I suggest mailing this to d-d-a as well, as it's a project-wide
development announcement, on which we might benefit from review/feedback
from all devs, in order to spot issues before it gets integrated into
policy.

Also, we should probably send out a sort of call for implementation of
the *present* draft, as it would be nice to have working code, as well
as policy integration, before moving DEP5 to ACCEPTED. In this case,
working code should probably look like parsers and/or generators. AFAIR
we used to have at least 2 such implementations for DEP5:

- a config-model DEP5 description
- an Emacs mode for machine-readable debian/copyright

... but they were most likely referring to past versions of the spec,
hence possibly in need of some revamping.

I've also filed a bug for inclusin into the debian-policy package:

For the bug, I modified the markup in the spec to be pure markdown and
avoid ikiwiki-specific extensions. I also changed the Format: urls to
point at what will become the publically available one if debian-policy
accepts the patch. I don't _think_ I did any semantic changes, but
please prove me wrong.

I'll update DEP5 description (aka Debian::Dpkg::Copyright model [1]) as soon as 
I've stabilised the latch batch of modifications in config-model.

The CDBS copyright-check.mk snippet essentially is a DEP5 generator.  
The version in experimental generates files compatible with current 
draft.
