My take on this is, if Bin Laden had them, he would use them. Nukes need to be used to be effective. I know, you are going to say that just the threat of having them would be enough. That works for the super powers. Bin Laden is not a super power and he wants to distroy the western world. And the only way he can do that is to do as much damage as possible, i.e., use nukes. I was thinking about other nations that in the area that might have acquired a small nuclear weapon. Oslama bin Laden may have made quite a lot by shorting certain stocks before the attack. If he can collect this he might be able to buy one. Iraq is another possibility. You are aware of course that both Pakistan and India have tested nuclear weapons successfully. US introducing nuclear weapons to the area would clearly lead to more violence and retaliations.
