Continuing with built-in (slower) fuzzy matching. python-lxml is a recommended dependency of translate-toolkit, and in this case, python-lxml is not installed with translate-toolkit. May be, you should add a python-lxml dependency to virtaal. So it's probably better to change the python-lxml dependency from recommended to required in translate-toolkit. This solution fixes potential issues in translate-toolkit and virtaal. That was the reason for having python-lxml as Recommended only.
