On current squeeze or sid, I can not confirm your problem.
Perhaps, the bug was closed in a newer version of libgcj8-1.
Some people using Ubuntu seems to had/have the same problem as you:

If you can reproduce the bug with libgcj8-1 = 4.3.4 or with the newest
pdftk-1.41+dfsg-1, which uses libgcj9-0, please report it.

pdftk should probably depend on libgnucrypto-java

Following error appears while trying to set a owner_pw on a dvipdfm
generated pdf file:

WARNING: Error loading security provider gnu.crypto.jce.GnuCrypto:
java.lang.ClassNotFoundException: gnu.crypto.jce.GnuCrypto not found in
gnu.gcj.runtime.SystemClassLoader{urls=[file:./],
parent=gnu.gcj.runtime.ExtensionClassLoader{urls=[], parent=null}}

After installing libgnucrypto-java, the error message disappears and the
program works.
