I just encountered this issue as well. It is being tracked by XFCE at
https://bugzilla.xfce.org/show_bug.cgi?id=14577 It may be a
regression of https://gitlab.gnome.org/GNOME/gtk/issues/1280 that
occurred in GTK sometime between 3.22.30 and 3.24.8.

Cheers,
Kevin

So a GTK 3.24 / compositing related problem?

It is starting to look like it is. Is this the right package for this
bug or should I reassign it to another package? gtk+3.0, perhaps? The
bug is not limited to just nm-applet.

This was indeed tested with compositing enabled.
So a GTK 3.24 / compositing related problem?

Michael, does your window manager use display compositing? Are you able
to test with display compositing disabled?

I saw the corruption under Xfce xfwm4 with display compositing disabled.
Workaround is to enable display compositing with Xfce Settings / Window
Manager Tweaks / Compositor / Enable display compositing. The nm-applet,
Remmina, and Skype icons are then displayed as they were before the GTK
3.24 upgrade: uncorrupted with correct theme background colour.
