Thanks for your report. This is not related to pavucontrol-qt but
pulseaudio package. I follow up the url you provided and found that
it has been fixed in pulseaudio version 13.0-3:

Can you try adding line

"flat-volumes = no" to /etc/pulse/daemon.conf

and reboot
Please note ";" is a comment here, so make sure your line is not commented.

I am running Debian 9 Stable (Jessie) with LXQt.

When I adjust the desired volume with Pavucontrol-Qt and a new track 
starts (e.g. on YouTube), the volume slider always jumps back to maximum 
volume what is a bit annoying.


Could you have a look if there is some bug related for this behavior?

The situation appears when:

- starting new tracks on YouTube (browser runs in QEMU-VM)
- continuing current tracks on YouTube after loading
- several other videos played via browser

I am confused what could cause this.
