Note: For those who write LaTeX documents, the issue can be avoided
with:

\usepackage[pdfa]{hyperref}

See:
https://tex.stackexchange.com/questions/456896/set-the-print-flag-on-links-with-hyperref-to-preserve-them-with-ghostscript-9
"Set the print flag on links with hyperref to preserve them with ghostscript >=

Upstream has closed my bug report as a duplicate of bug 699830 again.
However, there has been another bug report from another user (who
also uses Ghostscript for its compress feature):

  https://bugs.ghostscript.com/show_bug.cgi?id=699896

also closed as a duplicate, but upstream eventually recognizes that
there is a limitation of the combination of the PDF interpreter and
pdfwrite, and "will consider doing something further for pdfwrite
and annotations".

The -dPrinted=false was suggested in bug 699830 to keep link
annotations, but it has a drawback: it will drop the "print"
annotations.

So, there is no longer any way to keep all annotations.

Ah, good point!

Let's see how upstream reacts to that.

Thanks again!

OK, but then, this was not the same bug. I've reopened my bug upstream
with the following comments:

In bug 699830, the user was using gs directly. Here, I'm using
ps2pdf, which is described as a conversion tool:

Convert PostScript to PDF using ghostscript

(actually, the description is a bit incorrect since it can take
PDF files in input, not just PostScript files).

As a conversion tool, it should neither lose information, nor
assume anything about what will be done with the PDF file. Thus
-dPrinted=false should be passed to gs by the ps2pdfwr script.

If this is not intended to be a conversion tool, the description
should be fixed.
