To belabor the obvious: IF this wasn't an inside job, and IF the military didn't deliberately allow this to happen, they are SO deplorably incompetent that the solution absolutely does not lie in throwing more money at them. If This happens out at sea, it may scare a few fishes when it splashs in. If this occurs over a populations center, well it could take out a shopping mall full of someones mothers and sisters.
