STATEMENT BY PHILIP T. REEKER, DEPUTY SPOKESMAN

U.S. Passports Will No Longer be Issued Abroad

Effective April 8, 2002, American citizens who require issuance of a
U.S. passport while residing overseas will be issued the latest, state-
of-the-art passport. It incorporates a digitized image with other
enhanced security features. Because this technology is not available at
U.S. embassies and consulates, overseas passport issuance is being
transferred to the National Passport Processing Center in Portsmouth,
New Hampshire.

The security of travel documents in the post-September 11 world has
become even more important. The new passport has many features that
make it one of the most secure travel documents produced anywhere in
the world.  Getting these more secure passports into circulation will
help minimize the misuse of American passports by criminals,
terrorists, and others.

This new procedure will increase processing time at U.S. embassies and
consulates, but the Department is committed to ensuring that American
citizens receive secure documents in a timely manner. American citizens
overseas are encouraged to apply early for renewal of expiring
passports.

U.S. embassies and consulates will continue to issue passports that are
needed for urgent travel. However, such passports will be limited in
validity, and cannot be extended.  Bearers will be required to
exchange, at no additional cost, their limited validity passports for a
full-validity digitized passports upon completion of their urgent
travel.

Sorry, we have a spoofer using a system in Canada who for some reason has
decided they want to 'teach me a lesson', coupled with the fact they
don't have much else to do (like a job)...of course they are too 
self-rightous to review their own actions and motives , typical
CACL 'freedom for me, but not for thee'.

I've contacted the ISP ([EMAIL PROTECTED]) and asked for for their help
in shutting this idiot down. If any of the rest of you feel board feel
free to bang on their help desk...I've included them as a recipient to
this email. I guess if I keep getting them I'll build myself a little
procmail script and start bouncing (with a suitable warning pre-pended so
there is no DoS or harrassment issue)...

If you compare the header for this email with one of the spoofs the diff
is obvious. If nothing else I have to thank them for finding a hole in the
security for majordomo since it looks at the To: field and doesn't verify
the original source of the email.

SECRETARY POWELL:  Good afternoon, ladies and gentlemen.  The President
and his national security team have been following the very serious
situation in the Middle East since last night.  Early this morning we
began a National Security Council meeting which included the President
via television remote, as well as the Vice President, the Secretary of
Defense, myself of course, the Director of Central Intelligence Mr.
Tenet, National Security Advisor Rice and Chief of Staff Andy Card.

Last night also I was in a conference call with the President and Dr.
Rice to review the situation, and immediately after talking to the
President I also had the opportunity to talk to Prime Minister Sharon,
who is in the middle of a cabinet meeting, as you know, in Israel.  In
that conversation with Prime Minister Sharon, he advised me that the
cabinet was meeting to decide what action the Israeli Government should
take in response to the recent spate of terror incidents, and he also
advised me that of whatever actions they might decide to take, it would
not include bringing any harm to Chairman Arafat or killing him.  And
subsequent statements by Israeli officials suggest that it is not their
intention either to capture him.

They have determined to isolate him and, as you know, Israeli Defense
Forces are now operating in Ramallah and there has been a significant
call-up of Israeli Defense Forces.  I have a call in to Chairman Arafat
and hope I will have a chance to reach him right after this press
conference.  General Zinni remains in the region, and he and our
diplomatic representatives in the region are in touch with both Israeli
and Palestinian officials.  General Zinni did speak to Chairman Arafat
earlier today.

Once again, terrorism -- terrorism that targets innocent civilians --
has dealt a serious blow to the effort to achieve a cease-fire, and to
find a political solution to the crisis in the Middle East.  Once again,
terrorists have set back the vision of the Palestinian people for a
state that would live in peace side by side with Israel.  The United
States government condemns these acts of terror, and those responsible
for them.

In recent weeks, there was cause for some guarded optimism.  As you
know, beginning last fall the President put down his vision at the
United Nations for a Palestinian state living side by side in peace with
a Jewish state, Israel.  We also saw positive reaction to the speech
that I gave in Louisville, and then just a couple of weeks ago, the
United Nations passed an important Security Council resolution,
introduced by the United States.  And it went through the Security
Council in a record period of time -- with a vote of 14-0 and only one
abstention, Syria -- calling for a state for the Palestinian people.

The Arab summit in Beirut earlier this week, while it did not provide a
complete solution, it laid out a vision, a bold vision, what was put
forward by Crown Prince Abdullah of Saudi Arabia.  And it was embraced
by all of the Arab nations.  Prime Minister Sharon in recent weeks
showed a great deal of flexibility with respect to conditions he had
previously held to with respect to what it would take to get into the
Tenet work plan.  Both sides welcomed General Zinni's return to get the
Tenet work plan started, which would then lead to the Mitchell process
and the political solution, the political discussions and negotiations
that we all are hoping for.  The Vice President paid a trip to the
region and was prepared to see Chairman Arafat if circumstances had
permitted.

So there was reason for guarded optimism.  And let's be clear about what

Not exactly what you were getting at, but this approach certainly doesn't
suffer from the "mathematicians writing on the board for it's own sake" 
problem you alluded to. Bridging the speculative and the practical couldn't be
more central here (as everywhere.) Reminds me of something John Von Neumann
once said:

"The sciences do not try to explain, they hardly even try to interpret, they
mainly make models. By a model is meant a mathematical construct which, with
the addition of certain verbal interpretations, describes observed phenomena.
The justification of such a mathematical construct is solely and precisely that
it is expected to work."  


This might sound a little off-the-wall, but have you considered sitting in on
some graduate classes in the sorts of areas you're interested in at Berkeley,
just for the sake of generating more discussion with people in the field? 
Ill bet bouncing everything in your post off people there would generate a lot
a lot of return for a small investment of your time. None of my business but
it's at least worth a thought.

Software encryption patent incites controversy ...

WESTLAKE VILLAGE, CA., April 2, 2002 - A company that in
February 2001 obtained a patent to encryption technologies
 is now harassing other publishers of security software,
 demanding that they cough up licensing fees for products
 published years before the patent application was filed.

 Maz Technologies Inc., http://www.maztechnology.com,
 Irvine, CA, is demanding at least $25,000 from PC Dynamics,
 http://www.pcdynamics.com. The U.S. Patent and Trademark
 Office (PTO) issued patent 6,185,681 to Maz on February 6,
 2001. The patent claims to cover all application-
independent or transparent encryption technologies.

 "The patent is a mistake, and should never have been
 awarded," said Bruce Schneier, internationally-renowned
 security technologist, author, founder and chief technical
 officer of Counterpane Internet Security Inc. Schneier is
 the inventor of the Blowfish encryption algorithm and
 Twofish, a finalist for the new Federal Advanced Encryption
 Standard. In 2001, he testified on computer security to the
 U.S. Senate's Commerce Subcommittee on Science, Technology,
 and Space.

 "The Cryptographic File System, written and made available
 in 1993, does the same thing. I expect this thing to be
 overturned quickly -- it's idiotic. It's abuses of the
 patent system like this that make it difficult for
 legitimate companies to develop and market technology
 products," said Schneier.

 "This is an absurd claim," said Peter Avritch, president of
 PC Dynamics, which publishes a virtual disk encryption
 product for Windows called SafeHouse. The company first
 introduced SafeHouse in 1994. In turn, SafeHouse draws on
 transparent encryption technologies that PC Dynamics
 earlier included in MenuWorks Total Security, first
 published in 1991, seven years before the patent
 application was filed.

 "The demand from Maz is based on a patent application filed
 in 1998, long after the widespread use of hard drive
 encryption. That application somehow failed to discover and
 identify a huge body of 'prior art' that included existing
 encryption products, even encryption products used for
 decades by the U.S. government - which the PTO also somehow
 failed to research before it approved the patent. Clearly,
 the PTO needs to re-examine and invalidate this patent.

 "Further, did Maz willfully file a false claim of
 intellectual property? Under a 'Walker Process' antitrust
 counterclaim, a company can seek treble damages from a
 patent holder if the patent holder willfully defrauded the
 PTO -- in this case, by not referencing the abundance of
 like-acting software already available at the time the
 patent application was filed," said Avritch.

 Koppel, Jacobs, Patrick & Heybel, the law firm for Maz
 Technologies, also offered a claim chart and license to
 Envoy Data, http://www.envoydata.com, Tempe, AZ. Envoy
 resells SafeHouse and publishes its own encryption and
 security products.

 "It's ironic that Richard Koppel, senior partner of the
 firm, personally filed the original trademark applications
 for MenuWorks in 1987," said Avritch. "Now his firm is
 targeting a former client."

 "It's also ironic that we've been through this before,"
 said Avritch. "In the early 1990s, PC Dynamics published
 the Energizer Bunny Screen Saver. In 1994, the company was
 targeted as the first test of a patent claiming rights to
 nearly all advertising or corporate logos appearing in
 software products. Coverage of the patent fight triggered
 Bruce Lehman, then Commissioner of Patents for the PTO, to
 order a re-examination and invalidation of the patent,
 5,105,184."

 The licensing demands have spurred other developers and
 vendors of encryption products to volunteer as expert
 witnesses and offer 'prior art' that invalidates the
 patent, including:

 * Phil Zimmermann is the inventor of PGP (Pretty Good
 Privacy), the most widely-used email encryption software in
 the world. Zimmermann founded PGP Inc. which was later
 acquired by Network Associates Inc. "Does the lack of
 reference to obvious and well-known prior art products
 indicate an ignorance on the part of the patent applicant
 or a deliberate attempt to exclude those products from
 consideration as prior art by the Patent & Trademark
 Office? This illustrates a festering problem at the PTO
 with how patents get issued. This patent cannot be allowed
 to stand," said Zimmermann.

 * Glenn Everhart has written security-related software
 since the 1970s. In 1978, 20 years before the Maz
 application was filed, he authored a virtual encrypted disk
 system for the RSX11D from Digital Equipment Corp. He has
 placed his work into the public domain and allowed the
 source code and documentation to be distributed freely in
 Internet-based software collections. "It annoys me that
 some Johnny-come-latelies get a patent on it," said

Yeah, but O(1) is easy to achieve for "small" systems (I'll leave it to 
others to draw parallels to the buildability of Bernstein's machine).

Of course, having "only" N nodes, with N being as small as 50, would 
still be useful.

BTW, the cypherspace interpretation of of transmitters and receivers is 
not new. Gelernter's LINDA tuple space acts this way. It's in my 1988 
Manifesto, and we talked about it at length 1989-91. I gave some talks 
at Hackers and called it "Democracy Wall," a la China and the grafitti 
deposited untraceably (modulo physical observers, but within the domain 
it was moderately untraceable) and read untraceably.

Usenet with ramailer-to-posting and universal reading acts this way, 
which is why my instantiation of Blacknet used Usenet.

It's fundamentally a blackboard system, a la AI, with a shared space 
into which one can deposit and retrieve.

Scaling is over-rated, in my admittedly contrarian view. Scaling and 
limits are great for theoreticians to worry about and write papers 
about, but most things don't get done because they don't get written and 
built, not because they don't scale well.

(The "flash crowd" effect seen with napsters is a big problem, but is 
more related to the lack of ontologically-sound throttling mechanisms, 
e.g., pricing mechanisms. The local record store would be mobbed ("it 
doesn't scale") if CDs were being given away for free. The problem is 
not with topology, but with pricing, the allocation of scarce resources.)

My current readings in Category Theory

I've been having a lot of fun reading up on "category theory," a 
relatively new branch of math that offers a unified language for talking 
about (and proving theorems about) the transformations between objects. 
I'll say a few words on why this is more than just the "generalized 
abstract nonsense" that some wags have dubbed category theory as.

I won't try to explain what categories and toposes are here in this 
e-mail message. For one thing, it would take a while. For another, there 
are people who've been doing it for a long time who are good teachers, 
and they've written good explanations. Most importantly, because the Web 
has plenty of good resources, even complete downloadable textbooks in 
PDF and PS form. For example, here a couple of good sites:

* as always, Google: search on "category theory" or "topos" (beware the 
lit-crit meanings)
* http://math.ucr.edu/home/baez/John Baez (a cousin of Joan) is 
a mathematical physicist with wideranging interests...his site has all 
sorts of good stuff
* http://plato.stanford.edu/entries/category-theory/A Stanford 
Encyclopedia article on what category theory is
* http://dmoz.org/Science/Math/Algebra/Category_Theory/   A page of 
links to other pages
* several good textbooks, which I'll talk about later

Category theory is basically about the common categories (sets, 
topologies, algebras, recursively-computable functions, stuff even from 
computer science) and the diagrams that link them. There's more to it 
than just saying "it's about talking about diagrams." It's a more 
unified way of looking at "patterns" (no one that I know of has made the 
connection between CT and pattern languages of programming (PLOP), a la 
the Gang of Four (authors of the famous book), but I will be surprised 
if there is not a deep link to be found there.

"Category theory is about how mathematicians draw diagrams on the 
blackboard." A waggish, snide comment, but true. (Motivation for reading 
further: and what is it that we do when we draw diagrams showing Alice, 
Bob, and Eve with various kinds of arrows linking them?)

First, a couple of motivations for why I've been looking at this stuff:

1. The pure math side. I didn't specialize in math, but have good 
memories of studying analysis (of the Rudin/Kelley sort, involving point 
sets, covers, compactness, Tychonoff's Theorem, etc.). This was back in 
the early 70s, and the application of abstract math to my then-interest, 
physics, seemed to be too much of a reach. (Applying math is not the 
sina qua non of studying math, of course, even to physicist folks. But 
seeing that Reality somehow _involves_ topology, or fiber bundles, or 
sheaves, or toposes...well, that adds some excitement.)

2. Recent trends in higher-order categories (K-categories) seem to have 
connections to knot theory, superstrings, the work of guys like Witten 
and Smolin. The Baez site above talks about these connections at length.

One of the reasons I basically got out of pure physics was that there 
were two main paths: particle physics and relativity. Particle physics 
in the 70s was not too exciting, in terms of fundamental insights. 
Feynman characterized it as "building bigger accelerators to smash 
wristwatches together at higher and higher speeds to get more little 
pieces to catalog." (I'm paraphrasing.) Relativity was exciting--I took 
James Hartle's class using a preprint edition of Misner, Thorne, and 
Wheeler's massive tome, "Gravitation." Motivated me to look at 
differential forms (Flanders) and differential geometry. But I sensed 
that I wasn't going to be one of the tiny handful of people able to 
actually get _jobs_ doing this, so I moved into solid-state, and thence 
to Intel.  But the recent work on supergravity, loop spaces, knot 
theory, strings, M-branes, etc., has re-ignited some interest...at the 
"amateur" level, needless to say.

3. Reading Greg Egan's recent SF novels. A lot of intriguing, though of 
course ultra-speculative!, stuff on "all topology models." Egan is 
obviously plugged-into a lot of this stuff and is making daring leaps. 
Highly unlikely to be true, but as "inspiring" as similar leaps were in 
the Golden Age of SF when Klein bottles and Moebius strips figured into 
stories (notably by Arthur C. Clarke) and where the wormholes and 
hyperspace geometries of general relativity were plot elements. (The 
fact that the "warp drives" described in 1950s-era science fiction, and 
later used in "Star Trek," weren't plausible in any serious way didn't 
reduce their inspirational/pedagogical value.)

4. Perhaps even more strangely, but more practically, there may be some 
very interesting uses for Cypherpunks visions. Weirder than Baez, 
weirder than Egan...in some ways. The basic insight is that just as 
category theory is about "objects/things" (called categories) and the 
"transformations/functions" (called arrows) between them, this is what a 
lot of crypto protocols are. (Note that I'm no

this.  But then I looked up named pipes under Windoze, and my 
thought quickly evaporated.  (named pipes exist only in a special 
namespace, and Windoze doesn't do symlinks as we know them 
in *nix)

If by "quality" you mean signal quality, they do a reasonable job.
(Customers gripe about

Not true.  Folks get quite used to adsorbing multimedia that they
wouldn't have the
patience for at 56Kbit/sec.  (They also enjoy the reduced latency).
They may use
live services like streaming audio, or attempt to download movies.  All
these things
are *motivation* for people to migrate to "broadband" ISPs, which the
ISPs therefore like.
If all people did was send text email, there would be no "broadband" ISP
market.
(And I'm not even considering gaming or realtime chat motivators, as I
know little about them.)

And you should know that, although oversubscribed, "on average" ISPs
have plenty of b/width.
Review your queueing theory.

The very things that Jack Valenti hates, broadband ISPs love.  And the
creative folks still
have their hands on the printing presses, so if there is a slowdown in
the rate of content generation,
it might only be in comparison to the last ~5 years, when a lot of
'pent-up' creative energy was expended
upon first exposure to the net.  However, the supply of whackos,
artists, editors, authors, and agitators
has not waned.

But yes, these currently largely benign (if monopolistic) ISPs -whatever
their speeds- are the weakest link, where state and corporate fascism
can exert control.

failure/control) is a good idea.  Of course,
AOL does this, with their own name space.  But without their tightly
herded masses, or access to the Root Servers
you'll have to write a browser plug-in, or background daemon that

DYING FOR A DRINK Just in case you missed it the 22nd of March was World 
Water Day. It was celebrated in South Africa by remembering 260 people who 
have died in the recent Cholera epidemic. It started after the city council 
in Capetown started cutting off the water supply of people in townships who 
couldn't afford to pay for the 'service'. People who resisted were shot 
with live ammunition (see SchNEWS 326) Now the council have come up with 
the brilliant idea of auctioning off the houses of 400 families who can't 
pay, leaving them homeless. Most of the community were dumped in the poor 
quality council homes in Mfuleni in 1974, after being forcibly removed from 
other parts of the Western Cape under the Group Areas Act of the Apartheid 
government. The council homes were later supposed to be transferred to the 
tenants. The community agreed in a mass meeting last week that they would 
fight the eviction and, as a last resort reclaim the land they lived on 
before 1974 rather than become homeless after this second eviction. In 
Bolivia they celebrated World Water Day by acquitting the soldier that 
murdered 17 year old Victor Hugo Daza during the protests over the 
privatisation of the water system in Cochabamba two years ago (see 
SchNEWS286 and 339). Video footage from an independent Bolivian television 
network clearly showed Captain Robinson Iriarte de la Fuente, firing into a 
crowd of unarmed civilians, fatally wounding Victor in the head. This 
footage, seen by people in Bolivia and around the world, was apparently not 
considered as evidence at the trial. As a final insult, after the acquittal 
he was promoted to the rank of Major. In Colombia, another person fighting 
privatisation has been murdered. On 20 March, a leader of the Union 
Sindical Obrera (Oil Workers' Union), Rafael Jaimes Torra, was assassinated 
by paramilitaries. He is the eighty-fifth oil workers leader to be 
assassinated since 1988. To date no one has been prosecuted for any of 
these crimes. Rafael was involved in negotiations with the Colombian oil 
company Ecopetrol over their plans to privatise the industry. On Monday, 
two Ecopetrol workers, Jose Antonio Perez and Hernando Silva Cely, were 
abducted in Casanare and it's very likely that they will be tortured and 
executed. The government is doing nothing to obtain their release or

stuff of science fiction, nanotechnology now seems the scientists' 
equivalent of porn. But what is a nano? A nanometre is a billionth of a 
metre. If you put fifty million nanos side by side they'd be the width of a 
human hair. Where biotechnology manipulates genes to alter their natural 
molecular composition, nanotechnology aims to build pretty much anything 
atom by atom or alter existing structures. Not surprisingly, the bio-tech 
and pharmaceutical corporations, not to mention NASA and the trigger-happy 
US military, are busily developing and funding nanotechnologies. (The U.S. 
Defense Department announced it would be spending $180 million on it this 
year alone.) The scope and impact of nanotech was brought home last month 
by researchers in Spain working with Kraft Foods. They are developing 
nano-capsules containing the colour, fragrance, and taste of tens of 
thousands of different drinks. The consumer would buy a generic liquid 
containing multiple-choice capsules (ranging from fruit juices to colas to 
wines and spirits). By exposing these capsules to different ultrasound or 
radio frequencies, the desired concoction would be released. Households 
would likely need nothing more sophisticated than a microwave-type device. 
This technology is delivering a series of almost magical inventions that 
are the most phenomenally lucrative ever seen. Mihail Roco, the National 
Science Foundation's senior advisor for nanotechnology warns that, "a nano 
elite could command unlimited wealth and power" while Paul Thompson, a 
professor of ethics at Purdue University says "There are some disturbing 
similarities between biotechnology and nanotechnology. This is a technology 
that, once it's out there, can't be called back." As Pat Mooney of ETC 
group in Canada points out "Nanotechnology must become a serious issue for 
the Rio+10 summit If governments don't address it there, we could find 
ourselves dealing with social and environmental issues that will make 
biotech look insignificant." Maybe that's why one of the most influential 
figures in computing Bill Joy wrote in Wired magazine that self-replicating 
nanobots are more dangerous than nuclear weapons and urged scientists to
