So, systemd-udevd is not trying to read from acpi-cpufreq, but the acpi-cpufreq kernel module is attempted to be loaded, afaics The message you see is from libkmod used in https://salsa.debian.org/systemd-team/systemd/-/blob/debian/master/src/shared/module-util.c#L34 I wouldn't consider this a bug in systemd though. The default Debian kernel from backports is using the built-in driver intel_pstate driver for Intel i5 CPU, so systemd-udevd should look for the frequency information there and not in the not used module acpi_cpufreq. systemd-udevd does not care about the "frequency information". Maybe the error message above is just a result of the (wrong) cpufreq driver being (auto)loaded. In which case, this is more likely to be a kernel issue.
