Okay, now I'm  puzzled; starting konqueror and using its 
info://octave
syntax, the correct file is displayed. Also, 
$tkinfo octave 
works. 

Is it possible that the command-line info browser doesn't like the
symlinks in /etc/alternatives/ ?

Very strange. In my sid chroot I cannot reproduce this.  Could you please
try the following:

$ sudo apt-get remove octave2.1-info octave3.0-info
$ info -w octave
*manpages*
$ sudo apt-get install octave3.0-info
$ info -w octave
/usr/share/info/octave3.0.info.gz
