It is currently out of Buster (and Debian Testing) because of bug:

I have hoped to have it fixed but other real life things have since
taken a higher priority.

I had also hoped that maybe other apt-offline users would come up with
a patch but that didn't happen.

So this will have to wait until I get some free time.

https://bugs.debian.org/871656 is what keeps apt-offline out of testing
and thus stable.

No mention of this in the manual.

apt-offline updates only the list of existing packages (cf. eg.
/var/lib/apt/lists) and the specific packages asked for with
"--install".

apt-get upgrade probably tries to get the packages themselves which it
knows from the package list but which apt-offline did not take.

It seems apt-offline has a specific option for full upgrades.

   --upgrade Generate APT Database signature for package upgrade. This  is
     the equivalent of using apt-get upgrade


So for upgrades potentially doing something like the following could
work :

 isolated$ apt-offline set --update ...
 networked$ apt-offline get ...
 isolated$ apt-offline install
 isolated$ apt-offline set --upgrade ...
 networked$ apt-offline get ...
 isolated$ apt-offline install ...
 isolated$ apt-get upgrade

If I make no mistake you need to use apt-get for installing the
package after retrieving the bundle. The workflow would then be like :

isolated$ apt-offline set --install $package ...
networked$ apt-offline get ...
isolated$ apt-offline install ...
isolated$ apt-get install $package ...

If I remember correctly but this is from memory from 3 or 4 years ago
it is possible to need two round-trip between networked and isolated
server :

isolated$ apt-offline set --update ...
networked$ apt-offline get ...
isolated$ apt-offline install
isolated$ apt-offline set --install $package ...
networked$ apt-offline get ...
isolated$ apt-offline install ...
isolated$ apt-get install $package

When apt-offline is being used to update a system and 
an additional package is needed, "--install" is efficacious.

Also, apt-offline claims to solve dependancies automatically.

I am very pleased to announce the release of apt-offline, version 1.5.

In version 1.4, the offline bug report functionality had to be dropped. 
In version 1.5, it is back again. apt-offline now uses the new Debian 
native BTS library. Thanks to its developers, this library is much more 
slim and neat. The only catch is that it depends on the SOAPpy library 
which currently is not stock in Python. If you run apt-offline of 
Debian, you may not have to worry as I will add a Recommends on that 
package. For users using it on Microsoft Windows, please ensure that you 
have the SOAPpy library installed. It is available on pypi.


The old bundled magic library has been replaced with the version of 
python magic library that Debian ships. This library is derived from the 
file package and is portable on almost all Unixes. For Debian users, 
there will be a Recommends on it too.


There were also a bunch of old, outstanding, and annoying bugs that have 
been fixed in this release. For a full list of changes, please refer to 
the git logs.


With this release, apt-offline should be in good shape for the Jessie 
release.

What is apt-offline ?

 apt-offline is an Offline APT Package Manager
 .
 apt-offline can fully update and upgrade an APT based distribution without
 connecting to the network, all of it transparent to apt
 .
 apt-offline can be used to generate a signature on a machine (with no network).
 This signature contains all download information required for the apt 
database system. This signature file can be used on another machine connected   
to the internet (which need not be a Debian box and can even be running 
windows) to download the updates.
 The downloaded data will contain all updates in a format understood by apt 
and this data can be used by apt-offline to update the non-networked machine.

 apt-offline can also fetch bug reports and make them available offline

Wait a second, unless I am mistaken it's an implementation of the
traditional "Using APT Offline" howto from Jason Gunthorpe, this time
with additional requirement of Python.

And what does "managing the packages" mean in this context? Maybe you
mean: download manager for package files?

Is that a signature? A signature is something short you write down with
a pen for identification purposes, basically equivalent to a short
checksum in data processing.

AFAICS what you use is a plain flat database, i.e. an URL list generated
by apt.

And the system requirements on that net connected box are... what?
That's an important detail, IMHO.

It sounds like apt-offline is the solution I needed several years ago when I 
was trying to upgrade a disconnected Debian system.  I found then that I needed 
to make at least 2 trips to a connected system (once for lists, then for newer 
packages).  I will keep apt-offline in mind for the future, and hope that it 
makes its way into the Debian main archive.

While I'm working toward getting it packaged and included into Debian, I am 
looking for users who could test and provide feedback. I'm more keen on 
feedback on the interface and options/arguments you'd like to see.

Almost, but not quite.  I share /var/cache/apt over NFS here and it works,
provided that I do an apt-get update on each machine.  If you can find where
the list of available packages is stored and copy that also, though, you
should be set.

That seems to work based on dselect. I want to do an apt-get dist-upgrade,
which AFAIK dselect can't do...

Actually, another issue is that I won't have access to the ftp/http sources
on the non-networked machines - how will apt on those machines "know" what
it should do - do I need to copy some other parts of the /var/.../apt stuff?

Using apt offline

Hi,
I have a small number of machines which are currently running slink. I'd
like to upgrade them, at least to frozen and possibly even to woody.

The simple answer is apt-get (dist-)upgrade. However, there are a couple of
issues with this. First, I pay for internet downloads, so I want to minimise
download time, and second, at least one of the machines is not connected to
the internet.

The machines' configurations are pretty much identical, so I would like to
download the necessary files *once* and upgrade all the machines offline.
The problem is knowing how to get apt to work this way.

I think that what I could do is

1. apt-get dist-upgrade --download-only on one machine
2. Transfer the downloaded files to all machines
3. apt-get dist-upgrade --no-download on all the machines.

The only difficulty I have is with step (2) - is it enough to transfer the
/var/cache/apt/archives directory? If not, what is the best way?

More generally, what is the best way for me to keep a number of machines
reasonably up to date, given

1. The only CDs I can get are slink (2.1r4) until potato hits the UK CD
market.
2. I have limited network bandwidth.
3. The network bandwidth costs money.
