Well, the bit about "18 times the speed of light," and other mistakes I've 
seen through the years, make me suspect that Wolf and company simply don't 
have the technical background and built-in BS detectors necessary to catch

I recall a guy on NPR saying something like this, a bit more

presumably is what everyone with any technical background and common sense 
was thinking when they heard the original warning, right?

I heard someone today suggesting that it was time to replace the shuttle.
After all, it's 25 year old technology.  I kind of expect a program to be
proposed with all the usual reasons why it is "good for the country".

   If they had thought there was damage, couldn't they have just done a tethered
space walk to look at it? I thought space walks were a normal practice on both
the shuttle and ISS.

have already ended their days.  In any case astronauts would then not 
need to "live-test" a possibly damaged shuttle as those on Columbia 
did Saturday.

Yes, there are many things which could be done if a shuttle were to 
have been determined to have lost a lot of tiles:

-- as you say, and as incredulous observers have been saying most of 
today, it is bizarre that no means of looking "under the wing" has ever 
been developed. NASA is saying "we never developed any method of 
looking under the wing because we knew that damage there is 
unrepairable...better just to not think about it" (I'm paraphrasing 
their ostrich-like words)

-- at least put N -1 of the passengers on the ISS for later retrieval; 
the pilot could take the shuttle down and at least reduce the danger to 
the others

-- as you suggest, park the Shuttle at the ISS and retrieve the crew, 
then fix the damaged shuttle later (even doing a temporary glue job 
with some extra tiles has got to be better than simply shrugging and 
saying "We can't do anything." If nothing else, knowing a critical 
number of tiles have been damaged means some crew can be take off, or a 
different descent path taken, or maybe even a different reentry profile 
followed.)

-- at least don't let it come down over the central part of the U.S., 
where it was only luck that the debris did not kill people on the 
ground  (Edwards is an OK substitute, as the period of maximum 
aerodynamic stress occurs well out over the Pacific.)

-- as you said, it is shocking that NASA is taking the official view, 
"Well, we didn't look too closely because there is nothing we could do 
anyway."  

Time to clean house. Time to kill the program. Time to kill NASA. It 
may be necessary to hold criminal trials for the NASA officials 
involved. (But since the U.S. will not do this, it may be necessary)

Watching some of the news coverage of the search (from the aptly named 
Palestine, Texas), it's clear that no search warrants are being gotten 
for the debris searchers to enter farms, yards, backyards, corporation 
lands, ranches, etc. The cameras show them simply vaulting fences and 
looking for anything they can find.

When was the Fourth Amendment and "a man's home is his castle" 
suspended?

If a property owner defends his borders with a shotgun, is he shipped 
to Camp X-Ray?

In part it seems it is because such a vast number of
people in America have been so well served by the
education system that the most effective way to coerce
obedience is to invoke their fear of the unknown.  I'm
sure that the other part of the equation is that the
government officials responsible for the cleanup feel
they must take advantage of every oppourtunity to
assert their authority; to make it impicit to every
command/request.

It is an insult to the intelligence, but to speak out
in indignation invites the wrath of the low-level,
insecure powers that be.

Journalists may as well be saying the above, saying that shuttle debris has 
evil spirits which can come out if the debris is touched.

Part of the dumbing down of America, and of journalism. (I just heard one 
Fox News anchorbimbo referring to the Russian rocket launched today as

The journalists are spouting the NASA line that shuttle debris may be "hot" 
and may have dangerous substances. Right. As if the heat and spinning and

Journalists may as well be saying the above, saying that shuttle debris 
has evil spirits which can come out if the debris is touched.

Part of the dumbing down of America, and of journalism. (I just heard 
one Fox News anchorbimbo referring to the Russian rocket launched today 
as "bringing supplies to the space station.)

The journalists are spouting the NASA line that shuttle debris may be 
"hot" and may have dangerous substances. Right. As if the heat and 
spinning and 12000 mph turbulence hasn't scrubbed every surface of its 
volatiles.

What they want is for people not to collect the pieces and hang on to 
them on their fireplace mantles. Or to try to sell them at flea markets 
and EBay.

But the only way they think they can frighten people off is to utter 
obvious gibberish about how the pieces are "hot" and "may be toxic."

will not bring charges against two police officers who hit a man repeatedly 
with their batons in an arrest caught on videotape last summer.
Oklahoma County District Attorney Wes Lane said the force used against 
Donald Pete was "not excessive under the law but rather, was completely 
appropriate."
Officers Greg Driskill and E.J. Dyer approached Pete on July 8 after an 
anti-prostitution activist called police about a couple having sex in a van 
in a church parking lot.
The activist's videotape of the arrest showed the two white officers 
striking Pete, who is black, more than two dozen times. The footage was 
broadcast on TV news shows nationwide.
Pete has filed a lawsuit seeking $7.7 million in damages. His attorney, 
Roland Combs III, said he had anticipated Lane's decision.
"It's a sad day in Oklahoma City," Combs said.
Roosevelt Milton, president of the local chapter of the NAACP, said the 
prosecutor's decision not to file charges "adds to the hopelessness and 
helplessness people feel with interacting with the police department."
Earlier this month, federal prosecutors decided against bringing civil 
rights charges against the officers.
Pete, 51, pleaded no contest in October to charges of destroying evidence, 
engaging in a lewd act and resisting arrest in October.
Driskill said Pete tried to eat a bag of marijuana, apparently to get rid 
of evidence.

   635 gal @ acre for a permaculture crop like oil palm works pretty well. It

  Once again -- corn is a pathetic feedstock for ethanol.

least here in the midwest, much of this farmland is actually wetlands that have
been drained. Crush the drain tiles, fill the ditches, plant cattails. The whole
environment benefits and you have an excellent permaculture ethanol crop. And
excellent livestock feed left over after the distillation. It's a real win-win.

   Yeah, Milwaukee is full of them. Doesn't smell nearly as bad as the paper
mills. Pretty much the same as a bakery. And I don't have to worry about it
being toxic.

   Not if the feedstock is grown organically. And the idea that organic farmers
can't produce as well as chemical/industrial agriculture is a total myth,
disproven many times over. In fact, chemical farming only works with massive
crop subsidies. Take away that corporate welfare (and the farmers here get
absolutely obscene amounts of money from the gov't) and they are instantly
bankrupt, while the organic farmers aren't. 
Biomass grown as a permaculture crop such as such as
switchgrass works even better -- native prairies can be restored, for instance,
on marginal or worn out farmland and makes a terrific feedstock. Cattails are
another, in fact within 30 miles of me there are at least 10,000 acres of
cattails the state would allow me to harvest, possibly even give me a grant to
do it -- and that produces at 28 *dried* tons @ acre with a 35-40% starch
content. That's a lot of ethanol going to waste. Right now they're spending
money trying to burn it to get rid of it. 
   There are many more examples -- a tremendous amount of feedstock gets
landfilled. Sewage sludge can be gasified and synfuel made from the gas -- right
now the cities *pay* farmers to spread it on their land, which, here in WI will
very soon be illegal and the sludge landfilled.

It is a common vision in the U.S. that the government is a
neutral entity, standing outside and above the myriad con-
tending forces in society. However, it is not disconnected
from those forces. As a result, its policies are seen as a sort
of vector sum of the strength those forces exert upon on
the state. Coupled with a set of democratic rights such as
free elections and free expression, such a political order
has been called a polyarchy by the noted political scientist
Robert Dahl.1 Such a society has been celebrated as plural-
istic by any number of political scientists, politicians and
commentators.
My view is that although such pluralism exists in the U.S.
and other Westernized democracies, such governments are
in fact instruments of class rule. Further, the authority of
these formally democratic governments is based not on
universal democracy, but on democracy within the class
which rules. Moreover, the government's actual rule is
based on coercion: that is, the power of the military and
police.

It is frequently said that democratic government is a
government of laws. What do the laws do? In sheer
volume, the vast majority of laws are for the protection and
regulation of property. Entire bodies of law are devoted to
such specialties: corporate law, real estate law, tax law, bank-
ruptcy law, etc. I would argue that the public policy of a
government of laws is in fact the policy of the propertied
class. This paper will discuss one example of this, the
response of the government, its Centers for Disease Control
and postal management to the anthrax attacks in the fall of
2001. While one incident can't prove how the whole system
works, it offers a particularly glaring illustration of how the
system's representatives disregarded the propertyless and
served the propertied in a specific case. We will see that the
Centers for Disease Control (CDC) covered up the serious-
ness of the anthrax threat; postal management did the same;
and the major unions involved, the American Postal
Workers Union (APWU) and the National Postal Mail
Handlers Union, did little effective to oppose them. As a
partial exception, the APWU leadership at the Morgan
postal facility in New York, where I work, filed a lawsuit to
close the facility for testing and decontamination, but didn't
fight aggressively to organize workers there to fight for their
own health and safety.
Before going on, let me clarify my notion of class. The prop-

another class of people who don't have property or capital
(or much of it). These are general conceptions: in particular,
they don't mean that an individual with little or no capital is
automatically a member of the propertyless, or working,
class. U.S. society has many, many people (the middle class)
who have little property but still exercise power over others
who also have little; for example, police officers, supervisors
and some judges.2 U.S. society also has tens of thousands of
people who have little power or property but work for and
identify with those who do. These people are also "middle
class" and are frequently found in the professions. The staff
people at the Centers for Disease Control (CDC) played that
role during the anthrax crisis. This paper will deal with
members of a ruling class, or the authorities, as those who
have property and/or power; and members of a working
class as those who don't have either.

The anthrax attacks by mail came in two waves. The first
apparently was a series of letters to the media: NBC, CBS,
ABC, the New York Post, and the American Media company
of Boca Raton, Fla., which publishes the National Enquirer,
among other papers. These letters were all mailed on 18
September from the Trenton, N.J., area. The second wave,
also sent from Trenton, was mailed 9 October to Sens.
Tom Daschle of South Dakota and Patrick Leahy of New
Hampshire. To this date it is unknown who sent the let-
ters.3 These mailings resulted in the deaths of one recipi-
ent, Robert Stevens of American Media, as well as two
postal workers, Thomas Morris, Jr. and Joseph Curseen, Jr.
In addition, two persons with no known connection to the
mailings, Kathy Nguyen of the Bronx and Ottilie Lundgren
of Connecticut, died, perhaps from receiving accidentally
contaminated mail.
The response by the authorities to the first wave of attacks
was characterized by ignorance and misdiagnosis at best
and willful misinformation at worst. The former is not
surprising since there have been only 236 cases of all types
of anthrax in the U.S. between 1955 and 1999, and less

is the best way to fight the borders that the state is trying to make

U.S. Embassy in New Zealand's capital during a rally Sunday against a 
possible American-led war in Iraq, police and demonstrators said.

2-meter (6-foot) iron gate in front of the embassy compound in Wellington, 
saying they wanted to check the premises for "weapons of mass destruction 
owned and operated by the United States."

assault and resisting police," said police Inspector Marty Grenfell.

Demonstrators and police briefly scuffled when the protesters tried to 
scale the gate, but the 250-strong rally was largely peaceful.

Protest organizer John Sarvis said he was disappointed by the firm reaction 
of police.

"There might be rogue nations in the world, but there is only one rogue 
superpower," Sarvis said in a statement.

An Australian astronomer in California could be a key eyewitness to solving 
the mystery of today's space shuttle disaster.

Anthony Beasley, an Australian working at an observatory north of Los 
Angeles, said he saw what could be tiles falling off the Columbia as it 
flew over California and on its way to the scheduled landing in Florida.

Most video footage and eyewitness reports of the shuttle breaking up came 
from witnesses in the central US state of Texas.

If Beasley is correct, it indicates the shuttle began to disintegrate on 
the west coast above California.

Beasley telephoned US television network ABC to tell of his sighting.

"After the first few flashes I thought to myself that I knew the shuttle 
lost tiles as it re-entered and quite possibly that was what was going on," 
Beasley, speaking live, told ABC news anchor Peter Jennings.

The Australian told how he saw "a couple of flashes" and "things clearly 
trailing" the shuttle.

"I think that after the particularly bright event I started to wonder 
whether or not things were happening how they should," Beasley said.

Two US space experts who were listening to Beasley's description said the 
information was highly valuable.

They said tiles falling off the shuttle would be too small to be picked up 
by NASA radar.

"This says that something was coming off the shuttle far earlier than what 
happened over Texas would suggest," former space shuttle astronaut, Norm 
Thagard, told ABC.

"It leads in the direction that tile loss or some type of structural loss 
like that was likely to be a cause. But it still doesn't rule out other 
possibilities."

Former NASA engineer, Jim Oberg, described Beasley's eyewitness report as 
"an extraordinary account".

"If the left wing is losing tiles you then not only have over-heating in 
that wing but you have extra drag and it's like flying along and having 
your wing run into something," Oberg said.

"It could violently turn, twist the nose of the ship to the left and that 
would be it. That would be the point where it would be torn apart."

For the second time in recent weeks, The Washington Post has published a
front-page story questioning the FBI's stepped-up efforts to prevent
terrorist groups from infiltrating U.S. college campuses. On Christmas
Day, The Post ran a story based largely on complaints by Sens. Edward
Kennedy and Patrick Leahy that the FBI might be breaking the law by
requesting that colleges and universities provide information on foreign
students in this country to determine whether any are terrorist
operatives. To buttress the senators' arguments, The Post cited a 1974
federal privacy law that said schools must obtain a student's consent
before releasing personal information. It failed to mention that 22 years
later President Clinton had signed into law legislation stipulating that
the 1974 law does "not apply to aliens." Last Saturday, The
Post did it again.
An A1 story by Dan Eggen about the FBI's cooperation with campus police
highlighted objections from some student and faculty groups and
"Muslim activists," who complained that "even the hint of
surveillance by government taints that environment." The story, with
headlines and subheads like "Student, Faculty Groups Fear a Return
of Spying Abuses Against Activists, Foreign Nationals," went on to
quote one University of Massachusetts professor demanding that
universities "oppose these activities because they interfere with
the free exchange of information and ideas."
Although The Post did quote law-enforcement officials defending
cooperation with the FBI, it glossed over known cases in which terrorist
organizations and their supporters have used American schools as a cover
for their operations. For example, Hani Hanjour, the Saudi national who
hijacked the plane that crashed into the Pentagon on September 11, came
to this country on a student visa. Zacarias Moussaoui, an admitted al
Qaeda member and suspected would-be September 11th hijacker, roamed the
United States on a student visa. 
In fact, this was a problem even before September 11. Eyad Ismoil, a
Kuwaiti-born citizen of Jordan, entered Wichita State University through
the student-visa program. He dropped out after a few semesters. In
February 1993, Ismoil drove a truck bomb into a garage below the World
Trade Center, killing six persons and wounding nearly 1,000. In his book
"American Jihad: The Terrorists Living among Us," Steven
Emerson documents how Sami al-Arian, a tenured professor at the
University of South Florida , founded two organizations that became
fronts for terrorists to enter the United States and raise money for
Islamic Jihad. Mr. al-Arian served as the U.S. visa sponsor for Ramadan
Abdullah Shallah, and persuaded the University of South Florida to
appoint him a professor of Middle East studies. Mr. Shallah disappeared
in late 1995, resurfacing six months later in Damascus as the new head of
one of the most deadly Palestinian terrorist groups: Islamic Jihad, which
has killed scores of Americans in suicide bombings and other attacks in
Israel. 
We understand very well why any school would have legitimate concerns
about any government investigation of its students or faculty. But those
concerns are outweighed by the reality that America is at war and needs
to be able to protect its citizens from terrorists. It makes no sense to
stigmatize campus police for helping the FBI ensure that terrorists don't
exploit the freedoms afforded by America's institutions of higher
learning to kill more of our fellow citizens.

camp," Pentagon instructors in Fort Dix, N.J., staged a mock
kidnapping of a German television correspondent last week.
"I was very scared," Washington-based reporter Gundula
Koch yesterday told The Post's Richard Leiby, another of the
60 journalists on hand for the week of rigorous training to prepare for a
war in Iraq. "I was shocked because I did not expect it."
The caper was part of a course titled "Terrorist Ops/Individual
Protective Measures." Around 7 p.m. Tuesday, a trio of masked Air
Force instructors found the 44-year-old Koch smoking a Marlboro Light
outside her barracks. She was alone -- in violation of earlier
admonitions to always travel in pairs.
"They grabbed me and put goggles on my eyes, taped over so I
couldn't see anything, and asked me to go with them," she recounted.
"They put me in the back seat of a car, and we drove for about two
minutes, and then they led me into a building."
After leading Koch up a flight of stairs, they positioned her in front of
a wall and trained a video camera on her, ordering her to read a
communique from the "PWDFD Terrorist Organization." PWDFD,
natch, stands for "People Who Don't Follow Directions." On the
tape, Koch acknowledged her mistake and recited: "Keep a low
profile, be unpredictable, and stay mentally alert."
The ordeal lasted about 15 minutes, and afterward Koch managed to follow
instructions and keep the incident secret so the video would have maximum
impact when the trainers showed it to the group two days later. "We
could have snatched several of you," Air Force Staff Sgt. Jason
Parker told his charges. "There were several
opportunities."
Parker praised Koch for her cool performance -- she tried to draw
sympathy from her captors by making a human connection, as military
experts had advised. "My parents wouldn't like it if you hurt
me," she said on the tape. "I'm the only child."
Koch plans to do a story about her experience for viewers of Germany's
ZDF network. "After they released me I went straight back to that
spot and had a cigarette of relief," she said. But she learned her

Within hours of the Columbia tragedy on Saturday, hundreds of collectibles 
featuring the doomed space shuttle were placed for sale on eBay as prices 
soared.

Columbia ripped apart on re-entry to the earth's atmosphere early Saturday, 
killing the seven crew members and scattering debris across a large swath 
of the southern United States. Almost immediately, the number and price of 
Columbia collectibles on the Web's leading auction site began to surge.

A search for "Columbia shuttle" returned 1,011 items on eBay late Saturday, 
with more than 900 being listed after the disaster stunned the nation 
earlier in the day.

One item was described as "Columbia space shuttle debris" with a starting 
price of $10,000. However, clicking on the link returned a page with the 
message "invalid item," an indication it had been pulled by eBay or the 
seller.

Meanwhile, prices on items listed for sale prior to the crash were soaring.

A belt buckle described as "very decorative" had jumped from an opening 
price of $9.99 to $315 by late Saturday. Although the buckle was listed on 
Jan. 26, all 16 bids were made Saturday, with the first being placed at 
7:08 a.m. PST, about an hour after NASA lost contact with Columbia.

By comparison, an auction for a similar buckle ended on Jan. 24 without 
drawing any bids.

Additionally, a one-ounce silver coin commemorating Columbia had been bid 
up to $202.50 on Saturday. An apparently identical coin, listed by the same 
seller, attracted no offers before its auction closed on Jan. 18. It had an 
opening price of $9.75.

Other Columbia-related items fetching high prices Saturday on eBay included 
a sheet of stickers, $168; a $5 commemorative coin, $1,951; a beer stein, 
$185; a Christmas tree ornament, $41; a t-shirt, $46.51; and a patch, $30.

With one exception, all bids on these items were made Saturday.

How long Columbia prices remain lofty is an open question, however. Several 
patches featuring the Challenger space shuttle that exploded on takeoff in 
1986, were fetching less than $10 on Saturday.

CITY OF TACOMA REFUSES TO ISSUE A PERMIT FOR LEONARD PELTIER MARCH

For the past ten years the Tacoma Leonard Peltier Support Group has held a 
march and rally for justice for Leonard Peltier. The Tacoma LPSG is a part 
of a regional support network (NWLPSN), which has organized or helped 
organize 60 rallies and marches through out our region with few problems 
from city governments. We try hard to keep the focus on Leonard Peltier and 
Native issues and we have not sought to give anyone any problems.

This year our annual Tacoma march and rally is a bit different than those 
in the past because supporters from a number of different NW cities have 
joined in the organizing for the event, thus the event has become a 
regional event. In past years we have marched on the sidewalk, but because 
the turnout will be larger this year, we applied for a permit that would 
let us march in the street. The City of Tacoma has refused to issue us a 
permit. We if cannot change that we will march on the sidewalk, (we will 
not allow anyone to change our focus from Leonard Peltier and Native 
issues), but we wish to address the reasons why the City of Tacoma refuses 
to issue us a permit because the reasons are relevant to all social 
activists. At this time there are three official reasons given to us by the 
City of Tacoma:

1. Lack of payment for the police at our march. The City says that we must 
pay for all the police that come out for our march. We are not asking for 
them to come out at all, and we could never raise all the money they want. 
This we know to be unconstitutional base upon federal court rulings.

2. The lack of an insurance bond. Again we do not have the money for this 
and again this is unconstitutional. I was involved in one case on this 
before (Steve Robideau, Terry Bear Ribs and Arthur Miller vs. The City of 
Leavenworth) and we won the case. The ruling was that it is 
unconstitutional to deny the right of freedom of assembly based upon lack 
of financial resources. They did not even tell me about needing the bond 
until they called me up to say they would not issue a permit.

3. The lack of notifying in writing each person who is to take part in the 
march of some type of laws which they would not tell me what laws I had to 
notify people of. I asked how it was possible to notify in writing 
beforehand everyone who comes to the march. Again I was not told of this 
until I got the call today.

What these requirements that the City of Tacoma is demanding is a clear 
statement that only rich people can have permits to march in the City of 
Tacoma! Because our marches have included Elders, Children and others who 
may not wish to confront the City Of Tacoma, if our lawyers cannot get us 
our permit, we will march on the sidewalk, which does not need a permit.

The refusal of giving us a permit has not been the only form of official 
harassment of us. A Detective of the Intelligence Division of the Tacoma 
Police Department (Jeff Ship) contacted me. He said he was calling me about 
the traffic situation with the march. But the questions he asked me had 
nothing to do with traffic. He asked; what will the speakers speak about? 
(I just told him Native issues), He asked about members of our group (I 
told him nothing on that), He asked about if there were going to be 
anti-war people at the march, he asked about our car pools, and other 
things (which I gave him a lot of 'I don't know's'). He knew a lot about 
our past events and even knew to call me, which shows that the Tacoma 
Police Department has intelligence files on our group, even though we have 
never broken any laws unless speaking out about Leonard Peltier and other 
Natives issues is against the law.

As Leonard Peltier has shown us, struggling for justice for the people is 
not easy, that is why we call it a struggle. Though the struggle for the 
freedom of speech and assembly does not call for the type of sacrifices 
Leonard has had to make, still it does take effort on our part. The Tacoma 
LPSG will not back down in the face of intimidation; we will carry on our 
purpose, even if we must do it alone. But we believe that we will not be 
alone. We respectfully ask all who believe in social justice to join us for

Two years ago, I was a highly decorated NASA engineer. I was awarded their 
highest medal, for Exceptional Achievement -- something that is usually 
reserved for senior managers -- because of my expertise.

I was a safety engineer.

I was removed from my GS-13 position, as an internationally-recognized 
authority on hypergolic propellants and explosives, and forced off the 
Kennedy Space Center. At gunpoint.

Their excuse was that I had "abused government equipment." Because I sent a 
friend an e-mail joke.

The reality was that I wouldn't play their "political ball."

I F-ING WARNED THEM.

I told them that the technicians and engineers were overworked. I told them 
that there were too many managers and too many meetings and "dog-and-pony" 
shows. I told them that their senior "face time" play games, while they 
spent all their time plotting how to give each other pay raises, and left 
the guys on the floor to struggle day to day with obsolete and overpriced 
and unqualified equipment, was going to result in another Challenger.

"Once again we see that space technology can fail," Bruce Gagnon, 
international coordinator for the Global Network against Weapons and 
Nuclear Power in Space, told Arab News last night. "I'm troubled because 
the Bush Administration has recently announced a program called the 
'Nuclear Systems Initiative', a $1 billion research and development program 
to expand the launching of nuclear power into space. The problem is that as 
you increase the numbers of launches carrying nuclear payloads into space, 
but you are also going to dramatically increase the chances of a 
catastrophic Chernobyl in the sky."

Asked why NASA was advising extreme precaution at the crash sites, Gagnon 
said: "We haven't heard that there was a nuclear payload on this shuttle, 
but one of the great hallmarks of the Bush administration is increased 
secrecy. I must admit that when NASA said no one should go near a site 
because of the toxic potential of the fuels and 'other reasons,' I couldn't 
help but wonder what those reasons are."

Due to cuts in NASA's budget in recent years, NASA has been forced to turn 
to the Pentagon for increased funding, said Gagnon. The result is that the 
space shuttles are now also NASA missions and carry both military and 
civilian technologies.

"What you have now is the military takeover of the space program. NASA is 
not just about gazing at the stars, it now also has a political and 
military agenda." What is of concern, he said, is that the Pentagon in now 
working on a program called the "Space Based Laser." "Its nickname is the 
'Death Star,' and its job is to destroy other country's satellites, and 
also hit targets on the Earth below. NASA hopes to have the first 
operational tests by 2016 or 2017," Gagnon explained.

"This would give the US full control and domination of space and the earth 
below, because whoever controls space will control the Earth." (Additional

Fight the Consolidation of Police Terrorism in the US: A call to Action in 
Seattle, June 2 to 6th, 2003
We, the committee to form a Northwest Federation of Anarchist Communists, 
call for a convergence in Seattle, Washington, home of the WTO protests, to 
strike at the heart of the forces whose goals are to undermine all human 
rights, criminalize dissent, jail, harass and torture activists, and even 
commit legal murder of people of color and dissidents alike, in the name of 
"Homeland Security", "Fighting Terrorism" and "Criminal Intelligence". We 
call for all that have been victimized, or feel that they will become 
victimized, by this unprecedented consolidation of police power to join in 
solidarity and return to Seattle.
The Law Enforcement Intelligence Unit (LEIU) is holding its annual 
conference in Seattle, on June 2,3,4,5 and 6th. (see 
http://www.leiu2003seattle.org/) The organizers of this conference have 
invited Attorney General John Ashcroft, Director of Homeland Security, Tom 
Ridge (who conspired to imprison and murder journalist Mumia Abu-Jamal), 
Portland Joint Terrorism Task Force member John Cooney; FBI Assistant 
Director John Pistole, New York City Police Deputy Commissioner of 
Intelligence, and Former CIA agent David Cohen will attend. The purpose of 
this conference is for law enforcement, from local police to the FBI to the 
CIA and military, to further consolidate their power and organization, and 
to improve "the current state of intelligence sharing/processing among 
local and federal law enforcement agencies; and [to discuss] specifics as 
to what local law enforcement can do to better support the war on 
terrorism". We all know that the war on terrorism is a pretext for the war 
of the State against the population: people of color, immigrants, and 
political activists inside as well as outside the United States.
The topic of their conference include such things as "Criminal Protest 
Groups" and "left wing" terrorism. We all know that people committing such 
acts as stepping off of the curb at a demonstration, organizing against the 
war, organizing against the rape of our planet, occupying buildings and 
workplaces, and destroying capitalism are considered terrorists by our 
government. When the government loses its legitimacy with the people the 
response has been to build a system to monitor, criminalize, imprison, and 
murder its subjects, and to remove the line between the military and the 
domestic police. We have seen the massive consolidation of police power 
after the rise of the anti-globalization and anti-capitalist movements, the 
resurgence in anarchist organization, and the call of the government to 
seize Iraqi oil under the pretext of avenging the horrible tragedy of 9-11.
We have seen the steady rise of the abuse of the police, from the tear 
gassing and beatings at WTO, to the murder of an activist in Genoa. The 
history is merely being repeated, since the organization of slave patrols 
in New York in 1830's and the centuries of genocide against native people; 
J. Edgar Hoover's repression of Wobblies, anarchists and socialists during 
World War 1; the Palmer raids of the 20's; persecution of communists in the 
1930's and 1950's; the murder of Sacco and Vanzetti; The destruction of the 
Black Panther Party and the murder of its leaders in the 1960's; the 
repression of the American Indian Movement and frame up of Leonard Peltier; 
the disruption of the anti-apartied movement of the 1980's; and now, the 
criminalization of Muslims, immigrants, people of color, native peoples, 
and activists in the 1990's and to date. Our resistance to the police state 
in the US is the uniting of all people of all color, of all struggles for 
self determination, of all defenses against the rape of Mother Earth, and 
the struggle against the employing class.
We call upon all to converge upon Seattle, using whatever tactics they feel 
are necessary and prudent to carry out the goals of their respective 
organizations and constituencies; we call all upon all to organize in 
affinity groups and coalitions as necessary to resist the legalized 
planning for the criminalization of dissent; and we leave up to individuals 
and groups to choose whatever tactics they deem appropriate to their cause, 
and that such tactics be carried out independent of one another when 
necessary. We call upon the defense of non-violent activists against the 
likely abuse by the police who will likely rise to the occasion; and we

NASA Chiefs 'Repeatedly Ignored' Safety Warnings by Peter Beaumont

Fears of a catastrophic shuttle accident were raised last summer with the 
White House by a former NASA engineer who pleaded for a presidential order 
to halt all further shuttle flights until safety issues had been addressed.

In a letter to the White House, Don Nelson, who served with NASA for 36 
years until he retired in 1999, wrote to President George W. Bush warning 
that his 'intervention' was necessary to 'prevent another catastrophic 
space shuttle accident'.

During his last 11 years at NASA, Nelson served as a mission operations 
evaluator for proposed advanced space transportation projects. He was on 
the initial design team for the space shuttle. He participated in every 
shuttle upgrade until his retirement.

Listing a series of mishaps with shuttle missions since 1999, Nelson warned 
in his letter that NASA management and the Aerospace Safety Advisory Panel 
have failed to respond to the growing warning signs of another shuttle 
accident. Since 1999 the vehicle had experienced a number of potentially 
disastrous problems:

· 1999 - Columbia's launch was delayed by a hydrogen leak and Discovery was 
grounded with damaged wiring, contaminated engine and dented fuel line;

· January 2000 - Endeavor was delayed because of wiring and computer failures;

· August 2000 - inspection of Columbia revealed 3,500 defects in wiring;

· October 2000 - the 100th flight of the shuttle was delayed because of a 
misplaced safety pin and concerns with the external tank;

· April 2002 - a hydrogen leak forced the cancellation of the Atlantis flight;

· July 2002 - the inspector general reported that the shuttle safety 
program was not properly managed;

· August 2002 - the shuttle launch system was grounded after fuel line 
cracks were discovered.

White House officials rejected Nelson's plea for a moratorium. He tried to 
talk again to NASA's administration about his worries in October but was 
again rebuffed.

Yesterday Nelson told The Observer that he feared the Columbia disaster was 
the culmination of 'disastrous mismanagement' by NASA's most senior 
officials and would inevitably lead to the moratorium he was calling for.

'I became concerned about safety issues in NASA after Challenger. I think 
what happened is that very slowly over the years NASA's culture of safety 
became eroded.

'But when I tried to raise my concerns with NASA's new administrator, I 
received two reprimands for not going through the proper channels, which 
discouraged other people from coming forward with their concerns. When it 
came to an argument between a middle-ranking engineer and the astronauts 
and administration, guess who won.

'One of my biggest complaints has been that we should have been looking for 
ways to develop crew escape modules, which NASA has constantly rejected.'

His claims emerged against a background of growing concern over the 
management of safety issues by NASA.

They followed similar warnings last April by the former chairman of the 
Aerospace Safety Advisory panel, Richard Bloomberg, who said: 'In all of 
the years of my involvement, I have never been as concerned for space 
shuttle safety as now.'

Bloomberg blamed the deferral or elimination of planned safety upgrades, a 
diminished workforce as a result of hiring freezes, and an ageing 
infrastructure for the advisory panel's findings.

His warning echoed earlier concern about key shuttle safety issues. In 
September 2001 at a Senate hearing into shuttle safety, senators and 
independent experts warned that budget and management problems were putting 
astronauts lives at risk. At the center of concern were claims that a 
budget overspend of almost $5 billion (£3bn) had led to a culture in NASA 
whereby senior managers treated shuttle safety upgrades as optional.

Among those who spoke out were Democratic Senator Bill Nelson of Florida, 
who warned: 'I fear that if we don't provide the space shuttle program with 
the resources it needs for safety upgrades, our country is going to pay a 
price we can't bear.

'We're starving NASA's shuttle budget and thus greatly increasing the 
chance of a catastrophic loss.'

Although NASA officials said that improvements were being made they 
admitted that more needed to be done.

A year earlier, a General Accounting Office report had warned that the loss 
of experienced engineers and technicians in the space shuttle program was 
threatening the safety of future missions just as NASA was preparing to 
increase its annual number of launches to build the International Space 
Station.

The GAO cited internal NASA documents showing 'workforce reductions are 
jeopardizing NASA's ability to safely support the shuttle's planned flight 
rate'.

Space agency officials discovered in late 1999 that many employees didn't 
have the necessary skills to properly manage avionics, mechanical 
engineering and computer systems, according to the GAO report.

I don't think there are any difficult legal issues involved.  If you drop your
wallet on someone's property, it is still your wallet.  If you crash your car onto
somebody's front yard, it's still your car (for better or worse).  If a plane
crashes carrying U.S. mail, the Post Office gathers up whatever mail it can find and
tries to deliver it.  Would you have it any other way?

Even if ownership was in question, does anybody really think it's a good idea to
sell the pieces of evidence while the accident investigation is going on?

In the UK at least railway stations tend to have been built in the ugly
parts of towns for good reason -- simply because land is a lot cheaper in
the low rent parts of town.

Also railways stations and the associated cheap hotels with a large
transient population tend to attract undesirables such as drug dealers,
muggers and hookers and the sort of thing which pushs the value of your
house down and nice middle class people don't want on their doorstep.

The people in richer areas tend to have more political clout and more
effectively oppose development of this sort.

The Phantom Works, Boeing's prototyping organisation, has raised the 
possibility of plasma-based directed-energy weapons equipping a future 
breed of hypersonic aircraft platforms, such as those favoured for research 
and development by the Bush administration.

George Muellner, vice president and general manager of the Phantom Works, 
said that it should prove feasible to "skim off" some of the plasma that 
forms naturally around a M8.0 aerospace vehicle for use by an onboard 
directed-energy weapon.

Plasmas are ionised gases found naturally in lightning discharges and are 
commonly used in neon light tubes. They also build around the nose and 
leading edges of hypersonic vehicles and space re-entry systems as the air 
in front of them is shocked to high temperature.

Muellner's remarks are evidence of growing US interest in plasmas for a 
variety of aerospace applications. Russian designers have touted the 
benefits of plasmas for years, but officially their claims have been 
greeted with scepticism by the US aerospace establishment.

Russian companies and research institutions that have applied plasmas to 
aircraft have reported sizeable reductions in aircraft drag and the delayed 
onset of shock waves. "We've been doing work with the Russians and we've 
been doing plasma work on our own and we have seen considerable 
improvements in drag and sonic boom attenuation," Muellner said.

He downplayed US enthusiasm for other plasma benefit claimed by the 
Russians - a means of drastically reducing an aircraft's radar signature. 
"There's no way to effectively engineer it," he said, adding that the power 
and weight penalties imposed by plasma-generators would most likely 
outweigh the stealth benefits. Despite this, Russian engineers claim to 
have developed 'bolt-on' plasma-generators that dramatically cut an 
aircraft's radar cross-section while preserving its aerodynamic qualities; 
something, they say, that cannot be said of first-generation US stealth 
aircraft like the angular F-117A.

Muellner said that the use of naturally forming plasmas on a high-Mach 
aerospace vehicle could, in the long term, be applied "as a huge energy 
resource" to a directed-energy weapon for self-defence purposes. Observers 
have pointed out that such weapons could also be used offensively.

There are two possible engineering approaches. One is to divert the plasma 
into a chamber, excite it, introduce a laser-critical gas such as argon and 
direct the resultant energy through high-power optics as a laser beam. The 
other is to wrap small compact rings or 'toroids' of plasma energy in 
intense magnetic fields and fire them from a weapon as 'bullets' at air or 
ground targets.

In the early 1990s, the US Air Force was preparing tests at Kirtland Air 
Force Base, New Mexico, designed to lead to a ground-based plasma-weapon in 
the late 1990s capable of firing plasma bullets at incoming ballistic 
missile warheads. The enabling technology was a 'fast capacitor bank' 
called Shiva Star that could store 10 million joules of energy and release 
it instantaneously. Officials anticipated firing bullets at 3,000km/sec in 
1995 and 10,000km/sec - 3% of the speed of light - by the turn of the 
century. The tests absorbed little more than a few million dollars of 
annual funding (Jane's Defence Weekly 29 July 1998).

Dumped into the 'soft' electronics of a re-entry vehicle, the bullets were 
envisaged as destroying multiple manoeuvring warheads at rapid 
reacquisition rates. By the second half of the last decade, the 
Shiva/plasma bullet programme was officially dropped. Observers have 
remarked on how its sudden disappearance at the time the firing tests were 
scheduled was redolent of a transition to the classified environment.
