Waxman Ranking Minority Member Committee on Government Reform U.S. House of Representatives December 9, 2004 Fact Sheet Halliburton's Iraq Contracts Now Worth over $10 Billion The value of Halliburton's Iraq contracts has crossed the $10 billion threshold. Halliburton has now received $8.3 billion in Iraq work under its LOGCAP troop support contract and $2.5 billion under its no-bid Restore Iraqi Oil (RIO) contract, a total of $10.8 billion. The mounting value of the contracts has been accompanied by a growing list of concerns about Halliburton's performance. Over the last year, government auditors have issued at least nine reports criticizing Halliburton's Iraq work, and there are multiple criminal investigations into overcharging and kickbacks involving Halliburton's contracts. Former Halliburton employees have testified before Congress about egregious instances of over billing. Despite these concerns, the Bush Administration continues to reject the recommendations of its auditors that 15% of Halliburton's LOGCAP reimbursements be withheld until the company can provide better substantiation for its charges. Value of the Contracts Halliburton has several major contracts in Iraq. The largest, called the Logistics Civil Augmentation Program (LOGCAP), is a cost-plus contract to provide support services to the troops. As of December 2, 2004, the value of Halliburton's Iraq task orders under LOGCAP was $8.26 billion. (1) The second largest Halliburton contract is the cost-plus RIO contract to restore and operate Iraq's oil infrastructure, which Halliburton was awarded on a no-bid basis in March 2003. The value of the work Halliburton performed under this contract is $2.51 billion. (2) The combined value of these two contracts is $10.77 billion. This is significantly more than any other contractor has been awarded in Iraq. For example, the maximum value of Bechtel's Iraq infrastructure contracts is $2.8 billion. Halliburton will reap profits of between $133 million and $424 million on its two contracts. (3) The actual value of Halliburton's Iraq contracts is likely higher than $10.77 billion. In January 2004, Halliburton received a follow-on oil contract for southern Iraq worth up to $1.2 billion. The Administration has not disclosed the value of the work given to Halliburton under this contract. Investigations and Audits At the same time that the value of Halliburton's contracts is increasing, auditors are finding extensive problems with Halliburton's billings, and criminal investigations of Halliburton and its employees continue. Auditors from the Defense Contract Audit Agency (DCAA), the Government Accountability Office (GAO), and the Coalition Provisional Authority Inspector General (CPA IG) have repeatedly and consistently criticized multiple aspects of Halliburton's activities in Iraq. Krieger wrote a letter requesting a meeting with CIA Director Porter Goss due to the serious nature of the allegations in this case, including deliberately misleading the president on intelligence concerning weapons of mass destruction, said the daily quoting from the letter. The United States overthrew the Iraqi dictatorship of Saddam Hussein in April 2003, but has found no weapons of mass destruction in Iraq since then. The US government has acknowledged some of its pre-war intelligence may have been faulty. The plaintiff, whose identity is blacked out in the lawsuit as well as any reference to Iraq, is of Middle Eastern descent, worked 23 years in the Central Intelligence Agency, much of them in covert operations to collect intelligence on weapons of mass destruction, said the daily. The lawsuit was filed in a US District Court in Washington on Friday and made public Wednesday after it was screened by a judge, said The Washington Post which obtained a copy. David DeBatto, Salon.com A veteran sergeant who told his commanding officers that he witnessed his colleagues torturing Iraqi detainees was strapped to a gurney and flown out of Iraq -- even though there was nothing wrong with him. Dec. 8, 2004 Salon.com -- On June 15, 2003, Sgt. Frank Greg Ford, a counterintelligence agent in the California National Guard's 223rd Military Intelligence (M.I.) Battalion stationed in Samarra, Iraq, told his commanding officer, Capt. Victor Artiga, that he had witnessed five incidents of torture and abuse of Iraqi detainees at his base, and requested a formal investigation. Thirty-six hours later, Ford, a 49-year-old with over 30 years of military service in the Coast Guard, Army and Navy, was ordered by U.S. Army medical personnel to lie down on a gurney, was then strapped down, loaded onto a military plane and medevac'd to a military medical center outside the country. Although no medevac order appears to have been written, in violation of Army policy, Ford was clearly shipped out because of a diagnosis that he was suffering from combat stress. After Ford raised the torture allegations, Artiga immediately said Ford was delusional and ordered a psychiatric examination, according to Ford. But that examination, carried out by an Army psychiatrist, diagnosed him as completely normal. A witness, Sgt. 1st Class Michael Marciello, claims that Artiga became enraged when he read the initial medical report finding nothing wrong with Ford and intimidated the psychiatrist into changing it. According to Marciello, Artiga angrily told the psychiatrist that it was a C.I. [counterintelligence] or M.I. matter and insisted that she had to change her report and get Ford out of Iraq. Documents show that all subsequent examinations of Ford by Army mental-health professionals, over many months, confirmed his initial diagnosis as normal. An officer at the California Office of the Adjutant General in Sacramento, Calif., Sgt. Maj. Patrick Hammond, has known Ford for over 15 years during their service in the California National Guard. Hammond said, I have never had any reason to question his honesty and I don't do so now. This reporter served in the military with Ford in Iraq for seven months and can also attest that he is sane and level-headed. Ford, who has since left the military, claims that his superiors shipped him out of the country to prevent him from exposing the abusive behavior. The massive US Intelligence Reform Bill weighed in at over 3,000 pages and though unread by individual Members of either the House or Senate nevertheless passed all of the legislative hurdles needed in order to become law. President Bush lobbied hard for these provisions, only objecting when Senator Sensenbrenner attempted to require these same provisions for illegal aliens but which the President opposed. This provision was dropped from the final bill. Beginning in 2005, the Department of Homeland Security will issue new uniformity regulations to the States requiring that all Drivers Licenses and Birth Certificates meet minimal Federal Standards with regard to US citizen information, including biometric security provisions. Added to currently existing Federal Laws and Supreme Court rulings American citizens when born will be issued a Social Security Number that will be included on their Birth Certificates, along with DNA biometric markers. All birth certificates will also be registered in a Federal Government database maintained by the Department of Homeland Security. No child will be allowed enrollment to schools or be entitled to either State of Federal Government benefits programs without first presenting a certified Homeland Security registered Birth Certificate. Drivers Licenses will also contain DNA biometric markers and include the holders Social Security Number and be required for receiving and applying for all State and Federal benefits programs. Previous Supreme Court rulings have also upheld State and Federal Law Enforcement authorities right to request Identification from any American citizen, for any reason and at any time as not being violations of their, the citizens, constitutionally protected rights. Major Banks and credit card companies have applauded the adoption of a National ID system as being important to counter fraud and increasing instances of identity theft. National ID cards with biometric markers will eliminate them from having to issue Credit and Debit cards, which for the first time in US history have surpassed the usage of checks and cash. Utilizing The Department of Homeland Securities centralized federal database, Banks and credit card companies will only require the presentation of a citizens Drivers License to make purchases as all of the persons financial information, including credit and cash balances, will already be known in real time. The film got mixed reviews, but the Army hopes its so-called Future Warrior outfit will be a smash on the battlefield. With a uniform like Predator's, our soldiers would really have a lopsided advantage, says Jean-Louis Dutch De Gay, a systems engineer at the Army's Soldier Systems Center in Natick, Mass. Advertisement The black battle garb planned for the late 2010s looks scary enough when you can see it, but invisible soldiers would be a lot scarier. No joke. Scientists at DuPont (DD ) Co. are already hunting for ways to manipulate light so soldiers could appear to disappear. And if that doesn't pan out, EIC Laboratories Inc. in Norwood, Mass., is working on electrochromic camouflage -- a chameleon fabric that would change colors instantly to blend in with its surroundings. Research on such concealment methods is classified. However, at the new Institute for Soldier Nanotechnologies at Massachusetts Institute of Technology, scientists are free to talk about the combat gear they're designing. And soldiers aren't the only ones they aim to help. Their work also could help protect firefighters, police officers, and other emergency responders -- with self-administering tourniquets, lightweight body armor, and artificial muscles. MIT President Charles M. Vest didn't want to get tangled up in classified research, so he insisted that all developments spawned on campus be available to industry as well as the military. The MIT center, which opened in late May, was launched with a $50 million, five-year grant from the Army. The budget was doubled by matching funds from MIT and a dozen industrial partners, including Raytheon, Dow Corning, and DuPont. The companies signed up to tap MIT's expertise in nanotechnology -- creating new materials and devices molecule by molecule, instead of fabricating them from bulk materials. Materials engineered with such ingredients as carbon nanotubes can have properties that are otherwise impossible to achieve. As a result, says De Gay, science fiction is rapidly becoming reality -- and that could change forever the way wars are fought. One concept for smart body armor would weave thin pads or even cloth from fibers that can sense the impact of a bullet or shrapnel and automatically stiffen, becoming even more impenetrable than the cumbersome ceramic-plate armor troops wear now. Another major goal is cloth that eliminates the need for ungainly biochemical-warfare suits. Instead, regular uniform fabric may sport nano-size umbrellas that open to seal the cloth's pores, making it impervious to airborn chemicals and pathogens. In both cases, a key objective is to take a load off soldiers' backs. Today, they lug 60 pounds or more into battle, depending upon which weapon they carry, and the so-called marching load is almost twice as heavy. What about the $3 trillion surplus left by the Clinton administration that is now a projected $5 trillion to $7 trillion deficit? Nothing to worry about, we are told, because there is a plan to halve it without so much as a small war tax to make us finally understand we're a country at war, as Mr. Bush keeps telling us. The $220 billion cost of Afghanistan and Iraq this far has not changed any minds in the White House that the pre-war tax cuts must be maintained. More borrowing should do the trick. The more U.S. bonds and T-bills are sold abroad, the less need to curb the ravenous appetite for foreign goods. Thus, the United States can have its cake and eat it too. The $420 billion defense budget, almost more than the rest of the world spends on its armed forces, will top half a trillion dollars before the end of Mr. Bush's second term, and social programs will keep pace, all without tax increases. The United States is expected to borrow $670 billion this year, according to estimates made last week by the Organization for Economic Cooperation and Development (OECD). The 10 Nobel laureates whose recent open letter urged a dose of fiscal restraint to curb current manifestations of fiscal irresponsibility were dismissed as eggheads talking through their mortarboards. London's prestigious Economist thought the situation was alarming enough to put The Disappearing Dollar on its cover this week. It showed a dollar bill as a leaf on a tree, half eaten by a worm. Foreign central banks, the major purchasers of U.S. securities, are spooked. Either they stand idly by and watch the value of their reserves continue to plummet or they begin moving them into euros, or a basket of several currencies. Saudi Arabia has sold some U.S. paper for cash to go into new projects in the kingdom. China (with $515 billion) and Japan ($720 billion) have switched steadily out of dollars throughout 2004. The Bank for International Settlements reported over the weekend dollar-denominated deposits fell to 61.5 percent of total deposits by OPEC members in the second quarter of 2004 from 75 percent in the third quarter of 2001. Euro-denominated deposits rose to 20 percent from 12 percent over the same period. Asia as a whole has accumulated $2.2 trillion in foreign reserves. The U.S. trade deficit with China, now nearing $150 billion for 2004, grows alarmingly from year to year. Wal-Mart alone imports $18 billion worth of Chinese-made goods for its stores. When China and India can compete across the entire spectrum of high-tech networking jobs, globalization begins to lose its allure. China's sidewalk moneychangers are betting the renminbi (RMB) is now a stronger currency than the dollar. Chinese companies are luring Chinese American executive talent from U.S. multinational corporations with higher compensation packages. Seemingly unconcerned, the Bush administration says the external deficit has little to do with conspicuous consumption and much to do with the sluggish economies in Europe and Japan. Fast buck economists or reckless high rollers argue the disappearing dollar could be the answer to all of the administration's problems, as it will automatically shrink the U.S. deficit. And the more the dollar falls, they explain, the more expensive European and Japanese goods become, choking off their exports to America and boosting now much cheaper U.S. exports. But such a laissez-faire policy besides poisoning anew trans-Atlantic and trans-Pacific relations will only encourage the dollar stakeholders all over the world to unload ever faster. The dollar is expected to shrink an additional 30 percent during the Bush 43B mandate. This could then be the biggest default in history, wiping out anyone holding dollar assets, and burying the dollar as a global reserve currency. Regarding the US cooperation with the KGB (FSB) article. The FBI for several years now, has been sending agents to be trained by the KGB (FSB), in Moscow, to learn how to better combat former Soviet organised crime groups. When I mentioned this to an FBI agent I was talking to in Arizona, he mentioned that the FBI was also sending agents to be trained in US neonazi paramilitary camps (with the neonazis knowing they are training FBI agents). Back in 1994, I knew a medicine man (Native American), who was being payed to train FBI agents to infiltrate, and make arrests in, Native American cultural revival settings. When I lived in Eastern Europe, in 1995, I personally witnessed that CIA agents there, were on very familiar terms with high ranking KGB officers, in a cooperative spirit. I was not permitted to go into KGB offices, but I waited for people on the steps a few times (which is also prohibited), and was in various embassies. I do not believe in any continued Soviet menace to the US. However, one thing that should be understand, that is not widely understood, is that upon the break up of the USSR, the KGB did not break up, abnd has never broken up. This brings up a number of issues around the autonomy of nations which have seperated from the Russian Federation (president Putin, as is well known, being the former head of the USSR KGB, much as Bush Sr was head of the CIA). USSR allies, not under direct Soviet control, such as Bulgaria, have always had their own seperate KGB's. The Bulgaria KGB was censored by the USSR KGBN during the Cold War, for stirring up trouble by hunting down and murdering its expatriots in Western Nations (that is, they are in fact seperate organisations). The war on terrorism as it exists now, is mostly a highly profitable sham being used to consolidate power and destroy the rights of the World's citizenry. Cooperation in fear of possible use of WMD's, such as by persons or groups of persons who have been criminally abused by security organisations, and seek revenge or justice, is a quite valid concern. New highly virulent and very hard to stop forms of international organised crime, especially those coming out of past communist regimes which highly opressed them (USSR and PRC), in effect breeding tougher and mroe resistant strains of organised crime, is also a very valid concern, and grounds for international cooperation. In ther US, the FBI claimed some early victories on the Russian Mafia. In retrospect, these were not victories at all of any depth, like cutting heads from a Hydra. The FBI dismally failed to understand the true organisational nature of the type of organised crime they were seeing out of the former USSR (and the PRC, such as the Big Circle Boys, former Red Guards who fell out of favor and were sent to the labor camps). The same remains true now, in relation to al Qaeda, despite the fact that the CIA created al Qaeda, they lack the understanding in an anthropological sense to understand the true nature of the organisation. And the American people are routinely misled about the nature of al Qaeda and affiliated groups as well. Nations tend to respond to threats even now, as if they are national. When in reality, those opposing the tyranical rules of nations now, are not organised like nations at all, even if by their own propaganda, and that of their enemies, they are presented as being nation like. They are more like the tough seasoned organised crime groups from the former USSR and PRC (when the PRC was communist, it is a capitalist run nation now, its leaders were mostly interned in the camps at one time for being

The data also show that one out of every three of those service members has gone more than once. The Pentagon confirmed to United Press International Wednesday that a cumulative total of 955,000 troops from all military services had been deployed for Operation Iraqi or Enduring Freedom by the end of September. More than 300,000 of those troops have been deployed more than once, the Pentagon said. One government source said the total number of troops deployed has likely hit 1 million since then. The Pentagon data shows that 708,000 of the troops who have served in war come from the active duty force. That means that roughly half of the United States' 1.4 million active duty troops have gone to war. Slightly more than 245,000 troops from reserve and National Guard units have also been deployed. Military experts said the new data show the American military is being stretched to its limits -- or beyond. It shows that we are short of troops. I don't think there is any question about that, retired Marine Corps three-star general Bernard E. Trainor told UPI. Nobody, or almost nobody, anticipated specifically how this thing was going to turn out. Trainor said he believed the military has not struggled with these kinds of numbers since Vietnam. The military is stretched entirely too thin, Trainor said. The war in Iraq is less than two years old. There are 140,000 troops in Iraq now and 16,000 in Afghanistan, according to the Pentagon. Speaking to troops in Kuwait this week, Defense Secretary Donald Rumsfeld got an earful of complaints about aging equipment, a lack of armored vehicles and soldiers who say they are being kept on active duty beyond what they were told. Trainor told UPI that when soldiers take the unusual step of bucking their leadership in public it is a sign of trouble. It is a danger signal that there is eroding support in the ranks for the civilian leadership, Trainor said. One soldier in Kuwait asked Rumsfeld if the stress on the armed forces might weaken the country's ability to fight back against another terror attack. Rumsfeld responded that the country has well over 2.5 million people we can call on at any given time. So you can be sure that we have the capability we need. There are elements of the force, however, that have been stressed and we read a lot about that and we hear a lot about that on television and it is a fact, Rumsfeld said. But he added that is not because we have too few total forces, it's because we have not had the right balance between the active and reserve. A Pentagon spokesman could not provide a breakdown of where the 955,000 troops have been deployed. You can have all the armor in the world on a tank and a tank can (still) be blown up, he said. Same thing with the Humvees, the preferred target of the resistance because they are so easy to blow up with improvised explosive devices and RPGs. Even so, youd think the Pentagon would armor these vehicles posthaste. So bad is the situationand inaction on the part of the Pentagonthat civilians are footing the bill to armor Humvees. Obviously, the Pentagon is more interested in making sure Halliburton overcharges billions of dollars for reconstruction contracts. Dodd, of course, is a Democrat and Democrats, it would seem, have a problem with the Pentagon running the Strausscon occupation on the cheap. Dodd simply doesnt understand the reality of the situation: these are throw-away soldiers, the Pentagon doesnt care about them, so why armor up Humvees? The best guess is that Pentagon officers knew that enough men in the original invading force were getting sick from D.U. poisoning that an entirely fresh infusion of forces was required. Now, this fresh army has been in the battlefield for nine months, and is in dire need of being replaced, for the very same reasons. Its about time young people get with the program and stop buying into the patriotic nonsense and false promises of military recruiters. Bush and the Strausscons are determined to use up Americas young people like so much kleenex and toss them on the trash heap.
