Cancel the contracts. Ditch the deals. Rip up the rules. Those are just a few of the suggestions for slogans that could help unify the growing movement against the occupation of Iraq. So far, activist debates have focused on whether the demand should be for a complete withdrawal of troops, or for the United States to cede power to the United Nations. But the troops out debate overlooks an important fact. If every last soldier pulled out of the Gulf tomorrow and a sovereign government came to power, Iraq would still be occupied: by laws written in the interest of another country; by foreign corporations controlling its essential services; by 70% unemployment sparked by public sector layoffs. Any movement serious about Iraqi self-determination must call not only for an end to Iraq's military occupation, but to its economic colonisation as well. That means reversing the shock therapy reforms that US occupation chief Paul Bremer has fraudulently passed off as reconstruction, and cancelling all privatisation contracts that are flowing from these reforms. How can such an ambitious goal be achieved? Easy: by showing that Bremer's reforms were illegal to begin with. They clearly violate the international convention governing the behaviour of occupying forces, the Hague regulations of 1907 (the companion to the 1949 Geneva conventions, both ratified by the United States), as well as the US army's own code of war. The Hague regulations state that an occupying power must respect unless absolutely prevented, the laws in force in the country. The coalition provisional authority has shredded that simple rule with gleeful defiance. Iraq's constitution outlaws the privatisation of key state assets, and it bars foreigners from owning Iraqi firms. No plausible argument can be made that the CPA was absolutely prevented from respecting those laws, and yet two months ago, the CPA overturned them unilaterally. On September 19, Bremer enacted the now infamous Order 39. It announced that 200 Iraqi state companies would be privatised; decreed that foreign firms can retain 100% ownership of Iraqi banks, mines and factories; and allowed these firms to move 100% of their profits out of Iraq. The Economist declared the new rules a capitalist dream. Order 39 violated the Hague regulations in other ways as well. The convention states that occupying powers shall be regarded only as administrator and usufructuary of public buildings, real estate, forests and agricultural estates belonging to the hostile state, and situated in the occupied country. It must safeguard the capital of these properties, and administer them in accordance with the rules of usufruct. Bouvier's Law Dictionary defines usufruct (possibly the ugliest word in the English language) as an arrangement that grants one party the right to use and derive benefit from another's property without altering the substance of the thing. Put more simply, if you are a housesitter, you can eat the food in the fridge, but you can't sell the house and turn it into condos. And yet that is just what Bremer is doing: what could more substantially alter the substance of a public asset than to turn it into a private one? In case the CPA was still unclear on this detail, the US army's Law of Land Warfare states that the occupant does not have the right of sale or unqualified use of [non-military] property. This is pretty straightforward: bombing something does not give you the right to sell it. There is every indication that the CPA is well aware of the lawlessness of its privatisation scheme. In a leaked memo written on March 26, the British attorney general, Lord Goldsmith, warned Tony Blair that the imposition of major structural economic reforms would not be authorised by international law. So far, most of the controversy surrounding Iraq's reconstruction has focused on the waste and corruption in the awarding of contracts. And then there's the gorgeous but not uncommon breed that regularly bursts into bloom on CNN's Crossfire. A dandy specimen appeared last Tuesday in response to Paul Begala bringing up the Bush administration's penchant for back editing documents and suppressing information that might bolster arguments in opposition to Bush policies: When President Bush played dress-up on the aircraft carrier Abraham Lincoln, the White House Web site declared -- quote ? 'President Announces Combat Operations in Iraq Have Ended' -- unquote. Of course, later, that was changed to 'major combat operations have ended.' In a similar vein, 'Education Week' has reported that the Department of Education is stripping from its Web site thousands of files that dispute or contradict the Bush administration's political stance on education issues. And now, according to 'The Progress Report,' which is a new daily update from the Center For American Progress -- I've already found this update to be indispensable -- the Bush White House is altering its Web site so that certain Internet engines like Google cannot be used to archive White House content on Iraq. Tucker Carlson, good conservative that he is, denounced the Center for American Progress for wasting their time playing around with Google. That's pathetic. That's the dumbest thing I've ever heard, then chuckled when Begala observed that This president is hiding information from us every day. He's doctoring web sites. Doctoring Web sites! Carlson chortled. If I see any evidence of that, I'll be the first to denounce it. Aside from the Escher Print absurdity of Tucker Carlson promising to be the first to denounce the Bush administration for suppressing online information after Paul Begala and the Center for American Progress have done so, this exchange was striking because of Carlson's elaborately mimed amusement and disbelief. Those who spend time online will recognize Carlson's reaction as a version of what I've come to call the ROFL, the first part of a two-step commonly danced by right-wingers when faced by some especially egregious action on the part of the Bush administration. EXPRESS SUPPORT FOR THE CUBAN RESOLUTION Cuba received the express support of important groups of countries for its demand for an end to the blockade. When the General Assembly session on the issue was opened, the Mexican representative was the first to speak in favor of the anti-blockade resolution. In succession so did Morocco, on behalf of the Group of 77 plus China; Jamaica, for the Caribbean Community (CARICOM); and Malaysia, which presides over the Non-Aligned Movement. Each of them firmly expressed their opposition to the prolonged policy of harassment in violation of the UN Charter, international law and freedom of trade and navigation. Viet Nam referred to interference in the sovereignty of states and the non-justification of a blockade that has been unable to force Cubans to give up their efforts to construct a more just society. As she gazed at the burning towers, she noticed a group of men kneeling on the roof of a white van in her parking lot. Heres her recollection: They seemed to be taking a movie. They were like happy, you know ... they didnt look shocked to me. I thought it was strange. Maria jotted down the vans registration and called the police. The FBI was alerted and soon there was a statewide all points bulletin put out for the apprehension of the van and its occupants. Although Khodorkovsky, like all of Russia's wealthy businessmen, acquired his company (currently valued at roughly $45 billion) at little if any cost to himself through murky insider dealings in the 1990s, when the enormous natural resources of the former Soviet state were being privatized under then-President Boris Yeltsin, he has since transformed Yukos into a model for a new capitalist, democratic Russia--transparent, exceedingly profitable, even philanthropic. So much so that it has helped fuel a Russian economic rebound while becoming a potential source of oil for the United States. Unlike other, less clean oligarchs, the story continues, Khodorkovsky is being persecuted by President Vladimir Putin chiefly because the oil baron became active in Russia's democratic politics, funding opposition parties in next month's parliamentary elections and even aspiring to the presidency. To crush Khodorkovsky and make an example of him, Putin is relying on a Kremlin faction he has recruited largely from the KGB, where he began his own career, which wants Yukos's wealth for itself. The result will therefore be a grievous blow to Russia's booming economy and democracy, replacing free-market-oriented liberal oligarchs with much worse and less efficient ones and driving away needed foreign investment. Some elements of this story, which relies very heavily on Moscow sources associated with the liberal oligarchs, are plausible, but others are not. Democracy in Russia has been failing ever since Yeltsin made oligarchical privatization possible by destroying an elected parliament in 1993, and neither side is interested in truly reviving it; the oligarchs are zealous monopolists, not free-market reformers, and Western investors interested in Russia's huge oil reserves have already indicated that they care about official guarantees of the contracts, not who signs them; Putin now controls elections sufficiently to get substantially the legislature he wants; and no one of Jewish origin, as are Khodorkovsky and most of the other oligarchs, can be elected president of Russia. Above all, however, the prevailing media account omits the essential background and context. Privatization--or piratization, as it is often called in Russia--did not take place in an economic or social vacuum. It was accompanied in the 1990s by the worst economic depression of modern times and the impoverishment of a great many Russians, probably the majority of them. In the process, it created the oligarchical economic system that exists today. In 2000, Yeltsin-era oligarchs, fearfully aware that they were loathed by most Russians--they still refer to them contemptuously as a Communist populace--and that they lacked any real legal legitimacy, put Putin in the Kremlin to be a praetorian president safeguarding the system, its creators and its beneficiaries in business, politics, the media and even intellectual circles. Various motives are behind the Khodorkovsky affair, but none would matter if that system had not failed to alleviate Russia's most profound problems. Within seconds the little boy was thrown back against a wall, his tiny head blown apart by a high-velocity 5.56-mm Remington bullet, donated to the Jewish State by generous American taxpayers. The flickering television images continued relentlessly week after bloody week, like a horror video rented direct from hell. Laughing Zionists chased an unarmed Palestinian youth down a street in his own country, then when the youth ran out of breath and cowered in front of a shop begging for mercy, they callously shot him through the back of the head. American Caterpillar D9 bulldozers indiscriminately trashed unarmed Palestinians families in their own homes, while American Zionist helicopters casually fired deadly anti-armor Hellfire missiles into paper-thin Palestinian sedans and station wagons. That the Zionists enjoy this sport of theirs is beyond question, and proved conclusively by tens of thousands of feet of incriminating video film, now stored in various archives around the world. There is enough evidence here to keep several criminal courts busy for many years, hopefully resulting in thousands of guilty Zionists on death row awaiting lawful execution. Unimaginably perhaps, there have been crimes far worse than this, almost every week since the Zionist invaders first declared victory over Palestine back in 1948.Believe me when I say that if Europeans ever find out about the obscene sexual battery and murder of countless Palestine children by depraved Zionist pedophiles, there will almost certainly be another crusade to the Middle East, this time made up of thousands of outraged Europeans, determined to push the Jewish State back into the Mediterranean from whence it came. On 12 August, the eve of Shabbat, a patrol led by Second Lieutenant Moshe came upon three unarmed Palestinians two men and one 12-year-old girl, in the vicinity of Nirim on the edge of the Negev Desert. Moshe ordered the soldiers to seize the Palestinians and search them, but they found nothing. Then Second Lieutenant Moshe ordered the soldiers to drag the screaming girl into his truck, while allegedly scaring off the two male Palestinians by shooting in the air. However, because they have not been seen since, it is more likely that the unarmed men were simply shot dead. The patrol returned to its check point, with the soldiers mostly eyeing the terrified young girl in quiet anticipation, though even at this early stage some, especially Corporal David, started lewdly referring to the 12-year-old as fuckable. Corporal David did not consider his obscene comments out of place, because the young girl was a Palestinian Gentile[non-Jew], and his to use however he wanted to in the eyes of God. After all, that most holy of Jewish books, The Talmud, states quite clearly that all Gentile children are animals [Yebamoth 98a], and all Gentile girls are in a state of niddah (filth) from birth [Abodah Zarah 36b]. So all Corporal David intended to do at that point in time was to fuck a filthy female animal. So what? David was one of Gods chosen people, and the Talmud gave him absolute authority to do whatever he wanted. Back at the check point, the soldiers removed the girl from the vehicle. Second Lieutenant Moshe ordered that she be taken to an unused hut, and Private Avraham was ordered to guard the door. Moshe then ordered preparations for a party, at which sweets were laid out and drinks poured, though not enough to get drunk. At 2000 hrs [8 p.m.] the soldiers took their seats and Moshe recited the blessing over the wine. At the order of his deputy, Sergeant Michael, Private Yehuda read from the Bible. After that the cheerful soldiers relaxed, and a merry time was had by all. At 2130 hrs [9.30 p.m.] a rather flushed Moshe called for quiet. Getting to his feet and smiling sardonically, he reminded his soldiers about the 12-year-old Palestinian girl.
