I'm a little embarrassed by proposing you this solution, but since
here I was able to replicate your bug (in a de_DE locale) and now
no-more, I'd like to kindly ask you to try this:

# apt-get update; apt-get dist-upgrade; apt-get remove --purge
reportbug; apt-get install reportbug

Well, dist-upgrade it's not strictly needed but it's just an easy
way to have all the needed libraries updated.

Let me know if this fixes the problem.

I tried the proposed solution, but it doesn't help.
I tried also on de_DE.* and en_US.* locales using
$ LANG=XXX reportbug
but this doesn't help much.

I tried both on ia32 and amd64 machine, but
the error output is the same.
