This program will require all pregnant women and children through the age of 18 be tested for mental health needs. Public forums are now being held in different locations throughout the state and many alarmed parents are attempting to get the word out: get to those forums and voice your opinion. "We're moving toward social training over academic training with this program," says Larry Trainor, a Mt. Prospect parent of four children and a contact for Citizens Commission on Human Rights. Trainor went on to state, "Since psychiatric involvement in education, SAT scores have gone down for the past few decades. Evaluating mental conditions is not based on scientific evidence, it's subjective. What if they find a student has a math disorder, a reading disorder? Would that be a mental health disorder, one that would cause the parents to put their children with a drug for a condition they may or may not have?" Trainor asked. Other concerned parents say they will refuse to participate in such a program they emphatically state has gone way too far with state interference in their lives and the personal lives of their children. Amy Witherspoon said she and her husband will leave the state before they subject their three year old to any mental health screening by the State of Illinois, nor will Amy, now six months pregnant, submit to any state program "invading my privacy under the guise of mental health screening." Amy's husband, Larry, also rang in by saying, "This is just one more step in the state separating the parent from the child via the school system. Compulsory mental health evaluation for my wife against her will? Good-bye, Nazi Illinois." The Witherspoon's aren't alone in their opinion about health issues in their state. Dom Pagalia, grandfather of six, says the governor and legislature have "gone crazy," passing this new, compulsory mental health law and says the voters of Illinois should "throw out every legislator this November who voted for this forced testing program." Pagalia says his two children, the parents of his grand children, will file a lawsuit to keep the state from any forced mental evaulation of their minor children. Should that fail, Pagalia says they are prepared to leave the state rather than give up their rights as parents. Under this new, compulsory mental health law, pregnant women will be screened for depression and following her baby's birth, evaluation would continue for up to one year. Follow up treatment will also be provided under this program. All children ages 0-18 years will be provided screening under this mental health program. "Mental health centers" at schools will handle the process to "ensure appropriate and culturally relevant assessment of young children's social and emotional development with the use of standardized tools." The Illinois State Board of Education is the agency targeted with the responsibility to develop appropriate tests that assess both mental health and academic standards. Bush is taking powerful anti-depressant drugs to control his erratic behavior, depression and paranoia, Capitol Hill Blue has learned. The prescription drugs, administered by Col. Richard J. Tubb, the White House physician, can impair the President's mental faculties and decrease both his physical capabilities and his ability to respond to a crisis, administration aides admit privately. It's a double-edged sword, says one aide. We can't have him flying off the handle at the slightest provocation but we also need a President who is alert mentally. Angry Bush walked away from reporter's questions. Tubb prescribed the anti-depressants after a clearly-upset Bush stormed off stage on July 8, refusing to answer reporters' questions about his relationship with indicted Enron executive Kenneth J. Lay. Keep those motherfuckers away from me, he screamed at an aide backstage. If you can't, I'll find someone who can. Bush's mental stability has become the topic of Washington whispers in recent months. Capitol Hill Blue first reported on June 4 about increasing concern among White House aides over the President's wide mood swings and obscene outbursts. Although GOP loyalists dismissed the reports an anti-Bush propaganda, the reports were later confirmed by prominent George Washington University psychiatrist Dr. Justin Frank in his book Bush on the Couch: Inside the Mind of the President. Dr. Frank diagnosed the President as a paranoid meglomaniac and untreated alcoholic whose lifelong streak of sadism, ranging from childhood pranks (using firecrackers to explode frogs) to insulting journalists, gloating over state executions and pumping his hand gleefully before the bombing of Baghdad showcase Bush's instabilities. I was really very unsettled by him and I started watching everything he did and reading what he wrote and watching him on videotape. I felt he was disturbed, Dr. Frank said. He fits the profile of a former drinker whose alcoholism has been arrested but not treated. Dr. Frank's conclusions have been praised by other prominent psychiatrists, including Dr. James Grotstein, Professor at UCLA Medical Center, and Dr. Irvin Yalom, MD, Professor Emeritus at Stanford University Medical School. The doctors also worry about the wisdom of giving powerful anti-depressant drugs to a person with a history of chemical dependency. Bush is an admitted alcoholic, although he never sought treatment in a formal program, and stories about his cocaine use as a younger man haunted his campaigns for Texas governor and his first campaign for President. President Bush is an untreated alcoholic with paranoid and megalomaniac tendencies, Dr. Frank adds. The White House did not return phone calls seeking comment on this article. Although the exact drugs Bush takes to control his depression and behavior are not known, White House sources say they are powerful medications designed to bring his erratic actions under control. While Col. Tubb regularly releases a synopsis of the President's annual physical, details of the President's health and any drugs or treatment he may receive are not public record and are guarded zealously by the secretive cadre of aides that surround the President. Veteran White House watchers say the ability to control information about Bush's health, either physical or mental, is similar to Ronald Reagan's second term when aides managed to conceal the President's increasing memory lapses that signaled the onslaught of Alzheimer's Disease. It also brings back memories of Richard Nixon's final days when the soon-to-resign President wondered the halls and talked to portraits of former Presidents. The stories didn't emerge until after Nixon left office. One long-time GOP political consultant who - for obvious reasons - asked not to be identified said he is advising his Republican Congressional candidates to keep their distance from Bush. We have to face the very real possibility that the President of the United States is loony tunes, he says sadly. It left me with one conclusion: whatever you do, do NOT go inside. Its not only a blatant offense to free speech, but also highly dangerous and unsafe. I would suggest protesting anywhere in Boston but inside of it. No amount of hyperbole can accurately describe how disastrous the interior actually is. Its like a scene from some post-apocalyptic movie a futuristic, industrial detention area from a Mad Max film. You are surrounded on all sides by concrete blocks and steel fencing, with razor wire lining the perimeter. Then, there is a giant black net over the entire space. [Pictures of the Boston Free Speech Zone] Thats not even the worst part. 80% of the space is actually beneath a construction site. You heard me, most of the zone is actually under a partially constructed building, broken up by gates, iron girders and wooden rafters, in the darkness. No helicopter will ever be able to see an aerial shot of the people assembled, negating the major points of mass protest: to let the rest of the public see your numbers. This forced'invisibility' is so painfully obvious, that it is hard to believe it resulted from pure negligence. What's more, the space fits only 1000 maximum by law, so the 1001st person who wants to express their rights, is shit out of luck. Thats not all. If you go inside, you won't be left safely alone with your fellow protesters. Right above you will be a suspended catwalk of wooden rafters traveling down the middle of the protest area. This strip is not only covered with reams of barbed wire, but officers (or national guardsmen) will be strolling above you just feet from your head. After walking in, it took us about 2 seconds to agree; there is no fucking way we are stepping into this trap. And if you think that the civility of individual officers will make up for it, think again. As we were casually walking through the pen, our jaws open in dis-belief, a group of officers quickly surrounded us. Twenty-four of them. The first officer (Officer Gately) approached us swiftly, and declared, Do you know that the willful destruction of public property in the Commonwealth of Massachusetts is a felony that carries 5 year in jail! We were taken aback by this introduction. Other people in suit and ties were walking by, using the zone as a pedestrian shortcut. a bunch of peaceniks were walking through in our shorts and backpacks and we were immediately suspect of committing a criminal act. I guess this explains the meaning of the rule about those wearing inappropriate clothing being searched. The overtly intimidating tone of the interaction didnt cease, so we soon left. I called the BPD headquarters and asked to talk to the district 2 duty officer, in order to file a complaint about the rude treatment. When I asked him (Sgt. Ross) for Officer Gatelys ID#, he stated that he could not give me that information because after all, I could be a member of the press, or an anarchist. I guess myself (along with the press and anarchists) are no longer allowed to hold the police accountable for their actions. A word of advice: Do not make the mistake of making your first visit to the free speech zone on your day of protest. It will be too late to realize what you are getting into. Its crazy to think that this is happening in Boston, a city that fronts a reputation of being a cradle of constitutional values. The city has tried to force free speech into a cage where it cannot survive. The only reasonable response is to exercise our rights everywhere but the protest zone. By giving free speech an unacceptable location, the City of

Hundreds of billions of dollars later, with hundreds of thousands of Americans behind bars, we are no closer to Nixon's dream of a drug-free nation than we were in 1971. As with alcohol Prohibition in the 1930s, drug prohibition has brought us far more problems than it has solved. You won't hear John Kerry or George W. Bush talking much about it this fall, but the producers of the upcoming "American Candidate" series on Showtime have made drugs a key issue of this televised campaign and for good reason. As former Gov. Gary Johnson (R-N.M.) once said, the drug war is "the most important social issue in America today that has an easy, politically possible solution." Regardless of political background, many agree that government should not be in the business of punishing its citizens for what they choose to put into their own bodies. Unfortunately, drug users have provided an easy target for politicians (of both parties) who want to appear "tough on crime." Here are just a few examples of the abuses this has caused: Last year, nearly 700,000 people were arrested for marijuana possession. Armed federal agents continue to antagonize AIDS, cancer and MS patients who use medical marijuana legally under state law. The vast majority of Americans want these patients left alone. A college student can lose her student loans and her food stamp benefits if she's convicted of a drug offense. No other crime, including rape or murder, bars Americans from borrowing money to go to college or receiving public assistance. In the name of "protecting the children," the federal government insists on an abstinence-only drug education program that completely ignores a simple fact: some kids will use drugs. Encouraging kids not to use drugs is fine, but if they do, failing to make sure they have enough information at their disposal can be deadly. Instead of an honest dialogue among students, parents and teachers, the federal government is pushing a drug testing policy that requires children to urinate in front of strangers. Yet it remains easier for kids to buy marijuana than cigarettes. The drug war unfairly targets people of color. Of those in prison on drug charges in New York State, 93 percent are African American or Latino. A person convicted of selling five grams of "crack," which is stereotypically associated with low-income minority communities, receives a five-year federal mandatory minimum sentence. The same sentence applies for selling 500 grams of powder cocaine. Despite all the wasted lives and dollars, the tide seems to be turning against the drug war. This fall, the Supreme Court will hear a landmark medical marijuana case that could end the federal government's harassment of patients and caregivers once and for all. The author of the student loan ban for drug offenders has acknowledged that his legislation goes too far. And across the country, school districts are deciding against random student drug testing because it's expensive, intrusive and doesn't stop kids from using drugs. Politicians won't take up this issue or any issue unless they hear from their constituents in large numbers. Sources close to Kerry, including Martin Indyk, the former ambassador to Israel, said they expect a change in Israel's attitude toward Kerry once he is nominated this week. Prime Minister Ariel Sharon should make an effort to improve ties with him, they say. Meanwhile, a report on the criticism has been passed on to Foreign Minister Silvan Shalom. Last week in Washington, Ambassador Danny Ayalon, meeting with Rand Bears and Mel Levin, foreign policy advisers in the Kerry campaign, insisted that Israel is absolutely neutral in the presidential campaign. But there have been complaints in recent months from prominent Jews in the Democratic Party who say that Sharon and his people are discriminating in favor of Bush and that makes it difficult for the Kerry campaign. The complaints did not come directly from Kerry officials, but from Jewish activists in the party. Furthermore, former congressman Levin and other party officers said they came away satisfied Israel is not playing favorites. Ayalon said that Israel does not want to be a campaign issue and that the main mission of the embassy nowadays is to maintain the strong support for Israel by both Republicans and Democrats. Nonetheless, Democratic Party sources said they do not appreciate the fact that American Jews visiting Israel hear from the prime minister and his aides overstated praise for President George W. Bush. They warned that the praise for Bush is being interpreted as hints to the Jews that they should vote for Bush in the coming election. The sources pointed to a series of incidents indicative of Israel's attitude to the Democratic candidate. Among other things, they expressed disappointment that Sharon failed to meet with Kerry during the prime minister's last trip to Washington in mid-April, by which time it was clear Kerry was the party candidate. Indeed, the two men have never spoken to each other. And, they pointed out, photographers were banned from Sharon's meeting in Jerusalem two weeks ago with Kerry's brother, Cameron, who was visiting Israel. They also raised Deputy Prime Minister Ehud Olmert's comments to the Conference of Presidents of Major American Jewish Organizations. Olmert said he doesn't know who will win the election, but he preferred Bush. According to the Democratic Party sources, other Israeli officials are also telling American Jews behind closed doors that they prefer Bush. Israeli government sources say that all in all, relations with Kerry's headquarters are good. There is no crisis or anger, just the concern and discomfort that the Democrats expressed to us. Israelis involved in the matter have recommended to the prime minister's aides that they initiate a phone call from the prime minister to congratulate Kerry in the coming days, after the nomination is official. Others have proposed that Sharon adviser Dov Weisglass be dispatched to the United States to brief Kerry on the disengagement plan. Sources in the Prime Minister's Office reject all the complaints and say Sharon is not interfering in the U.S. elections, just as he does not expect anyone from overseas to intervene in an Israeli election. According to a senior government source, it's always best to discount such criticism when it comes from anonymous sources. We have our contacts with Kerry, there have been some conversations, we invited him to visit, and made clear he would get a meeting with the prime minister if he does come, or if Sharon goes to Washington - though no such trip is now planned. The source said that only technical reasons have so far prevented a meeting between Sharon and Kerry. Dr. Uzi Arad, a former political adviser to former prime minister Benjamin Netanyahu, said yesterday it would be best if Israel stay out of the American democratic process. It would be a terrible mistake for Israel if it is perceived as intervening in the American elections. Meanwhile, Israel is preparing for the post-election administration, whoever wins the White House. On July 19, Denzel Washington appeared on the Late Show with David Letterman to discuss his role in the Manchurian Candidate. Saying that his character and others are carted off to be "manipulated" after being attacked during Desert Storm, Washington addressed the real-life implications behind this fictional drama:
WASHINGTON: (Referring to a film clip which also features fellow cast member Liev Schreiber) I know that theyve actually put these. . . implants, these chips inside of us, which they actually have nowadays.
LETTERMAN: Is that right?
WASHINGTON: Yes.
LETTERMAN: Behavior modification chips?
WASHINGTON: They say for security and global positioning reasons. . . They can put one in you now and know where you are all the time.
LETTERMAN: Its creepy isnt it?
WASHINGTON: It IS creepy.
Not only is it creepy, but it sounds out-and-out ridiculous -- sort of like when Timothy McVeigh told friends that he thought the Army had implanted a microchip in his buttocks so the government could keep track of him.
Of course everyone (except for a handful of researchers and McVeighs prison counselors) thought the Oklahoma City bomber was 100% Grade-A delusional, but microchip technology to monitor humans (and manipulate behavior) is very real.
While The Manchurian Candidate itself is generating plenty of buzz, with folks speculating on everything from the corporation that lies at its center ("Think of it as the Carlyle Group or Halliburton on steroids," Frank Rich wrote) to Meryl Streeps muse (She told Entertainment Weekly that Peggy Noonan and Karen Hughes offered hyperbolic inspiration, but Noonan keeps pushing the Hillary Clinton myth), the real life technology behind the plot is particularly intriguing.
Because regardless who the "Prentiss family dynasty" is supposed to be (theyre just "one syllable removed" from the Bushes, Rich said), such talk is mostly a matter of educated guesswork, sprinkled with a side of speculation. And while gossip usually fades fast, implants, on the other hand, are making their mark. Literally. For real. Even as you read this.
But, even so, could Denzel Washingtons "creepy" comment be considered a case of thriller-induced paranoia? Could he be taking his movie role a tad too seriously? After all, its clear that microchip technology, despite fears of Big Brother monitoring and other sinister applications, will improve countless lives.
With the future fast approaching, its questionable, as always, how we "ethical infants" will handle it. Yet, remembering that this journey began, to some degree, in collaboration with Nazis, its wise to remain somewhat suspicious.
With that in mind, here is a brief history of the technology of the future:

1953: John Lilly, of the National Institute of Mental Health, discovers that he can simulate a variety of emotions by placing electrodes inside a monkeys brain. (A male monkey, for example, when given a switch to prompt orgasm, pushes the button approximately every three minutes.) May 17, 1965: A front page New York Times story entitled, "Matador' With a Radio Stops Wired Bull: Modified Behavior in Animals Subject of Brain Study" features the work of Dr. Jose M.R. Delgado, inventor of the "stimoceiver," a miniature transponder implanted in subjects heads to control behavior and emotions. The article describes Delgados most famous experiment, wherein he steps into a pen with a wired" bull and stops the raging animal, mid-lunge, via remote control. Delgado later suggests that this technology be used to curb criminal and obsessive behavior in humans and urges Congress to make "control of the mind" a national goal.
