It's not enough to have it provided by another package as the buildds can't handle with that. So it's still a serious bug. Note that the bug is already fixed in a NMU by Matej Vela on 19 Feb... So you could change the build-dep to libgdal1-1.3.1-dev | libgdal1-dev, though that would only serve people who want to backport. I'm pretty sure they are able to pick a package at random to satisfy a build-dep on a virtual package; this just usually isn't what you want. The thing they *won't* do is evaluate options after a '|'; so if you need the buildd to install a package for you, it has to be listed as the first option in the or'ed list.
