I'm not really convinced, here.

It's pretty logical that usermod refers to passwd, as newly created
users will need to use passwd at some moment. I don't think that the
opposite is needed.

We can't really have all manpages refer to each other just because the
utilities are in the same package.

My current mood is at least to tag the bug as "wontfix" and, just like
other bugs we tag this way, finally close it (IMO, "wontfix" should be
a temporary state and I don't buy wontfix bugs that remain open for
ages).

It does comparable things (lock, expiration), and is useful for
remembering the other commands.  This isn't just a hypothetical request:
I would have used the usermod interface if passwd has referred to it;
instead, I ended up using vipw (er, actually vim..).

Plus, they're in the same package, so no chance to have one installed
and not the other (plus, the package is Prio: required, so is
essen^Walmost guaranteed to be available).

usermod already refers to passwd.
