To answer my own question here, the package isn't in buster.

This bug was tagged "stretch", but mentions buster and stable. Where
exactly are you trying to request removal from?

(If the answer is both stretch and buster, note that that is two
removals and thus requires two removal request bugs.)

 As Bug#929575, simpleid 0.8.1-15 doesn't work with PHP7.x that is shipped
 with Debian9 "stretch" and Debian10 "buster", so I propose we'll remove it.
 And, for testing package was removed (#929832) but stable package still
