Our government is out of control. The elections are
rigged. The Congress is completely bought off. The White House

People are being jailed for no reason, illegally
tortured while in custody and deprived of due process. Innocent families
around the world are being humiliated and killed for no legitimate
reason. Our law enforcement apparatus - corrupt courts and cops - are
failing to stop obvious crimes committed by the very rich, and
assaulting ordinary citizens trying in a lawful manner to protest these
injustices.

I repeat, rich corporations are allowed to commit
crimes, and ordinary people are being put in jail for committing no
crime.

Legitimate law enforcement in the United States has
completely broken down. The biggest criminal in the country right now is
John Ashcroft, the top man in America's law enforcement hierarchy, who
is guilty of thousands of counts of obstruction of justice by failing to
investigate and prosecute a titanic list of crimes committed by those
who gave him his job.

The Supreme Court, the highest law panel in the land,
assisted in a coup d'etat in 2000 by failing to investigate thousands of
people who were illegally prevented from voting that changed the outcome
of the election.

The upcoming election promises no relief from the
murderous tyranny that now grips Washington. Both candidates are
privileged children of the rich who are members of a satanic fraternity
at Yale University and won't talk about their perverted rituals. No
matter who is elected, America's future is more wars, more deaths, more
destruction.

An irrational president and his demonic accomplices
keep talking about a new terror attack they are expecting any day.
Legitimate researchers have pointed out the worldwide terror threat
known as al-Qaeda is actually a deceptive construction of the U.S. CIA
and Israel's Mossad.

The terror attacks that threaten us are actually
coordinated by Washington and Tel Aviv. There exists legitimate evidence
that the bombings in New York, Madrid, Bali, Istanbul, Yemen and

Commission finds no evidence of Saudi funding of Sept. 11 hijackers

WASHINGTON (AP) The commission investigating the Sept. 11 attacks said
Wednesday it found no evidence that the Saudi government funded al-Qaida,
though the terror network found ''fertile fund-raising ground in the
kingdom.''

The commission specifically cleared the wife of the Saudi ambassador to the
United States, Princess Haifa al-Faisal, saying it found no evidence she
provided money ''directly or indirectly'' to the Sept. 11 conspiracy.

Saudi Arabia is the birthplace of Osama bin Laden and 15 of the 19 Sept. 11
hijackers. Members of Congress, among others, have questioned whether the
royal family provided some support to the hijackers or al-Qaida in general.

Those suspicions increased after the Bush administration last year refused
to allow the release of a 28-page section of the congressional inquiry into
the attacks dealing with foreign support for the hijackers. That section was
believed to center on Saudi Arabia.

The princess, wife of Prince Bandar, came under scrutiny because she had
sent checks to the wife of Osama Basnan, one of two Saudi nationals
identified in the congressional report as having ties to two of the
hijackers while they lived San Diego.

The Saudi government, which strongly denies providing support for
terrorists, says those checks were charitable donations to help cover the
medical expenses of Basnan's wife.

The commission report said there is no evidence that Basnan and the other
Saudi, Omar al-Bayoumi, provided funding to the two hijackers, Khalid
al-Mihdhar and Nawaf al-Hazmi.

''Saudi Arabia has long been considered the primary source of al-Qaida
funding, but we found no evidence that the Saudi government as an
institution or senior officials within the Saudi government funded
al-Qaida,'' it said.

''Still, al-Qaida found fertile fund-raising ground in the kingdom, where
extreme religious views are common and charitable giving is essential to the
culture and, until recently, subject to very limited oversight,'' it said.

Saudi Arabia has enacted regulations to block the flow of money to terrorist
organizations, according to a report released Tuesday by a task force
sponsored by the Council on Foreign Relations. But the task force said the
kingdom has stopped short of publicly punishing individuals and groups that
have funded terrorism.

The Saudi embassy criticized the report as ''politically motivated,
ill-informed and factually incorrect.''

Terror attacks have been increasing in Saudi Arabia, with three Westerners
killed last week. Another American, Paul Johnson Jr., was kidnapped Sunday
and his captors have threatened to kill him unless Saudi authorities release
al-Qaida prisoners.

''Any time there is an American citizen involved in a situation like this,
it is a high priority'' for the administration, presidential spokesman Scott
McClellan told reporters traveling with Bush to Florida Wednesday.

''It is a high priority for the administration,'' he said. ''We are in close
contact with Saudi officials. ...We are in close contact with Mr. Johnson's
family as well. The president is being briefed and kept in touch with the
situation on a regular basis.''

Since contracting HIV from her husband - a heroin addict who recently died - her world has fallen apart.
"It was really difficult for me. I went through so many miseries and after everything I got infected with HIV. I never had any joy in my marriage and now I have this illness.
"It was not my fault. It was his fault, my husband. He had the pleasure and the sin, and I didn't know anything about it."
Maryam's chances of finding another husband to care for her and her young daughter seem slim.
That is where Dr Kamiar Alaei comes in.

Along with his brother Arash, who is also a doctor, Kamiar is on a personal mission to help the growing number of HIV/Aids patients in Iran.
The doctors have become counsellors and confidants to patients like Maryam, in a country where discussing sexually transmitted diseases is still taboo.
They have taken their roles to extremes and have even begun attempting to match-make HIV positive patients.
Street junkies
Arash Alaei says: "When you are HIV positive, it is incredibly difficult to meet a new partner. Imagine what it is like to try to tell someone that you have feelings for, that you are infected.
"It tends to stop you even getting close to people. I see this kind of pastoral care as every bit as important as the medical side."

Doctors Arah and Kamiar Alaei tried to find Maryam a husband
Dr Arash Alaei runs a clinic in Tehran, where he caters for the growing number of drug addicts and prostitutes who are infected with the virus.
It takes him to parts of Iran which are never seen in the west, where junkies sprawl on streets littered with needles.
Much of his work is done for free, and it has been recognised in the US, Thailand and throughout Europe. Institutions such as the World Health Organisation and UNAids have praised him for bringing to light a largely hidden problem.
The Alaei brothers, both in their mid-30s, come from a well-off family in Kermanshah. They are acutely conscious that their privileged upbringing, and training as doctors, brings social responsibilities.
"We doctors take the Hippocratic oath when we graduate, to serve people. We have to share what we have with others in society," says Arash.
He continues: "I'm not saying that we have to suffer and crucify ourselves for people. But if we have enough to lead a normal life we should share the extras with people who have less."

Sept. 11 Panel: 9/11 Plot Was Worse Than Attack
Terrorists Wanted To Attack Using 10 Planes

WASHINGTON -- Sept. 11 plot mastermind Khalid Shaikh Mohammed originally
envisioned an attack involving 10 hijacked planes, including one he would
pilot and, after all male passengers were killed, land at an airport and
make an anti-American speech, according to a report Wednesday from the
commission investigating the attacks.

The report, compiled by the commission's staff from interviews with
government officials and documents they reviewed, said Mohammed initially
proposed hitting CIA and FBI headquarters, unidentified nuclear plants and
tall buildings in California and Washington state, in addition to the World
Trade Center, Pentagon and White House or Capitol.

Mohammed, who is in U.S. custody at an undisclosed overseas location, told
interrogators that rather than crashing his hijacked plane into a target, he
wanted to land and make a political statement. Mohammed proposed killing
every male passenger aboard, landing at a U.S. airport and making a "speech
denouncing U.S. policies in the Middle East before releasing all the women
and children."

That plan was rejected by Osama bin Laden, who ultimately approved a
scaled-back mission involving four planes. Training for it began in 1999.

The report said Mohammed wanted more hijackers -- up to 26,instead of the 19
who actually participated. The commission also identified at least 10
al-Qaida operatives who were to participate but could not take part for
various reasons including visa problems and suspicion by officials at
airports in the United States and overseas.

Far from a seamless operation, the report portrays a plot rive by internal
dissent, including disagreement over whether to target the White House or
the Capitol -- a conflict that apparently never was resolved before the
attacks. Bin Laden also had to overcome opposition to attacking the United
States from Mullah Omar, leader of the Taliban regime in Afghanistan, who
was under pressure from Pakistan to keep al-Qaida confined.

The pilot of the plane that crashed in Pennsylvania, Ziad Jarrah, nearly
quit the plot, leading Mohammed to consider replacing him with Zacarias
Moussaoui, who was taking flight training in Minnesota, according to the
report. Mohammed, however, has told his interrogators that Moussaoui
actually was being considered for a second wave of attacks still in the
early planning stages.

Moussaoui is awaiting trial on conspiracy charges. He's the only person
charged in the United States in connection with the Sept. 11 plot.

Ultimately, Jarrah was persuaded to participate by Ramzi Binalshibh, who
helped plan and finance the attacks from Germany. He also is in U.S. custody
overseas. Among other new disclosures in the commission report:

Mohamed Atta, the pilot of one of the planes that struck the World Trade
Center and leader of the 19 hijackers, never met with Iraqi agents in
Prague, Czech Republic. That purported meeting was cited as evidence of a
possible al-Qaida connection to Iraq. "We do not believe that such a meeting
occurred," the report said.
Mohair Abdullah, an illegal immigrant living in San Diego, provided
assistance to two of the hijackers and later made jailhouse claims that he
had advance knowledge of the attacks. Abdullah last month was deported to
Yemen.
Bin Laden originally wanted the attacks to occur on May 12, 2001, seven
months after the al-Qaida attack on the USS Cole in Yemen that killed 17
sailors. Later, bin Laden sought to have the attacks occur in June or July
2001 because Israeli Prime Minister Ariel Sharon was scheduled to visit the
White House. In both cases, Mohammed insisted the teams were not ready.

Two whistleblowers stood side
by side before a courthouse in Washington, D.C. on Monday. Veteran of the Pentagon Papers
scandal, Daniel Ellsberg was backing a protest by former FBI translator
Sibel Edmonds, against a court gag order which has silenced her
revelations about the September 11th, 2001 attacks.
The whistleblower
pair were protesting yet another delay by Judge Reggie Walton of the
District Court of Columbia in determining whether Edmonds' closed-door
revelations to Congressional inquiries can be declared state secrets by
U.S. Attorney General, John Ashcroft.
In a statement,
Edmonds called Ashcroft's legal moves anti-freedom of speech and
anti-due process.
Ellsberg's common
cause with Edmonds is founded on his own battle to make public a top
secret study of US decision-making in Vietnam, known as the Pentagon
Papers.

In an exclusive
interview with BreakForNews.com he said that Ashcroft's legal actions
against Edmonds were: "clearly intended to keep her from bringing out
in public information that could lead to criminal indictments and
possible convictions of major political figures."
Ellsberg says that
if Edmonds' allegations are confirmed, the current Attorney General
could be judged obstructive and share the fate of A.G. John Mitchell
--who in Ellsberg v. Mitchell famously tried to squelch
Ellsberg's 1971 revelations, and served prison time over the affair.
"John Ashcroft may
well sleep eventually in the same cell as John Mitchell," Ellsberg said.

Federal and state prosecutors are applying stiff antiterrorism laws adopted after the 9/11 attacks to broad, run-of-the-mill probes of political corruption, financial crimes and immigration frauds.
If the government gets its way, even routine transactions of buying or selling American homes could soon come under the scrutiny of money-laundering provisions of the USA Patriot Act. The Treasury Department, which already has caught up financial transactions in casinos, storefront check-cashing stores and auto dealers for scrutiny, wants to expand Patriot Act coverage to home purchases as well.
Since 9/11, critics say the greatest effect of new state and federal antiterrorism laws has been on crimes already covered by other laws.
Washington-area snipers John Muhammad and Lee Boyd Malvo were both convicted under a post-9/11 Virginia antiterrorism statute making it a death-penalty offense to be involved in more than one murder in a three-year period. Muhammad was sentenced to death, and Malvo was given life imprisonment without parole.
The FBI has used Patriot Act provisions in a political corruption probe involving a Las Vegas girlie bar, and the Justice Department reported to the House Judiciary Committee last year that it used the new law in probes of credit-card fraud, theft from a bank account and a kidnapping.
In the first action of its kind, the Treasury Department also used the Patriot Act this year to put Syria's largest commercial bank and two commercial banks in Myanmar on blacklists - actions that forbid any U.S. financial institution from doing business with them.
Legal experts say they're not surprised that antiterrorism laws are being used for more than just terrorism.
Peter Swire, a law professor at Ohio State University, recalled that Congress adopted antiracketeering laws in 1970 with the intent to thwart mobsters, but the punitive laws have since been broadened and put to use in civil cases against corporations, and most recently against the organized campaigns of pro-life protesters against abortion clinics.
Swire worked in the Clinton administration and chaired a White House working group looking at issues involved with electronic surveillance. He said many Patriot Act provisions, which sped through Congress within days after 9/11, were proposals that either Congress or the White House had previously rejected. Many provisions are slated to expire next year unless Congress makes the changes permanent.
Swire said one little-noted impact of that law on the judicial system is that prosecutors can add more charges against defendants, even when terrorism isn't involved.
"Prosecutors like to have more arrows in their quiver - it gives them more leverage in plea bargaining," he said. Plea bargaining is the process where prosecutors offer to drop some charges in return for a defendant's guilty plea in order to avoid costly, time-consuming trials.
Swire contends the Patriot Act has been so controversial that the Justice Department has been very cautious in using all of its provisions.

Yesterday, America passed another milestone on its road to
ruin.

Nobody seemed to notice; but there it was on the left hand
side:

"More than half U.S. debt now in foreign hands," said a
headline in the British press:

"Figures from the Federal Reserve reveal that $1,653bn, or
50.6 per cent of liquid Treasuries, were held by foreign
investors at the end of the first quarter.

"Foreign ownership of the bonds rose by $170bn between
January and March, with central banks - mainly in Asia -
estimated to account for about $96bn of this."

Our colleagues - most of them - are pretty sure the
foreigners are making a big mistake. "Interest rates are
headed up," say nearly every pair of lips that speak on the
subject. If interest rates go up, as expected, the value of
those low-yielding U.S. notes and bonds goes down.

Interest rates are going up, say the same lips, because
inflation rates are rising. "Inflation monster awakens,"
reports a headline from UPI.

Paul Volcker knocked the inflation monster out 20 years
ago. The brute has been sleeping soundly ever since. What
prompts the alarmed headline was news that the consumer
price index jumped 0.6% last month - or an annual rate of
more than 7%.

Inflation is stirring, snorting, and pulling at the sheets.
Whether he is awaking now... or later... we're not sure.

Chicago Fed governor Michael Moskow wrote in the Wall
Street Journal yesterday that the Fed has the situation
under control. Apparently, it is standing over the monster
with a hammer in its hand.

But this is the same Fed that let the beast run wild for 90
years. Based on the evidence, the Fed is such a poor
watchman... it's as likely to knock itself out as the
monster it created.

Trends in interest rates and inflation run in very long
cycles. The last bottom in Treasury yields occurred in 1946
- when they fell to 1.93%. Then, for the next 35 years,
yields rose along with inflation - reaching 14% in 1981.
Then, finally, big Paul Volcker picked up his sledgehammer.

Since then, bond yields have been going down again. That is
a period of 23 years. Inflation has been asleep long
enough, you might think. Time for reveille?

If so, yesterday, foreigners didn't hear the trumpet blow.
They bought more... and long bonds rose.

End of a dynasty

Nothing prepared Egypt for the eclipse of royal power and poverty that came
after Pepy II (Neferkare). He had ruled for more than 90 years (2246 - 2152
BC) as the fourth king of the 6th Dynasty of the Old Kingdom. Within the
span of 20 years, fragmentary records indicate that no less than 18 kings
and possibly one queen ascended the throne with nominal control over the
country. This was the entire length of the 7th and 8th Dynasties (2150 -
2134 BC). In the last few years of the 6th Dynasty, the erosion of power of
the centralized state was offset by that of provincial governors and
officials who became hereditary holders of their posts and treated their
regions as their own property.

Egypt, to be sure, survived the disastrous collapse of the monarchy. Within
a century, Egyptians had re-invented centralized government. They
refurbished the image of kings so that they were not merely rulers by virtue
of their divine descent but more importantly had to uphold order and
justice, care for the dispossessed and show mercy and compassion. The crisis
that shook Egyptian society thus heralded the most dramatic transformation
in the royal institution, which was destined never to be separated from this
social function.

The crisis not only reformed the monarchy but also instilled the spirit of
social justice and laid the foundation for mercy and compassion as
fundamental virtues. It was these concepts that were later to infuse
Christianity and Islam. It was these same concepts that eventually led to
the overthrowing of monarchs who repeatedly usurped their powers and denied
people their religious rights.


Fragmented rule

Some Egyptologists attribute the sudden collapse of the Old Kingdom to the
long reign of Pepy II. However, a reign which lasted for more than 90 years
suggests, if anything, stability and strength. Even if the collapse was due
to Pepy II's long reign, the struggle for power among the sons of Pepy II at
the end of his rule is not a reason for the dissolution of the monarchy.
Moreover, it is misleading to speak of his successors as being 'weak' kings
without giving any reasons as to how such divine rulers of absolute power
could have become so. Under such conditions, even imbeciles and children
could rule with no threat to the royal institution.

Historically, this has always been the case because kingship is less about
the king in person than the institution whose beneficiaries - the royal
court, nobles, regional governors and priests - gain from its presence. They
suffer to lose everything if the intuition is compromised or handed over to
another royal personage. For this reason, the principle of divine kingship
was maintained even when the king was replaced by rulers drawn from outside
the family of the enthroned king.

We have no indication at the end of the 6th Dynasty that there was a bid for
power by the local governors. It is only after the initial breakdown that
power was wielded by the kings of a province in Middle Egypt, later called
Herakleopolis. The capital was approximately 15 km west of Beni Suef on the
right bank of Bahr Yusuf. According to Manetho, Herakleopolis became the
capital of Egypt during the 9th and 10th Dynasties and the town played a
major role after the end of the Old Kingdom. Evidence for this account comes
from inscriptions in the tombs of a vassal prince at Asyut. These reveal
that war broke out between the kings of Herakleopolis and Theban kings. The
war lasted for several years and ended when the Theban king Mentuhotep II
Nebhepetre (2061 - 2010 BC) defeated Herakleopolis before re-unifying the
country.

Contrary to what some Egyptologists claim, the stability of the long reign
of Pepy II was most likely due to the decentralization of the government.
This is one of the most successful strategies in managing complex
organizations. The ambitions of local governors in such a system are
primarily curtailed by the economic and defence rewards of being a vassal.
In addition, there is the strong likelihood of failure in staging an
uprising because the king can count on many more loyalists. Only when the

Sundogs and the Aurora Borealis are examples of ambient plasmas.  So
are 'artificial ionospheric mirrors' to employ the USAF's terminology.
Those would be CHEMTRAILS.

Catching you up to my research (in a nutshell) the barium (the light,
extremely conductive ambient plasma key ingredient) has
something to do with duplicating the auroral effect (sundogs) of the
aurora borealis and it seems probable that the experiments with HAARP
triggered this line of thinking.  Considering that we are dealing
with the magnetoshpere, I am guessing that the pole shifts have been
affected by the most powerful transmitter ever created (HAARP).

The auroral effect itself is the key in that we see that clouds with
enough barium compounds ionized in them reflect DIFFERENT parts of
the spectrums of light and these different freqencies MUST be
indicative of what frequencies we are dealing with explaining why the
National Imagery and Mapping Agency's connection to OPTICS.  NIMA is
now the NGIA - the National Geophysical Intelligence Agency.

I think it may be more advanced than "deep penetration". It looks more and
more like we are a captive enemy population being subjected to the
subtlety of a mass threat against the population to ensure compliance with
the industrial needs of the captors. There is the "MHR Regimen" for study
but also consider Zundel's > one year in jail for being a "suspected
terrorist". Now Zundel is stupid but a terrorist? Laughable until you "get
the message". It is for all of us. SAY the things which the captors do not
like and this can happen to you. DO the things the captors do not like
and torture and death via the MHR Regimen could happen to you.

BERLIN (AFP) - An 86-year-old ex-commander of a Nazi German army unit charged with 
murdering 164 people at the end of World War II worked as a double agent for the 
United States, Focus magazine says in its new edition.

Ladislav Niznansky, who is in custody in Munich, southern Germany, worked as a double 
agent for the Central Intelligence Agency while he was a member of the Czech secret 
service just after the worker, it said quoting CIA documents.
Niznansky is accused over the massacre of 146 people in two villages in modern-day

Just today, more stories emerged about Halliburton, including a report by auditors at the Pentagon that found serious problems with overcharging and waste on contracts presently worth over $4 billion. Next week, executives of the defense contractor are being called to testify before Congress on the growing scandal.

Patrick Leahy (D-VT) is expected to offer an amendment to the Department of Defense Authorization Bill (S. 2400) that will deter contractors from defrauding the government. Leahys anti-war-profiteering amendment would subject contractors working abroad for Uncle Sam with stiff penalties up to 20 years in jail and $1 million in fines if they overcharged, cheated, or lied to the government.

THE FALSE REAGAN vs. BUSH ANALOGY
 
During the past week of Ronald Reagan funeral coverage, several TV news 
channels, such as Fox News, have attempted to draw an analogy between Ronald 
Reagan and George W. Bush even to the extent of calling them “soulmates”. In 
case the fallacy of this analogy is not obvious, here are a few examples to help 
see through this media deception:
 
USE OF MILITARY
Ronald 
Reagan is largely credited with winning the Cold War against the Soviet Union, 
America’s most powerful potential adversary, without ever firing a 
shot.

Bush decided to invade Iraq because of the threat of its weapons of mass 
destruction, a pretense proven to be false by U.N. weapons inspectors in their 
testimony to the U.N. Security Council PRIOR to the 
invasion.
 
BUDGET
Contrary to what some political pundits claim, Ronald Reagan 
made many attempts to reduce budget deficits by proposing major spending cuts, 
requesting a balanced budget amendment from Congress, requesting a line item 
veto power from Congress and establishing the Grace Commission that consisted of 
experts from the private sector to make budget recommendations. His efforts were 
stymied primarily by the Democrat controlled House, particularly the 
Appropriations Committee which has ultimate responsibility for establishing the 
budget.

Bush as leader of the Republican Party that controlled both the House and Senate 
took no substantive action as the Republican controlled Congress ran up 500 
billion dollar annual budget deficits, the highest in American history by 
far.
 
ECONOMY
Upon 
taking office in 1981, Ronald Reagan inherited 13%+ inflation, 19%+ mortgage 
rates and 7%+ unemployment, the highest “misery index” in American history. Upon 
leaving office in 1989 these numbers had been remarkably cut in half and America 
was in a period of economic growth and prosperity.
 
Upon 
taking office in 2001, G.W. Bush inherited a booming economy fueled in part by 
reduced federal spending of the previous fiscally conservative, Republican led 
Congress. The 4 years of his presidency is now a period renowned for American 
job loss, overseas outsourcing of American business, significant salary 
reductions for American workers and widespread turnover of jobs to foreign 
workers, further encouraged by the Bush proposal of amnesty for roughly 11 
million illegal immigrants.
 
DOMESTIC DEFENSE
During 8 
years of the Reagan administration no major domestic attacks against the U.S. 
occurred on American soil.

allow testimony on Halliburton spending --Halliburton Inc. paid high-priced bills for 
common items, such as soda, laundry and hotels, in Iraq and Kuwait and then 
passed the inflated costs along to taxpayers, according to 
several former Halliburton employees and a Pentagon internal audit. The 36-page 
report by the Defense Contract Audit Agency said that Halliburton subsidiary 
Kellogg, Brown and Root had a billing system that was "inadequate," had numerous 
deficiencies and billing misstatements and that KBR didn't follow laws and 
regulations relating to spending and recordkeeping. Its contracting practices 
are so bad, the auditors said, that KBR shouldn't be allowed to bill the 
Pentagon directly without the government poring over every detail in 
advance.

Al-Qaeda threatens to kill US hostage: Islamist website

DUBAI -- An Islamist website Tuesday carried a statement purportedly from a
branch of Al-Qaeda threatening to execute an American hostage if its
supporters held in Saudi Arabia are not released within 72 hours.

"If the tyrants of the Saudi government want their master, Paul Marshall
Johnson, to be released, they must release the mujahedeen held in the
prisons in Haer, Ar-Ruwais and Allecha within 72 hours... Otherwise, we will
execute him to avenge our Muslim brothers whose blood has been spilled
freely in several parts" of the world, the statement said.

It warned that "rivers of the blood of other Crusaders would be spilled this
year in the Arabian peninsula", unless its supporters were freed.

The statement, whose authenticity could not be confirmed, was signed
"Al-Qaeda in the Arabian peninsula" and carried on the website
www.hostinganime.com/sout18.

Johnson, a 49-year-old aeronautics engineer, has been missing since
Saturday, the same day another American was killed in Riyadh, an attack also
claimed by Al-Qaeda.

His abductors used websites to identify him an employee of US defense
contractor Lockheed Martin, but the US embassy said both he and the US
national who was killed were employees of Advanced Electronics Company
(AEC).

A statement signed by the same group late last month had vowed to "cleanse
the Arabian Peninsula of infidels", after a series of attacks and a bloody
hostage-taking in the Saudi oil city of Al-Khobar left at least 19 people
dead.

Attacks on Western targets in Saudi Arabia have escalated despite a massive
crackdown which has netted hundreds of militants since a wave of suicide
bombings began in May 2003.

Around 90 people have been killed and hundreds injured in the past 13
months.

Protests and Permits on August 30th

The Newsday article below on the endless series of obstacles the City is
placing in the way of protests scheduled for the GOP convention illustrates
a point I've been making for the past ten years: permits exist soley to deny
freedom of speech to protestors. Bloomberg's quote that in order to protest
you need a permit is the police state's key message in this regard, and it
is an affront to the US Constitution. Permits are the antithethis of free
speech. Having won four Federal lawsuits on free speech activity,
specifically about permits, I know there are ways to do this lawfully
without getting a permit. Particularly in this regard, in 2001 I won a
lawsuit [Lederman v U.S.] about the permit requirement in front of the US
Capitol.The Federal Appeals Court for the DC District overturned the permit
requirement.

Having to beg the very government you are protesting against for permission
to protest, for the time you can protest within and for the location you
will be allowed to protest is usually more than enough to cause most protest
activity to stop without the need for any other police action. How many
activists really want to submit their names and addresses to One Police
Plaza, to go on the record as being anti-Bush and to open themselves up to
so much governmental snooping? Intimidation, chilling of speech and the
ability to do survelliance is the context behind this application process.

Considering what this protest faces in terms of a massive police presence,
blocked streets, pens etc. what good will the permit be anyway? Thousands
are likely to be arrested regardless of what they do or don't do and tens of
thousands are likely to never be allowed to reach the protest area. You'll
recall that the Million Youth March riot was started because the permit they
were given demanded it cease at 5PM and when they went a minute over that
the police moved in. When the time limit for this protest arrives, and
500,000 protestor are told to go home, and can't move because they are in
pens, will the police use it as an excuse to start arresting people?

I intend no criticism of the organizers by my comments. They have spent more
than a  year trying to professionally organize this event according to City
guidelines so that it will be safe, orderly and effective. The problem is
that the City and the GOP just don't want there to be any protest. They not
 only don't want a giant protest, they don't want there to even be one sign
visible at
ground zero when Bush and Giuliani continue their "hero" charade at the site
in front of the world media.

Perhaps the solution is a dispersed protest everywhere in NYC at once, with
protest
signs on every street corner rather than all in one spot; with hundreds of
thousands of individual protestors walking up and down on all the Midtown
streets with signs and with no permit (none is needed to do this). If
100,000 protestors come to Central Park as individuals or in groups of 20 or
less, no permit will be needed there either. The only way the City could
stop that protest would be martial law and that would say more about the GOP
than any protest.

Deadline Extended for Applying to Protest Convention

he New York City Police Department has extended the deadline for
organizations that plan protests around the Republican National
Convention to apply for permits.

The original deadline was yesterday, but the department will continue to
take applications up to a month before the convention, which begins Aug.

FDA Panel Backs Implant To Counter Depression But Questions Linger About Manufacturer Data

A surgical implant that stimulates the brain should get government approval to treat chronic depression, an expert panel of federal experts said yesterday -- marking the first time an implanted device has been recommended for the treatment of a psychiatric disorder.
Using a technique known as vagus nerve stimulation, the device uses electrodes implanted in the neck to activate brain regions that are believed to regulate mood.
The decision by an expert advisory panel of the Food and Drug Administration came after a day of clashing scientific opinions about whether the data submitted by the manufacturer were adequate for approval. Proponents of the device prevailed, citing the desperate need of patients with chronic depression that does not respond to existing treatments.
"We lost four of these individuals in the last 2 1/2 hours," said A. John Rush, a psychiatrist at the University of Texas Southwestern Medical Center at Dallas, basing that figure on the high suicide rate among patients with resistant depression.
The verdict by the advisory panel came after FDA scientists and some panel members argued the data presented by the manufacturer to show the device works were not convincing.
The agency is not required to follow the guidance of its advisory committee but usually does.
The device has been used in the United States since 1997 to control epileptic seizures. The manufacturer, Cyberonics Inc. of Houston, hopes to expand its market: Fifteen to 25 percent of the 19 million Americans with depression may not respond to available treatments, Rush said.
The implant involves connecting a wire to the left vagus nerve in the side of the neck; a battery is implanted high in the left chest or under the armpit, and the amount of current can be regulated externally. Typically, the implant sends a 30-second pulse of current followed by a five-minute pause, 24 hours a day.
Karmen McGuffee of Garland, Tex., told the panel she had tried virtually every antidepressant drug on the market before getting the device. Improvement came within weeks, she said.
"My mother said she wasn't looking into the eyes of a dead person anymore," she said. When people asked why she was willing to get an implant, she replied, "I had nothing to lose."
McGuffee was paid by Cyberonics to testify. Rush, who was paid to conduct some of the clinical trials, said there are 30,000 suicides a year in America, about 80 percent of them attributable to depression. Half of those are among patients with treatment-resistant depression who had tried multiple therapies and were still not better, he said.
In response to suggestions by some panel members that the company conduct another trial, Rush warned, "In the time to do another trial, we will lose another 1,000 patients a month, 36,000 if the trial takes three years."
Still, at least two members of the eight-member panel said the company had not provided sufficient evidence.
"It's possible this is a viable treatment; it is also possible it is not a treatment," said Richard P. Malone, a psychiatrist at Philadelphia's MCP Hahnemann University. "I'm not sure it is ethical to give a treatment for which there is not substantial evidence."
Malone and another panel member, statistician Jonas Ellenberg, nearly convinced other panelists that the company should conduct another trial, but the proposal was shot down after a tense vote, with one panelist changing her mind. The chairwoman of the panel, Kyra Becker, a neurologist at the University of Washington School of Medicine in Seattle, cast the deciding vote.

My name is Mary Kelly and I am a 51-year-old nurse and a mother of 4 children.

I am facing a retrial in the coming weeks with a possible 10-year prison sentence if convicted, for disarming a US Navy war plane refueling in Shannon International Airport, in County Clare, on the west coast of Ireland.

That plane was parked illegally in a civilian airport in a neutral country on its way to Iraq bringing armaments to the most blatant war of aggression and savagery in decades. I took that action fully aware of the consequences in order to force the Irish Government's illegal complicity with the genocide of the Iraqi people into the public consciousness. Blowing up innocent children, their brothers and sisters, parents and grandchildren in this so-called war on terror, or in any war, is an obscenity. Dropping napalm, cluster bombs, DU-tipped warheads, patriot missiles on innocent people is insane and beyond belief. All these weapons have passed through Shannon. The sanitization of all these facts by the media is criminally irresponsible.

On Jan 29th 2003 at 4.00 am I took an axe and smashed the nosecone and then the fuel lines of that warplane and temporarily decommissioned it. I did so because I, unlike the Irish Government, respect the rule of law and especially the rule of international law. Furthermore my action was taken not just to defend the rule of international law as a matter of "choice" but because the Nuremberg principles on which international law is founded oblige me to do just that: "Individuals have international duties which transcend the national obligations of obedience. Therefore [individuals] have the duty to violate domestic laws to prevent crimes against peace and humanity from occurring." -- The Nuremberg Tribunal, 1945-1946.

How did I, an ordinary woman, come to be in this situation? I was alerted to the key role of Ireland in the lawless US/UK military operation when some dedicated activists - skilled plane spotters - alerted the Irish people by documenting massive increases in US military air traffic through the airport, many camouflaged as ordinary non-military planes. That monitoring took place mainly in the middle of the night, in miserable winter conditions and under constant state harassment. Largely due to that work, Scott Ritter was later to describe Shannon Airport as "part of the US military conveyor-belt of death."

Some committed activists set up a peace camp to facilitate the monitoring of the use of Shannon as a US military air base and to create a focus for the opposition to it. We exhausted the usual forms of protest--lobbying, letters, marches, etc--and were faced with a government that refused even to acknowledge that there was any departure from Ireland's traditional neutral status. Yet the accelerating US military build-up to another war on Iraq made the conclusion inescapable that Ireland's role this time was CENTRAL to US military operations.

Shannon is the "welcome mat" for US troops en route to Iraq, and the entry point to the ME. This "welcome mat" was NOT put there by the Irish citizens, but by a Government that continues to ignore the will of its people.

The peace camp endured for one month in freezing winter conditions, with just tents and one caravan. It got phenomenal support, and brought to the Irish public a crystal-clear focus on what was transiting through our civilian airport. Namely: armed foreign troops, DU, napalm, daisy-cutter bombs, class-A explosives, and possibly prisoners en route to Guantanamo Bay during the invasion of Afghanistan. This is only a fraction of what is still going thru there, that we know of, every day and night. Faced with the mounting evidence of US and UK determination to attack Iraq in spite of worldwide opposition, I felt obliged to take direct action.

One immediate result of my action and a similar action a few days later by 5 Catholic Workers, was the pull-out of 2 military carriers from using the airport. This temporary withdrawal, although a success, was not a triumph. Numerous US air carriers continued to use Shannon for refueling facilities, and hence the Irish Government continued to fuel the war. This refuelling continues today, and I am here to call for an international campaign to support those of us in Ireland who are engaged in this fight. CBO FINDS SOCIAL SECURITY SOLVENT FOR FIFTY YEARS

The Social Security shortfall is half the size of the
rise in defense spending since 2000.

The Congressional Budget Office's (CBO) analysis of
Social Security shows the program to be considerably
stronger than has been indicated in recent reports by
the Social Security trustees. The new analysis finds
the program will be able to pay full scheduled benefits
until 2053  nearly fifty years into the future  with
no changes whatsoever. This means Social Security is
far sounder today than it has been through most of its
existence. In the past, shortfalls in every decade from
the forties to the eighties required frequent tax
increases, with the last series of increases ending in
1990.

The new assessment is substantially more optimistic
than the Social Security trustees report issued in
March. This report projected the program would only be
able to pay full benefits until 2042. The size of the
shortfall over the seventy-five year planning horizon
is also considerably lower in the CBO report. While the
trustees report had projected the shortfall as being
equal to 0.73 percent of GDP over this period, the new
CBO report implies the shortfall will be equal to only
approximately 0.37 percent of GDP. By comparison, the
recent increase in annual defense spending associated
with the wars in Afghanistan and Iraq is equal to 1.0
percent of GDP.

The CBO report does note the Social Security system
will be paying out more money in benefits than it
receives in taxes as of 2019. This date has absolutely
no significance for the Social Security program, since
it is projected to have more than $6 trillion of
government bonds in the trust fund at the time. It can
use the interest and principle from these bonds to pay
benefits until the 2053 projected depletion date.
Unless the government defaults on its debt, something
that no prominent public figure has advocated, there is
no reason that the program can't rely on these bonds.
(The 2019 date also has no importance for the federal
budget [see http://www.cepr.net/sstrustees.htm].)

The main reasons for the more optimistic picture in the
CBO analysis than in the trustees report are the
assumption that the unemployment rate will be lower and
productivity growth will be closer to its long-term
average, rather than slower rate during the years of
1973-1995. The trustees report assumes that long-term
productivity growth will average just 1.6 percent
annually, slightly faster than the 1.5 percent rate
during the slowdown. By comparison, the CBO report
assumes an average rate of productivity growth of 1.9,
which is closer to the 2.5 percent average over the
longer period 1947 to 2003 for which reliable data
exists.

The more rapid pace of productivity growth translates
into more rapid wage growth, which in turn leads to
more rapid growth in revenue. Since post-retirement
benefits are indexed to prices, not wages, more rapid
wage growth increases the ratio of revenue to costs.

The assumption of more rapid productivity growth is
also important from the standpoint of inter-
generational equity. While the trustees assumptions
imply that before-tax hourly wages will be nearly 50.0
percent higher in forty years, the CBO assumptions
imply that compensation will have grown by more than
65.0 percent. This means if taxes are raised to sustain
benefit levels, future generations of workers will
still enjoy far higher standards of living than do
workers at present.

This report also clearly identifies longer life
expectancies rather than the retirement of the baby
boomers as the biggest challenge to the Social Security

WASHINGTON - Immigrants are filling nearly three out of every 10 new jobs in the
rebounding U.S. economy, a development that may dilute the political dividend to
President Bush from an election-year recovery, a study to be released today
concludes.

The report by the nonpartisan Pew Hispanic Center found that workers who were
not U.S. citizens claimed 378,496 jobs out of a net increase of 1.3 million from
the first three months of 2003 through the first three months of this year.

The share of jobs going to noncitizens - 28.5% - was particularly notable
because workers who were not U.S. citizens accounted for fewer than 9% of all
those holding jobs in the United States.

"The proportion of new jobs captured by noncitizens was . much larger than their
share of overall employment," said the report, prepared by labor economist
Rakesh Kochhar. "Thus, the political impact of job gains may be damped by the
fact that noncitizens are benefiting disproportionately from the turnaround in
the labor market."

Roberto Suro, director of the center, said in an interview that "the turnaround
is being fueled to a substantial extent by the demand for immigrant labor. And
as a result, a substantial chunk of the new jobs are going to people who are not
voters."

The study is likely to sharpen the debate about the role of immigrant workers in
America, the quality of new jobs and the impact of globalization. Most
economists have tended to minimize the impact of large numbers of immigrants
entering the U.S. job market, but the Pew findings may bolster those who
challenge that view.

The high proportion of new jobs going to immigrants may reflect the fact that
the current recovery has thus far been different from most past upturns. In
recent months, as overall job growth has begun to improve, most of the new jobs
appear to have come in categories that require relatively low skills and pay
relatively low wages - the kinds of jobs for which many immigrants are strong
competitors.

In the past, the early stages of economic recoveries have been marked by growth
in industrial jobs that pay above-average wages.

Jared Bernstein, senior economist at the liberal Economic Policy Institute think
tank, said his analysis supported the idea that "the occupations that are
gaining are on the low end."

He added that his own research showed that the recovery had not paid much of a
dividend in terms of rising wages. "We see wage growth far less than you would
expect at this stage," he said.

The Pew report also found that, while Latino immigrants were gaining jobs, the
weekly earnings of Latinos as a whole - including the native-born and those who
were long-term U.S. residents - had declined in comparison to those of whites
and African Americans.

The center, which specializes in social and economic research on the U.S. Latino
population, based its findings on an analysis of government surveys used to
determine the unemployment rate. The study is the first to compare the job gains
of citizens and noncitizens in the current economic recovery.

The underlying data used in the report do not distinguish between legal and
illegal immigrants. However, a large proportion of Latino workers who arrived
recently are believed to be undocumented. An estimated 8 million to 12 million
U.S. residents are illegal immigrants.

Bush and Democratic congressional leaders are on record as favoring more liberal
U.S. immigration policies.

The president has proposed a guest-worker program open to illegal immigrants
already here and to migrants wishing to come in the future; guest workers could
stay for up to six years. Democrats favor granting green cards to illegal
immigrants already here, but restricting the entry of future guest workers.

The debate is taking place amid long-term demographic and economic shifts in the
United States. Latinos and Asians are the fastest-growing ethnic groups within
the American population, and immigrants are heavily represented in both
communities. At the same time, U.S. birthrates have long been in decline.

"Non-Hispanic population growth is basically at a standstill," Kochhar said.
That leaves immigration in an increasingly prominent role, both in the growth of
the U.S. labor force and in the total population. It may account for the
disproportionate share of new jobs going to immigrants, Kochhar said.

Proponents of restricting immigration said the findings suggested that a broader
cross-section of American employers had developed a preference for undocumented
workers.

 The New York Times has long since stopped masquerading as a real
newspaper, and seems content to sashay as the ideology driven whore it is.
Still, it is unsettling to see this strumpet - never beautiful in my view,
but not without certain charms - strutting about, toothless, and little more
than a public nuisance.  Maybe it's time to lock her up for good.
  Brit Hume has more.
The day after Ronald Reagan died, the Washington Post ran a front-page
banner headline saying -- "Ronald Reagan Dies. Fortieth President Reshaped
American Politics." Four stories on Reagan were below it.
The Washington Times devoted its entire front page -- with three stories --
to Reagan.
But to the New York Times, Reagan's death was only worth one three-column
headline, saying Reagan -- "fostered cold-war might and curbs on
government."
Again today, the Washington Post ran a banner headline, this time above
three stories, saying -- "A Nation and the World Pay Tribute to Reagan."
The Washington Times had four stories, all under the headline -- "Reagan's
state funeral set for Friday." But the New York Times, under only a single
column, reports -- "Reagan Legacy Looming Large over [Presidential]
Campaign."

As for Reagan's role in ending the cold war, the New York Times says -- "It was Mr. 
Reagan's good fortune that during his time in office the Soviet Union was undergoing 
profound change, eventuallly to collapse."
And in an editorial today, the Times took a hit at both Reagan and President Bush, 
saying -- "Looking back now, we can trace some of the flaws of the current Washington 
mindset -- the tax-cut-driven deficits, the sloogan-driven foreign policy -- to Mr. 
Reagan's example."
