I was thinking about other nations that in the area that might have acquired a small nuclear weapon. Oslama bin Laden may have made quite a lot by shorting certain stocks before the attack. If he can collect this he might be able to buy one. Iraq is another possibility. You are aware of course that both Pakistan and India have tested nuclear weapons successfully. US introducing nuclear weapons to the area would clearly lead to more violence and retaliations.
