Temperate and equilibrating, I adjudged on a purposefulness that
would avow me as a habitue of Appalachian eminence. Should I,
therefore, parry the mountainous range as a way to sanctify myself in
the borough's confinement, or should I belittle her peak in
glorification of the mighty Egyptian King Montuhotep, who established
his order from his capital at Thebes, over two-thousand years before
West Virginia aroused its collective fabric in a phlegmatic
backwoods?
I unearthed myself in a terra firma outlying, promenading with my own
conjecture as to the nature of the visit. Was the summons from the
Goddess Artemis Diana Ephesus? Or was it from the Ancient Goddess
Grotto, who bequethed to me her quiescent call for her solar deity
worshipped circuitously around the world? Grotto shepherded me to
bethink a righteous human and to teach me to poise in awe of life,
and to descry the cradle of humanity in the flame's flickering light.

mucilaginous Fabianism, form the sacredness of the land and prevaricate within each
soul that is given credence to, as a way to assimila

It discusses some recently unclassified CIA files. These documents, 18,000 pages in all, confirm that U.S. intelligence recruited and protected Nazis starting at the end of World War II. I am posting and writing about this article for two reasons. First, it includes some useful information about the Nazi-CIA marriage. Second, it presents that information from a perspective that I consider at once mistaken and widespread; hence worth discussing. The article was written by Martin Lee. Mr. Lee argues that after World War II, Nazi spies duped the U.S. into hiring them, thereby protecting themselves and their networks from prosecution. He cites the example of General Reinhard Gehlen. Gehlen had been chief of Nazi intelligence in the Soviet Union and Eastern Europe. According to Mr. Lee, Gehlen fooled spymaster Allen Dulles, who later became Director of the CIA, in the following way: "Gehlen was quickly spirited off to Fort Hunt, Va. The image he projected during 10 months of negotiations at Fort Hunt was, to use a bit of espionage parlance, a "legend" --one that hinged on Gehlen's false claim that he was never really a Nazi, but was dedicated, above all, to fighting Communism. Those who bit the bait included future CIA director Allen Dulles, who became Gehlen's biggest supporter among American policy wonks. " (From the text below) There's a bit of a problem here. Starting more than a decade earlier, Allen Dulles, a leading diplomat and spy, and his brother, John Foster, a Wall Street insider, had created a financial-intelligence apparatus to assist the Nazis. So Dulles had long-standing, friendly relations with Nazis. That being the case, why would Dulles be upset if he 'learned' that Gehlen (a top Nazi spy) was a Nazi? (1) Moreover, Gehlen had not been some cloistered spy. His job had not been simply to coordinate the gathering of information. He had been a key leader of the work of fascist groups in the occupied East, such as the Iron Guard in Romania, the Latvian Vanagis and the Croatian Ustashe. These groups committed the most unimaginably brutal atrocities against 'Untermenschen', Jews, 'gypsies', Serbs and other Slavs and Orthodox Christians, as well as against anti-Nazis, both Communist and non-Communist, including various Nationalist groups, which resisted the Nazis. Gehlen was a leading war criminal. Did Allen Dulles know all this? Of course he knew all this. He was a U.S. spymaster with almost three decades experience and he had worked with the Nazi leadership for two decades. Dulles arranged to have Gehlen secretly brought to the U.S. precisely so that the Russians wouldn't get hold of him and put him on trial for war crimes and hang him. Once they had Gehlen safely in the U.S., Allen Dulles and other top U.S. Intelligence operatives met with Gehlen and planned a nightmare creation: a vast European spying-and-subversion apparatus, controlled by Washington but staffed by hundreds and then thousands of Nazi war criminals. The Nazis may have lost the war but Nazism had found new life. (6) Since Allen Dulles knew that Gehlen commanded an army of monstrous war criminals in Eastern Europe and Russia, what is the significance of Dulles' supposed (though frankly unbelievable) belief that Gehlen was not a Nazi? Mr. Lee's suggestion that Dulles' rescue and empowerment of Gehlen was somehow less monstrous because he was 'fooled' about Gehlen's Nazi beliefs is typical of the way the mass media has been whitewashing American foreign policy since 1945. According to this reasoning, it is a crime if Nazis (or Islamist terrorists) go out and commit atrocities on their own. But if they commit atrocities at the behest of American leaders who are a) naive about who these Nazis (or Islamist terrorists) are and b) are only using these Nazis or terrorists in pursuit of good American values, then it is OK. This treats the American foreign policy establishment as if it were some perpetual teenager who may have fallen in with a bad crowd,

This I did in a post to this list dated 29th September 2001 under the caption "Heads Up - Who shorted the market." This was in order to expand on an article appearing in the San Francisco Chronicle under the byline of Christian Berthelsen and Scott Winokur revealing that profits of $2.5 million from short sales prior to the 11th September attack. I had in fact been investigating the role of Alex Brown and Buzzy Krongard in regard to my story on Project Hammer. This revolved around the San Diego Securities Broker Vanguard Capital who had established a "securities trading account" for a trading entity controlled by members of South Africa's intelligence service who, in turn, operated in conjunction with Executive Outcomes and Sandline International. The latter is a well known "private" intelligence and covert operations vehicle for the British government. Then as now, the Chairman/CEO of Vanguard was Gregory Serras. Back in 1991, Vanguard was able to entice the South Africans with "... access to international markets through our clearing arrangement with Morgan Stanley & Company, Incorporated." Morgan Stanley is one of the investment banks cited in Tom Flocco's piece as being involved in the pre-11th September short sales story. Currently, however, Vanguard boasts a close relationship with Deutschebanc Alex. Brown Inc (see www.vanguardcapital.com). Both Morgan Stanley and Bankers Trust - who acquired Alex Brown via the efforts of Buzzy Krongard (prior to it being taken over by Deutsche Bank) hail from the J P Morgan stable. Bankers Trust especially, has a long and distinguished history as well as a close relationship to the Federal Reserve. Back in the Thirties, the Fed Governor was the powerful and influential Benjamin Strong. Earlier in his career Strong was head of Bankers Trust Company. The full nature of the transactions facilitated by Vanguard Capital for the South Africans that I have been investigating I will leave for another day. Suffice it to briefly say that they directly related to an extremely large multi-trillion dollar transaction dating back to 1989, known as Project Hammer. This transaction involved the CIA and also General Erle Cocke of Cocke & Phillips International. For those who don't recognise the name, Erle Cocke was "the" Washington office of the infamous CIA proprietary, Nugan Hand Bank. During the course of the Spring and Summer of this year, a Washington attorney representing a number of individuals and groups associated with the Project Hammer transaction had been negotiating in private to settle a a Court award. This ran into several million dollars and had been stalled for several years. Negotiations were being conducted with the CIA. Specifically, they were being conducted with Buzzy Krongard's office. They're being kept in a separate wing. It's interesting the way it works. The federal government picks up the tab. The sheriff told him that the detainees are not allowed to have any visitors, not even family. They're not even allowed to call a lawyer or have any contact with a lawyer. They can't send out mail or receive mail. As a matter of fact, they're not even allowed to put these guys' names in the computer to say they're holding them. Their names are kept on a separate hand written piece of paper that the sheriff has to keep locked up in his safe. These people are being kept "at the special request" of the Office of Homeland Security. Some of the "detainees" have been arrested locally by the local nickel and dime police guys. They keep getting lists of names of people that are "wanted." The county sheriff's office is large enough so they have the ability to get "pink" cables from the Department of Justice. In other words, they keep getting classified cables with seemingly endless lists of names. He said there are thousands of names. The sheriff's department isn't obligated to go out and grab them - only if they notice them in their jurisdiction. Thus far, the only thing that's paid for is a per diem for keeping these guys -- and that only circuitously because Washington has to jump through hoops to get them the money and it has to come under the guise of some sort of special funding program that doesn't really exist. They're not getting paid anything extra to go out and look for them, but he has said they have received notification as late as last week that indicated that as soon as "things settle down" and certain remaining pieces of legislation are passed and incorporated into the USA Patriot Act that the locals will be paid to go out and get the people. And what nationality are these "detainees"? Perhaps aliens with green cards, or maybe people who wear turbans? Not at all, the former FBI agent admitted that where the nervousness is coming from at senior levels in federal law enforcement is that there are thousands and thousands of people who are being secretly detained in the United States. There are an awful lot of names on this list that are not Arabs. There are an awful lot of names on the list like "Smith" and "Jones" and "Johnson" and "Nelson." And there's no paper trail. Their names are being kept off computers. Even their families don't know where they are. The Bush Administration is jumping the gun because even with the authority already given them and with the bills already passed to date to augment that authority, they don't have all the authority necessary to detain people and to do what they're doing, that is, detaining so many people and keeping them incommunicado. They're supposed to wait for the remaining pieces of legislation that are still outstanding to be passed. Then they'll have the authority to do what they're doing - but for right now, they don't. And what the FBI is nervous about is that if this gets dribbled out into the media or gets exposed in a big way, somebody in Washington is going to duck for cover and it's going to leave a lot of local guys with a lot of explaining to do. And they're not going to have any paperwork in their hands to say, "This is what I was told to do." Other sheriffs have done the same thing. They're getting these confidential lists of names of people they're supposed to place under detention. They've been ordered to shred them right after. He knows that he (and a hell of a lot of other sheriffs in this nation, are beginning to keep these lists because people are getting concerned about covering their own ass. There's a lot of nervousness about who's covering whose ass. As of now, the Department of Justice is not giving out bounties, just a per diem comp, just the standard fee which isn't much. They're not paying them anything extra yet, but they've been told that that's coming, that supposedly they will be getting paid extra for doing this. One thing that the feds have to be careful about is that most of the local jails and the county sheriffs are on a very tight budget. They have a special wing of the jail they're using at Huntsville. It's a special wing devoted to this that used to be their "dry-out tank." The media has circulated rumors before that there are far more people being detained both domestically and overseas than what the US Government has admitted, but the information in this column is an exclusive report on the details. A senior military commander stated the military is preparing for a wave of global terrorism or the possibility of a confrontation with one of the neighboring nations. As such, the emergency medical service and fire department have been instructed to begin emergency preparedness exercises which are scheduled to get underway this coming week in conjunction with the army’s Home Front Command. Training will include responding to attacks involving non-conventional warfare. Preparations are being described as “intensive”. Army sources are reporting preparedness for possible attacks at several levels. Military intelligence in Israel is not ruling out that Iraq is behind the anthrax envelopes sent around the United States, explaining that now appears the anthrax has been prepared before Sept. 11. The quality of the anthrax powder was very high, pointing to the involvement of a country as opposed to an individual effort, with the likelihood being a country in the Mideast. Experts feel that the high quality of the anthrax would indicate time was spent in its preparation, supporting the opinion it was done in advance of the attacks against the Pentagon and World Trade Center.

The declaration, based on the 1949 Fourth Geneva Convention guaranteeing civilian rights in wartime, calls on "the Occupying Power to immediately refrain from ... wilful killing, torture and unlawful deportation." The Chrétien government's Middle East policies faced renewed attack as the statement was adopted by consensus yesterday by the majority of signatory nations to the Fourth Geneva Convention. The United States, Australia and Israel boycotted the meeting, an action that Liberal MP Irwin Cotler and Canadian Alliance foreign affairs critic Brian Pallister thought Canada should also have taken. "Canada should not participate in any meeting that undermines the integrity of international humanitarian law and that undermines the integrity of the United Nations and their lead offices," said Mr. Cotler, who is an internationally known human rights lawyer. "I've looked at the draft declaration and in my view it is one-sided. It is critical only of Israel." "I'm not saying you can't be critical of Israel, and I'm not saying Israel should not be held to account for any violations that it commits," Mr. Cotler said. "But in the light of the horrific terrorist attacks of this past weekend, to single out Israel for differential and discriminatory treatment in holding parties to account and appearing to give, thereby, the Palestinian authorities exculpatory immunity is not a fair and even-handed way of looking at the problem." Mr. Pallister said the "spineless" Canadian position will only encourage terrorism. "It defies logic. The prime minister refused to condemn (Palestinian leader) Yasser Arafat for harbouring terrorists, and now the government supports a resolution condemning Israel for defending itself." Mr. Pallister also again ripped the government for refusing to add the charitable arm of Hamas to its list of terrorist organizations. "The sole purpose of Hamas is to destroy Israel. The organization uses charitable work as a public relations tool ... to generate sympathy for its terrorist cause and even to run kindergartens for terrorists. The prime minister says that is OK, but Canadians know it is not OK." Canada has followed the British lead in designating the Hamas military wing as terrorist, but not making the same judgment about its charitable arms. In Geneva, Canadian delegate Chris Westdahl said Canadians were outraged by the weekend attacks in Jerusalem and Haifa, saying "there could be no justification" for the actions. He said Canada had remained at the Fourth Geneva Convention conference despite "serious concerns" over attempts to politicize the process. "We believe that declarations which single out one of the parties to the conflict are more detrimental than ever to the diplomatic process." Mr. Westdahl said Canada accepts that the convention applies to the occupied territories, and Canada supported adopting the declaration on that basis. However, he emphasized that Canada did not believe a contentious paragraph in the declaration being held up by Arab states as an indictment of Israeli behaviour was meant to condemn Israel. "In Canada's view, that paragraph reaffirms applicable rules of international law ... and calls on Israel not to violate these obligations, but does not constitute an assessment of whether these rules have been violated by Israel." He said Israel should apply the convention to the occupied territories, "and the Palestinian Authority should also ensure respect for universal principles of international humanitarian law, including for the protection of Israeli civilians." The Middle East also featured in a brief telephone conversation between Prime Minister Jean Chrétien and U.S. President George W. Bush yesterday. The two "compared notes on the Middle East and Afghanistan" when Mr. Bush called the prime minister by phone at 10:15 a.m. to thank Canada for its continuing co-operation, a spokesman for Mr. Chrétien said. In the 15-minute conversation, Mr. Bush also talked of how Canada could be "a secure source of energy" for the United States and the leaders discussed the softwood lumber dispute and the need to improve trade flow across the border. It has too often been the case in the last decade or so, the truth about important events is first published either on the Internet or in a foreign newspaper. And it usually is in direct contradiction to the (authorized) leaks from "knowledgable" but unidentified government officials propagated by the "mainstream" media. The subject of mailed anthrax has followed this pattern. Many (too many) Americans will only accept "facts" when they see them on the eleven oclock network news or read them in the establishment newspapers, e.g. The New York Times, Washington Post or Los Angeles Times. One of the earliest bits of misinformation that probably resulted in several deaths was the assurance that those not in the vicinity where the envelope containing the anthrax spores was opened had nothing to worry about. That had to be revised when victims hundred of miles from the capitol came down with anthrax poisoning. Cross contamination was finally acknowledged, but the danger was downplayed contending that treatment with Cipro (and later other antibiotics) was 100% effective in those cases. We were told that inhalation of anthrax would require a concentration of eight to ten thousand spores in the lungs to be potentially fatal. We were told initially that the anthrax mailed was "crude" in form and could easily have been used by foreign terrorists. This was reinforced by repetitive showings of the crude lettering on the envelopes on TV. As test results began to filter out, the focus of the media changed to the "weaponization" of anthrax spores, i.e. milling them down to a diameter of one to three microns. (A micron is one millionth of a meter.) This required a degree of expertise beyond that of a single individual without access to a fairly sophisticated laboratory. After a spate of "speculation" in the media that a "right wing fanatic" might have been responsible, the FBI released a "profile" of its suspect. Predictably, they postulated a "loner" who may have worked in a laboratory and acquired a couple of test tubes of anthrax he kept in his basement for all these years. After the 911 tragedy this person, for his own reasons might have mailed the anthrax. As test results confirmed the (Ames) strain of anthrax used in the mailings, attention began to focus on the armys top-secret bioweapon laboratory at Fort Detrick, Maryland. The Ames strain is one of the most virulent (deadly) strains available and was in high demand both for developing weapons and vaccines to protect against all strains. Ft. Detricks records are incomplete but it is known to have furnished the Ames strain to Britains Porton Down laboratory, a number of university and private labs and probably to Iraq. During the cold war, Ft. Detrick, Britains Porton Down, Russia and South Africa produced and stockpiled large amounts of toxic biological and chemical weapons including anthrax. In 1969, in contemplation of a treaty signed in 1972, President Nixon ordered Ft. Detrick to cease production and destroy the stockpiles. Although research and development was done at Ft. Detrick, the actual production and storage was at the armys facility in the Pine Bluffs Redstone Arsenal in Arkansas. Now, some thirty years later, the U.S. Government appears to be relying on the expertise of two cold war bioweapon veterans, Dr.s William C. Patrick III, and Kenneth Alibek, President and CEO of Advanced Biosystems Inc. (ABS). Patrick was in charge of the anthrax "weaponization" program at Ft. Detrick. He developed a process that resulted in anthrax far more potent than that known to have been produced by Britain or Russia. He holds five secret patents on the process. The armys anthrax comprised up to one trillion spores per gram, double the amount other programs reached. To put that in perspective, if 10,000 spores is a lethal dose, then the two grams said to have been in the envelope addressed to Senator Daschle had enough for 200 million lethal doses. A gram is just one-twenty-eighth of an ounce. But even the 8 to 10 thousand spore number is misleading the public according to Edgar W. "Bud" Larson, one of several other Ft. Detrick veterans who granted on the record interviews to Scott Shane of the Baltimore Sun. Larson says that number (which he helped develop) is an average for lethal doses. Depending on several factors, 100 spores or less could be fatal. Larson was head of the aerobiology division at Detrick. Another veteran of the biowars, Norman M. Covert, adds that their experiments showed that spores of one to four microns easily escaped from ordinary envelopes, which have pores of ten microns. Another former Detrick expert is Manuel S. A District of Columbia judge swore in Kirsanow with Bush's top lawyer, Alberto Gonzales, looking on. Chairwoman Mary Frances Berry says the disputed seat on the commission "ought to be resolved in the courts." She planned to hold the meeting without seating Kirsanow. Kirsanow, accompanied by three lawyers, arrived 30 minutes before the commission's scheduled starting time and took a seat with others in the audience. The nameplate of Victoria Wilson, who has held the seat to which Kirsanow was appointed, was still at the U-shaped table where commissioners sit. White House spokesman Ari Fleischer said there was no legal merit to Berry's claim that Wilson's term has not expired, noting a ruling by the Justice Department's legal counsel and Clinton administration records that indicate Wilson's term expired Nov. 29. U.N. weapons inspectors have been barred from Iraq since December 1998. The last team left shortly before the United States and British launched a bombing campaign after the weapons inspectors said Baghdad was obstructing their work. The arms experts had been trying to investigate sites where Iraq was suspected of storing or manufacturing weapons of mass destruction. Sabri said the U.N. Security Council should first lift sanctions and rid the Middle East region of weapons of mass destruction before Iraq would consider allowing any new monitoring. On Monday the United States accused Iraq and North Korea of having biological weapons. Iraq admits it once had a program to develop germ warfare weapons, but says all stocks were subsequently destroyed. However, Washington says Baghdad has strengthened its biological weaponry since barring the U.N. inspectors. The United Nations imposed sanctions on Iraq after it invaded Kuwait in 1990. Baghdad has rejected a U.N. resolution adopted in December 1999 which calls for the suspension of sanctions if it allows weapons inspectors to return. Sabri also said he expected a normal rollover of the U.N.-administered oil-for-food deal when it comes to an end in November 30. The Security Council must approve a resolution either to extend the current program or revamp it. The program allows Baghdad to sell oil to buy food and medicine. General Rashid Dostum, the most powerful warlord in the north of the country, said he would boycott the interim government because his faction had been treated unfairly. A day after the delegates in Bonn said they believed the interim government fairly represented the many factions in Afghanistan, the general disagreed. "We are very sad," he said. "We announce our boycott of this government and will not go to Kabul until there is a proper government in place." Nobody can afford to ignore General Dostum, the leading warlord from Afghanistan's ethnic Uzbeks. He and his allies control five provinces in the north, including Mazar, one of the most important cities and a vital transit corridor to Uzbekistan. He heads one of the largest and most effective private armies in the country. It was his victory in Mazar-i-Sharif, which he once ruled as his privatef iefdom, that started the collapse of the Taliban across Afghanistan, as he did not hesitate to point out yesterday. "There are intellectual people in Junbish [Dostum's party] without whose sacrifice and struggle the Americans could not have defeated the Taliban and terrorism. We actually caused the demise of the Taliban," he said. General Dostum, a man who has changed allegiances many times, may be feeling let down by his American allies. A month ago, they were busy arming him with a view to capturing Mazar as a forward base. But within days of the fall of Mazar, most of the rest of the country folded as well. Now that the Taliban's stronghold in the north, Kunduz, has fallen, the general may fear he has outlived his usefulness to the Americans. Sayed Ahmad Gailani, an ethnic Pashtun leader, also condemned the Bonna greement, saying: "Injustices have been committed in the distribution ofm inistries." Gulbuddin Hekmatyar, a hardline Islamic warlord in exile in Iran, complained as well. But it will be General Dostum's anger that will cause the most immediated isquiet. Soldiers under his command were involved in the fierce fighting last week at Qalai Janghi fortress jail where at least 150 Taliban prisoners of war were massacred. During the civil war in the Nineties he was one of those responsible for the devastation of Kabul and the deaths of some 50,000 civilians. If he stands by his refusal to take part in the interim government, it could be fatal to the chances of the new premier, Hamid Karzai, uniting Afghanistan after 22 years of war. General Dostum said he had demanded the foreign ministry for his party,J unbish-i-Milli, but had been given only the agriculture and mining and industry portfolios. The foreign ministry went to Abdullah Abdullah of the NorthernA lliance, which also took the two other most important ministries, defence and interior. Although General Dostum nominally allied himself with the Northern Alliance for the purposes of overthrowing the Taliban, there are deep rifts between them. Jean Leopold Dominique, a wildly popular radio journalist in Haiti, was gunned down in front of his radio station on April 3, 2000, in what can only be described as a planned assassination. Jean-Claude Louissaint, who was with Dominique at the time, was also killed. Several have been named as suspects in the case, but the one most prominent is Dany Toussaint, a young senator with strong ties to Jean-Bertrand Aristide, the country's president. And although many consider Toussaint to be the main suspect, parliamentary immunity may prevent him from ever being tried in the matter. Toussaint had long tried to take over Dominique's station, Radio Haiti Inter, for some years, due to the broadcast journalist's harsh criticisms of the senator. "If Dany Toussaint tries anything else against me or the radio and if I am still alive, I will close the place down after I have denounced these maneuvers one more time and I will go in exile once more with my wife and children," said Dominique in a radio address on October 19, 1999, threatening to once again leave his career in journalism to protect his family. The address spoke out against attempts by the senator to force Dominique to speak out against public officials aligned against Toussaint's party. Dominique went into exile two previous times following threats made against him and his radio station, but would not have a chance for a third such move. Dominique was killed in front of his radio station shortly before the presidential election. While the Haitian government declared a national day of mourning and bestowed the government's highest honor on the broadcaster, the government has done little else to help solve the murders. The task of bringing Dominique's and Louissaint's murderer to justice has fallen into the hands of a judge whose work on the case has made him the target of political pressure. "All I want to do is apply the law," said Judge Claudy Gassant in an interview this past summer with the Miami Herald. "What the others want, I don't know." The "others" are Haiti's powerful elite, who do not want this case to be solved. When the case first fell on Gassant's desk, he insists that he was not fearful for his and his family's safety. But since that time, he has been threatened by anonymous callers to drop the case, and has even moved his wife and three-year-old son to the U.S. state of Florida for their protection. The basis for the fear and threats is the fact that many powerful people in Haiti's government, specifically Toussaint, will be implicated in the investigation. Gassant has also stated that every branch of the government, including his boss, the chief justice of Haiti, will not provide him with the tools needed for the job, and block his investigation at every turn. "The executive is against me, the legislative is against me, and the judiciary, too," said Gassant. "I'm so afraid I don't know of whom to be afraid." For their part, Haiti's justice department has denied any roadblock in the case, stating that they have very little to work with, but have provided Gassant with certain amenities, such as bodyguards and a laptop computer, to aid his work in the case. Regardless of any decision that Gassant may make, his main suspect, Toussaint, may never have to face any trial in the matter, due to his protection under parliamentary immunity. Toussaint, at first, cooperated with Gassant and submitted to questioning in the matter, but has refused to do so after the judge directly accused him of the crimes. After the judge's charges, Toussaint alleged the judge was using the case for political purposes and declaring his innocence. The senator's colleagues in Parliament have thus far denied any motion to remove Toussaint's parliamentary immunity, but may reconsider their stance, due to the popular support for the move. And while many have called for Toussaint to submit to an investigation, one voice has been louder than all the rest - Dominique's own wife. "If he's innocent as he says he is, he should go to a court of law and defend himself," said Michelle Montas-Dominique to the Miami Herald, the wife of the slain journalist who took over as director of Radio Haiti Inter. Montas-Dominique, who has been accused by her political foes of engineering her husband's death, has demanded that Toussaint lose his immunity and be forced to end his stonewalling tactics, "What he's trying to do is stop the whole thing."

Although Israel's policy may have damaged some of the operational capacity of the organisations it targets, its primary effect has been to invigorate the Intifada with fresh waves of popular outrage. One of the objectives of political assassinations in the Sharon era, indeed, is to provoke the Palestinians, thus justifying reprisals that make it impossible to address the political agenda. Assassinations are rooted in Israel's political culture, and in that of the Zionist movement before the state's establishment in 1948. Before the first Intifada, from 1967 to '87, the main targets of Israeli assassinations outside the occupied territories were Diaspora PLO cadres, and particularly senior political leaders from the organisation's various sub- groupings (though most were from Fatah), as well as military cadres suspected of involvement in military attacks against Israel in the West Bank, Gaza or abroad. During this period, a committee to "fight terror" was created at Golda Meir's initiative, led by General Aharon Yariv. During this "ghost war," Israel rarely claimed responsibility for the assassinations it carried out. Within the occupied territories, assassination was not used against political leaders, whom Israel preferred to deport. Extra-judicial executions were used intensively in the Gaza Strip, however, during Sharon's campaign to suppress the popular resistance movement between 1970 and '73. The Rimon unit, created by Sharon -- who at the time was the military commander of the South -- liquidated tens of wanted Palestinian activists according to a list updated monthly. In this way, Sharon laid the foundations upon which Barak would later build the Mista'ravim liquidation units (Israeli special forces dressed like Arabs to infiltrate their targets' communities). Extra-judicial killings intensified during the first Intifada. During this period, Israel changed its original policy as formulated in the 1970s, no longer restricting assassinations to a select few senior leaders, but expanding their range to include middle-rank cadres and grassroots activists -- and, notably, 25 young Palestinians caught writing political graffiti. Among them, a 14-year-old boy from Jenin, Walid Al-Souqi, was shot point-blank while begging for his life. One hundred Palestinian activists were assassinated during the first Intifada, often at the hands of Mista'ravim units. Israeli and international human rights organisations correctly termed this policy extra-judicial execution. The first Intifada also witnessed the targeting of amateur paramilitary groups allied to Fatah, Hamas and the PFLP. In what may have been the most poignant example of Israel's extra-judicial assassinations, a Palestinian youth was killed by undercover units while scrawling "Yes to Peace" on a wall on the eve of the 1991 Madrid conference During the Oslo years (1993-2000), Israel's assassination policy was mainly restricted to the Islamist opposition. Notable cases included Yehia 'Ayyash, Mohieddin Al-Sharif, and the 'Awadallah brothers, all associated with the military wing of Hamas. Additionally, between the signing of the Oslo accord on 13 September 1993 and the PA's arrival in Jericho and Gaza in mid-1994, Israel worked hard to liquidate what had remained of the paramilitary groups after the first Intifada. Several features have characterised assassinations in the present Intifada. First, they target Fatah activists as well as Islamists; second, the intensity of assassinations is unprecedented; third, the Israelis are using entirely new methods, including attacks by Apache assault helicopters, Hellfire and TOW (surface-to-surface) missiles and tanks, as well as the shelling of houses. Official Israeli state institutions have not been the only executors of the assassination policy. Jewish terrorist organisations working independently, and composed of extremist Zionists such as the members of the Jewish Defence League (formerly led by Rabbi Meir Kahana), have also been extremely active. Kahana initially chose the United States as the target of his terrorist operations, before transferring them to the occupied territories. In the US, the murders of Soliman Al-Farouqi and his wife, in addition to the killing of leading Palestinian political activist Alexander Odeh, are only the better-known examples of extremist Zionist terror. Since independent organisations claim responsibility for such extra-judicial killings, Israel need not fear political or moral repercussions, although the state may have participated at least by providing the perpetrators with moral justification. But the biggest secrets, I suspect will remain untouched. Yes, we learn that the FBI tapped wires illegally, kept lists of people to be put in concentration camps, wrote fake letters to destroy personal lives and used dirty tricks to disrupt organizations it didn't like. The CIA opened mail illegally, plotted the murder of foreign leaders and conspired to overthrow a democratically elected government in Chile. It is the habit of governments everywhere, including ours, when caught lying, stealing or murdering, to murmur a few words of confession, find a scapegoat to punish and go right on doing its dirty work in more subtle ways. Recall: Families were burned to death in Vietnam, babies were shot in their mothers' arms, Cambodia was bombed secretly and Laos openly, the land and culture of 40 million people in Southeast Asia were laid waste. And then what? Instead of trying Mr. Nixon and Kissinger for mass murder by terror bombing, we scolded their flunkies for breaking and-entering and gave them a little time in jail. Instead of trying the generals for the massacre at My Lai, we tried Calley and put him under house arrest. What will happen now with these revelations on the CIA and FBI? The usual. A few changes in personnel, a few new laws. But the same exclusive club of corporate billionaires, with their teams of lawyers, accountants, politicians and intellectual advisers hoping to become Secretary of State, will remain in power. For profound changes to come about in this country, we will have to start revealing to the American public, and especially to the school kids of the coming generation, the really big secrets, which no congressional committee will touch. First, that there is little difference between Them (the enemy- Communism) and Us (the West, American, "democracy") when it comes to a reckless disregard for human lives in pursuit of something called "national interest." That "national interest," it usually turns out, is the interest, over there, of the Kremlin bureaucracy, and here, the interest of the oil companies, the banks, the military-industrial-political complex. When we were told in grade school that the difference between Them and Us is "they believe in any means to gain their ends and we don't"-we were lied to. People are beginning to catch on. The Spy Who Came in >From the Cold was the first best-selling novel to boldly make that point: "Our side" would use ex-Nazis, would sacrifice the lives of its own people, to score points in a game whose concern was not humanity but power. The current movie, Three Days of the Condor, is even more explicit. The CIA is portrayed as a group of sophisticated men using dazzling scientific techniques to ruthlessly exterminate anyone, including their own employees, who stood in the way of control of oil in the Middle East and Venezuela. Even the fantasies of movie scripts can't match the reality. There is evidence now that the FBI was involved in the planned murder of two black leaders in Chicago on December 4, 1969. A gang of police, armed with shotguns, pistols, rifles and submachine guns, and a plan of the house furnished by an FBI informant, attacked an apartment occupied by Black Panthers, at four in the morning, and executed Fred Hampton as he lay asleep in his bed. The biggest secret of all is beginning to emerge: That "the enemy" of this government is anyone, here or abroad, who won't put up with control of the world by Chase Manhattan, Exxon, General Motors, I.T. & T. It is chilling but suddenly believable that a government willing to kill Vietnamese peasants and put Asian protesters in tiger cages will also assassinate native Americans and put citizens here in concentration camps. That's a heavy secret for us to carry in our heads. Privatization of such public functions is one of the mantras of the New World Order. Economic, political and media elites assume that privatization provides undeniable benefits and moves us toward a good society. But while it sometimes reduces costs, privatization is often less efficient than public enterprise, and frequently is socially harmful, taking a disproportionate toll on women and minorities. Privatization also weakens democracy by bypassing unions and shifting power away from governments and non-profit organizations, which can respond to democratic political processes. Instead, power moves to corporations that serve only the interests of their owners and financiers. Privatization means the shift of activities from the government and nonprofit sectors to the market. It may take the form of the sale of public (or non-profit) sector assets to private companies or the contracting out of services previously supplied by public employees. Privatization is not new. In France before the Revolution of 1789, the King farmed out government tax collecting to individuals in a system notorious for corruption. Along with contracting out the provision of supplies for the French armed forces, private tax collecting was the basis of many great fortunes. Ending this system was one of the French Revolution's accomplishments. Throughout the nineteenth century, the U.S. government engaged in massive privatization through the sale of millions of acres of public land (a domain greatly extended by the Louisiana and Alaska purchases and the seizure of Mexican territory) . Many tycoons derived their fortunes from shrewd and sometimes fraudulent public land acquisitions. Abuses in the use and disposal of public property have continued throughout the twentieth century, manifested in both periodic scandals (such as Teapot Dome) and the subsidized use of public property, which continues today through, for example, under priced sales of national forest timber, bargain-rate use of mineral lands, and commercial broadcasters' free use of valuable air rights. Western European and Third World governments have commonly owned airlines, railroads, telecommunications and electric power systems, and sometimes banks, petroleum refining and other industrial enterprises. But in the United States government has been largely excluded from activities of interest to private business, and its periodic entry into these fields has been limited and often stripped away. The government did take over many private sector activities during both World Wars I and II, but it speedily privatized them after the wars. Since 1932, Congress, under the prodding of business, has made periodic surveys of government activities that compete with the private sector, with a view toward minimizing government competition. Ronald Reagan's Office of Management and Budget formalized the pressure on government agencies to minimize in-house production, ordering government managers to consider contracting out all functions, including data processing, janitorial services and vehicle maintenance. Despite this long-standing bias against public enterprise in the United States, with the rise of monopoly power in railroads, electric power, and telephones during the late 19th and early 20th centuries the government created a regulatory apparatus. It grew with urbanization and the need for water supply and waste disposal, and the coming of the automobile and road building. The public sector grew further with the social democratization that accompanied the Great Depression and World War II, including the growth of organized labor and a new governmental health and welfare apparatus. Privatizers from the early 1970s onward have been selling off government property-mainly water and waste water facilities, parking garages, roads, airports, public lands and buildings, and mortgage portfolios. But privatization in the United States has focused mainly on the contracting out of government services, including the operation of government-owned facilities. State and local governments carry out most public economic activity, and contracting out at these levels has soared over the past decade. The Mercer Group, an Atlanta consulting firm, estimates that between 1987 and 1995 the number of municipalities contracting-out services increased as follows: janitorial from 52% to 70%, street maintenance 19% to 38%, solid waste collection 30% to 50%, and data processing operations 16% to 31 %. Last week's terrorist attacks brought out the worst in televangelists
Pat Robertson and Jerry Falwell. Three days after hijacked jetliners
slammed into the Pentagon, the World Trade Center and the
Pennsylvania countryside, Robertson posted a statement on his
Christian Broadcast Network (CBN) Web site announcing that
pornography, rampant secularism, the occult, abortion, the absence of
prayer in schools and insults of God "at the highest level of our
government" had sent the Almighty over the edge. America was
attacked, Robertson asserted, "because God Almighty is lifting His
protection from us."
Appearing on CBN's "700 Club" the day before Robertson's blast,
Falwell had also cut loose.
Falwell (who you may recall feared that Tinky Winky the Teletubby was gay and out to
damage the moral lives of children) singled out homosexuals, supporters of abortion
rights, pagans, the American Civil Liberties Union a
nd People for the American Way as groups to blame for the Tuesday massacres. But a day
later and facing a firestorm of criticism, Falwell backtracked. Labeling his own
comments "insensitive, uncalled for at the time, and
unnecessary as part of the comment on this destruction," Falwell said he blamed no one
but the hijackers and terrorists for what happened.
Robertson, who had joined Falwell's blame game during the show, ("Jerry, that's my
feeling") cut and ran when it hit the fan. "Severe and harsh in tone" was how
Robertson characterized pal Falwell's remarks in a later pre
ss release. "Totally inappropriate," he later said during a Fox News appearance.
Well, the Rev. Falwell has advanced to the rear, so let's let him be for the moment.
Robertson, however, is another matter. He still thinks God removed His protection from
the nation, thus allowing our enemies to give us
what we deserve.
What's more, to hear Robertson tell it, one of the abominations prompting God to hide
his face from America is this country's self-indulgence, pursuit of financial gain and
focus on wealth.
Which is the subject of today's column, and the basis for this humble question: What,
pray tell, does the Good Lord make of Pat Robertson's gold-mining venture in Liberia
with Charles Taylor, international pariah and one
of the most ruthless, greedy and terror-producing heads of state in all of sub-Saharan
Africa?
What? He didn't know?
Well it probably slipped Robertson's mind, busy as he is in getting people to send in
those checks, money orders and love offerings to support his cause. How the reverend
found time to hook up with Taylor, I'll never know
.
But in May 1999, Robertson, through Freedom Gold Limited, an offshore company
registered in the Cayman Islands but based at CBN headquarters in Virginia Beach,
signed an agreement with Taylor and key cabinet members allow
ing the for-profit Freedom Gold to explore and receive mining rights in southeastern
Liberia, where gold is believed to be in the ground.
It's a great deal for Liberia, which is now an economic basket case thanks to the long
civil war and Taylor's corruption. It's also good for Freedom Gold, which was formed
by Robertson in 1998. Liberia -- and for all prac
tical purposes we're talking Taylor -- gains 10 percent ownership of Freedom Gold.
As The Post's Douglas Farah reported in January, huge amounts of the country's funds
have been siphoned off by a small group of Taylor's associates and relatives. Taylor
"has his hand in everything and gets a cut of every
thing," a businessman told The Post. Other Liberians, probably Taylor's gang, are
entitled to buy at least 15 percent of Freedom Gold's shares after the exploration
period.
In a phone interview on Wednesday, Joe Mathews, Freedom Gold's vice president for
finance and administration ("actually I'm acting as managing director," he confided),
said the company is currently in the exploration stag
e but "there is little activity at the moment because it's monsoon season."
He said gold has been found, but whether it is a viable venture has not been
determined. Mathews confirmed reports that Freedom Gold is committed to spend $15
million during the exploration phase, but he said it has yet t
o spend anything close to that amount. The deal with Liberia gives Freedom Gold
exploration rights for five years, and an additional "20 years to mine it," Mathews
said. Liberia is currently collecting exploration and ren
tal fees from Freedom Gold; the government also will pocket royalties and rental fees
once production gets underway.

Honorary knighthood for Billy Graham

THE American evangelist Billy Graham was made an honorary knight
yesterday at a ceremony in Washington.
The Christian minister, who claims to have preached the Gospel to
more live audiences than anyone in history, was knighted by Sir
Christopher Meyer, the British Ambassador, on behalf of the Queen.
He was honoured "for his huge and truly international contribution to
civic and religious life over 60 years", said a Foreign Office
spokesman.
Billy Graham, 83, has taken his message to more than 210 million
people in more than 185 countries. He has acted as confidant to every
US President since Harry Truman in 1945 and has met the Queen several
times during his tours of Britain.
The award, Honorary Knight Commander of the Order of the British
Empire, is made to foreign nationals. Holders should not use the
title Sir, but are entitled to the letters KBE after their name.

Even before Marc Racicot's nomination was cemented with a Wednesday Oval Office meeting, Democratic party operatives, good-government groups, and media watchdogs sprang into action, flooding e-mail inboxes with details of Racicot's lobbying efforts. There's nothing illegal or unprecedented about a party chair continuing to work in the private sector just some questions about appearances, and lots of partisan fodder, stirred up in some measure by the still-unannounc ed arrangements between Racicot and the RNC about what type of outside income he'll be allowed to earn. Racicot insists that he will maintain the highest level of ethics, and curtail any business dealings that might cause a conflict or embarrassment for the White House or the party. However, whether he will scale back or el iminate direct advocacy of Congress and/or the Administration is not known. Candidates with superior communication abilities and a big rolodex of contacts often take a big pay cut to join political parties. Given recent inquiries into the lobbying connections between parties and lobbyists, la wyers nowadays tend to frown on direct, paid advocacy, particularly since the party chairs can recruit and assist candidates who might one day be in a position to influence appropriations and regulations. According to lawyers knowledgeable with previous arrangements, many party chairs, co- chairs and operatives shift their responsibilities at their private sector firms, providing what amounts to strategic advice and openin g doors for new clients, but not engaging in direct lobbying. Top Democrats and Republicans are engaged in a quiet game of chicken, with Democrats to the professed surprise of some Republicans aggressively pointing out some of Racicot's recent business ties and publicly calling his intentions to continue some of them improper. Among other things, Democrats have pointed out that conservative activist Bill Bennett turned down being RNC chair after he decided he thought it wasn't compatible with ea rning outside income. Democratic party spokesperson Jennifer Palmeri concedes that past chairs of her own party have worked simultaneously as lobbyists, but says that evolved ethics standards make this practice no longer acceptable. Republican s suggest quietly and indignantly that they are ready to escalate this battle if Democrats persist, since many of Democratic chair Terry McAuliffe's past business dealings did not receive prominent media attention when he took office earlier this year. According to federal disclosure documents and published reports, Racicot lobbied politicians on Enron's behalf and talked with Vice President Dick Cheney on energy industry issues. Federal disclosure documents show that Racicot has also worked on behalf of agriculture, electricity, mining, and transportation interests at Bracewell & Patterson. He is a federally registered lobbyist for the National E lectric Reliability Coordinating Council; for railroad company Burlington Northern Santa Fe (BNSF); for Wheat Gluten, a confederation of wheat gluten producers; and for Quintana Minerals, a mining company. Democrats are looking for evidence that Racicot lobbied Western state governors and legislatures on behalf of some of these interests, too, because he has not registered as a lobbyist with any states. Racicot's work for the wheat gluten industry coincided with a favorable decision on its behalf by the Bush Administration. In June 2001, U.S. Trade Representative Robert Zoellick announced that his office would end quotas on foreign wheat gluten products, but give the industry $40 million to "help it maintain its competitiveness," according to a government press release. Id actually made that historical revision myself more than 20 years ago, in the course of researching my 1978 book, "The Way the World Works." Id discovered that the 1929 stock market crash had been caused by the United States Senate in those October weeks, shifting from opposition to support of the Smoot-Hawley Tariff Act, which became the first step toward the Great Depression when President Hoover signed it into law in June 1930. It became clear the American political establishment -- replacing Great Britain as the global leader after the first World War -- had failed its first test. The economic imperiousness of the tariff led directly to the rise o f the Nazis, as Germany felt the early blows of the global contraction. As for your country, Americans today have little recollection of how U.S. political leaders of both parties early in the last century behaved with an active animus toward the people of Japan. On October 18, 1988, I wrote to my clients about this context at a time when this animus once again was showing itself, as both political parties here began complaining vigorously about Japans trade surplus. Our political pressure then led to the lo ng economic decline Japan has since experienced -- and which you hope to reverse. Here is some of what I wrote in 1988, in "Thinking About Japan": One of the problems of our time is that Japan has no choice but to seek survival through colonization of more hospitable lands. We think of Nazi Germany when we hear the word "lebensraum," but it has been much more apt in this century to equate Japan with cramped living quarters. There are 125 million people living on an island the size of California, but without Californias natural resources. The mountainous island is near saturation, u nable to support much more life without squeezing living standards or converting its tiny agricultural base to higher value-added economic activities, freeing the ricelands. Emigration from Japan is well over 2 million an nually, 'colonies' spreading especially in Brazil, Australia and the U.S., plus millions of businessmen and students living 'temporarily' in most countries around the world. The problem was not much different for Japan in the 1930s, when it had but 65 million people. It could solve its problem by exporting people, capital or high value-added goods. Immigration quotas prevented emigration from Japan to the U.S. in any meaningful numbers. In 1913, California passed a law restricting land ownership to Japanese awaiting citizenship, intending to prevent the Japanese, as Gov. Hiram Johnson put it, 'from driving th e root of their civilization into California soil.' The perceived threat to the people of Japan was real. The United States had been its main hope, its Asian neighbors with few exceptions tied to one or another of the col onial powers. When the Smoot-Hawley Tariff Act was enacted in 1930, it was as if the United States established barriers to all three of the Japanese solutions. The trade walls prevented them from trading higher value-adde d goods for lower value-added grains, timber, oil and minerals. They also prevented Japan from acquiring the capital to invest in the U.S. After all, it had to run a trade surplus in order to acquire productive U.S. asset s for reasons of national survival, not mercantilism. The emergence of the militarists grew out of this dilemma. The invasion of Manchuria was initiated in September 1931, a year after Smoot-Hawley began impacting Japanese exports, the military wresting power from civilian l eadership. Emulating the European powers, it would ruthlessly impose a quasi empire, the Greater East Asia Co.-Prosperity Sphere. When President Roosevelt responded by further isolating Japan, his oil embargo shutting off an important source of Japans energy, the die was cast. Its hard to argue with history, but it should be no surprise that the current wave of historical revisionism in Japan is taking place. Younger Japanese are reject ing the U.S. explanation of Pearl Harbor as a simple act of pure military aggression. Now it turns out they are not celebrating, but starving to death in the snow. All the left-wing handwringing over the American bombing campaign blocking aid has turned out to be misplaced. The real problem is U.S. reluctance to put enough soldiersours or anyone's other than the nearly lawless Northern Allianceon the ground to maintain the peace. UN and other relief agencies say they can't function in nearly half the territory behind Northern Alliance lines because of marauding and highway robbery. A spokesman for Oxfam in Islamabad today said the situation is roughly this: Food is reaching major cities, but isn't getting out into the countryside, where 85 percent of the people live and where there is no security. As for the cities, the food that is getting through is not sufficient to feed city residents as well as the growing number of refugees who have fled rural regions for more urban areas. No aid of any kind is reaching Kandahar. Which is not to say the continuing assaults by fighter planes are without harm. A current UN report says "aid workers in the east near Jalalabad were forced to leave their posts following intense U.S.-led bombing in the hunt for Osama bin Laden and his terrorist network." The more pressing difficulty, though, lies in protecting those who would make the food deliveries and hand out the aid. Relief agencies continue trying. "There is a small-scale distribution in Mazar-i-Sharif despite the insecurity there," said Lindsey Davies, a spokeswoman for the World Food Program in Islamabad. The access point to 4 million people, "Mazar is an important logistical base for us. It is one access route into the north, but it is temporarily out of use." The situation around Kunduz was, if anything, worse. "Kunduz is out of bounds to WFP," Davies said. "One of the problems experienced by WFP is the fact that truck drivers in the southwestern Pakistani city of Quetta were reluctant to go into Kandahar for fear of being caught up in the U.S.-led operation," she said. "We have also heard that food prices have increased in the market, which means that there will be fewer people with purchasing power." -Caveat Lector- http://www.michaelparenti.org/Imperialism101.html Imperialism 101 Chapter 1 of Against Empire by Michael Parenti Imperialism has been the most powerful force in world history over the last four or five centuries, carving up whole continents while oppressing indigenous peoples and obliterating entire civilizations. Yet, it is seldom accorded any serious attention by our academics, media commentators, and political leaders. When not ignored outright, the subject of imperialism has been sanitized, so that empires become "commonwealths," and colonies become "territories" or "dominions" (or, as in the case of Puerto Rico, "commonwealths" too). Imperialist military interventions become matters of "national defense," "national security," and maintaining "stability" in one or another region. In this book I want to look at imperialism for what it really is. Across the Entire Globe By "imperialism" I mean the process whereby the dominant politico-economic interests of one nation expropriate for their own enrichment the land, labor, raw materials, and markets of another people. The earliest victims of Western European imperialism were other Europeans. Some 800 years ago, Ireland became the first colony of what later became known as the British empire. A part of Ireland still remains under British occupation. Other early Caucasian victims included the Eastern Europeans. The people Charlemagne worked to death in his mines in the early part of the ninth century were Slavs. So frequent and prolonged was the enslavement of Eastern Europeans that "Slav" became synonymous with servitude. Indeed, the word "slave" derives from "Slav." Eastern Europe was an early source of capital accumulation, having become wholly dependent upon Western manufactures by the seventeenth century. A particularly pernicious example of intra-European imperialism was the Nazi aggression during World War II, which gave the German business cartels and the Nazi state an opportunity to plunder the resources and exploit the labor of occupied Europe, including the slave labor of concentration camps. The preponderant thrust of the European, North American, and Japanese imperial powers has been directed against Africa, Asia, and Latin America. By the nineteenth century, they saw the Third World as not only a source of raw materials and slaves but a market for manufactured goods. By the twentieth century, the industrial nations were exporting not only goods but capital, in the form of machinery, technology, investments, and loans. To say that we have entered the stage of capital export and investment is not to imply that the plunder of natural resources has ceased. If anything, the despoliation has accelerated. Of the various notions about imperialism circulating today in the United States, the dominant view is that it does not exist. Imperialism is not recognized as a legitimate concept, certainly not in regard to the United States. One may speak of "Soviet imperialism" or "nineteenth-century British imperialism" but not of U.S. imperialism. A graduate student in political science at most universities in this country would not be granted the opportunity to research U.S. imperialism, on the grounds that such an undertaking would not be scholarly. While many people throughout the world charge the United States with being an imperialist power, in this country persons who talk of U.S. imperialism are usually judged to be mouthing ideological blather. The Dynamic of Capital Expansion Imperialism is older than capitalism. The Persian, Macedonian, Roman, and Mongol empires all existed centuries before the Rothschilds and Rockefellers. Emperors and conquistadors were interested mostly in plunder and tribute, gold and glory. Capitalist imperialism differs from these earlier forms in the way it systematically accumulates capital through the organized exploitation of labor and the penetration of overseas markets. Capitalist imperialism invests in other countries, transforming and dominating their economies, cultures, and political life, integrating their financial and productive structures into an international system of capital accumulation. A central imperative of capitalism is expansion. Investors will not put their money into business ventures unless they can extract more than they invest. Increased earnings come only with a growth in the enterprise. The capitalist ceaselessly searches for ways of making more money in order to make still more money. One must always invest to realize profits, gathering as much strength as possible in the face of competing forces and unpredictable markets. Given its expansionist nature, capitalism has little inclination to stay home. Almost 150 years ago, Marx and Engels described a bourgeoisie that "chases over the whole surface of the globe. It must nestle everywhere, settle everywhere, establish connections everywhere. . . . It creates a world after its own image." The expansionists destroy whole societ

-Caveat Lector- http://www.counterpunch.com/valentine.html Fragging Bob: Bob Kerrey, CIA War Crimes, And The Need For A War Crimes Trial by Douglas Valentine By now everybody knows that former Senator Bob Kerrey led a seven-member team of Navy Seals into Thanh Phong village in February 1969, and murdered in cold blood more than a dozen women and children. What hardly anyone knows, and what no one in the press is talking about (although many of them know), is that Kerrey was on a CIA mission, and its specific purpose was to kill those women and children. It was illegal, premeditated mass murder and it was a war crime. And it's time to hold the CIA responsible. It's time for a war crimes tribunal to examine the CIA's illegal activities during and since the Vietnam War. War Crimes As Policy War crimes were a central was part of a CIA strategy for fighting the Vietnam War. The strategy was known as Contre Coup, and it was the manifestation of a belief that the war was essentially political, not military, in nature. The CIA theorized that it was being fought by opposing ideological factions, each one amounting to about five percent of the total population, while the remaining ninety percent was uncommitted and wanted the war to go away. According to the CIA's mythology, on one side were communist insurgents, supported by comrades in Hanoi, Moscow and Peking. The communists fought for land reform, to rid Vietnam of foreign intervention, and to unite the north and south. The other faction was composed of capitalists, often Catholics relocated from North Vietnam in 1954 by the CIA. This faction was fighting to keep South Vietnam an independent nation, operating under the direction of quiet Americans. Caught in the crossfire was the silent majority. The object shared by both factions was to win these undecided voters over to its side. Contre Coup was the CIA's response to the realization that the Communists were winning the war for the hearts and minds of the people. It also was a response to the belief that they were winning through the use of psychological warfare, specifically, selective terror the murder and mutilation of specific government officials. In December 1963, Peer DeSilva arrived in Saigon as the CIA's station chief. He claims to have been shocked by what he saw. In his autobiography, SubRosa, DeSilva describes how the VC had "impaled a young boy, a village chief, and his pregnant wife on sharp poles. To make sure this horrible sight would remain with the villagers, one of the terror squad used his machete to disembowel the woman, spilling he fetus onto the ground." "The Vietcong," DeSilva said, "were monstrous in the application of torture and murder to achieve the political and psychological impact they wanted." But the methodology was successful and had tremendous intelligence potential, so DeSilva authorized the creation of small "counter-terror teams," designed "to bring danger and death to the Vietcong functionaries themselves, especially in areas where they felt secure." How Counter-Terror Worked In Vietnam Thanh Phong village was one of those areas where Vietcong functionaries felt secure. It was located in Kien Hoa Province, along the Mekong Delta. One of Vietnam's most densely populated provinces, Kien Hoa was precariously close to Saigon, and is criss-crossed with waterways and rice paddies. It was an important rice production area for the insurgents as well as the Government of Vietnam, and thus was one of the eight most heavily infiltrated provinces in Vietnam. The estimated 4700 VC functionaries in Kien Hoa accounted for more than five percent of the insurgency's total leadership. Operation Speedy Express, a Ninth Infantry sweep through Kien Hoa in the first six months of 1969, killed an estimated 11,000 civilians-supposedly VC sympathizers. These functionaries formed what the CIA called the Vietcong Infrastructure (VCI). The VCI consisted of members of the People's Revolutionary Party, the National Liberation Front, and other Communist outfits like the Women's and Student's Liberation Associations. Its members were politicians and administrators managing committees for business, communications, security, intelligence, and military affairs. Among their main functions were the collection of taxes, the recruitment of young men and women into the insurgency, and the selective assassination of GVN officials. As the CIA was well aware, Ho Chi Minh boasted that with two cadre in every hamlet, he could win the war, no matter how many soldiers the Americans threw at him. So the CIA adopted the Ho's strategy-but on a grander and bloodier scale. The object of Contre Coup was to identify and terrorize each and every individual VCI and his/her family, friends and fellow villagers. To this end the CIA in 1964 launched a massive intelligence operation called the Provincial Interrogation Center Program. The CIA (employing the US company Pacific Architects and Engineers) built a

(2) Prior consultation required.--Not less than 5 days prior to the obligation of funds for Pakistan under paragraph (1), the President shall consult with the appropriate congressional committees with respect to such obligation. (b) Fiscal Year 2003.-- (1) Waiver.--The President is authorized to waive, with respect to Pakistan, any provision of the foreign operations, export financing, and related programs appropriations Act for fiscal year 2003 that prohibits direct assistance to a country whose duly elected head of government was deposed by decree or military coup, if the President determines and certifies to the appropriate congressional committees that such waiver-- (A) would facilitate the transition to democratic rule in Pakistan; and (B) is important to United States efforts to respond to, deter, or prevent acts of international terrorism. (2) Prior consultation required.--Not less than 5 days prior to the exercise of the waiver authority under paragraph (1), the President shall consult with the appropriate congressional committees with respect to such waiver. SEC. 2. INCREASED FLEXIBILITY IN THE EXERCISE OF WAIVER AUTHORITY OF MTCR AND EXPORT ADMINISTRATION ACT SANCTIONS WITH RESPECT TO PAKISTAN. Any waiver under 73(e) of the Arms Export Control Act (22 U.S.C. 2797b(e)), or under section 11B(b)(5) of the Export Administration Act of 1979 (50 U.S.C. App. 2410b(b)(5)) (or successor statute), with respect to a sanction that was imposed on foreign persons in Pakistan prior to January 1, 2001, may be exercised-- [[Page 115 STAT. 404]] (1) only after consultation with the appropriate congressional committees; and (2) without regard to the notification periods set forth in the respective section authorizing the waiver. SEC. 4. MODIFICATION OF NOTIFICATION DEADLINES FOR DRAWDOWNS AND TRANSFER OF EXCESS DEFENSE ARTICLES TO RESPOND TO, DETER, OR PREVENT ACTS OF INTERNATIONAL TERRORISM. (a) Drawdowns.--Notwithstanding the second sentence of section 506(b)(1) of the Foreign Assistance Act of 1961 (22 U.S.C. 2318(b)(1)), each notification under that section with respect to any drawdown authorized by subclause (III) of subsection (a)(2)(A)(i) that the President determines is important to United States efforts to respond to, deter, or prevent acts of international terrorism shall be made at least 5 days in advance of the drawdown in lieu of the 15-day requirement in that section. A new bill in Congress provides over US$45 million in federal funds to spur police into taking more DNA samples and using them in criminal investigations. The FBI in late 1998 finished constructing a massive DNA database with about a million entries, but local and state police have a backlog of samples taken from criminal suspects and crime scenes and have been slow in adding them to the system. Rep. Benjamin Gilman (R-NY) hopes to change this. His proposal, cosponsored by Jim Ramstad (R-Minn) and Bart Stupak (D-Mich), allows the Justice Department to write checks to state and local police forces so they can buy "state-of-the-art testing methods." Gilman's bill expands the database to allow samples to be taken not just from adults convicted of criminal offenses, but also from minors guilty of "acts of juvenile delinquency." It also includes violent criminals in the District of Columbia. "The legislation will give money to states to get caught up with the DNA registry," a spokesman for Gilman said. "The problem is there have been so many DNA samples." Privacy advocates charge that collecting more information is unwise. "The problem is that a great deal of the backlog is caused by a number of these states demanding DNA samples from just about everyone. A number of states -- Louisiana and New York -- are moving toward collecting DNA samples from every single individual arrested, no matter how minor the crime," says David Banisar, co-author of the Electronic Privacy Papers. "[You shouldn't] give them endless pots of money to do this. Politicians are afraid of doing the right thing for fear of looking soft on crime," Banisar said. If the bill becomes law, anyone in prison, on parole, or on probation who's guilty of certain serious crimes must give DNA samples to the police -- if they haven't already -- or be found guilty or a misdemeanor. The measure allows "the use of such means as are necessary to restrain and collect a DNA sample from an individual who refuses to cooperate in the collection of the sample." DNA carries each individual's unique genetic code. Samples taken from blood -- the most common method -- or other body fluids can be used to match suspects to evidence at crime scenes. The FBI's Combined DNA Index System (CODIS) is a huge database that -- as of its launch in October 1998 -- was installed in 94 laboratories in 41 states and Washington DC. The National DNA Index is part of CODIS and records information submitted by participating states. A 1994 law called the DNA Identification Act allows the FBI to include information about people convicted of crimes, samples recovered from crime scenes, and samples recovered from unidentified human remains. Another bill, HR3087, includes a similar provision. It gives the Justice Department $30 million to eliminate the database backlog. In April, Rep. McCain introduced S. 1744 on November 29, 2001, "To ensure the continued financial capacity of insurers to provide coverage for risks from terrorism." As I understand it, it is to protect commercial insurers only, if their expenditures exceed - (http://thomas.loc.gov/cgi-bin/query/D?c107:6:./temp/~c107oJWzB9::) "(1) $10,000,000; or (2) 5 percent of the commercial insurer's gross direct written premiums on covered lines for the preceding calendar year." .. then the government would pay them up to 80% of their losses not to exceed (in aggregate) $100 BILLION! And the government would be remitted some of this money by permitting commercial insurers to charge a surcharge to commercial customers not to exceed 6%. "(a) IN GENERAL- The Secretary shall provide financial assistance, pursuant to a triggering determination, to commercial insurers in accordance with this section to cover insured losses resulting from acts of terrorism , which shall be repaid in accordance with subsection (e). (b) AMOUNT- Subject to subsection (c), with respect to a triggering determination, the amount of financial assistance made available under this section to each commercial insurer shall be equal to 80 percent of the amount of the covered losses of the insurer as a result of the acts of terrorism . (c) AGGREGATE LIMITATION- The aggregate amount of financial assistance provided pursuant to this section may not exceed $100,000,000,000." in effect, in my view, all costs would be passed down to the little people, of course, because that's what the government, in collusion with business, always agrees upon. Despite my Moniker I am no "goldbug" and have no financial interest in the metal or its paper derivatives. In fact, I have no financial interest in anything I write about...as much due to a lack of disposable income as ethical considerations. It remains unclear to me whether gold is being stockpiled and controlled for future use or covertly acquired to keep it from disrupting the plans of the paper-hangers. I remain one of the few voices who continue to consider that the Rhodes-Milner complex as outlined by Quigley -- and undoubtedly modified to a lage extent by world events etc -- is the ultimate beast that controls and manipulates the vast quantities of black gold. The Bilderberg and Trilats are arms of this beast rather than its heart, I think. I may well be wrong as what evidence there is in support of this view is circumstantial at best. It is more a gut instinct than anything else, I suppose. However, I was struck by a comment made by Rhodes in a letter to W T Stead in 1891 in which Rhodes spoke of his plans and poutlined his belief that the only way forward was via a secret society that was committed to "...absorbing the wealth of the world to be devoted to such an object." Whatever one thinks of Rhodes and his secret societies, imagine the scope of such a vision. Lord Grey, another important Rhodes-Milner figure once belittled the Canadian, A J Glazebrook (also a very significant person in the Group) because "he made no real effort to accumulate wealth." The conclusion I draw from these two statements is that an integral part of the Rhodes-Milner secret plan was to literally acquire the wealth of the world in order to control the world. Recent statistics show that the vast bulk of the wealth of the world is already in the hands of an infinitesimally small number of extremely wealthly individuals. This being the case, the question I ask is what part gold has played or is yet to play in this. My guess is that the powers that be are only to aware of the intrinsic fragility of fiat money and that a day of reckoning will one day arrive. I suspect that day will be when most of the real tangible assets of the world are in the proper hands. For what it is worth this is my conspiracy theory. I could easily be wrong. I am no economist (but then economists are no economists). But what I am certain of is the degree of importance which the elite place on acquiring and controlling black gold and utilising collateral trading programmes. These are at the very top of their agenda, I believe. For publishing Project Hammer I have been taking some heavy flak in some of the quiet and darker corners of the world. This, in addition to being unpleasant has also been instructive. I now question the wisdom of revealing what was, until two months ago, one of the best kept secrets of banking and finance and elite actions. It has too often been the case in the last decade or so, the truth about important events is first published either on the Internet or in a foreign newspaper. And it usually is in direct contradiction to the (authorized) leaks from "knowledgable" but unidentified government officials propagated by the "mainstream" media. The subject of mailed anthrax has followed this pattern. Many (too many) Americans will only accept "facts" when they see them on the eleven oclock network news or read them in the establishment newspapers, e.g. The New York Times, Washington Post or Los Angeles Times. One of the earliest bits of misinformation that probably resulted in several deaths was the assurance that those not in the vicinity where the envelope containing the anthrax spores was opened had nothing to worry about. That had to be revised when victims hundred of miles from the capitol came down with anthrax poisoning. Cross contamination was finally acknowledged, but the danger was downplayed contending that treatment with Cipro (and later other antibiotics) was 100% effective in those cases. We were told that inhalation of anthrax would require a concentration of eight to ten thousand spores in the lungs to be potentially fatal. We were told initially that the anthrax mailed was "crude" in form and could easily have been used by foreign terrorists. This was reinforced by repetitive showings of the crude lettering on the envelopes on TV. As test results began to filter out, the focus of the media changed to the "weaponization" of anthrax spores, i.e. milling them down to a diameter of one to three microns. (A micron is one millionth of a meter.) This required a degree of expertise beyond that of a single individual without access to a fairly sophisticated laboratory. After a spate of "speculation" in the media that a "right wing fanatic" might have been responsible, the FBI released a "profile" of its suspect. Predictably, they postulated a "loner" who may have worked in a laboratory and acquired a couple of test tubes of anthrax he kept in his basement for all these years. After the 911 tragedy this person, for his own reasons might have mailed the anthrax. As test results confirmed the (Ames) strain of anthrax used in the mailings, attention began to focus on the armys top-secret bioweapon laboratory at Fort Detrick, Maryland. The Ames strain is one of the most virulent (deadly) strains available and was in high demand both for developing weapons and vaccines to protect against all strains. Ft. Detricks records are incomplete but it is known to have furnished the Ames strain to Britains Porton Down laboratory, a number of university and private labs and probably to Iraq. During the cold war, Ft. Detrick, Britains Porton Down, Russia and South Africa produced and stockpiled large amounts of toxic biological and chemical weapons including anthrax. In 1969, in contemplation of a treaty signed in 1972, President Nixon ordered Ft. Detrick to cease production and destroy the stockpiles. Although research and development was done at Ft. Detrick, the actual production and storage was at the armys facility in the Pine Bluffs Redstone Arsenal in Arkansas. Now, some thirty years later, the U.S. Government appears to be relying on the expertise of two cold war bioweapon veterans, Dr.s William C. Patrick III, and Kenneth Alibek, President and CEO of Advanced Biosystems Inc. (ABS). Patrick was in charge of the anthrax "weaponization" program at Ft. Detrick. He developed a process that resulted in anthrax far more potent than that known to have been produced by Britain or Russia. He holds five secret patents on the process. The armys anthrax comprised up to one trillion spores per gram, double the amount other programs reached. To put that in perspective, if 10,000 spores is a lethal dose, then the two grams said to have been in the envelope addressed to Senator Daschle had enough for 200 million lethal doses. A gram is just one-twenty-eighth of an ounce. But even the 8 to 10 thousand spore number is misleading the public according to Edgar W. "Bud" Larson, one of several other Ft. Detrick veterans who granted on the record interviews to Scott Shane of the Baltimore Sun. Larson says that number (which he helped develop) is an average for lethal doses. Depending on several factors, 100 spores or less could be fatal. Larson was head of the aerobiology division at Detrick. Another veteran of the biowars, Norman M. Covert, adds that their experiments showed that spores of one to four microns easily escaped from ordinary envelopes, which have pores of ten microns. Another former Detrick expert is Manuel S. The find off the coast of Cuba conjures up visions of the fabled lost city of Atlantis, although the research team said it is too early to draw conclusions about their discovery. However, using an underwater robot, the explorers have been able to confirm granite-like structures, some perpendicular, circular and triangular, on the seabed at a depth of 650 metres. "It's a really wonderful structure which looks like it could have been a large urban centre," said Paulina Zelitsky, a Soviet-born Canadian ocean engineer. The researchers from B.C.-based Advanced Digital Communications said they believe the mysterious structures could have been built at least 6,000 years ago -- or about 1,500 years older than the pyramids at Giza. "It would be totally irresponsible to say what it was before we have evidence," Ms. Zelitsky said. She said the structures might have been built by unknown people when the area was above water. She said volcanic activity might explain how the site ended up below the Caribbean Sea. In July, 2000, ADC researchers, using sophisticated side-scan sonar equipment, identified a large underwater plateau with clear images of symmetrically organized stone structures that looked like an urban development partly covered by sand. >From above, the shapes off the Guanahacabibes Peninsula on the Caribbean island's western tip resembled pyramids, roads and buildings, they said. In July this year, ADC researchers, along with the firm's Cuban partner and experts from the Cuban Academy of Sciences, returned to the site in their ship, Ulises. They said they sent an underwater robot down to film parts of the area, which covers 20 square kilometres. Those images confirmed the presence of huge, smooth, cut granite-like blocks, the researchers said. Most of the blocks, measuring between about two and five metres in length, were exposed, some stacked one on another. Others were covered in sediment and the fine, white sand that characterizes the area. The intriguing discovery provided evidence that Cuba at one time was joined to mainland Latin America via a strip of land from the Yucatan Peninsula, researchers believe. "There are many new hypotheses about land movement and colonialization, and what we are seeing here should provide very interesting new information," Ms. Zelitsky said. ADC is the deepest operator among four foreign firms working in joint venture with President Fidel Castro's government to explore Cuban waters containing hundreds of treasure-laden ships from the colonial era. The Canadian company already has discovered several historic sunken Spanish ships. In an earlier high-profile find, ADC was testing equipment in late 2000, off Havana Bay, when it spotted the century-old wreck of the American battleship USS Maine. Where no news is good news
Censorship and partisan coverage of events in Afghanistan are not
causing concern to a US public unused to complicated stories about
the world beyond America's shores, writes Duncan Campbell

A poll conducted last week in the United States by the Pew Research
Centre for the People and the Press found that 80% of people felt
that censorship of the news from Afghanistan was a "good idea".
The unanimously supportive coverage given to the war by all the main news media in the
US has also won approval, with 69% saying that the news media "stand up for America",
compared with 43% who thought that they did so b
efore the attacks.
But does the supportive coverage come with drawbacks?
"Ask anybody who only watches CNN and network news how many civilians have been killed
and I don't think anyone knows that," said Stephen Rohde, the president of the
California branch of the American Civil Liberties Union
at a debate on private rights versus public security last week.
He said that he felt that the media was now an area of American life that has been
affected on the civil liberty front by the war.
Every country in times of crisis or war can generally rely on a supportive media - as
happened in the United Kingdom during the "Gotcha!" phase of the Falklands War - but a
growing number of American commentators are expr
essing disquiet at what they feel is a lack of information which the media may deem in
some way harmful or unpatriotic.
After the Bush administration requested that interviews of Osama bin Laden not be
shown in full, all of the mainstream media abided by the request. Some news services
go further.
Fox News Channel, the conservative channel owned by Rupert Murdoch, makes no pretence
at objectivity in its coverage.
One of its news anchors, Brit Hume, told the New York Times that the network did not
give too much weight to reports about civilian casualties in Afghanistan and said to
NYT reporter Jim Rutenberg: "War is hell, people di
e. We know we're at war. The fact that some people are dying, is that really news? And
is it news to be treated in a semi-straight-faced way? I think not."
Leslie Bennetts, writing in the current edition of Vanity Fair, says that "Americans
like a simple storyline that makes it easy to decide who the good guys are and who the
bad guys are and the byzantine tangle of internat
ional politics, Islamic fundamentalism and American foreign policy is making many
citizens unused to grappling with such headache-inducing complexities want to throw up
their hands."
Bennetts suggests that "American newspapers and television companies have reduced
their foreign coverage by 70 to 80% during the last 15 to 20 years in response to
corporate demands for profits."
Consequently, the public is unaware of much of what is happening elsewhere in the
world.
My local radio "news" station promises that if "you give us 22 minutes ...we'll give
you the world" yet I have often listened for the 22 minutes planning to count the
number of countries outside the US deemed worthy of a
mention and found none.
Just after reading Bennetts' article, I happened to be at the screening at the
University of Southern California in LA of a documentary, War and Peace, made by the
prize-winning Indian film-maker, Anand Patwardhan, whose
work I have known for nearly 20 years.
The film was about nuclear weapons, focusing on the race between India and Pakistan to
enter the field.
The film itself is a tour de force, beautifully shot and often darkly funny and much
more riveting than the dry subject matter might suggest.
It went down very well with the audience of mainly young South Asian Americans, as
people of Indian origin are called in the US.
Patwardhan's work used to appear regularly on Channel 4 in the UK back in the 1980s
and since this is his best to date one might imagine that either Channel 4 or the BBC
would snap it up.
Not so. Both have turned him down. Like many other documentary-makers
on both sides of the Atlantic, he is discovering that there is little
interest in screening films about complex subjects in foreign
countries.
Which is a pity because it seems as though complex subjects in
foreign countries are what we are all going to have to learn about
for a long time to come.

Antony Beevor reports. MICHAEL RICHARD DANIELL FOOT enjoys a rare distinction for an official historian. He is the only person to be referred to by his real name in a John Le Carre spy novel. "Are you MRD Foot?" a character asks George Smiley, who is pretending to write the Secret Service's official history as a cover while he hunts for Karla's mole. Le Carré's vignette is an amusing, yet significant tribute to an unusual man. Foot, at almost 82, does not look or act his age. He is tall and slim. One might almost call him gaunt, if it were not for the eyes, often twinkling at human and official absurdity. His precise, often high, staccato deliv ery sounds like a professional operator rapping out morse code. Yet no historian could be more generous with good advice. "Have you read so-and- so on such-and-such?" is a frequent greeting. "I think you should." And he i s invariably right. An official historian of secret institutions has to be trusted by the Civil Service establishment as well as by the protagonists of his subject. When Foot began SOE in France, (published in 1966), he was told to write it "on the assumption that MI6 did not exist". Despite this minor handicap, the result was a widely acknowledged classic. Two decades later, he was invited by Lord Armstrong, the then Cabinet Secretary, to tackle SOE in Belgium and the Netherlands - the subject of his new book. Armstrong warned him that he would have to be re-vetted. Foot re plied that he could not be re-vetted since he had never been positively vetted in the first place. This, needless to say, produced a minor bureaucratic commotion in Whitehall. But nobody, as every other historian would ac knowledge, was better fitted to tackle the still controversial subject of Special Operations Executive and Whitehall rivalries. Foot's family, split between the Royal Navy and the Army, provided a good preparation for the British tradition that there should be no warfare as venomous as inter-service warfare. His great-great- uncle, the First Sea L ord Jackie Fisher, sent his favourite niece a £10 note for her wedding, accompanied by a terse message. He would never speak to her again because she was marrying an Army officer. He kept his word. Foot, a scholar at Winchester and then New College, Oxford, was 19 when war broke out in his first long vac. From a searchlight battery on the Isle of Thanet during the Battle of Britain, he found himself diverted onto th e staff of Combined Operations. Shortly before D-Day, he transferred to the staff of the SAS Brigade. (His reticence is typical of the wartime generation - none of this appears in his Who's Who entry). It was a truly international brigade, with two batt alions of French and even a troop of Austrian Jews given Scottish names in a vain attempt to help them, if captured. In fact, none of them intended to be taken alive. In August 1944, just as the great breakout from Normandy was taking place, Foot received a special mission. He was to track down a notorious SD (Sicherheitsdienst) interrogator named Bonner, who had tortured some of the F rench SAS after capture. But he and his men were ambushed by German paratroopers. Only the driver escaped. Foot was posted missing, presumed killed. He managed to escape from holding camps around Saint-Nazaire three times. On the third attempt, he climbed into a Breton farmhouse to find shelter. The unsympathetic farmer called his peasant sons, who broke Foot's skull and his neck in a savage beating. He was finally saved by a prisoner exchange and returned to the United Kingdom marked unfit for active service. One of his last tasks in the Army was to estimate the military casualties in the event of a full invasion of Japan. He arrived at the figure of 1,500,000. The decision to use the two atomic bombs was taken shortly afterwards. Foot then returned to Oxford. He began a career which varied between teaching - he spent six years as professor of Modern History at Manchester University - and writing as a historian, both freelance and official. As well as the highly regarded SOE in France, he edited four volumes of The Gladstone Diaries, but his expertise in special operations soon led to him being known as "Mr Resistance". Every seminar and conference on the subject r equired his presence and preferably a paper. Foot's strength was to link the experience of the agent on the ground with the organisational and geographical handicaps of controllers back in London. He also developed a very clear view of their problems
