Yep, same story in Pune.

Do try around, but In case your situation is that you are going to get 
nothing from official sources and you really want to have something rather 
than nothing, then you can try the alternative strategy:

India's cities already have seen quite a lot of mapping done on 
OpenStreetMap, including building footprints. This is a screenshot of a 
place in Delhi:




If you want data for a limited area, then edit OSM for that area, add in 
the few missing buildings that might be there, then extract the data. A 
decent enough area can be covered in a few hours' time. (note: watch out 
for satellite images having offsets. GPS traces and already-mapped items 
will help for that)

If you have interns, you can set them on the job. Or if you have some 
budget you can hire people. This takes minimal skills so you could consider 
it on par with a data entry job.

Tasking manager can be used to split the area into grids and systematically 
cover the area. teachosm.org is a good place to create tasks that aren't 
emergency-types (have to get in touch with the admins for creator access, 
else I have so you can contact me). tasks.openstreetmap.in is also there 
which is managed by few people who are on this group, there is a blocking 
issue currently but it should get resolved soon.

You can also organise an OSM mapping event at an urban planning course 
class or so, if you can combine your work with learning benefit for the 
students.

My answer may not be useful hence I did not answer earlier.

let me answer from different points of view. 

1. You need a FREE ( I Guess) vector map of building footprints of Delhi. 

Now the question is,  does such a data exist .. The answer is YES. 

Is it free ? Highly unlikely. 

I have been gathering almost every free data out there from internet since 
about 2000 and have not seen a free data with individual building 
footprint. 
Nearest that is available is populated area boundaries.


2. Where does a Building footprint Data for Delhi exist, If at all? 

 YES, This data exists and it is with NIC. National informatics centre. 

They give this data to other government agencies for GIS purpose. But they 
try to protect with all their might. 

I have seen this data myself and worked on a derivative as a subcontractor 
for a government department.
But it is was served through NIC servers in a Room in the client department.
They were not allowed to access that data and  even data they created 
themselves for their own purpose outside that room. This was about 10 years 
ago. 

Do not know the present situation.

included.
