This is a package feature, upstream redmine is not designed to work like
this, though it's allowed by rails, and thus made possible in the package.
Do you think rephrasing is needed to better explain it's a feature of the
debian package ?

In fact modifying that template is not worth the effort :
it is very unlikely to be displayed; the notify-migration
being triggered when updating from a redmine package that
was not uploaded to unstable (but used through mentors.d.o)
I'll eventually remove that code and template.

Ok, if it is a package feature, leave it as is.

Then definitly leave it as is, as the change would be post Squeeze an
happen at the same time you probably remove the strings.
