Looks like these got sourceful uploads in the mean time, but vips FTBFS
on armhf.  Can this be sorted?  (Getting the FTBFS tracked in the BTS
would be a good first step :) )

Indeed. You can therefore close this binnmu request, unless you want to
keep it for tracking the status of libmatio transition.

nmu dynare_4.3.3-4 . armel sparc . -m Rebuild against libmatio-dev = 1.5
nmu vips_7.28.5-1 . ALL . -m Rebuild against libmatio-dev = 1.5
nmu nip2_7.28.4-1 . ALL . -m Rebuild against libmatio-dev = 1.5

The openmeeg package is also affected by the transition, but needs a sourceful
upload due to API changes. A NMU is on its way in the DELAYED queue.

In case you want to setup a transition tracker, here is a ben file:

title = libmatio;
is_affected = .build-depends ~ /libmatio-dev/;
is_good = .depends ~ /libmatio2/;
is_bad = .depends ~ /libmatio0/;
