Hello Marco,

Imho the major point is that dev packages should not be versioned to
allow migrating from 1 to 2 (at some point) without having to change
all rdep source packages. Debian usually tries to avoid shipping
multiple versions of a shared library in a release.

Are libxcrypt[12]-dev API compatible in some way?

Can you be more specific in why this would not be allowed?
Currently I am not building libxcrypt2 and libxcrypt2-dev, but the 
package is ready to do it.
libxcrypt1-dev and libxcrypt2-dev cannot be installed at the same time, 
but libxcrypt1 and libxcrypt2 can.
