Ok...

Using

export dbc_debug=true
export DEBCONF_DEBUG=developer

let me to reinstall dbconfig and all problems disappeared :)

Piuparts is able to successfully install phpmyadmin¹, so I believe it
must be something specific in your situation. Did you have phpmyadmin
installed in the passed and removed and or purged it maybe? And how
about dbconfig-common? Anything unusual in your setup? Did you go for
the standard questions, or did you install with lower debconf priority?
Please, any details will help to figure out what is wrong on your system.

As this is purely dbconfig managing this file, I believe it's coming
from it. Reassigning to dbconfig.
