The First Annual Working Together: Conference on Public/Private Research  
Development (RD) Partnerships in Homeland Security

This two-day Conference will focus on state-of-the-art science and 
technology to anticipate, prevent, respond to, and recover from 
high-consequence chemical, biological, radiological, nuclear, explosives 
and cyber terrorist threats. The conference will also address protection of 
the nation's critical infrastructure, and the harnessing of science and 
intelligence to reduce threat and risk.
The objectives of this inaugural event are to encourage public-private 
partnering among scientists and engineers from government, national 
laboratories, universities and research institutes, and private sector 
firms investing in RD, to address the collective science and technology 
research goals of the U.S. homeland security community. Private sector and 
university-based scientists can benefit from the technologies and technical 
approaches developed and deployed by the national and DHS labs.  The 
laboratories in turn can explore leveraging opportunities with leading 
private sector and university-based research programs.

Through plenary and breakout sessions, posters and a companion Exhibition 
Conference Participants will:
·  learn about DHS awareness, countermeasures and response and recovery goals;
·  address the most pressing technical challenges;
·  identify the most critical knowledge gaps;
·  be introduced to the core capabilities of national and DHS laboratories, 
and the Departments university-based homeland security centers; and

DHS is committed to science and technology leadership, and the creation of 
an enduring national capability for homeland security.  Toward this end, 
the DHS ST Directorate supports and recognizes technical excellence in 
research, development, testing and evaluation (RDTE) of homeland security 
technologies; encourages collaborations and partnerships among RDTE 
performers across the homeland security science and technology complex; 
actively disseminates knowledge generated through the execution of RDTE 
programs and university-based homeland security centers; and to the 
greatest extent practical, enhances visibility and recognition of

As the debate over a national personal identification system intensifies, the smart

The Smart Card Alliance, the industry's trade association, released a white paper Jan. 
30 that argues for the advantages of smart cards against other technologies that could 
be candidates for a personal ID card. The alliance will use it to initiate a concerted 
pitch to policymakers in the public and private sectors.

Alliance members have been encouraged by what they see as the leading role of the 
federal government in the recent growth of smart card use.

Once the Common Access Card [CAC] for the Defense Department has been issued, we 
expect other agencies will begin to pick up on the use of smart cards, said Bob

DOD has committed to issuing the CAC to 4 million military and civilian employees, he

The crucial difference, from a law enforcement perspective, is how hard 
it is to get the requisite court order.  A stored message order is

That's outrageous - if the explanation is correct,
then either the judge didn't have a clue about modern communication technology,
or the judge did have a clue and was deciding that it's ok for the Feds to
wiretap all IP traffic, including email and Voice Over IP,
all compressed voice, including Voice over ATM and Voice Over Frame,
and any uncompressed digital communications equipment that includes a FIFO,
(at least if you can shove the wiretap in next to the FIFO.)
The VOIP standards have needed to address encryption for a long time;
VOIP over IPSEC is a partial solution, but most people in the industry
aren't really comfortable with the scalability or quality of service issues,
because there's too much layering, performance measurement is hard,
routers that do both tend to run out of CPU, and the field's moving too fast.

 your house (e.g. a window open, or a chimney flue)
 so that inside and outside connect.

  -- Etc.

 I can also see a market developing for storage-free communications
 carriers.  What happens when you inquire of your carrier as to
 whether it can provide such a guarantee or option?

That's outrageous - if the explanation is correct,
then either the judge didn't have a clue about modern communication technology,
or the judge did have a clue and was deciding that it's ok for the Feds to
wiretap all IP traffic, including email and Voice Over IP,
all compressed voice, including Voice over ATM and Voice Over Frame,
and any uncompressed digital communications equipment that includes a FIFO,
(at least if you can shove the wiretap in next to the FIFO.)
The VOIP standards have needed to address encryption for a long time;
VOIP over IPSEC is a partial solution, but most people in the industry
aren't really comfortable with the scalability or quality of service issues,
because there's too much layering, performance measurement is hard,
routers that do both tend to run out of CPU, and the field's moving too fast.
(And the Oulu folks just found a bunch of vulnerability in SIP
http://theregister.com/content/55/29507.html .)

Yesterday the market was hit pretty hard, with accelerated selling into the close.  This is not typical behavior for an uptrend, to say the least -- so we have to see how yesterday affected our new sentiment dashboard.



The most noticeable change is the trend confidence in the mid-term has dropped from yesterday's 5 to the current reading of 3.  The confidence in the long-term uptrend has dropped to 4.  This shows that a few of our trend indicators deteriorated with yesterday's selling, but it wasn't enough to trigger a move into a downtrend.  It's a warning, however.

Although it may not seem intuitive at first, it is possible for the gauges to move backwards -- but only a little bit.  A gauge can't move back too far without flipping into the opposite trend.  

Such a move backwards is a warning that the trend may be flipping over; but it may also represent more potential room to move if the trend reasserts itself. Markets are not tidy, linear things, so it's necessary to have this granularity built into the gauges.

Surprises

One of the things I always try to keep in mind is what the most surprising market move would be.   After all, the market's ultimate job is to fool as many people as possible, as much of the time as possible.

Right now among technicians the most surprising thing would be a strong upside run through the heavy resistance just overhead.  I can't shake the notion that shorting in this resistance area is the "easy trade", and the market just never lets that easy trade work out well.  There is still a significant chance that those jumping on the short side early are going to get blown out of their positions, which could be the fuel that propels the averages over the major resistance point.



Supporting this notion is the fact that sentiment has not reached a bullish extreme.  There is still plenty of "sentiment fuel" in the tank to push the markets higher. Our dashboard shows 52% full.  There are also many, many traders that are fighting this rally, and quick to put on short positions.  I can't recall a rally this strong that has ever been afforded such little respect from the many traders and advisors that I monitor.

And somewhat surprisingly, the traders in the Rydex funds have kept a bearish slant to their positions.

Rydex has a variety of funds that are either bullish or bearish, and since they publish the total assets in each fund on a nightly basis, it's possible to see how traders are positioning themselves.  

The ratio of the money in the bearish Ursa Fund is still well above the money in the bullish Nova fund.  Right now, for every $1.00 bet on the bullish Nova fund, there is $1.59 bet on the bearish Ursa fund.  Even seven straight up weeks has not removed the firmly entrenched bearish psychology in the markets.

I still believe that bonds represent the ultimate sentiment tank for the stock market right now.  The inverse relationship between stocks and bonds continues to be the major story in the markets.  When bonds rally, stocks fall; when bonds fall, stocks rally.

You have to monitor both markets closely right now, to really know what is going on.  For the bond market, you can follow the bond futures, with the current front-month futures contract the December futures, symbol USZ2.

The bond market still looks to be making a major, long-term top. 



In the short term, the momentum in bonds is also clearly down, even with yesterday's rally.  Here's the 30 minute chart:



Today we'll get a ton of economic numbers to push around the bond market, which in turn will spill over into the stock market.  As I'm finishing this up, the intial jobless claims came in better than expected at 364,000, which continues the very clear trend down in this important weekly number.  Perhaps...just maybe...the economy isn't as bad as many think.

The bond market is selling off initially on this number, which should equate to a strong rally day in stocks.

 5 Ways to Create a Unique Website  Internet users have no doubt seen several websites of
identical design. This is often because webmasters do not
have the ability or time to design and create unique websites.
These five points will help you come up with a one-of-a-kind
design for your website.
1. Navigation System
Deciding on a navigation system should be one of the first
things to consider when designing your website. Visitors
usually look for a way to get to the information they want
before reading anything else. I would suggest putting your
navigation system in two areas. Look at WebmasterBase
(http://www.webmasterbase.com)
for example. There is a list
of categories on the left, and information about the network
on the top bar.
It is not recommended that you place your navigation at the
bottom of the page because:
- People see the top of the page first
- If you have a lot of content on one page, the navigation
 gets pushed to bottom of the page... away from the
visitor.
2. Color Scheme
When you are choosing colors, make sure they contrast.
For example, do not use bright green and florescent pink.
Some colors that are often used are white on black or black
on white.
A wonderful utility that is web-based and free is Color
Schemer (http://www.godigitalstudios.com/www/color/),
created by Aaron Epstein. Many other programs exist that
can assist you in choosing colors. Try doing a search on

3. Content Window
This is the brain of the website. Make sure that the text
here is easy to read and understand.
Also, provide your own original content. People do not want
to hear what somebody else has to say. They want to hear
what you want to say! While it might be time consuming to
write your own content, it sure is worth it.
To find content for your website, try searching at
EzineArticles (http://www.ezinearticles.com).
Other people
may have used the articles, but if you become good friends
with the authors, they may send you new content as they
write it. Be careful though. Do not use too much content
from other authors, as mentioned above.
4. Font(s)
Several types of fonts exist. The first one I will discuss is
fixed width or monospace, similar to Courier or Courier New.
Fixed width fonts are good for displaying code (like HTML.)
Another type of font is called sans serif. It is similar to
Arial (Windows) or Helvetica (Macintosh). This font can
be used for long pieces of text.
The final type of font is called serif because it has serifs,
or curves, in each letter. Often, this font is called Times
(Windows) or Georgia (Macintosh). This font, like sans serif,
is often used for long blocks of text. It is preferred because
its rounded edges lead the reader to the next letter, making
it easier to read.
5. Advertising
Ah, everybody's favorite... advertising! This is one of thing
that almost every website has. The most common type is
what is known as "banner" advertising. It is called that
because it is long and thin (like a paper banner.) How long
you ask? The generic kind is 468 pixels wide by 60 pixels high.
New sizes however are being used. Take for example the
new style called "skyscraper" -- so called for a reason: it
looks like a skyscraper. It is tall (about 425 pixels) but not
too wide (about 100-125 pixels.)
