I think you might be overengineering this.  The OnlyShowIn/NotShowIn
keys are not a way to recommend one piece of software over another.
They mean, this program does not possibly work reasonably in that
environment.  It is up to the user or the package management to install
suitable combinations of software.  But when they do install things,
they should work.

Although I'm currently not using KDE, I was actually once using that
exact combination, because KDE did not provide a native update
notifier.

 It's the same as nm-applet which has NotShowIn=KDE 
 as well.

Also broken, IMHO, for the same reason.
