
Science Committee hearings highlighting the need for swift action while
Bush has largely called for more research.
       Given the fact that United States produces approximately
25 percent of the total greenhouse gas emissions, the United States has
a responsibility to cut its emissions of greenhouse gases, McCain said
in a floor speech. The current situation demands leadership from the
United States.

nominee last year and a potential presidential candidate in 2004, said
they intend to introduce legislation later this year that would set an
economy-wide cap on U.S.

  MONEY TO PAY FOR REFUND CHECKS

 WASHINGTON - 07.30.01 | Noting the Treasury Department's
 announcement today that it will need to borrow a net $51 billion in this fiscal
 quarter in part to pay for tax rebates included in the recently enacted tax
bill,
 Rep. Charles B. Rangel (D-NY) warned today that the bill poses short and long
 term threats to reserves committed to providing promised Medicare benefits.

 The government is bleeding red ink again. Thanks to the fiscal discipline of
 the Clinton Administration, we had thought that the era of big deficits was
over.
 Well, thanks to the gimmicks the Republicans played in the big tax bill,
deficits
 are already back. It will be difficult for Democrats to resist saying 'I told
you so',
 said Rep. Rangel.

 In April, the Treasury Department had said it expected to pay down about $57
 billion in debt held by the public in the July-September quarter, according to
 published news reports. However, the large tax cut pushed through by President
 Bush included shifts in corporate tax-due dates and $38 billion in refund
 checks that Republicans added to the tax bill in the last days before passage
to
 make the larger bill seem more palatable to a skeptical public.

 The whole Republican rationale for passing such a big tax cut is that we
 needed to send the surpluses back to the people. How ironic is it that we are
now
 borrowing from the people in order to pay them their checks? said Rep. Rangel.
 Unfortunately, this is just the beginning. The Republicans are already writing
 confidential memos that acknowledge that the economic slowdown, Republican
 budget plans, and the Bush tax cut will force a raid of the Medicare and Social
 Security surpluses.

 Rep. Rangel was referring to a memo obtained by the BNA news organization
 and reported on in July 27th's Daily Report for Executives. According to that
 report, the internal Republican memo said: We are possibly already into [the]
 Medicare [Part A] trust fund this year and every year through FY05 ... We
also
 are very close to touching the Social Security surplus in FY03.

  According to published reports, corporate tax revenues received by the
 Treasury have fallen behind those from last year. Rep. Rangel pointed out that
 whatever errors there are in short-term projections are likely to extend into
later
 years.

 This information already calls into question the rosy economic forecasts
 which President Bush used to justify a bloated and back-loaded tax bill. If we
can
 not even pay for the first year of the bill without endangering the Medicare
trust
 fund, we'll be in big trouble when the revenue losses increase dramatically in
 future years.

Palestinian survives missile attack


Barghouti's bodyguard was injured in the Israeli attack

A leading Palestinian activist in the West Bank, Marwan Barghouti, has
narrowly escaped with his life after Israel launched a missile strike on a
convoy of cars he was travelling in.
One of two missiles fired hit a bodyguard's car in front of Mr Barghouti,
who heads Palestinian leader Yasser Arafat's Fatah movement in Ramallah.



This is a new crime after the massacre at Nablus. It is clear this is
all-out war

A shaken Mr Barghouti was immediately helped away from the scene by his
bodyguards, witnesses said.

Palestinian officials said it was the latest in a series of Israeli attempts
to assassinate prominent local activists and militants in the West Bank and
Gaza.

The Israeli army made no immediate comment on the incident, but Israeli
security sources quoted by Reuters said missiles had been fired at the
convoy from the nearby Jewish settlement of Psagot.

The target was the car of Muhanad Abu Halaweh, a member of Mr Arafat's
presidential bodyguard Force-17, the source said.



Passengers were able to leave the car before it was hit

Mr Barghouti later told Associated Press that he and his companions might
have been killed, if the first missile had not given them time to run away
from the car.

This is a new crime after the massacre at Nablus, Mr Barghouti said,
referring to a strike on Tuesday which killed eight Palestinians including
two Islamic militant politicians and two young boys.

It is clear this is all-out war. They are trying to silence the fires of
the intifada. But our response will be to escalate the resistance.

Lucky escape

The cars had reached Mr Barghouti's offices in Ramallah when the first
missile hit the road directly in front of the first car. The second missile
scored a direct hit, reducing the car to a metal frame.

An eyewitness saw Mr Barghouti's entourage passed in front of his house just
before the attack.

Marwan came down the road in his jeep and waved at us, as soon as he got to
the end of the road I saw a missile flying towards me, said Khalid Eisa.



Barghouti's popularity has grown in the latest Palestinian uprising

We heard the second one and ran up to the house, people began shouting,
that's all I remember, he added.

Hospital sources said say one of Mr Barghouti's aides sustained burns to the
face and an elderly man who was walking nearby was also injured.

Marwan Barghouti's reputation as a hardline opponent of Israel's occupation
in the West Bank and Gaza has grown since the beginning of the latest
Palestinian intifada, or uprising.

He first emerged as a popular student leader during the first intifada
between 1987 and 1992 and has been tipped by some commentators as a possible
successor to Yasser Arafat.

BBC staff are told not to call Israeli killings 'assassination'

In a major surrender to Israeli diplomatic pressure, BBC officials in London 
have banned their staff in Britain and the Middle East from referring to 
Israel's policy of murdering its guerrilla opponents as "assassination". BBC 
reporters have been told that in future they are to use Israel's own 
euphemism for the murders, calling them "targeted killings".

BBC journalists were astonished that the assignments editor, Malcolm Downing, 
should have sent out the memorandum to staff, stating that the word 
"assassinations" "should only be used for high-profile political 
assassinations". There were, Mr Downing said, "lots of other words for death".

Up to 60 Palestinian activists – and numerous civilians, including two 
children killed last week – have been gunned down by Israeli death squads or 
missile-firing Israeli helicopter pilots. The White House has gently chided 
Israel about these attacks, but already this week the BBC has been using the 
phrase "targeted attacks" for the policy of murder. The Palestinian killing 
of Israelis, however, is regularly referred to – accurately – as "murder" or 
"assassination".

Mr Downing's memorandum suggests that the murder of a leading Israeli – the 
late prime minister Yitzhak Rabin, killed by an Israeli extremist – is worthy 
of the word "assassination" while the killing of Palestinians is not.

The memo apparently says that "assassination" can only be used "sparingly" 
and with "attribution". The ban resulted from a discussion between Mr Downing 
and Vin Ray, deputy head of newsgathering at BBC World TV. Israeli diplomats 
have been lunching with BBC officials and complaining that the corporation's 
coverage was anti-Israeli and pro-Palestinian.

The Israeli murder campaign is, in fact, far from "targeted". In the first 
such killings, two middle-aged Palestinian women were killed. After the 
initial reporting of the incident, the BBC dropped all reference to the 
female victims.

I write today as an Orthodox Jew with a broken heart. Perhaps it provides me
with just a taste of the pain of holy prophets such as Jeremiah and Isaiah
who were voices in the wilderness as so many around them ignored their calls
to repentance. Needless to say, I am far from being a prophet or any kind of
holy man, but my heart is broken anyway, especially with a sense of
powerlessness in the face of overwhelming odds. My only consolation is that
G-d is watching everything and will change everything in a heartbeat. My
heart is broken to see the sacred honor of the Jewish Religion torn into
shreds by the wicked Zionist apostate criminals.

My heart is broken to see the worst possible crimes being committed in the
name of the Jewish People and the Jewish Religion against our relatives,
other descendants of Abraham, the Palestinian People.

My heart is broken to see the crimes, too numerous to express, committed by
those Jews whose Jewish souls have been transformed into souls of savages.

My heart is broken to see so-called "rabbis" who are actually nothing more
than puppets for their non-religious Zionist paymasters speak the most vile
lies in the name of Judaism. They are not the spokesman for the Jewish
People. They are wicked collaborators of the Zionist regime.

My heart is broken to behold how far so many of the Jewish People have fallen
into Zionist brainwashing and addiction, and how they have been cut off from

My heart is broken to see the holiness of the Holy Land defiled by idolatry

My heart is broken that so many fellow-Jews cannot perceive the original
cause of all the problems of Palestine, and how easily they can all be
repaired.

German soldiers have been told to use lavatory paper sparingly because
the armed forces are trying to save money.

A Defence Ministry spokesman said: Lavatory paper is not always used
just in the lavatory, it is often also used to wipe things up. We are asking
people to think before they wipe.

The UK Metropolitan Police service (Met) would like to see the introduction of one or 
more less-lethal weapons by the end of this year, the force has confirmed.

The Met said the weapons, which could include the Air Taser or other electrical 
devices, could be carried in the vehicles of patrolling firearms teams as a 
less-lethal complement to their existing weapons. It said the Tasers could also be 
used by officers in the Tactical Support Group.

Tasers are one of a number of weapons that could form a short list of less-lethal 
weapons, due to be drawn-up later this year, said the Home Office.

A Home Office spokeswoman said the research into non-lethal weapons was continuing. 
'We are drawing up a shortlist of the non-lethal weapons which will be ready later 
this year. The work is being carried out in conjunction with ACPO [the Association of 
Chief Police Officers] and the Northern Ireland Office. Northamptonshire Police and 
the Met are certainly interested in the initial results.'

According to the Home Office, Tasers have been used by hundreds of police departments 
in the United States since the 1970s. The Taser fires barbs into the body, down which 
electrical current is passed. Muscle control is lost and subjects usually fall to the 
ground or 'freeze' on the spot, said the Home Office.

Northamptonshire Police has been researching the use of Tasers and a series of 
accuracy tests were recently completed.

Insp Peter Boatman, who is conducting the research for the force in conjunction with 
the Home Office, said the testing of the US-made M26 Advanced Air Taser on static 
targets at five-, 10- and 20-foot ranges had achieved a 100 per cent hit rate.

According to a force spokeswoman, the battery-powered Taser is being considered by the 
force as a 'less-lethal' option which, if circumstances permitted, could be used in 
preference to a firearm.

The Taser resembles a handgun in size and shape and has a maximum range of 21 feet. It 
fires two darts connected to the weapon by cables that can transmit an electric charge 
through up to two inches of clothing. The darts and cable are contained in a 
reloadable cartridge. 'Not one of the probes missed the target,' Mr Boatman said. 
'That was on a still target in the open air with a crosswind.'

Mr Boatman said testing would now progress to moving targets, though he said no 
decision had been made on exactly how this would be carried out.

He said further research would also examine training issues and how the weapon would 
be deployed in an operational capacity alongside police firearms. He said basic 
training in use of the Taser takes around four hours, and he was confident that with 
sufficient practice an officer would be able to reload the weapon in under a second.

The force spokeswoman stressed the Taser was not being considered as a standard-issue 
weapon for frontline officers. Mr Boatman said that if it was ever adopted it would be 
issued to officers who had already received firearms training.

  JERUSALEM (AP) -- A nephew of ex-Prime Minister
  Benjamin Netanyahu, a hard-line politician with a
  military background, has appealed to Israel's Supreme
  Court for conscientious objector status.

  Yonatan Ben-Artzi, a teen-ager facing the draft like all
  Israeli 18-year-olds, told Israel television Wednesday
  that he is opposed to all armies, ''and I don't want to be a
  part of a violent organization like an army.'' Ben-Artzi's
  father is a brother of Netanyahu's wife Sara.

  Netanyahu, who served in the elite commando unit called
  Sayeret Matkal during his army years, has been calling
  for stiff military measures against the Palestinians in
  response to 10 months of Palestinian-Israeli fighting.

  Netanyahu's older brother, Yonatan, was a commander of
  a 1976 Sayeret Matkal mission to rescue passengers from
  a hijacked airliner in Entebbe, Uganda. Yonatan
  Netanyahu was the only Israeli killed in the operation.

  All Israeli 18-year-olds are liable for compulsory
  military service. Men serve a minimum of three years and
  women 21 months. Then most men are required to do
  yearly reserve duty, some into their late 40s. However,
  Ultra-Orthodox rabbinical students have always received
  draft exemptions.

  While there are only 17 conscientious objectors in Israel,
  the overall phenomenon of skipping army service is
  growing, though it was all but unheard of a generation
  ago among mainstream Israelis.

  Army figures show that 22 percent of the current class of
  18-year-old Israelis are not serving. About 8.5 percent
  have religious exemptions, while the others have medical
  and other deferments. However, it is no longer
  impossible for a draftee to persuade army recruiters to
  respect his desire not to serve, a step that would have
  resulted in social ostracism even a decade ago.

  Ben-Artzi said neither Netanyahu nor his wife had talked
  to him about his decision to try for conscientious objector
  status. He said that was not important. ''I think it's
  important to send a message to the other 6 million
  citizens, besides him, that they should be open to this
  option,'' he said.

  Asked what would happen if all Israelis adopted his
  views and the army ceased to exist, Ben-Artzi said that in
  the modern age of ''CNN and the Internet,'' Arab armies
  would not attack Israel.

Bertie Felstead, Soldier Who Joined a Timeout in War, Dies at 106

 Bertie Felstead, the last known surviving member of the British
battalion in World War I that laid down its weapons to play soccer
with the Germans in a spontaneous and long-remembered Christmas
truce of 1915, died July 22 in Gloucester, England. He was 106.

 The truce lasted perhaps half an hour and it meant nothing in the
grand schemes of the Western Front generals. But the gesture by
Private Felstead's Royal Welch Fusiliers and the Bavarian
infantrymen who faced them resonates in the British consciousness
as a poignant interlude of civility during a time of unrelenting
carnage.

 On Christmas Day 1914, there were many instances of British and
German soldiers emerging from their trenches to fraternize.
Commanders on both sides warned that this was never to happen
again.

 But it did happen the next year, on Christmas Day, near the snowy
village of Laventie, France, west of Lille.

 As Mr. Felstead recalled it two years ago, his mortar battalion
was shivering in its trenches on Christmas Eve when it heard All
Through the Night in the German lines 100 yards away.

 It wasn't long before we were singing as well, `Good King
Wenceslas,' I think it was, he remembered. You couldn't hear each
other sing like that without it affecting your feelings for the
other side.

 Christmas Day, there was shouting between the trenches, `Hello
Tommy, Hello Fritz,' and that broke a lot more ice. A few of the
Germans came out first and started walking over. A whole mass of us
went out to meet them. Nothing was planned.

 Some of them were smoking cigars and offered us cigarettes. We
offered them some of ours and we chatted.

 The soldiers got by in English, German, French and sign language.
We weren't afraid, Mr. Felstead remembered. We just sheltered
each other. Nobody would shoot at us when we were all mixed up. An
informal soccer match began in the no man's land between the
trenches.

 Somehow a ball was produced, Mr. Felstead recalled. It wasn't a
game as such - more of a kick- around and a free-for-all. I
remember scrambling around in the snow. There could have been 50 on
each side. No one was keeping score.

 And then, as Harold Diffey, a fellow British private, once
recalled it: After 30 minutes, a vociferous major appeared
yelling: `You came out to fight the Huns, not to make friends with
them.' So our lads reluctantly returned, followed by a salvo from
our artillery.

 Albert Felstead was born in Hertfordshire, north of London, on
Oct. 28, 1894. He was wounded in the Battle of the Somme in 1916,
later saw combat at Salonika, then worked as a civilian storekeeper
for the Royal Air Force after the war. He is survived by two
daughters, five grandchildren, 11 great-grandchildren and two
great-great-grandchildren. His wife, Alice, died in 1983.

 As a symbol of the World War I soldier and his yearning for peace,
Mr. Felstead was included in a book by the photographer Carolyn
Djanogly, Centurions (Andre Deutsch, 1999), portraying the people
she considered to be the 100 most significant living Britons.

 Asked in his last years what he thought of his old enemy, Mr.
Felstead remarked that the Germans were all right.

 As he put it: There wouldn't have been a war if it had been left
to the public.

Ron Barbour, native activist and public supporter of Kevin Annett

by
Vancouver police on August 2, 2001

In the early hours of Thursday, August 2, Ron Barbour, a prominent
activist among Vancouver native people who had just engaged in a
public
protest outside a downtown United Church, was assaulted in his
home by
five gun-waving members of the Vancouver police.

They banged on the door, and then just smashed it in Ron
described the
next day. They were all pointing their guns at me. They threw me
down,
handcuffed me, and took me out on the front lawn and held me down.
None of
them identified themselves, or read me my rights, or even told me
what I
was being charged with. Then they ransacked the house. It happened
really
quick.

They kept the cuffs on me for over three hours. I was just held
like that
until they were done. They said they were looking for some guy who
was
growing pot, but the only other tenant lives below me in a
completely
different suite.

Finally, they told me that I was being evicted, and I had to get
my
things together and move out right away. And then later they cut
off all
the power to my place. So basically I was assaulted, roughed up,
threatened, and evicted by these cops. I still don't know what I
was
guilty of.

Drug Industry Lies About New Drug Research and Development
The pharmaceutical industry spends about one-fifth of what it says
it spends on the research and development (RD) of new drugs,
destroying the chief argument it uses against making prescription
drugs affordable to middle and low-income seniors, a Public Citizen
investigation has found.

A Public Citizen report reveals how major U.S. drug companies and
their Washington lobby group, the Pharmaceutical Research and
Manufacturers of America (PhRMA), have carried out a misleading
campaign to scare policymakers and the public.

PhRMA's central claim is that the industry needs extraordinary
profits to fund risky and innovative research and development to
discover new drugs. In fact, taxpayers are footing a significant
portion of the RD bill, which is much lower than the companies
claim.

This RD scare card is built on myths and falsehoods that are
maintained by the drug industry to block Medicare drug coverage and
measures that would rein in skyrocketing drug costs.

Public Citizen based the study on an extensive review of government
and industry data and a report obtained through the Freedom of
Information Act from the National Institutes of Health (NIH). Among
the report's key findings:

The actual after-tax cash outlay - what drug companies really spend
on RD for each new drug (including failures) - is approximately
$110 million (in year 2000 dollars.) This is in marked contrast
with the $500 million figure PhRMA frequently touts.

The NIH document shows how crucial taxpayer-funded research is to
the development of top-selling drugs. According to the NIH, U.S.
taxpayer-funded scientists conducted at least 55 percent of the
research projects that led to the discovery and development of the
five top-selling drugs in 1995.

Public Citizen found that, at most, about 22 percent of the new
drugs brought to market in the past two decades were innovative
drugs that represented important therapeutic advances. Most new
drugs were me-too or copycat drugs that have little or no
therapeutic gain over existing drugs, undercutting the industry's
claim that RD expenses are used to discover new treatments for
serious and life-threatening illnesses.

A second report issued today by Public Citizen, The Other Drug War:
Big Pharma's 625 Washington Lobbyists, examines how the U.S. drug
industry spent an unprecedented $262 million on political influence
in the 1999-2000 election cycle. That includes $177 million on
lobbying, $65 million on issue ads and $20 million on campaign
contributions. The report shows that:

The drug industry hired 625 different lobbyists last year - or more
than one lobbyist for every member of Congress - to coax, cajole
and coerce lawmakers.

The one-year bill for this team of lobbyists was $92.3 million, a
$7.2 million increase over what the industry spent for lobbyists in
1999. Drug companies took advantage of the revolving door between
Congress, the executive branch and the industry itself.

Of the 625 lobbyists employed in 2000, more than half were either
former members of Congress (21) or worked in Congress or other
federal agencies (295).

The industry's $20 million in campaign contributions and millions
more in issue ads attacking candidates opposed by the industry
aided its army of lobbyists in gaining access to congressional
representatives.

The drug industry is stealing from us twice:

First it claims that it needs huge profits to develop new drugs,
even while drug companies get hefty taxpayer subsidies.

Second, the companies gouge taxpayers while spending millions from
their profits to buy access to lawmakers and defeat pro-consumer
prescription drug legislation.

Rep. Pete Stark (D-Calif.), the ranking Democrat on the House Ways
and Means Health Subcommittee, added, Not surprisingly,
pharmaceutical companies have been deceiving Congress and the
American public for years.

Worried that a benefit would lead to discounted prices in the
lucrative senior citizen market, the industry spent a record $262
million on political influence in the 1999-2000 election cycle.

The report, The Other Drug War: Big Pharma's 625 Washington
Lobbyists, documents how the U.S. drug industry spent $177 million
on lobbying, $65 million on issue ads and $20 million on campaign
contributions - more than any other industry in 1999-2000.

The drug industry is one of the more hypocritical industries
around, said Frank Clemente, director of Public Citizen's Congress
Watch. It claims to be working for consumers when in fact it uses
profits from sales to buy access to lawmakers and defeat
pro-consumer prescription drug legislation. Among the report's

   BACKGROUND: They've given the birds the beach, Tom Scionti, a
   19-year old resident of Long Island New York, told the Associated
   Press. I have nothing against the birdsbut they have carried this to
   an all-time extreme. His comments came as the Fish and Wildlife
   Service closed off miles of beach in and around West Hampton Dunes on
   the island to protect the endangered piping plover, which nests there.

   TEN SECOND RESPONSE: Finally people in the northeast are getting a
   small taste of the great abuses people in the west have been suffering
   for years under the Endangered Species Act.

   THIRTY SECOND RESPONSE: While wealthy residents and vacationers in the
   Hamptons were complaining about a longer walk to the beach this
   summer, 1,400 families in the Klamath Valley of California and Oregon
   lost their crops and nearly their farms, all due to Endangered Species
   Act enforcement. Perhaps northeasterners and others in metropolitan
   areas will begin to understand that the ESA is hugely flawed and urge
   their representatives and senators to reform it.

   DISCUSSION: The Endangered Species Act (ESA) has a dubious record of
   protecting species. Nearly two-thirds of all species that have made it
   off the list were delisted because subsequent studies found they were
   never endangered in the first place. Two alleged successes of the Act,
   the bald eagle and the peregrine falcon recovered because of the ban
   on DDT, as DDT was causing these birds to lay eggs with fragile
   shells. The ban had nothing to do with ESA.

   The ESA has been very successful, however, at halting numerous human
   activities, including farming in the Klamath Valley, until Secretary
   of Interior Norton ordered enough irrigation water to be released to
   allow growing of winter feed for livestock. To find out more how the

  WASHINGTON - 07.30.01 | Noting the Treasury Department's
  announcement today that it will need to borrow a net $51 billion in
 this fiscal
  quarter in part to pay for tax rebates included in the recently
 enacted tax
 bill,
  Rep. Charles B. Rangel (D-NY) warned today that the bill poses
 short and long
  term threats to reserves committed to providing promised Medicare
 benefits.

  The government is bleeding red ink again. Thanks to the fiscal
 discipline of
  the Clinton Administration, we had thought that the era of big
 deficits was
 over.
  Well, thanks to the gimmicks the Republicans played in the big tax
 bill,
 deficits
  are already back. It will be difficult for Democrats to resist
 saying 'I told
 you so',
  said Rep. Rangel.

  In April, the Treasury Department had said it expected to pay down
 about $57
  billion in debt held by the public in the July-September quarter,
 according to
  published news reports. However, the large tax cut pushed through
 by President
  Bush included shifts in corporate tax-due dates and $38 billion in
 refund
  checks that Republicans added to the tax bill in the last days
 before passage
 to
  make the larger bill seem more palatable to a skeptical public.

  The whole Republican rationale for passing such a big tax cut is
 that we
  needed to send the surpluses back to the people. How ironic is it
 that we are
 now
  borrowing from the people in order to pay them their checks? said
 Rep. Rangel.
  Unfortunately, this is just the beginning. The Republicans are
 already writing
  confidential memos that acknowledge that the economic slowdown,
 Republican
  budget plans, and the Bush tax cut will force a raid of the
 Medicare and Social
  Security surpluses.

  Rep. Rangel was referring to a memo obtained by the BNA news
 organization
  and reported on in July 27th's Daily Report for Executives.
 According to that
  report, the internal Republican memo said: We are possibly already
 into [the]
  Medicare [Part A] trust fund this year and every year through FY05
 ... We
 also
  are very close to touching the Social Security surplus in FY03.

   According to published reports, corporate tax revenues received by
 the
  Treasury have fallen behind those from last year. Rep. Rangel
 pointed out that
  whatever errors there are in short-term projections are likely to
 extend into
 later
  years.

  This information already calls into question the rosy economic
 forecasts
  which President Bush used to justify a bloated and back-loaded tax
 bill. If we
 can
  not even pay for the first year of the bill without endangering the
 Medicare
 trust
  fund, we'll be in big trouble when the revenue losses increase
 dramatically in
  future years.

Although I don't believe the world is run by a conspiracy, I do
believe JFK was assassinated by one.  I can't accept that the Warren
Commission's magic bullet theory deserves any credence, so there
must have been more than one shooter.

  The deadly enemy of this kind of
  machination is personal freedom. The very fact that we are
  free to fight for encroachments on personal freedom surely
  means these alleged conspiracies have lost their grip (if ever
  they truly had one).

There's only one problem with this logic.  We *don't* fight
encroachments on personal freedom.  We sit complacently by while the
drug war confiscates our freedom and privacy and sometimes the homes
and cars of innocent citizens.  And, because we don't demand campaign
finance reform, we watch as our elections are bought and sold -- and
hijacked by the Supreme Court when it looks like things might not go
the right way.

Excuse me?  As far as I'm concerned, we don't have enough distrust of
*illegitimate* official intrusion and control.

Human ability or inability to keep secrets is variable.  But the main
thing Rickard ignores here is that folks *have* come forward claiming
to be spilling secrets of the conspiracy.  Rickard and I just don't
believe them.

  Nah! Modern conspiracy-mongering seems to me to be the
  modern equivalent of the ancient Greeks whining about the
  cruelty, capriciousness and lustful ways of the gods.

Actually, I more or less agree.  But didn't Charles Fort believe in
conspiracies?

To those who know me from the old days, I have changed my mind about
one thing.  I'm now leaning toward the idea that the Great Seal on the
dollar bill was indeed a Masonic design.  There are just too many
coincidences.  However, I still haven't seen any credible evidence
that the Masons are up to any mischief.  It looks to me as though most
of them just want to make the world a little better place.

observers that almost all the violent acts perpetrated at the various
international summits are the work of government sponsored agent
provocateurs. During the Seattle riots I quoted one on-the-scene source who
observed several things that pointed to police collusion with the few black
masked demonstrators who were causing all the vandalism of local businesses.
First, the police never attempted to stop them nor apprehend them even when
it was clearly in their power to do so. Second, several of the violent
perpetrators were seen taking off their masks and blending back into police
formations. One was later seen arresting demonstrators, indicating he worked
for the police. A similar pattern has been documented at the latest
international summit in Genoa, Italy. Here is an account by an on-site
witness to the Genoa "Black Bloc," as these agents are now known. He is
Stefano Agnoletto, the brother of Vittorio Agnoletto, a high ranking
representative of the Genoa Social Forum, a leftist group in Italy. I don't
usually quote from leftist groups, but since they are the obvious targets of
these agent provocateurs, we need to consider the reasons why.

"I arrive to Genoa on Thursday, after an immigrant's rights demonstration of
about 50,000 people. There are arrival camps, many, thousands of peaceful
people, a marvelous atmosphere...The various groups participating will
converge in different points of the city to have a carnivalesque 'siege'
against the 'red area' [the downtown zone surrounding the G8 convention, in
which demonstrations were prohibited] with street theater, dancing and
slogans. At this point, from the beach-front, members of the now infamous
'Black Bloc' arrive. Some are seen chatting with police, others just come out
of police crowds. Most of them speak German. They start to break everything.
Police and Carabinieri [Italian military police] just stand there. The Black
Bloc tries to join in with a group of COBAS workers [COBAS is an Italian
trade union]. They beat up one of their leaders, the group manages to stay
clear of them with some difficulty. Then the Black Bloc makes head for the
first issue area, belonging to the Italian Social Centers... The police goes
after them, and demonstrators find themselves attacked first by the Black
Bloc and then by the police, which starts to charge violently against all
demonstrators... The Black Bloc leaves the square and starts to vandalize the
city systematically. 300-400 of the Black Bloc roam Genoa, and whoever guides
them seems to know the city very well . . . It's incredible. They move with
military discipline, infiltrate everywhere, some leaders shout orders which
are promptly followed by the whole group. And, shortly afterwards, police and
Carabinieri make their appearance . . To sum it up, two nightmare days. Both
the Black Bloc and the police knew what they were doing when they committed
this violence. All along, from Friday, they insulted and verbally abused us
as they did what they did, someone seems to have brainwashed them. My brother
Vittorio told me: It's crazy, it seems we are in Latin America during the
'70s [referring to the way the Argentine military went after the Communists].
Maybe even he did not realize fully with whom are we dealing here."

It is important to note the similarities between the Seattle and Genoa riots.
In both Genoa and Seattle, it is very clear that the vast majority of
protesters came peacefully and had no intentions of destroying anything. Yet
as in Seattle, the military and police forces on hand in Genoa were ready and
armed for major riots. Very few of the police were local. Most were
federalized police forces brought in--just like in Seattle. The orders came
from the federal level--not local.

In both cases, it was a carefully trained cadre of specialists, linked with
police, which provided the spark of violence to which the police forces
responded with military-style intervention and brutality. It is noteworthy
that the police carefully avoided hurting or arresting the real culprits, and
delivered severe beatings only to the innocent bystanders who were simply
trying to flee the scene. The Seattle case was particularly suspicious
because the level of federal involvement, evidence of prior training, and
availability of special weapons indicated that the federal government had
complete foreknowledge of the kinds of violence to expect--even though there
had been no major violence at prior summits.

Here's what we can conclude. Somebody wanted violence in order to justify a
massive police intervention. Part of the reason was that somebody wanted an
excuse to expose these new elite police units to real life training on real

Reporter's jailing by feds draws criticism

The jailing of a Texas reporter who refused to give her research to U.S.
prosecutors has raised concerns that Attorney General John Ashcroft is
reversing a policy that gives journalists wide latitude in protecting
confidential sources and unpublished information.

At the Justice Department's request, a federal judge jailed freelance
writer Vanessa Leggett on July 20 on contempt of court charges after she
refused to turn over notes, tape recordings and other material she
collected while researching a book on the slaying of Doris Angleton in
1997. Angleton was the wife of Robert Angleton, a millionaire ex-bookie who
was acquitted in 1998 of hiring his brother to commit the murder.

The decision to jail Leggett, done at prosecutors' behest by an
unidentified judge in a closed court hearing in Houston, has drawn
criticism from press freedom groups and has become the latest curious twist
in the U.S. government's pursuit of the Angleton case. The focus of the
federal investigation is unclear.

The Justice Department last had a reporter jailed in 1991, when four South
Carolina journalists were locked up for eight hours when they refused to
testify at the corruption trial of a state senator. Since 1973, the U.S.
attorney general has been required to approve every federal subpoena issued
to a reporter as well as every request by federal prosecutors to arrest a
reporter.

Justice Department spokesman Chris Watney declined to discuss Leggett's
case or whether Ashcroft was involved. Watney said that under federal
policy, Ashcroft's approval would not be needed in such a case if
prosecutors did not consider the person withholding material to be a
journalist.

This is a darn significant case, said Lucy Dalglish, executive director
of the Reporters Committee for Freedom of the Press. It's either an
important shift in policy or (prosecutors are) ignorant of a Justice
Department policy in effect since the Nixon administration.

Leggett, 33, a writing teacher at the University of Houston, does not have
a contract for her book and has not published any articles related to it.
She has talked with several magazines about publishing a story on the
murder case, however.

Leggett has spent several years researching the slaying in April 1997 of
Doris Angleton, whose husband, Robert, was acquitted in a state court in
August 1998.

Robert Angleton's brother, Roger Angleton, committed suicide in jail in
February 1998, leaving a confession that said he had acted alone. Leggett
interviewed Roger Angleton before his suicide.

The U.S. government began investigating Robert Angleton after his
acquittal.

Media attorneys say that if U.S. officials pushed to jail Leggett with the
idea that federal protections for journalists did not apply to her, the
officials were in error.

She stands in the same shoes as any television or newspaper reporter,
says Robert Lystad, an attorney for the Society of Professional Journalists
who is not involved in Leggett's case. She's exactly the type of reporter
or book author who shouldn't be harassed into turning over her notes.


Leggett's jailing also has been criticized because it was done secretly.
The hearing was closed to the public at the government's request. The
transcript is sealed, and the judge's name was not released.

It's one thing to incarcerate a member of the press for not doing what the
government wants. But to do it in secret and threaten to jail (her) lawyer
for talking about the details is outrageous, said Mike DeGuerin, Leggett's
attorney.

The Angleton murder case has attracted considerable attention in Houston.
The CBS show 48 Hours is preparing a report on it.

Ken Paulson, executive director of the First Amendment Center, said Leggett
will have difficulty winning her appeal. Texas does not have a shield law
that lets reporters protect confidential sources and research material.

Leggett can be held for up to 18 months on the contempt charges.

Joyce Chiang, Immigration and Naturalization Service attorney and former
staff member for Congressman Howard Berman of California, has been missing
since January 9, 1999.  Her body was subsequently found and identified.

INS ATTORNEY MISSING FOR SIX DAYS

The FBI's Washington, D.C., Field Office and the Immigration and
Naturalization Service (INS) are asking for the public's assistance in
locating JOYCE CHIANG, an INS attorney, who has been missing since January
9, 1999.

Ms. CHIANG was last seen at approximately 8:20 p.m. on Saturday, January 9,
when a friend dropped her off at the intersection of R Street and
Connecticut Avenue NW in the DuPont Circle area of the District of
Columbia. According to the friend, Ms. CHIANG planed to go to a nearby
Starbuck's Coffee Shop and then walk to her residence in the 1700 block of
Church Street NW, where she lives with a relative.

JOYCE CHIANG is described as a Chinese-American female, age 28, date of
birth 12/7/70, 5'3 tall, 105 pounds, with brown eyes and shoulder-length
hair. When last seen, Ms. CHIANG was wearing a hooded, thigh length green
jacket, light blue jeans, a black turtleneck, a red paisley scarf around
her neck, and a black scarf on her head.

Ms. CHIANG has been employed by INS since April, 1992, and is currently
assigned to the Office of General Counsel at INS headquarters here in
Washington.

Anyone with information regarding the whereabouts of JOYCE CHIANG is asked
to contact the FBI's Washington Field Office at (202) 278-2382 or INS at
(202) 616-5000 as soon as possible. All telephone calls will be treated as
confidential.



Shu-ping Chan has also added the following information about the case:

FACTS: Joyce was last seen on Saturday, January 9 around 8:30pm. She went
to work that day at INS headquarters around 2pm, then went with 2 female
friends to see a movie. The two friends decided to go to dinner, but
dropped Joyce off near Connecticut and R Streets in Dupont Circle because
she had a telephone call to make. She lives about 2 blocks from the dropoff
point with her brother Roger, who does advance work for Andrew Cuomo at
HUD. Joyce crossed the street to Starbucks, and has not been seen since.
Her ID was found in Anacostia Park late last week. Joyce's mother flew in
from California over to weekend to be with Roger. Since Joyce is a federal
employee, the FBI is involved, along with Park Police, and Metropolitan DC
Police.

WHAT YOU CAN DO: If you live in the area, ask your friends and neighbors if
they were in the vicinity during the night in question. If they or you
yourself have information, call the numbers above. Your call will remain
confidential.

NBC News4 reports the following:

Thursday, January 21, 1999 - FBI agents have located several articles of
clothing along the Anacostia River that may belong to missing attorney
Joyce Chiang.

Agency spokeswoman Susan Lloyd says the items were found early this morning
at the north end of the Anacostia Naval Station, just west of the Frederick
Douglas Bridge. Before the search was called off for the day, divers
searching the area did recover a body but it was determined to be that of a
man. A U.S. Park Police helicopter aided in a search of the area.

Chiang's government identification was found in Anacostia Park January 10,
a day after the 28-year-old Immigration and Naturalization Service lawyer
was last seen near Dupont Circle. Chiang's family came to Dupont Circle
Monday night to post fliers and to talk to people who might have seen her.
Chiang's mother flew in from California and lit candles for her daughter.
Though Chiang hasn't been seen in 11 days, her

NASA Lost Evidence Of Life On Mars For 25 Years

LOS ANGELES (Reuters) - Did NASA discover evidence of life on Mars and then
misplace it for almost 25 years? A University of Southern California
scientist argues that is just what happened and that once-lost data
collected by the 1975 Viking probes suggest the existence of Martian
microbes.

The significance of that finding was overlooked -- along with the data
itself -- after NASA concluded that its experiments showed only signs of
chemical activity on the surface of the Red Planet, said Joseph Miller, a
USC neurobiologist.

But a careful reexamination of a fragment of the recovered NASA record
showed a surprising pattern: gas released by the Martian soil and tracked
by Viking followed the same kind of rhythms followed by all Earth-bound
organisms from humans to fruit flies in a cycle akin to feeding and
respiration by colonies of microbes.

I think, basically, that it's bugs, said Miller, a neurobiologist and an
expert in the study of the circadian rhythms that regulate biological
activity.

Two Viking spacecraft were launched by NASA in August and September of 1975
and took almost a year to reach the Martian atmosphere. Once there, both
sent probes to the surface some 3,000 miles (4,828 km) apart to conduct a
series of experiments, several of which were designed to look for evidence
of life.

In one of those tests, a robotic arm on the probes scooped up soil samples,
which were dropped into a dish along with a shot of a radioactive
carbohydrate solution.

Scientists reasoned that any organisms in the Martian soil would consume
the nutrients and release radioactive carbon as a gas, something the probe
was equipped to measure, said Miller.

Viking found clear evidence that the Martian soil generated gas over the
nine-week experiment, but scientists concluded that was the product of
reactive chemical superperoxides in the soil, not evidence of life,
Miller said.

NASA LOST TRACK OF RESULTS

That closed the book on the Viking experiments until Miller, who had worked
with NASA in the early 1980s studying the sleep cycles of monkeys in space,
asked the agency to go back over the record of the experiment in 1999.

I figured this was going to be on a Web site somewhere, Miller said.
Well, guess again. They had lost track of it.

NASA scoured its archives and turned up the long-neglected computer tapes,
only to discover they were coded in a format so old that the programmers
who knew it had died, Miller said.

Working from a printed record that the initial NASA team had saved, Miller
has been able to assemble and analyze about a third of the data and plans
to present his initial findings on Sunday at a scientific conference in San
Diego.

Miller found the gas emissions from the soil sample fell into a cycle of
precisely 24.66 hours -- the length of the Martian day -- a pattern that
was linked to a slight variation in the temperature inside the mostly
insulated lander.

That pattern of heightened activity in the warmer daytime and inactivity at
night is akin to the kind of temperature-driven circadian rhythm that
simple terrestrial organisms such as bread molds exhibit, Miller said.

Even more suggestively, the amount of carbon gas released rose over the
course of the experiment, but then also dropped sharply at one point when
the soil sample was heated to 160 degrees Celsius (320 degrees Fahrenheit).

I think that what was happening there was that we were killing all the
bugs, said Miller, who is working to recover the full Viking data record
to see if it confirms the pattern.

Other recent studies have shown signs of climate change on Mars dating back
about 100,000 years, instead of millions or billions, and suggest that
there could be shallow ice reserves below the planet's surface -- a key to
sustaining life there.

Miller said he hopes his unexpected findings will encourage both NASA and
European researchers to revive biological experiments in the next
generation of Mars probes.

Over the years NASA has primarily been interested in geology, said
Miller. But this is something out of the clear blue sky, or I guess I
should say the red sky.

Another crazy UN conference the US shouldn't attend

WASHINGTON--Nowadays, treaties and United Nations conferences have
supplanted little magazines as the preferred places for
``progressive thinkers to take the latest trends out for strolls
in the sun. Hence the WCARRDXRI. The Bush administration may, in
yet another episode of unilateralism and wisdom, boycott the U.N.'s
World Conference Against Racism, Racial Discrimination, Xenophobia
and Related Intolerance. It will convene Aug. 31 in Durban, South
Africa, to demand an end to, among (BEG ITAL)many other things,
poverty, AIDS, unemployment, wife battering and homophobia, and to
demand more education, electricity, promotion of indigenous
cultures and African access to the Internet.

The terms in the title of WCARRDXRI are wonderfully elastic
(``related intolerance''?). But, then, Americans know something
about such terminological elasticity, having witnessed in their own
law the evolution of the doctrine that almost any policy, custom or
habit that has a ``disparate impact on a government-approved
grievance group is presumptively an instance of racial
discrimination.

The terms of high-minded treaties often are similarly inclusive.
For example, the United States has ratified the Convention Against
Torture, which defines torture as ``any act by which severe pain or
suffering, whether physical or mental, is intentionally inflicted.
Is there any nation that could not be indicted under the convention
by a prosecutor determined to make headlines?

Even Amnesty International, which wants the Bush administration to
send a delegation to Durban, says WCARRDXRI may be promiscuous in
casting aspersions. Consider that judgment in light of the fact
that Amnesty International says NATO was guilty of war crimes in
Kosovo, and its 1999 annual report on human rights abuses devoted
twice as much criticism to Australia as to North Korea, four times
as much to the United States as to Cuba and seven times as much to
Israel as to Syria.

One of the Bush administration's complaints about WCARRDXRI is that
it may revive the infamous 1975 U.N. resolution (repealed in 1991)
equating Zionism and racism. Although the term was not coined until
1892, Zionism, like the Italian Resorgimento and many other forms
of national aspiration, is a product of the French Revolution,
which seeded the world with the idea that people with cultural
affinities can best achieve fulfillment through a revived nation.
Zionism, an especially defensible nationalism, holds that the Jews,
having had a uniquely hazardous history, deserve a common future.
But WCARRDXRI is bedeviled by Arabs who, leaving no stone unthrown
in their war to delegitimize and then destroy Israel, want
WCARRDXRI's declaration to not capitalize the ``h in Holocaust,
lest capitalization seem to acknowledge the reality of that event,
which many Arab media and schools deny.

Another Bush administration complaint is WCARRDXRI's likely call
for reparations for slavery. Such a call might have wonderfully
entertaining aspects. Lionel Shriver of The Wall Street Journal
Europe notes that reparations might require Ivory Coast to
compensate middle-class American blacks for having sold the
Americans' African ancestors into slavery 200 years ago.

However, a sufficient reason for boycotting the Durban
confabulation is that we have had a surfeit of the diplomacy of
high-minded gestures. Jeremy Rabkin, professor of constitutional
and international law at Cornell, notes that President Clinton
cavalierly signed treaties which he knew the Senate would not
ratify, and hence he would not submit for ratification. The

Politically oriented monetary policies and business cycles are the inevitable 
byproducts of a central bank, the ultimate favored banking institution which 
is viewed as a savior by some politicians facing elections. After the 
elections comes the bill: Inflation runs amuck. The nation goes into a 
painful recession, or the stock market crashes. Whatever the extent of the 
damage, monetary policy is always the primary cause of these economic woes.

One such episode of monetary mischief occurred three decades ago during the 
Nixon presidency. In the disastrous aftermath of the monetary policies of the 
early 1970s, America would stumble through a decade of stagflation—high 
inflation rates coupled with high unemployment rates, which was something 
that Keynesian economists had said could never happen simultaneously. Yet by 
the early 1970s, that is precisely what happened.
 
This round of the monetary policy through politics began when President 
Nixon—unhappy with the policies of then-Fed Chairman William McChesney 
Martin, who had followed a tight monetary policy—decided that he would not 
reappoint Martin. Nixon opted to name his political ally, Arthur Burns, who 
had been serving as counselor to the president, to succeed Martin. Nixon 
blamed Martin for the recession of 1969 and 1970. Nixon was worried about his 
reelection in two years.
 
One of Nixon’s economic advisers was critical of Martin, saying that the Fed 
governors "have a money supply expansion of 5 percent, but they keep 
missing—under-shooting it." Nixon was taking no chances. "We’ll take 
inflation if necessary, but we can’t take unemployment."
 
Burns became chairman at the Fed in early 1970. Almost immediately, Nixon 
started his pressure. Commenting about the new Fed chairman, he told an 
audience, "I respect his independence. However, I hope that independently he 
will conclude that my views are the ones that should be followed."
 
In private, Nixon’s message was more blatantly political.

"I must register with you, as strongly as I can, my concern that what really 
determines the result of an election is not interest rates, but unemployment 
statistics around election time. . . . [T] here is no doubt in my mind 
whatever that if the Fed continues to keep the lid on with regard to 
increases in money supply and if the economy does not expand . . . the blame 
will be put squarely on the Fed," he wrote Burns.
 
Nixon threatened to wage a public campaign against Burns if he didn’t ease 
monetary policy. Stories were floated in the press that Nixon was going to 
double the members of the Federal Reserve Board, which would have diluted 
Burns’s power. The administration believed its policy of threats would be 
successful and the printing presses would hum.

H.R. Halderman would privately brag in 1971 that, "We have Arthur Burns by 
the balls on the money supply." The administration was going to obtain the 
money supply it wanted.

Burns, several board members said later, would press for looser monetary 
policies in 1971 and 1972. The figures, which are available at the Federal 
Reserve Board’s Web site, confirm that the pace of money creation greatly 
expanded in 1972. Monthly money growth, which had averaged 3.2 percent in the 
first quarter of 1971, jumped to 11 percent in the same period of 1972. Money 
creation was 25 percent faster in 1972 compared to 1971.
 
Burns and his allies at the Fed were flooding the market with new money. The 
Fed was going to do everything possible to ensure that 1972 would be a great 
year for the economy. And it appeared to be a good year, as the inflation 
rate—along with unemployment numbers—declined.
 
Nixon adviser John Ehrlichman later wrote that Burns understood what was 
wanted by the Republican administration: "Some economists are oblivious to 
political reality, but Arthur Burns was every bit as much a politician as he 
was an economist."

Only a month after the election—in which Richard Nixon was reelected, 
carrying forty-nine states, and most Democrats in Congress were 
reelected—damaging double-digit rates of inflation were becoming apparent. At 
a speech in Toronto in December 1972, Burns said that "the current 
inflationary problem has no close parallel in economic history."
 
Besides a disastrous expansion of the money supply—which, by the mid-1970s, 
would give the country double-digit inflation rates—Burns was part of an 
administration economic team that constantly eschewed market forces. He 
persuaded the administration to go ahead with an incomes policy as well as 
wage and price controls, all policies that were as bad as his easy monetary 
policies.
 
Burns later complained that huge deficits were to blame for inflation, 
conveniently forgetting the role he had played in the great monetary 
expansion of 1971 and 1972 and not mentioning the
