Please let me know if there's anything else I'd need to do. The other contributor, namely Pablo Saratxaga, is a well-known name in the l10n community. He was (is?) working at Mandrakesoft and doing a lot of l10n-related work. You can very certainly reach him by googling a bit, which is certainly worth it as he contributed many locales. Thus it does not allow modification; it is unclear, however, if this statement was meant as a license. (Currently it is allowed pending investigation).
